From YouTube: 05-11-2020 Regular Council Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
A
A
I
don't
know
why
my
computer
wouldn't
my
outlook,
wouldn't
let
me
download
the
meeting
information
so
everybody's
doing
it
the
way
you're
doing
it
now.
A
Okay
yeah.
I
worked
with
mark
today
quite
a
bit
trying
to
get
my
outlook,
my
outlook
to
work
and
we
got
the
we
were
able
to
fix
it
so
that
I
could
receive
email.
B
B
So,
where
is
that
going
to
go
on
the
screen
in
relation
to
the
18
council
meeting
and
the
17
council
meeting
like
I'm
looking
right
now,
all
I
have
to
do
is
push
the
button
and
I
can
start
listening
to
the
2018
council
meeting
on
youtube.
I.
B
Well,
it
doesn't
say
that,
but
I
I
know
what
you're
talking
about
it
says
I
have
a
choice
of
of
created
pr
playlists
past
live
streams,
uploads
and
council
videos,
dry,
council
videos.
B
Well,
there's
two
on
there
already
I'm
just
going
to
leave
them
and
I
imagine
it'll
either
go
to
the
end
of
those
two
in
order.
You
know
like
they'll,
move
to
the
right
and
you'll
have
the
290
or
the
2020
video,
I
think,
will
be
on
the
left
hand,
side
of
the
2018
one
I'm
going
to
look
and
see,
but
the
picture
is
crystal
clear
on
the
tv
screen,
so
I
can
actually
look
at
the
tv
screen.
D
A
C
C
C
B
A
Well,
no,
that's
what
I
do
when
I
take
it
from
the
broadcast
norton
I
upload
it.
So
there
should
be
one
recent
or.
C
C
C
B
I
still
don't
have
it
carrie.
A
Well,
I
can't
really,
I
would
at
least
even
get
my
tablet.
A
A
C
A
G
B
C
I
C
D
Yes,
this
after
meeting
I've
got
a
couple
questions
for
you.
I've
got
somebody
from
your
award,
that's
reached
out
to
me
just
because
he
knows
me
and
I
went
over
and
took
a
look
at
clark
mill,
road
at
a
property.
I've
got
a
complaint
there,
but
there
may
not
be
any
anything
we
can
do
about.
I
just
don't
know
I'd
like
to
talk
to
you
about
it
outside
the
meeting,
though
okay.
G
B
B
F
B
F
B
F
I
F
Right
moving
on
to
letter
a,
I
will
acknowledge
receipt
of
the
budget
reports
for
march
and
april
of
2020
on
the
b
construction
inspector
for
south
medinal
line
road.
Ms
whipkey.
F
We
did,
we
did
somehow
somehow
it
snuck
back
on
to
the
agenda.
I
apologize
for
the
confusion,
but
this
has
already
been
taken
care
of.
So,
if
you
want
to
just
move,
make
a
motion
to
remove
it
from
the
agenda,
that
would
be.
E
I
make
a
motion
to
remove
section
b
construction
for
the
inspector
for
south
medina
lying
road.
F
B
B
B
B
D
Thank
you,
mr
president.
Yeah.
This
is
just
the
signage
for
the
construction
that
went
on
at
the
new
intersection.
They
were
adjusting
page
seven
and
I
just
got
a
question.
This
may
sound
like
a
very
naive
question,
but
whenever
we
change
any
signs
like
this,
we
have
to
actually
pass
an
ordinance
to
do
that
to
allow
them
to
do
that.
K
D
Okay,
that's
pretty
simple!
Okay!
I
just
want
to
make
sure
that
I
just
haven't
seen
a
lot
of
that,
so
that
was
new
to
me.
I
would
like
to
make
a
motion
unless
there's
any
discussion
on
that,
which
I
can't
imagine.
F
K
H
K
Permission
to
do
that
this
is
in
conjunction
with
that.
I
will
ask
about
the
construction
site.
I
don't
know
the
answer.
D
Okay,
okay,
so
if
not
I'd
like
to
move
ordinance,
number
54
dash
2020
to
tonight's
agenda
for
the
first
reading.
B
D
F
D
Just
asking
this
first
reading,
this
is
just
putting
signs
out.
Is
there
any
reason
to
drag
our
feet
and
go
through
more
readings
or
is
this?
Is
there
any
reason
to
not
pass
it
tonight.
K
F
D
My
feeling
should
I
be
requesting
to
not
go
through
readings,
to
suspend
the
other
readings
so.
G
F
D
B
L
I
Thank
you,
mr
president.
