A
My
best
to
express
that
and
I
think
he
understands,
but
he's
just
frustrated
because
a
lot
of
others
other
straits
have
been
done
on
the
cruise
hasn't
and
there
is
a
in
such
bad
shape.
It
requires
some
extra
work
as
my
understanding,
and
that
includes
digging
out
and
replacing
the
curbs,
isn't
that.
C
A
C
Likely
it's
probably
being
operated
in
next
year's
budget.
Just
like
we
did
some
of
the
curbs
and
gutters
last
year
in
Brentwood,
as
well
as
norton
acres.
We
did
curbs
and
gutters
last
year
and
then
came
back
this
year
and
did
the
streets
that
we
did
curbs
and
gutters
on
last
year.
But
what
Robert
couldn't
explain
that
a
little
bit
better
during
once,
if
has
asked
her
in
the
meeting
and
stuff
but
but
I
know,
we
I
saw
the
email
and
I
also
had
a
lengthy
conversation
with
the
same
gentleman.
C
F
G
G
G
E
Mr.
Joe
Casey
3141,
moderate
drive
in
regards
to
CRNAs
that
are
on
tonight's
agenda.
I,
fully
understand
the
reasoning
behind
yeah
babe,
that's
I'm,
sure,
behind
the
tax
abatements.
My
question
is
within
the
city,
we'll
be
monitoring
them
to
make
sure
they
are
in
compliance
with
the
agreement
in
order
to
receive
tax
payment.
We
have
a
few
companies
that
have
better
tax
abatements
that
are
not
in
compliance
now
and
nothing
is
being
publicly
done
about
it.
I
agree
with
mr.
E
Gaynor
that
the
flooding
issue
within
Norton
and
the
surrounding
communities
needs
to
be
addressed
and
resolved.
My
question
is:
has
mr.
Gaynor
or
any
member
of
the
council
or
the
administration
into
the
Summit
County
surface
water
management
district?
This
district
is
available
to
all
cities,
villages
and
townships
within
Summit
County.
This
program
will
cause
the
property
owners
around
$40
a
year
if
the
city
of
Norton
would
join
it.
E
Bath
Township
join
the
district
about
a
year
or
so
ago,
with
parcel
number
four
four
six
zero,
eight
four
four
one
now
the
city
of
Norton
is
purchasing
part
of
it
for
$1.
What
plans
does
the
city
have
for
this
property?
In
my
opinion,
this
would
be
a
great
location
for
a
water
or
not
retention.
Pond
and
last
it's
been
over
a
year
since
the
Kangol
grub
bridge
collapsed.
When
will
the
residents
of
Norton
expect
an
update
to
when
this
will
be
fixed
and
reopened?
E
A
Question
on
the
first
one
that
says,
we
have
a
few
companies
that
have
better
tax
abatements
that
are
not
in
compliance
now
and
nothing
is
publicly
be
done
being
done
about
it.
I
hear
statements
like
that
that
are
unsubstantiated,
which
just
chip
away
at
administration
and
I'm
wondering
do
we
really
have
something
like
that,
or
is
this
a
baseless
claim?
I,
don't
know
that
and
I'm
just
kind
of
curious
to
know
where,
where
we
stand
as
a
city.
B
Incentive
Review
Council,
we've
got
done,
I
think
late
2018-2019,
we
appointed
it
actually
there's
three
men,
members
of
that
this
from
Summit
County.
We
only
have
two
members,
one
of
them
is
mr.
Marx
be
sacked
and
the
other
one
would
be
mr.
Fowler
and
they're
on
that
committee
or
Council
until
2021
and
I
think
KBA
was
shown
to
be
in
compliance
when
had
they'd
been
complained
about
that
when
they
were
looking
at
the
parks
and
I'm
sure
that's
who
they're
referring
to
and
KVA
going
on
with
the
rest
of
it.
B
Just
why
I've
got
your
ears
here.
I
hope
I
can
be
heard.
I
did
kind
of
look
at
this
time
at
Summit,
County,
surface
water
stuff.
If
we're
gonna,
take
citizens
money
I,
just
assume
that
that
money
remained
in
Norton,
so
we
used
exclusively
by
Norton
and
I'm,
not
even
though
Beth
joined
it
and
they
weren't
recognized
till
2018
I
think
it
was
they
joined
late,
December,
I,
don't
know
if
they've
had
anything
done,
but
as
far
as
I'm
concerned,
we
should
be
able
to
keep
our
own
money
here
and
take
care
of
our
issues.
B
Here.
