waste
management
authority.
We
do
business
as
reworks.
You

be
more
familiar

that
term.
I
appreciate
the
opportunity
this
evening
to
update
all
of
you
on
the
situation
we're
in
for
our
solid
waste
plan
update,
which
is
due
every
five
years.
So
the
last
time
we
presented
this
to
norton
was
around
2013.

as
one
of
ohio's
52
solid
waste
districts.
We
have
are
required
by
the
ohio
epa
to
create
a
solid
waste
plan
under
a
format
that
they
provide
us.
They
have
a
number
of
chapters,
six
chapters
and
21
different
data
sections
that
we
have
to
complete
and
in
this
plan
we
have
to
indicate
to
all
summit
county.
Our
jurisdiction
is
all
of
summit
county.
There
are
some
solid
waste
districts
who
might
have
three
counties,
but
in
our
case
we
not
only
represent
norton,
but
we
also
represent
the
other
30
subdivisions
of
summit
county.

We
have
to
demonstrate
adequate
landfill
capacity
for
all
of
the
trash
that
is
generated
in
summit
county,
as
well
as
how
we're
going
to
use
our
generation
fee,
which
is
our
funding
mechanism
to
reach
the
nine
state
mandated
goals
that
are
handed
to
us.
So
it
is
a
very
large
document.
I
believe
you
all
have
have
seen
it
it's
150
pages.
We
do
have
an
executive
summary,
that's
around
six.

We
have
key
priorities
that
we
want
to
make
sure
all
of
our
residents
of
summit
county,
including
all
norton
residents,
who
can
utilize
all
of
the
services
we
have
all
of
our
services
are
for
all
of
summit
county,
not
just
specific
cities,
townships
or
villages.
We
will
maintain
all
of
our
services,
including
the
household
hazardous
recycling
center.
The
document
shredding
and
recycling
events
scrap
tire
collection,
electronics,
collection.
We
also
offer
a
business
recycling
program
for
businesses
in
summit
county
as
well.
All
of
that
for
the
solid
waste
plan
update
will
remain
in
place.

will
also
continue
to
provide
county-wide
curbside
education,
so,
although
each
city
and
township
city,
township
village,
have
their
choice
of
how
their
curbside
or
drop-off
recycling
structure
looks
our
job
as
a
solid
waste
district
is
to
provide
county-wide
education
on
what
should
go
into
those
programs.
How
to
minimize
contamination
and
help
summit
county
residents
know
what's
the
best
way
to
recycle
from
their
program
in
their
community,
and
we
have
print
ads
billboards,
social
media.
We
do
it
on
a
number
of
different
platforms,
but
that
we
are
in
your
community
with
that
message.

Currently,
a
big
thing
to
add
that
is
in
place.
Is
the
community
recycling
assistance
grant
this
grant?
We
we
work
with
communities
to
help
give
financial
support
for
curbside
recycling
or
drop
off
recycling,
which
I
believe
we
supported
with
the
city
of
norton,
also
yard
waste
or
leave
collection,
and
this
grant
was
put
in
place
in
2005..

It
will
remain
in
our
plan
and
our
intent
for
the
remainder
of
the
planning
period.
We
do
want
to
make
sure
we're
spending
the
funds
correctly
to
help
give
you
the
support
we
need,
but
the
plan
for
the
community
recycling
assistance
grant
is
for
the
duration
for
the
next
five
years.
As
far
as
new
programs.

Very
briefly,
the
plan
allows
us
to
explore
to
find
to
find
solutions
for
food
waste.
That
is
one
of
the
items
that
is
a
very
common
material
thrown
away
in
landfill
and
as
an
agency
whose
mission
is
to
keep
material
out
of
the
landfill,
we
really
want
the
chance
to
find
different
solutions
to
the
management
of
that
material.

So
that
is
something
I
wouldn't
say
new
to
this
plan
update,
but
it
it
enforces
the
fact
that
we
really
should
try
to
find
some
solutions
for
that
material.
Additionally,
we
are,
we
were
temporarily.
We
are
temporarily
housed
at
summit
county
public
health.
We,
the
lease
for
our
office
spaces,
ended
a
few
months
ago.

Covet
has
put
a
delay
for
everybody
and
we
had
hoped
to
relocate
our
administrative
offices
to
a
more
publicly
accessible
situation
where
residents
could
come
to
our
facility
to
receive
training
on
recycling
composting,
waste
reduction,
all
of
those
type
of
trainings,
as
well
as
our
meetings
for
board
of
trustees,
which
we
couldn't
house
under
our
previous
operations,
also
potentially
looking
at
the
addition
of
a
service
center,
and
this
would
be
a
collection
facility
where
we
would
be
able
to
take
difficult
to
manage
materials.

This
service
center
and
all
of
these
decisions
are
subject
to
our
board
of
trustees,
approval.
What
the
solid
waste
plan
says
is
we
have
the
opportunity
to
look
at
these
solutions.
However,
everything
is
subject
to
our
board
of
trustees
approval.
So
it
is
just
the
ability
to
explore
opportunities,
and
hopefully
the
city
of
norton
would
see
that
as
additional
services
that
we
could
offer.
So
those
are
the
the
really
the
key
points
to
the
solid
waste
plan.
I
think
it's
important
to
let
you
know
we
are
not
exploring
a
generation
fee
increase.

Our
agency
is
funded
by
every
ton
of
trash,
that's
generated
in
summit
county.
We
get
five
dollars
the
last
time
this
fee
was
increased,
was
in
2004,
and
a
portion
of
that
fund
does
go
back
to
the
grant
program
that
I
mentioned
earlier,
but
there
is
no
indication
in
our
solid
waste
plan
to
raise
that
generation
fee
so
that
I
wanted
to
assure
you
that
remains
in
place
as
far
as
ratification.