This
is
something
because
of
the
health
department,
ohio,
health
department,
health,
stay,
they
stay
at
home
march
23rd,
and
this
is
where
the
non-essential
employees
got
paid
administratively
through
may
4..
This
is
something
we've
already
done
with
the
city,
but
I
think
the
state
auditor
felt
we
should
put
this
as
a
as
an
ordinance
just
to
be
on
the
safe
side.
I
F
All
right
there's
a
motion,
a
second
to
add
ordinance,
number
55
2020
to
tonight's
agenda
for
first
reading.
Is
there
any
further
discussion,
the
clerk
call
the
role
please.
F
L
I
Thank
you.
Mr
president,
I
think
everyone
received
robert's
shared
work,
ohio
policy
plan.
This
is
a
program
where
it's
only
going
to
be
voluntary,
and
this
is
where
you
could
do
a
furlough.
I
think
one
every
five
days
and
I
think,
since
we
got
this
list,
I
don't
think
the
the
fire
fire
will
be
involved
in
this
correct
robert.
K
K
F
You
know
I
I
would
just
say
that
it
makes
sense
to
me
to
do
this
and
give
people
the
opportunity
if
they
would
like
to
to
take
that
furlough
day.
I
know
that
there
are
some.
There
are
other
sources
of
money
where
that,
where
they're
going
to
be
able
to
make
that
up
from
unemployment,
is
that
correct,
robert.
F
And
they'll
be
able
to
maintain
their
health
benefits
and
their
benefits,
so
it
makes
only
makes
sense
for
us
to
offer
that
so
that
we
can
try
and
save
some
money
on
salaries
and
and
such
so
any
further
comments.
Discussion.
I
Okay,
with
that,
I'm
going
to
put
this
on
tonight's
agenda.
56
2020
for
its
first
reading
and
I'll
be
waiving
the
second
and
third
readings,
and
voting
tonight
also
have.
B
B
L
F
Yes,
all
right
letter,
f
resolution
of
necessity
for
the
fire
levy.
Mr
towsley
thank.
L
You,
mr
president,
we've
letter
f,
as
you
said,
is
a
resolution
of
necessity
for
a
fire
levy.
We
have
chief
schultz
with
us
tonight
before
I
speak
any
to
this
chiefs.
Did
you
want
to
say
anything
or
add
anything
to
this.
H
No
really,
all
I
have
is
we're
working
off
of
a
levy
from
2007,
so
that's
13
years
old
and
this
one
was
last
renewed
in
16,
so
we're
at
nine
years
on
it.
So,
unfortunately,
we've
reached
the
point
where
we're
going
to
have
to
increase
the
levy
when
we
put
it
on
the
ballot.
C
H
F
M
B
M
This
year,
collected
next
year,
so
november
of
2020
is
the
first
election
that
the
city
would
be
able
to
place
the
renew
their
new
order
replacements.
This
is
a
replacement,
but
rules
apply
for
the
same
thing.
D
H
Yeah,
it
was
something
that
was
inevitable.
I
mean
the
opiate
crisis
in
16.
Part
of
15,
16
and
17
was
very
rough
on
us,
but
I
mean
it's
inevitable,
inevitable,
with
the
levees.
Eventually,
we
have
to
increase
them.
M
M
If
I
could
speak
to
that
real
quick,
the
under
ohio
law,
there's
some
quirks
with
property
tax
levies,
where
over
time
you
don't
end
up
collecting
all
the
millage
that
was
passed,
the
fire
department
current
has
currently
has
two
levies,
the
three
mill
continuing
levy
which
actually
collects
around
2.8
mills
a
year.
So
you
lose
two
tenths
of
a
mil
of
value
and
then
the
4.6
mil
levy
that
we're
going
to
looking
to
replace
or
place.
M
I'm
about
to
replace
that's
currently
collecting
around
4.3
mil
so
you're
losing
half
a
mil
of
collection
just
over
time
that
from
compared
to
when
you
pass
the
levy,
it's
just
the
way
that
ohio
collects
property
taxes
so
to
the
chief's
point
over
time,
as
one
expenses
typically
go
up
and
then
two
you
lose
millage
over
time.
E
I
believe
that's
why
we
actually
made
that
levy
come
up
every
so
often
as
opposed
to
being
an
indefinite
one.
H
M
M
M
It
would
go
against
that
new
value
that
got
certified
by
the
county
and,
as
the
chief
mentioned
it
could
go
up,
could
go
down.
We
don't
know
depending
on
there's
the
crisis
versus
you
know
the
trend,
long
term
of
property
values
going
up
so.
