Yes,
until
my
time
runs
out
and
then
also
an
email
which
was
dated
today,
I
believe
from
the
same
attorney
clay
keller,
so
I'll
be
reading
both
both
of
those
I'm
sorry.
The
letter
is
signed
by
mark

from
jackson
kelly,
unless
joe
decides
he
wants
to
read.

I
Hey,
I
sent
you
a
note
today
if
you
can
give
me
a
call
sometime
later
after
meeting
tonight,
I'd
appreciate
it.
I
J
Dennis
I
told
you
bro
or
sailors,
wouldn't
have
any
problem
with
the
browns.
A
Okay,
it
is
seven
o'clock.
Are
we
all
ready
to
get
started.
A
All
right,
I
call
the
norton
city
council
committee
work
session
for
monday
october
19th
2020
to
order
please
rise
for
the
pledge
of
allegiance
and
a
moment
of
silent
reflection.
H
A
D
E
A
They
were
from
the
same
person,
so
we
can
start
with
the
email
council
give
five
minutes,
so
we
will
begin
reading
the
email
and
then
move
into
the
letter
and
at
five
minutes
we'll
stop.
A
But
just
so
everyone
knows
the
entire
email
and
the
letter
will
be
entered
into
the
minutes
for
the
council
meeting.
So
that
is
part
of
the
official
minutes
of
the
council
meeting.
D
B
Okay,
this
is
an

As
you

With

the

All
our

are
identified
in
the
attached

of

attorney

myself
have
had
multiple

regarding
the

related
ordinances
that
have
either
already
been
passed,
involving
the
golf

which
now
are
in
the
process
of
being
considered.
B

the

Our

the

which
does
not
provide
sufficient

for
the

of
norton
to
review
and
consider
the
extensive
materials
just
provided
in
your

This
morning.
B
B
A
Okay,
that
would
be
five
minutes.
So
if
there
is
a
motion
to
continue
I'll
entertain
a
motion
to
suspend
the
rule
and
continue
reading.
A
A
second