In
order
for
us
to
get
the
plan
passed,
we
have
to
have
approval
of
60
percent
of
the
population,
including
our
largest
municipality,
and
we
get
those
approvals
by
going
through
council
and
trustee
meetings
discussing
the
plan
and
having
you
pass,
resolutions
on
whether
you
approve
or
don't
approve
the
solid
waste
plan
after
we
reach
60
percent,
then
our
plan
is
ratified.
We
submit
to
the
iupa
the
unique
circumstances.
We're
under
this
year
is
the
time
frame.
So
we
have
gone
out
to
public
comment.
Our
public
comment
ends
the
25th.

We
have
a
several
month
delay
this
year,
so
I
want
to
be
very
forthcoming
of
where
we
are
in
this
process,
and
hopefully
you
understand
why
the
the
time
frame
is
very
tight
on
this.
We're
looking
for
our
due
date
is
actually
the
29th,
but
because
of
the
holiday,
we
are
trying
to
meet
our
deadline
by
the
25th
if
we
do
not
meet
our
deadline
of
60
approval,
the
ohio
pa
comes
in
and
drafts
our
plan,
and
that
is
subject
to
how
they
would
wish
us
to
spend
our
funds.

So
that
is
the
short
version
of
a
solid
waste
plan.
I
know
that's
a
lot
in
150
pages.
Try
to
get
that
summarized
in
five
minutes,
but
I
greatly
appreciate
this
opportunity.
Of
course,
I
would
entertain
any
questions
on
not
only
the
content
of
the
plan
but,
of
course,
the
rat
approach
ratification
process.
At
this
point
I
will
stop
and
let
me
know
if
I
can
provide
any
information.

is

used
your
service
before
and
I'm
also
on
the
board
of
health,
so
I'm
kind
of
familiar
with
it.
The
question
I
had
was
sounds
like
your
house
currently
with
summit,
county
public
health
and
your
administrative
office.
You
have
a
recycling
center
still,
though
at
12
east
exchange
street
is
that
going
to
be
maintained
there
or
move
also.

Our
facility
on
graham
road
is
in
place
and
what
we
have
put
together
as
a
strategic
planning
committee
and
my
responsibility
and
our
team's
responsibility
is
to
come
up
with
different
scenarios
of
how
to
remedy
our
administrative
and
operations
challenges.
So
there
are
a
few
scenarios.
We're
exploring
one
is
the
existing
facility
on
gram
road?
Can
we
expand
it?
Can
we
redirect
it?
Can
we
resize
it?
Will
we
have
to
temporarily
some
house
offices
that
are
just
down
the
street
to
give
us
some
proximity
to
help
manage
that
facility?

Another
opportunity
is
to
look
at
other
facilities
that
might
be
able
to
house
not
only
our
administration
and
training
services,
but
also
additional
collections.
None
of
that
has
been
decided
upon
yet,
but
those
are
the
scenarios
we're
looking
at.
Our
hazardous
waste
facility
has
been
open
for
25
years
and
it's
really
at
an
ideal
location
as
far
as
access
to
the
interstate.
So
want
to
make
sure
to
be
mindful
of
that
when
we
look
for
our
decisions.
I
And
the
other
question
I
had
was
this
has
no
bearing
on
my
decision,
because
I
I
like
the
work
you
do
and
it's
I
I'm
not
real
crazy
about
the
way
the
epa
sets
things
up.
I
have
issues
with
them
occasionally,
but
could
you
tell
us
just
briefly
the
difference
between
if
the
epa
came
in
and
did
their
thing
versus
reworks?
What's
the
advantage
that
you
bring
to
the
table.

Sure,
first,
I
want
to
say:
they've
been
exceptionally
flexible
with
us
in
this
process.
We
are
in
a
delay
and
in
a
tight
format,
so
I
just
want
to
be
fair
and
that
they've
been
really
easy
to
work
with
on
that,
however,
they
will
have
to
create
a
solid
waste
plan
that
meets
their
standards.
I
have
never
been
in
a
situation
where
they've
written
our
plan.

we've
established
a
really
solid
relationship
with
the
epa.

know
that
we
try
to

innovative.

offer
many
services,
however,
that
decision
would
be
under

their
approval,
so
I'm
sure
they
would
look
for

input,

quite
honestly,
I've
never
been
in
that
scenario
and
we
would
lose
the
ability
to
approve
it.

they
direct

to

is

So
during
the
process
of
the
long

complicated
process

adding
the
zoning
district
rezoning
the
property,
the
number
of
public
hearings,
council
meetings,
planning
commission
meetings,
I
was
actually
brought
to
light
by
one
of
the
public
records
request.

We
determined
that
one
of
the
public
hearings,
which
is
a
public
hearing
that
would
have
occurred
when
chapter
1287
was
initially
brought
forth
by
council
and
passed
council,
typically
holds
that
public
hearing
advertises
the
notice
in
the
newspaper
and
that
process
was
missed.
It
was
inadvertent,
as
everyone
will
remember.
We
had
a
pretty
open
process.
We
had
multiple
council
meetings,
we
sent
the
plan
commission,
it
was
a
council
initiated
amendment
to
the
zoning
code.
We
had
public
comment.

subsequently
amended
chapter
1287
and
had
additional
public
comment,
but,
unfortunately,
and
for
whatever
reason
that
one
public
hearing
was
missed,
we
recognized
that
that
was
not
the
intention.
It
wasn't
meant
to
be
a
secretive
process,