M
J
C
L
Go
ahead,
I
have
the
same
concerns
as
mr
p
p
lot,
and
maybe
this
question
would
be
for
mr
markey.
I
don't
know
how
the
rest
of
the
council
feels,
but
I
know
you
know
in
letter
g
we're
gonna
go
over
some
massive
cuts
in
every
department
in
the
city
and
because
fire
has
a
levy.
They
don't
have
to
endure
that
so
far,
my
concern
with
people
being
out
of
work
is
bringing
this
before
them.
L
M
Yeah,
I
mean
there's
a
there's,
a
lot
of
options
so
paul
this,
mr
towsley.
This
levy
actually
will
collect
next
year.
Still
so,
there's
there's
the
option
of
trying
to
renew
or
replace
this
year
or
you
can
do
it
next
year,
so
you
could
always
try
to
do
it
in
the
year,
that's
expiring
and
that
that
can
be
at
any
election.
So
there's
that
option
to
do
an
election
at
a
different
time.
M
Just
I
think
the
reason
we
brought
forward
now
is
just
so.
We
didn't,
you
know
top
of
mind
and
understanding
all
the
issues
you
have
to
work
through.
There
is
a
there
is
flexibility
on
when
you
present
it.
B
B
Also
justin
correct
me:
if
I'm
wrong,
we
won't
see
a
penny
of
this
money
from
this
levy
until
the
year
2022.
According
to
the
paperwork,
we
have
that's
correct
so
so,
and
it's
only
it's
going
to
amount
56
cents
per
hundred
dollars
of
taxation
for
a
period
of
five
years.
B
So
if
we
pass
it
now,
which
is
a
year
and
a
half
ahead
of
the
time
that
we
would
collect
any
money
from
it
and
if
we
only
have
a
one-year
levy,
I
I
would
really
sort
of-
I
don't
know,
prolong
the
fact
that
we're
gonna
have
to
pass
this
that
way,
eventually,
because
in
another
year's
time
the
prices
aren't
going
down
any
and
even
if
people
are
sick,
their
house
still
burns
down.
So
we
need
this
fire
levy.
B
I
think,
as
soon
as
possible
to
to
maintain
the
present
level
of
funding,
we're
not
talking
about
increasing
any
firemen
or
equipment
or
anything
major
purchases
that
I
know
of
so
in
order
to
maintain
our
present
level
of
safety.
I
think
this
is
completely
necessary.
F
You
know
I,
I
understand
inopportune
timing,
I
get
that,
that's
not
something
that
any
of
us
have
control
over
and
we
are
going
to
be
looking
at
some
some
budget
cuts.
F
But,
in
my
estimation-
and
my
opinion
is-
is
that
safety
forces
is
not
where
you
want
to
cut
first,
that
is
the
that's
where
our
major
responsibility
to
the
community
lies
in
giving
them
safety
forces
that
that
can
protect
them
from
fire
from
you
know,
criminal
activity
and
those
types
of
things
and
and
again
after
all,
it's
not
us
making
the
decision.
Every
voter
is
going
to
go
to
the
poll
and
decide
whether
they
want
to
want
to
vote
for
it
or
not.
F
L
J
I'm
just
saying
people
are
going
to
be
looking
at
their
pocketbooks
when
they
go
to
the
voting
booth,
they're,
going
to
be
looking
at
less
money
that
they've
received
this
year
and
I'm
just
afraid
kind
of
along
the
same
lines
with
paul
there.
That
people
are
going
to
look
at
this
and
say
wait
a
minute.
I've
had
to
reduce
my
budget,
I've
had
to
type
my
belt,
and
now
you
want
more
money
from
me.
F
J
G
Yeah,
well,
we
have
a
second
bite
at
that
apple,
I
mean
if
we
wait
till
next
year.
I
think
that
will
be
the
only
opportunity
and
then,
if
it
doesn't
pass
next
year,
then
we're
just
out
of
luck,
whereas
if
we
try
this
year
and
for
whatever
reason
it
it,
we
don't
get
the
support
that
we
need
in
order
to
pass
it,
then
we
can
always
come
back
again
next
year
and
try
a
second
time.
E
E
They
are
going
to
get
to
vote
on
it
and
and
they'll
decide,
but
I
clearly
remember
back
when
they
didn't
get
the
levees
passed
and
how
they
were
all
very
unhappy
or
the
majority
of
people
were
very
unhappy
when
the
fire
department
had
to
cut
back
on
the
services
they
were
given.