a

suspend
their

continue

with
the

Regarding
the
notice
issue,
the
origins
passed
and
are
being
considered
in
the
overall
process.
The
city
of
norton
has
followed
concerning
this
matter.
Thank.
B
Dear
justin,
as
you
know,
this
firm
represents
a
group
of
neighbors
and
concerned
citizens
of
norton
with
respect
to
the
proposed
development
of
the
brookside
observatory.
The
and
brookside
golf
course
from
a
recreational
use
to
a
high
density
mixed
use.
Those
neighbors
include
but
are
not
limited
to
the
following:
barbara
mclaren,
3864
valley,
drive
david
may,
3886
shellheart
road
villa
marianne
price,
3906,
shell
heart
road,
christine
lombardi,
3660
golf
course
drive
jim
and
merrick
brothers,
3850
shellheart
road
mark
and
lisa
farah
5936,
shell
heart
road.
B
Overall,
taking
the
140.2
acre
recreational
grain
space,
which
was
the
golf
course
represents,
and
rezoning
it
for
a
developer
to
turn
it
into
a
high-density
housing
with
over
6000
high
units.
Housing
units
is
rather
incredible.
The
zoning
change
and
development
plans
represent
a
complete
sea
change
for
this
property
and
the
neighborhood.
B
Of
course,
no
high-density
multi-use
zoning
districts
even
existed
within
the
city
previously,
while
our
review
is
ongoing,
it
is
our
position
at
both
the
purported
zoning
change
and
the
current
development
violate
both
the
norton
zoning
code
and
ohio
law
for
multiple
reasons,
including
but
not
limited
to
the
following
number.
One
self-initiation
of
the
ordinance
for
the
zoning
change
was
improper
and
violates
due
process
rights
and
ohio
law
item.
Two
failure
to
provide
proper
notice
of
the
proposed
zoning
chain
item.
B
Item
10.
Failure
to
consider
complaints
and
purport
to
grant
subsequent
approval
of
proposed
plans
submitted
by
developer,
which
plans
are
not
complete,
do
not
comply
with
the
norton.
Zoning
and
building
codes
are
inconsistent
with
the
overall
norton
master
plan
and
we're
not
the
subject
of
proper
public
consideration
and
approval
number
11
failure
to
have
sufficient
traffic
studies
completed
and
presented
to
the
public
before
proving
the
zoning
change
and
the
developers.
B
A
A
C
C
It
would
include
it
will
add
24
000
to
the
original
154
8
total
of
178.8,
and
it
will
enable
us
to
run
a
water
line.
An
extra
1500
feet
from
golf
course
drive
to
hometown
and
add
that
to
their
plans,
they're
also
going
to
do
for
that
cost.
An
additional
field
work
for
some
for
the
needed
water
booster
station,
south
of
historical
society
on
greenwich.
C
H
Yes,
mr
president,
am
I
done
is
this
from
the
golf
course
driver?
Is
it
from
the
down
by
the
fire
department.
H
K
It
starts
at
the
fire
department.
It's
a
modification
of
the
full
contract.
All
we're
doing
is
adding
the
portion
from
golf
course
drive
west
under
the
highway.
Okay,
and
because
we
changed
the
location
or
the
potential
location
of
the
water
booster
station.
We
had
to
resurvey
behind
the
fire
station.
E
I
A
There's
a
motion,
a
second
to
add
ordinance
number
91
to
next
agenda
with
the
clerk
call
the
role
please.
I
A
All
right
letter
b,
owda
application,
mr
gainer.
Yes,.
C
This
also
is
concerning
the
water
line
under
21.
This
would
give
us
the
ordinance
to
apply
for
owda
loan
for
that
purpose,
and
they
have
indicated
a
willingness
to
make
this
loan
for
the
purpose,
so
there's
really
just
to
finance
the
actual
water
line
through
owda.
A
C
Thank
you.
This
is
the
actual
project
for
brookside
country
club
area,
and
I
just
wanted
to
make
a
few
statements
on
it
and
then
anybody
has
any
comments
can
follow
up.
I
I
feel
this
project
will
provide
a
lot
of
needed
housing.
C
Hopefully,
the
schools
will
be
able
to
eliminate
some
at
least
of
the
open
enrolled
students,
because
we
would
have
enough
of
our
own
we're
going
to
be
adding
to
the
immediate
area
infrastructure
also
to
our
future
possibilities
in
the
area
very
little
cost
to
the
city.
Actually,
we
have,
as
you
know,
a
large
private
employer.
C
That's
ready
to
open
around
1500
employees,
meaning
amazon,
who
will
definitely
need
some
local
housing,
and
hopefully
we
would
be
a
good
choice
for
those
needs,
and
hopefully
this
project
would
provide
some
of
it.
There's
also
clinton.
Aluminum
is
going
to
be
opening
soon
with
several
hundred
employees,
hopefully
they're
going
to
need
housing
also
at
least
some
of
them.
That's
not
presently
in
the
area.
C
There's
several
new
businesses
that
are
locating
here
and
have
located
here
or
intend
to
locate
here
so
hopefully
some
of
their
employees
would
be
able
to
utilize
this
housing
once
it's
completed
or
as
it's
completed.
I
C
There
will
be
some
maintenance
involved
on
that
street
that
will
be
provided
for
that
street
due
to
a
a
easement
that
will
be
used
by
the
city
they're
going
to
get
a
couple
inches
of
the
blacktop
to
start
with.
C
So
I
believe
that
this
is
a
really
good
project
for
the
city
and
and
that's
about
all
I
have
anybody
else-
is
welcome
to
comment
or
ask
questions,
comments
or
questions.
J
J
C
H
H
Okay-
and
I
I
did
see
that
they
added
some
trees
for
a
buffer
zone,
I'm
not
going
to
argue
the
fact
that
we
couldn't
use
some
more
housing.
I'm
not
going