B
Well
also
charlotte,
if
you're
down
there
also,
if
we
postpone
this
another
year,
that
means
the
funding,
for
it
will
not
be
received
until
2003
and
and
the
purchasing
power
that
we
have
today
and
will
have
in
2022
when
this
passes,
if
it
passes
now
or
in
november
on
november
3rd,
the
purchasing
power
at
2021
will
be
quite
a
bit
more
than
the
purchasing
power
would
be
in
2022.
M
Yeah,
mr
gainer,
just
just
to
clarify
that
you
can
still
place
a
levy
on
the
ballot
next
year
and
collected
in
2022.,
so
you're
still
able
to
do
that.
Even
if
you
vote
on
in
2021,
you
can
still
collect
in
2022
so
that
that
will
be
impacted
that
it
needs
to
go
that
round.
Council
chooses
to
go
there.
J
And
how
much
additional
income
will
this
generate
three.
H
340
000
roughly
and
what's
your
current
budget
chief,
it
is
about
1.86
186.,
all
right.
What
we're
collecting.
J
Okay,
yeah,
I
mean
I'm
fine,
I
I
understand
the
need
for
it
and
I'm
fine
with
passing
it
through.
I
was
just
raising
concerns
of
things
that
the
concerns
of
people-
I've
already
talked
to.
F
J
F
J
The
fire
department's
always
performed
top-notch
and
performed
fantastic
service
for
the
people
by
all
means.
We
want
to
see
that
continue.
F
H
And
that's
the
same
discussion
that
myself
and
mr
fowler
and
the
mayor
and
justin
and
we've
had
the
same
discussion
multiple
times.
You
know
it
may
go
and
it
may
not.
It
may
get
completely
destroyed.
But
at
some
point
we
have
to
try
not
not
trying
is
going
to
lead
us
down
a
path
where
we
do
not
want
to
be.
D
L
Is
there
any
further
discussion?
I
do
have
one
more
question,
probably
for
you,
mr
markey.
What
kind
of
timeline
do
we
have
as
far
as
having
to
get
this
to
the
board
of
elections.
M
Yeah,
so
the
the
final
there's
two
steps
that
the
city
needs
to
take
to
submit
a
resolution
of
assessment
or
submit
an
issue
to
the
ballot.
The
first
is
this
resolution
of
necessity
then
goes
to
the
summit
county
fiscal
office.
They
will
certify
the
certifications
that
are
in
that
resolution
back
to
you,
and
then
you
have
to
pass
a
resolution
proceed.
M
M
I
don't
know
what
what
the
schedule
is
going
to
look
like
this
year,
given
the
covet
crisis,
but
typically
council's
on
on
break
during
that
time,
when
you
would
have
to
certify,
so
we
were
looking
to
move
it
as
quickly
as
possible
just
to
be
able
to
get
done
before
potentially
council's
break
or
whatever
the
situation
is,
but
no
later
than
august.
For
those
two
pieces
of
legislation,
this
will
always
come.
M
This
does
come
back
and
I
think
we
have
time
for
more
readings
on
the
second
piece
of
legislation,
the
resolution
to
proceed,
but
this
one
we'd
like
to
move
along
a
little
quicker.
L
G
M
G
M
M
Yeah
they'll:
well,
they
will
tell
you
that
I
mean
they
may
calculate
that
for
you,
we
can
get
that
information,
what
it's
going
to
cost
for
a
hundred
thousand
dollar
home
okay.
But
what
they're
gonna
do
they're
gonna
tell
you
what's
per
hundred
dollar
and
they
have
different
metrics.
They
look
at,
but
they're
gonna
tell
us
the
tax
value
of
the
city
and
what
it
generates
per
hundred
dollars.
H
F
Here's
a
motion
in
a
second
to
move
resolution,
number
57
2020
to
tonight's
agenda
for
its
first
reading.
Is
there
any
further
discussion
with
claire
called
the
role?
Please,
I'm.
F
B
B
N
All
right,
as
I
indicated,
this
was
just
a
proposal
that
mr
feller
and
I
sat
down
and
discussed.
We
looked
at
both
the
revenue
side,
expense
side
on
line
by
line
and
made
proposed
reductions,
based
on
mainly
lots
of
revenue
biggest
being
income
tax,
which
I,
as
you
can
see.
I
projected
a
one:
five
million
dollar
loss
in
income
tax.
At
this
point,
we
also
made
some
reductions
based
on
loss
of
grant
funding
and
just
changing
the
way
where
you're
going
to
go
about
doing
certain
projects
projects.
N
J
E
E
N
Yes,
sir,
I
did
not
address
that
on
this
budget
because
we
had
spoke
about
bringing
this
to
council
to
see
what
the
council's
view
was
on
giving
them
some
kind
of
break
or
prorating
their
their
fee.
E
Right,
I
just
wanted
to
bring
it
up
to
them
now
because,
like
I
said,
I'm
aware
of
council
has
to
approve
of
anything
that
would
be
done
with
that
as
well
separately.
That's
the
way
it's
written
up
in
ordinances,
so
I'm
just
letting
you
know
what
is
out
there
and,
like
I
said
they
haven't,
they
don't
know
when
they'll
be
opening
back
up
and
they
have
already
paid
for
three
months
if
they
did
not
work
well
by
the
end
of
what
that
would
be
through
june.
So
so.
E
That's
a
hundred
and
ten
thousand
dollars
between
them.
That's
what
we
were
looking
for
is
that
for
the
four
that's
still
upstanding,
or
was
that
from
we
only.
C
E
B
No,
they
no,
they
won't
and
they've
been
closed.
Now,
since
what
date
was
it
that
we
closed
off
that
the
state
closed?
These,
I
forget.
J
B
Half
a
month
in
march
and
may
or
march
april
and
may
and
probably
june
you're,
going
to
have
like
four
months
out
of
the
six
months
that
they
would
have
very
little
if
any
income
and
they've
paid
that
fee
for
the
licensing
through
no
fault
of
their
own
they've
not
had
an
income
and-
and
I
know
we
have
made
certain
that
they
were
closed
down.
E
F
E
F
E
E
J
Yeah,
I
mean
they
definitely
need
to
be
pro-rated
for
the
amount
of
time
that
they've
been
shut
down,
and
then
somebody
needs
to
contact
them
and
find
out
based
on
the
new
social
distancing
makeup,
how
many
machines
that
they're
actually
going
to
be
able
to
operate,
and
then
we
can
determine
from
there.
You
know
a
fee
schedule.
F
C
F
Right,
so
let
me
just
ask
so:
what's
the
procedure
here
I
mean
pam
or
or
robert
or
whoever
are
you
just
looking
for
some
feedback
here
so
that
you
can
come
forward
with
whatever
reductions
you
want
us
to
pass
as
an
ordinance
is
that
is
that,
where
we're
going
here.
N
N
Okay,
anything
set
in
stone
or
anything
permanent.
This
was
just
suggestions
and
we
did
get
feedback
and
input
from
the
department
heads
as
well,
but
we
didn't
want
to
come
forward
with
an
actual
appropriation
amendment
or
an
estimated
resource
amendment
without
having
these
discussions
with
you
just
because
there's
so
many
line
items
that
are
affected
well,.
F
So
you
know
I
looked
through
this.
I
looked
through
the
spreadsheet
that
you
sent
and
and
taking
into
consideration
that
department
heads
probably
know
their
department
a
heck
of
a
lot
better
than
I
do
next.
You
know
I
mean
just
because
they're
working
within
the
budget,
I
didn't
see
anything
in
here
that
looked
completely
out
of
out
of
the
realm.
To
me
I
mean
it
all
looked
reasonable.
F
I
know
that
we've
got
to
make
some
adjustments
and
hopefully
it'll
be
short
term,
and,
and
you
know
things
start
getting
back
to
normal,
whatever
normal
is
going
to
be
postcode,
but
nothing
here
looked
ridiculously
out
of
the
realm
to
me.
L
Yeah
I've
got
a
question
either
for
mrs
keener
or
mr
fowler.
First
of
all,
I
I
do
want
to
express
my
gratitude
toward
both
of
you,
because
I
know
this
was
not
easy
and
I'm
sure
there
was
many
hours
put
into
this.
So
I
appreciate
the
hard
work
that
you've
put
into
this.
I
guess
the
two
questions.
First,
if
things
return
to
normal
quicker,
can
we
adjust
later
to
pair
these
back
so
they're,
not
as
big.
L
And
then,
secondly,
could
maybe
one
of
you
speak
to
for
the
average
resident?
Where
are
they
going
to
see
the
differences
just
in
the
cuts.
F
B
Yeah,
if
I
could
go
also
are
the
line
items
that
mrs
keener
showing,
including
the
proposed.
B
Eight-Hour
layoffs
per
week
of
each
and
every
department
is
that
included
in
all
of
these
budget
cuts
already,
or
are
we
also
going
to
have
the
savings
from
those
eight
hour
layoffs
per
week
from
everyone,
if
that's
approved
by
the
state?
The
way
I
understand
it
has
to
be
approved
by
the
state,
so
if
that
is
approved
by
the
state,
are
those
additional
cuts
that
we
would
realize,
or
are
those
already
anticipated.