to
be
so
optimistic,
as
I
think
all
of
amazon
employees
are
going
to
be
moving
to
norton,
but
we
do
not
need
this
density.
H
H
Why
would
we
want
to
even
entertain
of
having
this
in
front
of
us?
I
know
that
they
had
submitted
a
traffic
study
and
that
we've
counted.
We
wanted
another
traffic
study
to
take
in
more
things.
The
traffic
study
that
they
did
submit
was
from
like
2008,
as
opposed
to
one
up
to
date.
That
would
have
even
taken
in
consideration
for
the
lack
of
traffic
that
we're
having
do
the
pandemic
and
they
didn't
even
use
a
full
build
out
for
creating
that
traffic
study.
H
H
At
that
time
we
were
all
under
the
impression
we
were
going
to
have
a
senior
complex
put
in
when
we
did
it.
That
was
a
major
reason
that
that
zoning
change
even
occurred.
The
way
that
it
did,
we
were
even
at
that
time
we
were
waiting
for
the
c1
zoning
to
come
to
us
from
planning
which
the
way
we
were
looking
at
what
we
were
going
to
supposedly
going
to
get
and
based
our
votes
on.
At
least
I
know
I
did
and
I'm
sure
some
of
the
rest
of
you
did-
maybe
not
all
of
you.
H
It
would
have
fit
into
that
c1
that
running
through
there.
Now
that
planning,
as
well
as
us,
worked
so
hard
to
get
in
there,
because
it
would
have
had
that
commercial
businesses
along
greenwich
that
would
have
been
serving
the
senior
complex
starting
behind
it,
which
would
have
had
different
homes
for
both
people
that
needed
help
and
seniors
who
did
not
as
well
as
other
residential
and
then
the
apartments
back
in
the
back.
H
I
don't
know
about
the
rest
of
you,
but
I
remember
how
excited
I
was
over
the
anticipation.
We
were
finally
going
to
get
something
to
serve
the
seniors
in
our
city,
of
which
we've
got
a
lot
of
them,
and
many
of
them
would
like
to
stay
here,
but
we
don't
have
any
place
for
them
to
stay,
and
then
we,
then
something
happened
to
that.
It
went
away
and
we
could
have
had
an
opportunity
to
redo
that
mud
district,
which
I
gotta
say
that
is
aptly
named
mud,
is
exactly
what
that
piece
of
legislation.
H
Is
I'm
so
ashamed
of
myself
having
any
part
of
that,
but
we
could
have
done
something
with
that.
Then.
So
we
didn't
have
this,
this
dense
of
housing.
In
there
I
mean
I'm
gonna,
invite
my
I'm
living
there.
I'm
gonna
invite
my
neighbor
next
door
have
dinner
with
me.
Hey
all
I've
got
to
do
is
pass
the
plates
between
the
windows.
You
don't
have
to
come
to
my
house,
we'll
just
share
it.
That
way,
I
don't
know
how
we
can
even
move
forward.
Like
I
said
I
want
to
see
more
on
this.
H
I
don't
care
this
isn't
like
the
industrial
park.
We
had
a
heck
of
a
controversy
on
that.
We
needed
that
industrial
park
we
needed
to
be
able
to
create
an
area
for
business.
We
needed
to
have
our
the
middle
of
our
town,
updated
to
the
the
c1
and
overlapping
thing.
That
was
all
good
for
norton.
This
is,
doesn't
it
won't
even
look
like
norton,
I'm,
not
the
only
one
that
feels
this
way.
There's
a
lot
of
people.
H
We
can
have
more
homes
put
in
create
some
housing,
but
we
don't
have
to
have
them
10
foot
apart,
stuffed
in
there
like
a
bunch
of
rabbit
hutches
to
be
looking
at.
It's
not
necessary,
there's
no
way
I'll
ever
I'll.
Do
anything
to
vote
in
favor
of
anything
that'll
push
this
forward
in
any
manner.
You
got
an
automatic
note
for
me
for
everything
concerning
this.
H
This
needs
to
be
taken
care
of
and
frankly,
as
far
as
I'm
concerned,
we're
creating
another
setup.
We've
just
set
everything
in
line
for
another
silver
springs
with
taking
on
a
maintenance
agreement
like
we
did.
Our
golf
course
drive.
They
want
to
put
in
their
complex
there
their
little
development,
let
them
put
in
a
real
road
that
we
can
take
over
and
take
care
of.
I
don't
want
to
have
to
be
replacing
another
street
down
the
road
like
we
had
to
do
for
silver
springs,
I'm
done.
Somebody
else
can
have
it.
I
Yeah
I
I've
received
somewhere
around
60,
60
plus
emails
from
different
residents,
some
multiple
submissions,
same
residents,
I've
organized
them
into
set
eight
different
categories
of
complaints,
which
I
sent
into
justin
and
mr
fowler.
I
I
think
some
of
them
are
are
a
little
misguided,
but
on
the
other
hand
the
general
feeling
I'm
getting,
and
I'm
getting
this
from
some
some
folks
that
voted,
I
think
in
the
planning
commission
was,
it
doesn't
feel
like
norton,
but
there
again,
I'm
not
quite
sure
how
you
morph,
that,
from
the
mixed
use
district
of
this
housing
density,
which
that
created
we
created,
we
allowed
it
because,
as
charlotte
said,
we
all
thought
it
was
going
to
be
a
senior
housing
development.
And
I
thought
that
sounded
like
a
great
idea.
I
The
other
hand
is
how
much
of
that
is
really
going
to
be
apparent
to
the
rest
of
the
city,
to
the
neighbors,
on
shaw
hart
and
to
the
neighbors
on
golf
course.
Drive
and
that's
something
I
don't
know,
but
we
have
had
plans,
show
that
there
would
be
some
setbacks,
maybe
mounding
and
definitely
some
trees
that
are
going
to
set
it
aside.
I
So
I'm
not
quite
sure
where
that
density
is
going
to
cause
an
issue
other
than
the
concern
about
traffic.
So
comparing
this
development
that
has
really
three
exits,
not
seven
on
to
shell
heart,
but
three
exits.
One
is
golf