N
Yes,
those
are
additional
cuts.
We
will
realize,
with
the
fire
department
included,
that
savings
was
going
to
be
a
little
over
a
hundred
thousand
dollars.
So
now
we've
got
to
factor
in
the
fact
that
you
know
the
fire
department
is
not
included
in
that
program.
But,
yes,
that
will
be
a
difficult
savings
that
has
not
been
factored
into
this.
B
In
reference
to
the
fire
department,
the
48-hour
requirement,
that
is,
a
state
requirement
that
they
must
work
no
more
than
40
hours
per
week
in
order
to
qualify
for
this
program.
B
B
F
So
if,
if
the
furlough
program
is
approved
by
the
state
and
goes
forward,
and
then
we
have
say,
we
have
a
number
of
employees
who
take
advantage
of
that,
so
we
realize
some
savings
there.
F
F
I'm
sorry
yes,
yeah.
C
K
So
the
mr
towels,
your
question
is,
is
very
complex,
so
a
lot
of
these
cuts,
most
people
won't
see.
K
K
We're
going
to
stagger
our
schedule,
it's
going
to
be
different,
but
people
may
not
or
should
not
see
a
change
in
our
operation
and
that's
our
goal
right
to
minimize
the
impact
to
our
residents
and
that's
one
of
the
things.
K
There
was
a
cut.
We
had
added
a
person
in
service,
we
eliminated
the
hiring
of
that
person.
We
just
don't
have
that
ability
now,
so
we're
not
adding
that
person,
but
for
the
most
part,
what
you
see
is
non-personnel
related.
N
Excuse
me,
mr
fowler,
we
did
cut
out.
There
was
a
part-time
person
budgeted
in
the
finance
department
that
was
completely
reduced,
and
the
police
department
has
gone
from
a
four
man
shift
to
a
three-man
ship
who
he
eliminated
approximately
three
thousand.
C
B
N
I
said
with
the
finance
department:
there
was
a
position
for
part-time
clerical
staff
in
the
finance
department
that
was
reduced
completely
and
then
the
police
chief
went
down
to
minimum
staffing
in
his
department.
So
instead
of
having
four,
he
went
down
to
three
so
that
saved
about
35,
000
and
part-time
wages.
J
Questions
the
reduction
in
the
staffing
for
the
police
now
will
that
generate
any
layoffs
or
anything
there.
K
I
mean
what
we're
talking
about
the
furloughs
eight
hours
per
week
or
potentially
eight
hours
per
day,
but
we're
we're
not
we're
not
reducing
any
police
force.
F
So
I
think
it's
important
is
it
not
to
you
know
when
the
employees
take
a
furlough
day,
they're
going
to
be
able
to
make
up
that
salary
or
that
amount
of
money
from
unemployment
based
upon
the
current
situation?
The
legislation
that's
in
place
now
because
of
cobid
they
are
going
to
receive,
still
receive
their
benefits
and
they're
still
going
to
receive
their
pers
or
whatever
retirement
plan
that
they're
part
of
so
yeah.
J
Yeah,
I'm
not
sure
how
that's
going
to
work
with
this.
It
works
one
180
dollar
it
will
so
I
believe
it
works
okay,
and
that's
only
for
six
weeks
that
they
put
that,
in
effect.
F
Yeah
yeah,
I
I
don't
know
how
long
it's
in
effect,
but
I
don't
know
I
mean
I
suppose,
if
it's
only
in
effect
for
six
weeks
and
then
people
decide
that
they
don't
want
to
do
furlough
anymore,
they
go,
they
have
the
choice.
To
go
back
to
full
time.
Is
that
correct?
Mr
fowler?
Miss
keener.
J
Thought
I
originally
heard
that
when
they
passed
that
whole
big
bill.
B
So
I
hear
anything
where
they
change
that
I'm
hoping
that
it's
still
at
four
months,
if
these
particular
individuals
are
eligible
for
that
they
actually
most
of
them,
probably
would
make
more
money
with
a
very
voluntary
eight
hours
per
week
off.
They
would
probably
make
more
money
accepting
unemployment.
B
F
B
That
that
would
be
two
and
a
half
months
now.
F
F
Any
other
discussion
regarding
the
budget
reductions
did
everybody.
Have
I
mean
I
know
that
ms
keener
sent
those
things
out
to
us
thursday
friday.
Maybe
so
we
had
the
weekend
and
I
I
know
I
took
some
time
and
looked
looked
it
over.