course
drive
and
the
other
two
are
on
shell
heart.
Actually,
there's
a
third,
I'm
sorry
north
on
directly
onto
shaw
heart,
the
northern
part.
So
there's
four
exits.
I
Comparing
that
to
norton
acres
and
comparing
that
to
some
of
the
other
developments
where
there's
there's
two
or
three
exits,
you
can
kind
of
get
an
idea
of
the
traffic
impact
study
by
looking
there
and
sitting
there
and
watching
how
many
cars
back
up
and
then
just
do
the
do.
The
math
do
the
multiplication
if
there's
200
or
400
homes,
and
then
you
look
at
stonework.
You
look
at
some
of
the
other
developments
and
just
take
that
number
and
multiply
it.
How
many
cars
really
get
backed
up?
I
What
kind
of
traffic
problem
does
it
really
cause,
and
that
again
is
something
for
the
traffic
impact
people
to
figure
out
and
bring
to
us,
but
I
think
it
makes
more
of
a
difference.
The
fact
that,
with
all
the
estimates
I
one
letter
said
1175
vehicles
per
day,
if
you
go
out
they're,
not
all
out
there
on
the
road.
At
the
same
time,
you
hardly
notice
the
traffic
coming
out
of
greenwich
onto
cleveland
maslin.
I
You
hardly
notice
much
traffic
going
onto
norton
avenue
from
the
different
developments
because
it
doesn't
all
come
at
one
time
and
I
think,
even
if
you
look
at
peak
times,
I
I'm
not
the
expert
in
it,
I'm
a
pharmacist.
I'm
not
you
know
traffic
control,
but
I
I
think
we
do
need
to
have
some
sort
of
idea
of
the
impact
it's
going
to
have
on
shell
heart
and
then
over
through
nash
eyes
over
to
easton
road.
I
I
can't
say
that
I'm
jumping
up
and
down
to
get
something
approved
right
away.
I
think
this
is
also
going
to
go
three
reads:
no
matter
what
and
I
really
wish
the
public
was
able
to
comment
in
a
better
better
fashion
than
just
writing
the
letters.
This
is
not.
As
it's
been
the
past,
you
know.
30
years,
I've
been
in
town
covet
has
has
added
one
layer
of
difficulty
that
we've
never
experienced,
not
a
one
of
us
and
it's
not
like
it's
council's
fault
or
the
administration's
fault.
I
I
I
I'm
in
one
side,
so
I'm
with
jack.
I
really
think
it's
a
good
idea.
We
need
to
get
this
developed
and
this
is
good
for
the
city.
It's
going
to
bring
an
economic
aid
to
the
city,
I'm
with
charlotte,
because
I
feel
like
I
voted
for
this
mixed
use
district,
because
I
thought
it
was
going
to
be
something
else.
It
was
presented
to
us
as
something
else
do
I
have
a
clear
thought
there.
I
hope
so,
but
I
haven't
quite
found
it
yet.
A
Just
so
everyone
knows
this
all
will
definitely
be
going
three
reads:
I
mean
there's
no
doubt
that
this
is
gonna,
go
three
reads,
and
we
are
also
working
on
how
we
will
be
able
to
invite
the
public
to
give
their
comments
in
this
forum
other
than
by
emails
being
read.
A
So
we
are
working
on
that
and
it's
my
intent
and
hope
that
we
can
get
that
worked
out.
You
know,
technologically,
I
think
we
can.
I
think
we
can
do
that.
This
is.
This
is
an
important
thing.
You
know
this.
This
project
is
not
like
you
know,
buying
some
police
cars
or
buying
some
mowers.
All
those
things
are
all
important.
A
I'm
not
gain
saying
that
at
all,
but
I
think
that
we
do
need
to
have
some
method
which
justin
and
robert
and
I
are
working
on-
to
allow
people
to
make
public
comment
so
that
they
can
be
heard
other
than
by
sending
a
letter
and
email
in.
So
we
are
working
on
that.
We
will
be
going
through
readings
on
it.
Ms
whippke.
J
H
A
All
of
our
equipment
to
stream
is
in
the
it
is
in
the
council,
chambers.
H
G
Couldn't
you
do
a
live
zoom
meeting
just
like
we're
doing
and
having
an
extra
camera
pointed
at
the
crowd.
A
A
Now
what
we
are
looking
at
hopefully
doing
is
sharing
the
the
meeting
information
and
the
password
and
allowing
people
to
comment
one
by
one
be
admitted
to
the
zoom
meeting
and
comment
like
there
would
be
one
extra
person
down
there
so
that
they
could
have
their
five
minutes.
But
I
I
you
know,
I'm
not
going
to
create
a
super
spreader
event
over
this
thing.
G
Mr
president,
yes,
mr
towsley,
I
have
some
thoughts
as
well.
I'd
like
to
speak
to.
I
apologize,
I'm
going
to
be
a
little
bit
all
over
the
place.
Some
of
this
regards
the
tiff
some
of
the
regards
this,
so
I'm
gonna
be
a
little
all
over
the
place
and
and
first
I'd
like
to
say
that
I've
been
watching
as
this
is
happening
and
I'm
I'm
seeing
complaints
come
in
and
I
see
the
administration
adjusting
on
the
fly
trying
to
to
hear
what
the
the
public
is
saying
and
trying
to
make
adjustments.
G
However,
I
I
agree
wholeheartedly
with
miss
whippy,
I
I
personally
like
norton
and
I
I
know
my
residents,
the
majority
of
them
want
norton
to
be
norton
and
what
I
see
doesn't
really
match
norton.
I
have
real
concerns
for
the
folks
of
nash
heights
they've
been
through
so
much
in
the
last
10
to
15
years.
D
G
Well,
documented
and
and
now
they've
got
their
neighborhoods
and
if,
if
traffic
really
increases
through
those
neighborhoods,
and
they
can't
walk
their
streets
like
they
used
to
or
not
comfortably,
it's
just
another
cost
to
them,
and
I
I
can't
even
imagine
their
frustration
at
this
point.
G
One
of
the
adjustments
I
believe
I've
seen
is
sidewalks
being
added
to
shell
heart
road,
but
if
I'm
understanding
the
plans