F
N
I
will,
I
will
add
that
we,
I'm
still
talking
to
cca
on
a
daily
basis
and
what
they're
doing
right
now
is
back
in
to
that
or
back
in
march.
They
gave
us
approximately
363
000,
and
that
was
an
estimate,
so
they're
actually
truing
up.
That
estimate
based
on
actual
income
tax
received
so
right
now
we're
actually
at
404
thousand
dollars.
That
was
for
april.
N
F
N
B
B
G
For
part
of
this
for
the
kova
192
at
cca,
that's.
G
N
F
Miss
or
mayor
or
robert
or
whoever,
when
do
you
want
to
have
an
ordinance
in
place?
I
mean
what
what
are
you
looking
at.
K
I
think
we
have
time
we're
not
in
a
hurry.
I
think
we're
going
to
make
the
we've
told
the
staff
we're
only
going
to
prove
emergency
items
right
now
and
other
than
that
we're
going
to
control
the
budget
much
tighter
than
we
have
in
the
past.
K
F
So
maybe
what
we
do
is
we
carry
this
over
to
the
work
session
next
week
and
and
have
more
discussion
regarding
this
and,
in
the
meantime,
I'm
sure,
miss
keener
or
robert
you're
going
to
get
calls
from
council
and
kind
of
go
over
some
of
this
stuff
and
and
talk
it
out
and
go
from
there.
What
do
you.
G
If
think
has
questions
please
reach
out
and
and
to
you
know
I
mean
I'm
putting
steener
and
robert
on
the
spot,
but
if
you've
got
questions,
please
reach
out
and
get
your
questions
answered.
F
N
K
Well,
depending
on
the
state,
you
know
we
have
three
projects
funded
by
state
funding:
one
is
worcester
road,
storm,
sewer
water
line
on
worcester,
road
in
hametown,
road
and
the
last
is
barbara
road.
G
And
then
our
2020
road
program
this
year
will
still
continue
to
move
forward,
just
we're
due
to
the
fact
that
we've
got
all
the
milling's
been
done
and
they
put
the
base
layer
on
most
of
the
streets.
I
think
they're
waiting
for
it
to
warm
up
a
little
bit
before
they
put
another
put
another
top
layers
on.
G
B
Just
say
that
I
will
vouch
for
the
fact
that
mr
fowler
and
mrs
keener
has
been
working
real
hard
on
this,
because
I
know
for
a
fact
that
mr
fowler
was
emailing
people
at
midnight
last
night.
B
F
All
right
very
good,
all
right,
then
we
will
put
this
on
the
agenda
for
further
discussion
that
work
session
next
week,
all
right
anything
further
on
the
committee.
G
Thank
you,
mr
president.
At
this
time
I
would
just
want
to
announce.
I
know.
In
the
past
past
several
years,
we've
we've
worked
on
a
an
adopt-a-spot
program
this
year
because
of
the
the
coven
19
crisis
and
companies
are
struggling,
trying
to
trying
to
keep
workers
working
and
so
forth.
We
are
going
to
cancel
that
program
for
this
year,
so
the
sites
that
we
usually
plant,
flowers
and
beautify
the
city
with
are
going
to
be
left
undone.
G
We
have
asked
the
street
department
they're
going
to
go
and
remove
the
adopter,
si
spot
signs
and
then
just
store
them
down
at
city
hall
for
the
year
or
down
at
the
street
garage
for
this
year
and
hopefully
then
we'll
be
able
to
resume
again
next
year,
but,
like
I
said,
I
just
felt
that
we
couldn't,
we
would
probably
be
able
to
come
up
with
caretakers,
but
the
sponsors
that
usually
come
up
with
the
money
to
buy
the
flowers
and
so
forth.
G
F
K
So
we
received
a
nice
email
from
some
businesses
thanking
us
for
our
participation
now
for
the
good
news.
The
county
will
reimburse
us
the
25
000
that
we
put
into
that
program,
so
the
program
that
we
participated
in
for
our
small
businesses,
the
county's
going
to
refund
it.
K
The
cares
money
that
they
receive
from
the
federal
government
can
be
used
specifically
for
that
type
of
initiative,
and
so
the
county
has
decided
to
to
cover
the
municipal
costs
for
that
25
000,
whatever
you
put
in
so
that's
that's
good
news.
That's
an
additional
25
000
that
we
either
won't
spend
or
we'll
get
back
on
our
way
or
another.
K
I
know
mr
gainer
asked
me
for
a
list.
I
will
get
that
list.
My
understanding
is
now
that
the
county
has
that.
K
Money
that
all
the
businesses
that
apply
that
are
qualified
will
now
receive
them.
So
that's
better
news
for
our
businesses,
because
a
lot
of
them
have
been
hit
hard.
B
K
So
I
just
wanted
to
let
you
know
the
county
has
been
very
good
to
us,
been
a
partner
in
all
this
and
and
they
were
very
grateful
that
you
all
decided
to
participate
as
well.
So
thank
you
for,
for
that
mayor
indicated
the
paving
continues.
They
did
finish
home
johnson
and
cleveland
nasality,
so
those
those
three
streets
are
done.
They've
been
topped,
so
you
may
notice
some
it's
a
little
bit
different
there,
but
you
know
we
are
as.
I
K
K
That
the
timing
of
this
covid
has
allowed
them
really
to
get
some
work
done,
has
an
impact
in
our
business.
I
know
mr
towsley
has
spoken
to
miss
dayton,
who
I
had
serious
concerns
about
the
impact
to
her
business
and
mr
towson
for
me
that
she's
been
very
happy
with
the
way
that
both
carvo
and
odot
has
accommodated
her.
K
That
is
the
contract
completion
date,
but
I
think
they'll
be
done
before.
M
F
All
righty
and
just
wanted
before
we
move
on
state
representative,
romer
texted
me,
and
let
me
know
that
he's
watching
the
live
stream
and
it's
coming
through
fine.
So
apparently
it's
it's
getting
broadcast.
Well,
there
are
no
public
hearings.
This
evening
introduction
of
new
legislation,
ordinance
number
53
was
removed,
ordinance
number
54
2020,
mr
karen.
D
F
L
D
Yes,
at
this
time,
I'd
like
to
offer
a
move
on
ordinance
number
54,
2020.
F
B
A
B
L
I
I
And
I'm
going
to
move
the
way,
the
second
and
third
readings
55
2020,
due
to
the
fact
that
we've
already
done
this
I'll.
F
B
A
B
B
D
D
B
A
B
A
C
I
I'm
going
to
ask
to
move
the
wave,
the
second
and
third
readings
doing
the
fact.
We've
got
to
get
this
moving
to
help
out
our
budget
I'll.
Second.
F
I
D
D
L
F
B
B
L
L
A
L
F
B
B
D
F
F
L
Yes,
mr
president,
like
I
said
earlier,
if
this
was
just
a
replacement,
I
could
definitely
support
this,
but,
as
of
today,
with
an
increase,
I
just
can't
in
good
conscience,
bring
that
before
the
residents.
So
for
that
reason
I
will
not
support
this
this
evening.
K
D
L
F
D
A
D
F
F
B
D
A
D
E
E
F
All
right
public
service
announcements,
mayor.
G
I
think
the
time
I
I
have
no
public
service
announcements
other
than
please
continue
to
follow
the
governor's
directions
and
everybody
keep
safe
out
there.
J
Wait,
I
have
one
question,
mr
crain:
are
you
offering
any
type
of
antibody
testing
or
anything
at
the
medicine
shop.
D
D
We've
chosen
to
not
join
into
the
chorus
of
all
the
many
places
jumping
to
put
the
tests
out.
There
are
some
tests
that
are
saying
that
they'll
be
free.
There
are
also
some
they're
saying
that
it's
going
to
cost
us
80
dollars
per
test,
so
there's
a
lot
of
goofy
things
out
there
right
now,
we're
really
looking
towards
the
established
health,
district
and
hospitals
to
take
the
lead
in
this.
D
There
are
some
pharmacies
that
are
doing
this,
I'm
not
sure
that
there's
any
locally,
but
I'm
just
a
little
bit
apprehensive
buying
into
that
right
now,
and
also
looking
at
the
lack
of
protective
equipment
with
a
ppe.
D
Although
we
have
plenty
ourselves,
there
are
places
that
are
going
to
be
very
exposed
for
their
staff
to
be
out
there,
handling
tests
for
people
who
conceivably
could
have
coveted,
and
in
my
case
we
have
one
and
well
two
people
who
have
impaired
immune
systems.
I
don't
want
to
expose
my
staff
to
that
hazard,
so,
unfortunately,
the
teens
don't
take
that
in
consideration
for
their
staffing.
D
J
Yes,
thank
you,
and
I
would
also
urge
people
to
wear
masks
when
you're
out
in
public,
even
if
you're
not
worried
about
yourself.
Think
about
your
family,
your
friends,
now
with
all
this
with
potential
children
getting
something
similar
to
the
kawasaki
virus,
you
know
have
some
respect
for
others.
Wear
your
mask
when
you're
out
in
public.