right
and
please
correct
me-
if
I'm
not
it's
just
along
the
golf
course
until
the
road
takes
a
90
degree,
turn
that
doesn't
benefit
nash
heights
at
all.
That
doesn't
help
their
congestion.
If
there's
going
to
be
congestion,
I
personally
would
rather
see
two
exits
onto
cleveland
maslin
road
to
redirect
traffic
more
toward
retailers
in
our
city
and
away
from
the
neighborhoods.
G
I
think
there's
too
many
opportunities
for
the
new
development
to
move
into
nash
heights.
Neighborhoods,
a
comment
I
have
on
the
tiff
and
again
I'm
gonna
comment
how
I
understand
and
it
could
be
incorrect.
So
please
anybody
feel
free
to
correct
me,
but
a
lot
of
this
infrastructure
is
being
paid
with
through
the
tiff,
basically
at
a
95
percent
tax
abatement
that
will
then
be
fed
back
into
the
new
development.
G
They
will
benefit
immediately
and
that's
a
good
thing,
but
if,
if
the
city
is
only
receiving
five
percent
and
the
developer
is
going
to
get
95
percent
we're
at
22
years
before,
we
really
see
a
tax
advantage
as
a
city
from
those
property
taxes.
If
I'm
understanding
this
correct
well
by
the
time
22
years
is
over,
half
of
the
improvements
that
have
done
to
the
streets
and
stuff
are
now
and
need
to
be
done
again.
So
how
does
the
city
the
rest
of
the
city
really
benefit
from
this
clogged
neighborhood?
K
G
K
That's
okay
again,
we
didn't
want
to
show
that
on
the
plans,
because
that's
not
expectation
that
we
would,
we
would
ask
of
a
developer
to
do.
Although
we
did
have
that
discussion
who
would
pay
for
it.
The
other
thing
I
wanted
to
we
get
the
first
and
justin
will
have
to
correct
me.
If
I'm
wrong,
we
get
the
first
hundred
and
sixty.
I
believe
it's
a
hundred
and
sixty
thousand
dollars
so
and
then
five
percent,
then
the
above
that
it
split
95
five.
K
G
That
so
yeah
and
and
like
mr
currant
had
said,
I
I
have
not
heard
from
60
people
but
I'll
bet
you
it's
25
and
I
haven't
heard
one
in
favor
or
even
mediocre
on
the
matter.
G
A
H
I
C
If
I
could,
I
also
have
had
several
people
that
I've
spoke
to
say
that
it's
a
good
project
and-
and
I
I
don't
know
I
haven't-
talked
to
everybody
in
norton
and
you
can't
have
a
referendum
on
projects,
but
paul
I
mean.
Let
me
go
back
to
what
you
were
talking
about
the
taxes.
C
I
I'm
not
sure
the
actual
dollar
amounts
and
stuff,
but
you
asked
what
what
would
norton
benefit
from
it?
You
know
we
also
have
an
income
tax.
C
All
of
these
things
are
being
paid
for
not
immediately,
but
they
will
be
paid
for
by
the
developer,
not
by
the
city
and
and
it's
his
money,
that's
coming
to
us
and,
of
course,
going
back
to
him
to
pay
for
those
utilities.
C
So
I
I
I
can't
see
how
I
could
not
be
in
favor
of
improving
the
infrastructure
of
the
city
at
the
developers,
cost
we're
going
to
have
some
dollars
here
there
and
for
certain
things,
like
main
water
lines
and
such
and
main
sewer
lines
which
we've
already
provided,
there's
a
lot
of
things
that,
of
course,
we're
going
to
have
to
provide
just
like
you
would
any
other
project,
but
we've
we've
provided
assistance
for
other
businesses
that
came
into
the
city
and
and
in
return
they're
providing
you
know,
taxes,
income
and
otherwise
for
us,
so
the
tiff
thing
is
is
definitely
a
win-win
thing
as
far
as
I'm
concerned,
but
I'm
not
a
legal
eagle
when
it
comes
to
property
taxes.
C
So
I
don't.
I
can't
say
that
it's
a
hundred
percent
certainty,
but
I
I
truly
believe
that
it's
a
good
project,
even
though,
as
charlotte
calls
them
their
rabbit.
Hutches.
I,
if
I'm
a
person
who's
looking
for
a
nice
home
to
buy,
and
it's
going
to
be
in
the
neighborhood
of
225
to
400
000
and
I
wish
to
live
in
that
rabbit.
Hutch,
then
what's
wrong
with
building
it.
C
So
what
the
other
businesses,
the
hardware
stores
everything
in
the
norton
area
and
hopefully
the
more
businesses
that
the
more
people
move
in
there,
the
more
businesses
that
are
going
to
move
in
and
hopefully
there
are
really
good
businesses
you
know
for
for
the
people
who
already
live
in
norton
to
enjoy
the
new
businesses.
C
So
I
I
just
am
100
behind
it
and
I
hope
to
god
that
we've
got
enough
people
on
council
that
sees
it
the
same
way
and
we'll
approve
it.
But
if
there's
no
other
comments,
mr
kernan
I'll
make
a
motion
to
move
it
forward
to
the
next
agenda.
I
I
But
the
reason
that
the
people
nearby
are
upset
is,
as
far
as
I
can
tell
is
the
golf
course
with
rolling
hills
is
going
to
go
away
and
I
think
that's
going
to
happen,
no
matter
whether
we
have
a
senior
a
living
space
or
whether
we
have
this
dense
private
home
and
then
the
apartments
in
the
second
phase,
which
have
been
cut
back
from
300
and
some
to
around
200
250..
I
I
What's
coming
up
from
the
ground,
I'm
sure
it
stated
there.
It
still
is
hard
for
me
to
visualize
that
now
I
guess
I
just
need
to
understand
that
a
little
and
developing
that
idea
here
with
council.
If
we
move
this
to
the
next
step,
we
need
to
consider
the
impact
on
our
our
neighbors
and
we
need
to
push
pause
a
little
bit
before
proving
anything
to
make
sure
we're
making
the
wisest
decision
for
our
city.
I
J
If
we
could,
joe
before
we
look
for
a
second
for
that,
just
I'm
with
most
of
the
others
here
I
mean
I
I've
heard
positive
things
for
this,
and
I've
heard
negative.
J
J
I
mean
people
were
absolutely
up
in
arms
over
that,
and
I
understood
that
because
they
were
losing
their
woods
behind
their
house
and
I
told
them.
I
was
in
the
same
boat
if
they
ever
develop
right
behind
my
house.
I
don't
have
a
say
in
it
as
long
as
it
falls
within
the
city's
zoning
planning,
I
don't
get
a
say
in
it:
it's
not
my
property.
J
So
at
times
I'm
torn
with
these
things,
I
would
like
to
see
more
exits
going
out
on
to
greenwich
than
into
the
neighborhoods
I'm
with.
I
think
mr
cran
mentioned
or
paul.
If
we
bring
that
traffic
out
that
way,
yeah
they're
going
to
come
down
the
major
main
corridor,
therefore
bringing
them
by
businesses
you're
more
apt
if
you're
on
your
way
to
work
way
home
from
work.
J
You
know
you're
more
apt
to
stop
if
it's
right
there
along
your
way
as
far
as
the
density
itself,
if
we
truly
want
to
to
garner
more
business
moving
into
the
city
depending
on
the
types
of
business,
you
need
people
to
support
those
businesses.
If
they're
going
to
move
here,
that's
one
of
the
issues
norton's
had
because
there's
not
a
lot
of
people
within
the
city.
J
Twelve
five
last
report:
I
think
it
was
that's
not
enough
to
sustain
businesses,
so
you
have
to
generate
more
people
coming
through,
which
means
you
have
to
bring
more
homes
in
it.
From
a
tax
perspective,
I
think
residential
homes
are
kind
of
a
break
even
for
the
city.
J
By
the
time
you
throw
everything
in
the
added
services
that
we
provide
fire
ambulance,
yeah
snow
removal,
it's
kind
of
a
break
even
for
residentials,
but
you
really
need
to
have
the
population
built
up
to
be
able
to
support
business,
that
extra
business
is
going
to
allow
them
to
pay
taxes
versus
the
residents
paying
taxes.
I've
heard
all
along.
J
I
Two
cents
I
could
add
joe
or,
mr
president,
the
exits
on
to
shelton
from
this
development
onto
greenwich
road
were
set
that
way,
because
that
was
really
the
only
exit
access
because
of
marshland
and
they're
only
affecting
1.8
percent
of
the
marshland
as
it
is,
we
really
they
can't
go
across
that
lower
section
and
there
wasn't
really
golfing
in
that
area
either.
It
was
untouchable.
I
It's
for
that
reason
that
they
can't
go
down
to
greenwich
road
across
that
area
and
that's
why
there's
three
exits
onto
shellheart
road,
something
you
said
about
the
taxes:
it
evaporated
old
age,
yeah!
That's
that's!
In
a
long
long
day,
so
I've
been
eating
sleeping
drinking
brookside
development
for
the
past
several
months
and
it's
been
an
interesting
place
to
be
in
ward
3.,
I
feel
for
the
residents.
I
wish
I
could
do
more
for
them
again.
I
don't
know
what
impact
oh,
I
know
what
it
was.
It
was
about
property
taxes.
I
Each
of
them
independently
said
they
felt
that
it
was
going
to
increase
the
property
values
for
the
neighboring
properties.
If
you
put
in
250
000
400
000
properties
along
this
area,
the
entire
area
is
probably
going
to
go
up.
Now.
Is
that
going
to
really
affect
the
residents
who
live
there,
not
until
they
sell
their
homes
and
unless
the
county
re-evaluates
the
taxes,
I'm
sorry
the
property
values,
it
really
won't
affect
their
taxes.
I
I
I
expect
the
property
values
will
go
up
not
down,
and
so
their
properties
will
be.
You
know
more
valuable
down
the
road
anyway.
I
just
want
to
share
that
part
of
the
conversation
also.
That
is
also
in
my
note
to
mr
markey,
but
I
I
I
don't
think
it's
going
to
have
the
negative
impact
that
the
residents
think
it
is
going
to
have.
C
One
more
quick
thing,
joe
before
you
go
on,
I'm
not
going
to
get
into
it
right
now,
but
the
way
I
understand
it,
there
are
some
other
avenues
for
traffic
that
are
being
considered,
and
I
really
prefer
not
to
mention
it
now,
because
it's
just
an
idea
that
that
I
discussed
and
so
hopefully
that
in
the
future,
if
it
was
to
ever
come
to
fruition,
the
traffic
would
be
a
whole
lot
less
than
what
it
is
anticipated
and
being
now.
So
just
keep
that
in
mind.
A
A
I
A
All
right
letter
d,
barberton
brookside
tiff,
mr
gainer.
C
Yes,
as
paul
got
into
it
there,
this
is
the
tip
for
the
brookside
project
and
it,
as
everyone
knows
on
council.
I
hope
it
will
allow
us
to
capture
the
tax
dollars
that
normally
would
have
went
to
the
county
and
been
distributed
throughout
the
county.
C
Most
of
so
it'll
cover
the
needed
infrastructure
for
this
project
and
others
nearby,
hopefully
again
any
questions
technical
as
far
as
the
actual
tip
for
the
method
of
tiffing
I'd
appreciate,
if
you
asked
mr
fowler
and
mr
markey,
because
they're
definitely
versed
in
it
and
I'm
not.
Thank
you.
Questions.
H
L
The
density
is
not
related
to
the
tiff.
You
could
tiff
any
parcel
in
the
city
if
you're
using
the
right
statue.
L
If
there's
so
there's
certain
limitations
on
housing
developments
for
here
there's
a
proposed
phase:
two-
that
is
a
commercial
portion
that
is,
you
know,
tax
as
commercial.
I
should
say
that
allows
it
to
be
done
as
in
seven
districts,
so
there's
certain
limitations
on
residential
developments,
but
this
one
qualifies
under
the
revised
code.
I
A
Is
there
a
motion
then
to
move
ordinance
94
to
the
next
agenda.
A
C
This
is
the,
as
you
said,
the
development
agreement
with
addison
norton
llc
for
brookside
project,
just
a
few
items
that
I
picked
up
from
the
actual
agreement
that
might
sort
of
clarify
some
things.
A
developer
is
going
to
design
and
construct.
C
I
I
don't
have
anything
else
on
that.
I
I
read
through
it
and
I
I
believe
it's
a
good
agreement
and
to
the
best
of
my
ability,
I
think
it's
a
good
agreement.
C
As
I
said
before,
mr
fowler
and
mr
markey
have
been
involved
in
this
and
the
mayor
of
course,
so
I
would
hopefully
defer
to
them
on
any
questions
about
the
actual
agreement.
Thank
you.
G
Yes,
mr
president,
I
do
have
one
as
far
as
golf
course
drive
goes.
I
know-
and
perhaps
I
should
have
asked
this
earlier,
but
I
know
we're
talking
about
putting
a
couple
inches
of
pavement
on
there
under
the
agreement
in
however
many
years
it
is
when
golf
course
drive
needs
replaced.
G
Is
this
automatically
in
the
city's
road
plans
or
are
the
residents
of
golf
course
drive
going
to
be
back
at
square
one
clawing
and
digging
to
try
to
get
the
road
repaired
replaced?
I
should
say
mr
fowler.
K
Mr
towsley
part
of
the
tif
revenue
we
would
earmark
for
that
as
well.
One
thing
I
forgot
to
mention
the
first
two
years
or
100
percent
the
city's
portion
when,
when
you
were
we
were
discussing,
you
asked
me
about
the
breakdown
I
just
wanted
to
make
sure
I
highlighted
that
there's
100
the
first
two
years
that
the
city
gets
and
then
we
would
earmark
portions
so
any
maintenance
or
anything
we
would
do
on
that
road
crack
ceiling.
Whatever
would
come
from
that
tiff
fund,
because
we
wouldn't
want
the
way
tips
work.
G
So
the
I
believe
the
agreement
says
maintenance
and
obviously
you
can
including
that
in
maintenance,
so
just
for
my
clarification,
20
30,
40,
even
50
years
from
now
that
would
still
be
taking
care
of
a
repair
and
or
replacement
of
the
street.
Okay.
Thank
you.
J
C
That
will
come
up
next
on
the
next
ordinance.
A
D
A
D
H
And
it
ought
to
be
that
road
gonna
be
they
ought
to
bring
it
up
to
standard
now,
and
then
it
comes
to
us,
but
all
we're
doing
is
creating
that
other
monster
again.
A
Yeah,
I
don't
think
so
I
mean
I
I
think
once
they
pave
it,
which
I
believe
that
they're
required
to
do
and
the
initial
build
out
is
to
pave
it
and
then
we're
required
to
maintain
it.
There's
not
I
mean
there's
if
there's.
A
C
C
C
Scott
was
bringing
up
what,
if
there's
a
washout
on
that
road
after
we
assume
responsibility
for
a
certain
maintenance
of
the
of
the
golf
course
drive,
because
it
is
an
easement
we
we
agree
to
do
such
and
such
a
thing,
and
also
the
norton
llc
is
going
to
be
agreeing
if
you'll
sort
of
fill
us
in
on
the
they
agree
to
do
certain
things.
That's
not
covered
under
normal,
wear
and
tear.
I
don't
know
the
exact
wording.
C
L
Yeah,
so
the
question
is
it's
not
from
our
use
and
actually
mr
askew
to
comment
on
it,
because
what
do
we
do
in
that
situation?
It's
a
good
question.
L
L
C
C
C
So
we
can
only
do
what
we
think
today
is
good
for
tomorrow,
but
50
years
hell,
I
don't
know,
I
hope
we're
doing
what's
right.
J
Well
and
that's
why
I
was
asking
the
questions
there:
jack,
if
exactly
spelled
out,
then
you
know
50
years
from
now
nobody's
going
to
remember
your
name,
my
name
or
anybody
else
right
here,
and
you
know
they're
going
to
be
looking
at
this
saying.
Well,
why
didn't
they
put
this
into
the
verbiage?
Why
wasn't
this
in
the
contract.
C
I'd
suggest
paul,
I
mean
scott,
that
you
do
read
what
the
section
I'm
talking
about,
because
yeah.
C
A
A
All
right:
well,
then,
I'll
call
the
roll,
mr
gainer,
yes
and
mr
karen.
Yes,
all
right
access
agreement,
letter
ref,
mr
gainer.
C
Thank
you,
mr
president.
This
is,
as
I
was
saying,
about
the
easement
agreement
there,
with
in
agreement
with
addison
norton
llc,
to
use
the
golf
course
drive
to
access
any
areas
north
of
the
brookside
project,
that's
to
our
benefit
and
also
along
the
area
which,
before
I
lose
my
train
of
thought.
There.
C
We
will
be
doing
some
maintenance
on
this
street,
of
course,
but
it
also
is
to
our
benefit,
because,
if
all
goes
as
planned,
we're
going
to
need
access
north
of
this
project
in
the
near
future.
C
So
I
I
anyway
that's
going
to
cover
the
agreement
is
going
to
give
us
access
through
that
project,
where
we
would,
if
we
we
will
need
access
in
that
area
and
if
we
don't
have
golf
course
drive,
we
would
have
to
access
it
in
another
way.
If
that's,
if
I
can
put
it
that
way,
there
you
go
so
this
is
to
our
benefit.
To
do
this.
C
Also
along
the
area
from
greenwich
north
to
I-76
area.
It's
going
to
give
us
access,
and
this
is
needed
for
hopefully
some
future
infrastructure
work
in
that
area.
C
C
So
they're
going
to
be
pretty
well
separated
from
from
the
brookside
development
and
as
as
far
as
I
can
tell,
there'll,
be
no
hardly
any
interruption
in
their
lifestyle
other
than
the
fact
they're
gonna
have
a
better
road
and
and
it'll
be
more
quiet
with
the
with
the
mound
and
trees.
If
it's
done
properly
and
I'm
sure
it
will
be,
you
won't
have
to
hear
four
every
five
minutes.
C
So
you
know
hopefully
hopefully
in
the
future,
I'm
not
saying
that
they
ought
to
roll
over
and
play
dead
right
now
on
it.
But
but
I'm
just
saying
hopefully
in
the
future.
I
think
they're
going
to
realize
that
they're
going
to
end
up
with
a
pretty
good
deal
out
of
this
project.
A
C
A
Mr
karen,
yes,
okay,
all
right
letter
g
appropriations
and
estimated
resources;
amendment
ms
whippke.
H
Thank
you,
mr
president.
Basically,
this
is
the
same
type
of
a
deal
we
did
just
a
couple
weeks
ago,
we're
rearranging
some
money
out,
for
example,
we're
not
going
to
be
using
the
general
fund
to
be
paying
the
the
wages
for
the
police
department
that
we
can
all
use
the
coven
monies
for
that.
H
So
all
those
is
just
like,
I
said,
rearranging
everything
and
putting
it
in
the
proper
lines
to
be
able
to
be
taken
in-
and
out
of,
I
will
say
now
that
when
I
make
the
motions
on
these,
these
are
all
emergency
on
the
next
three,
this
one
and
the
next
two
they're
all
emergency
language,
and
I
will
be
looking
away
the
second
third
reading
so
that
we
can
get
in
line
for
the
budget
and
how
we
are
having
that
come
up
soon.
H
They're
pretty
self-explanatory,
actually,
like
I
said,
just
moving
the
monies
around
where
it
needs
to
be
so
that
we
can
straighten
out
the
budget,
put
them
in
the
proper
lines.
So,
if
nobody
has
any
questions,
I
motioned
at
ordinance
97
2020
the
council's
next
agenda
again
looking
to
waive
the
second
and
third
readings.
A
E
A
Okay,
I
will
call
the
role
then
ms
whipkey.
H
H
A
Mr
kernan
votes:
yes,
letter
h,
refunding
bonds.
Ms
whipkey.
H
H
Just
a
good
move
to
do
now
for
a
little
bit
that
it
will
save
us
since
we
got
to
be
looking
at
getting
it
any
way
we
can
get
it.
I
guess
also
er
emergency
language
and
waiving
the
second
and
third
readings
this.
If
nobody
has
any
questions,
I'm
motion
ad
ordinance,
98
20
20,
to
council's
next
agenda.
A
H
H
Thank
you,
mr
president,
you
have
all
been
sitting
on
the
hot
seat
for
this
one.
This
is
the
legislation
looking
to
issue
and
sell
bonds
for
415
dollars
in
order
to
improve
the
administrative
building
as
far
as
making
it
more
covered,
19
safe,
and
to
do
some
updating
on
the
police
department,
as
well
as
repairing
the
roof
on
ad
buildings.
H
H
D
A
D
K
Again,
we're
basing
that
on
the
engineer's
estimate,
we
don't
know
what
those
costs
would
be.
I
think
miss
keener
has
some
concerns.
K
You
know
we
we
want
to
spend
some
of
that
karazak
money,
but
the
concern
we
have
is
like
the
roof
and
I
know
y'all
haven't
been
there
in
a
while,
but
the
roof
and
council
chambers
has
ruined
the
ceiling
from
leaking.
K
If
you
want,
if
you
happen
to
come
into
the
building,
look
to
the
back
corner
of
your
council
chambers,
it's
definitely
noticeable.
So
that's
about
thirty
thousand
dollars.
There's
a
you
know
some
restroom
upgrades
because
we're
making
them
handicap
accessible
that
those
are
included
and
the
police
locker
room,
changes
and
modifications
that
were
requested
there
again.
We
we
expect
it
to
be
about
300
000,
but
with
the
bidding
climate
we
just
wanted
to
make
sure
we
didn't
have
to
come
back
to
council
for
any
further
dollars.
I
I've
got
a
question
about
that.
I'm
assuming
this
is
just
in
the
effort
for
the
covet
issue
and
sitting
in
that
room.
I
I
hear
the
general
complaint
from
everyone
sitting
up
in
the
front
of
how
hot
it
gets
during
summer
and
when
there's
it
seems
like
there's
poor
circulation
there
or
no
circulation,
and
it
is
very
uncomfortable
to
sit
there
and
try
to
do
consider
legislation
when
you're
being
toasted
by
the
left
side.
I
K
The
the
design
has
the
console
room
reconfigured.
So
when
you
return
your
whole
council
chambers
will
be
reconfigured,
you
will
not
be
in
the
same
configuration.
You
were
the
first
thing
that
do
is
give
you
six
feet
of
distance.
So
what
their
plan
was
to
put
you
on
the
left
wall,
as
you
walk
in
and
build
a
builder
build
the
seven
seats
over
there
at
42
feet,
because
you
need
six
foot
for
each
one,
so
they're
working
on
trying
to
get
all
that
lined
up
the
bid.
K
Let
me
just
the
email
I
got
from
mr
slaga
today
says
that
we
are
plans
will
be
done
this
week
and
they
want
to
advertise
by
the
end
of
the
week.
So
we
should
have
some
plans
I
can
send
around
so
council
can
kind
of
see
what
what
what
the
plan
is
and
the
other
thing
to
your
point,
mr
korean.
K
We
need
one
door
in
one
door
out,
so
we'll
have
to
have
it
separated
and
we'll
put
it
be,
putting
up
some
more
permanent
structures
in
the
windows,
so
to
speak
so
to
prevent
the
airflow
preventing
the
potential
exposure
to
any
employee.
Once
we
open
the
city
hall.
J
And
with
that,
mr
power,
if
they
could
address
that
door
that
faces
the
police
station,
all
that
heat
hits
that
door
and
it
just
seems
radiate
through
that
door.
K
I
will
send
mr
slag
a
message
and
we'll
get
that
at
it.
A
A
Here's
a
motion
in
a
second
to
add
ordinance,
99
2020
to
the
next
agenda
for
first
reading.
Anything
further.
Would
the
clerk
call
the
role
please.
A
Yes,
all
right
topics
for
next
work
session.
Are
we
gonna
be
looking
at
budget?
E
A
Right,
well,
that
ought
to
be
enough
to
take
care
of
a
full
work
session,
so
all
right.
In
that
case,
I
don't
think,
there's
anything
else
to
come
before
council.
Is
there
a
motion
to
adjourn?