I've
always
stated
that
as
far
as
the
watersheds
went
and
we
had
already
discussed
what
we
were
going
to
do
with
that
property,
we
were
painting
for
a
dollar
and
that
we'd
stated
last
week
we're
looking
at
it
to
use
it
for
a
retention
pond
far
as
kangol
Road.
Don't
have
the
slightest
idea
what's
happening
with
that.
C
B
We
only
have
four
of
those
left
in
operation
there's
three
licenses
that
are
currently
open,
although
one
has
been
acquired
for
all
those
companies.
Our
businesses
pay
their
fees
six
months,
they
all
paid
for
January
through
June
in
December,
so
they
paid
and
didn't
get
to
use.
But
a
couple
months
of
them
and
I
had
been
approached
on
this
and
I
have
talked
to
the
administration.
B
I
brought
it
up
at
Council
several
weeks
back
as
to
giving
them
a
little
relief
when
they
go
to
pay
their
next
dues,
which
are
due
into
this
month,
the
30th
for
the
following
six
months.
They
pay
$500
per
machines
every
six
months,
if
they're,
in
use
of
of
which
we
do
go
in
and
count
those
and
make
sure
that
they're
licensed
and
how
many
they're
using.
B
H
What
can't
like
to
you
add
to
that
I
know
you
wrecked
the
legislation
that
indicated
that
they
were
supposed
to
pay
in
advance.
That
was
not
what
was
happening.
My
predecessor
would
go
out
in
June
and
bill
for
January
through
June
and
then
again
in
December
and
bill
for
July
through
December.
So,
although
that's
not
what
the
legislation
indicated,
that's
what
was
happening
in
practice.
They
have
not
paid
for
January
through
June.
B
B
G
B
B
F
Eliminated
for
the
coronavirus
practices,
evil
interim
eliminated
every
other
one
or,
however,
many
had
to
be
to
keep
the
distance
their
social
distance,
not
only
during
the
last
two
and
a
half
months
or
three
months
that
they've
been
operating
I
assume
that
they
they
weren't
they
weren't
able
to
use
all
of
their
machines
even
in
that
time
period.
So
when
we
talk
about
giving
them
a
rebate,
it
would
be
in
my
mind
it
would.
F
It
would
have
to
be
looked
at
and
see
how
many
my
actual
machines
they
were
using
during
that
time
periods
and
and
if
we're
going
to
change
to
a
prepay
situation,
I
think
that's
what
Paul
and
you
miss
Peter
was
talking
about.
If
we're
changing
to
the
okay,
then
then
that
prepay
this
time
in
July
should
be
based
on
the
amount
of
machines
that
they're
actually
using.
F
No
I
agree
as
whenever
they
are
billed
whenever
they
are
billed
for
the
time
period
coming
up,
then
it
has
to
be
considered
in
my
mind.
It
should
be
considered
how
many
machines
are
actually
using
how
many
they
have
on
records,
but
how
many
machines
are
actually
using
and
I.
Think
it's
mr.
Brayman
or
somebody
goes
by
and
says:
okay,
you
have
20
machines
that
whatever
it
is,
500
bucks
a
machine.
F
D
D
If
they
were
shut
down,
then
they
would
have
returned
either
all
the
machines
or
machines
that
they
weren't
using
during
that
period
of
time,
knowing
that
they
were
gonna
have
to
limit
the
number
of
machines
they
have
because
of
social
distancing
when
they
started
back
up
so
they're
not
paying
for
the
lease
on
those
machines,
so
I
would
think
whatever
they
have
in
their
shops
should
be
in
use.
They
would
have
returned
the
ones
that
they're
not
using.
F
F
Don't
know,
but
if
that's
the
case
fine,
but
if
they
didn't,
if
they
didn't,
then
they
happen
to
still
be
there
I'm
just
saying
when
we
do
I
agree
with
them.
You
know
when
we
do
our
count,
let's
don't
charge
them
for
the
ones
that
they're
you
know
physically
able
to
see
that
they're,
not
using
you
know
they
have
a
blanket.
Oh.
F
B
My
understanding
we
could
go
ahead
and
do
this
by
motion.
We
don't
need
an
ordinance
to
do
anything
with
it.
We
can
just
make
a
motion
to
go
forward
and
I
guess
I'd
make
the
motion
then
to
reduce
the
fees,
the
class
one
skilled
machine
fees
by
three
much,
so
that
would
be
half
the
time,
not
one.
Third.
B
B
B
B
Add
to
that
like
Jack
said
operate,
you
know
if
they're
doing
the
social
distancing,
they
won't
be
using
the
Machine,
so
they
won't
be
claiming
the
the
numbers
that
they
would
have
been
claiming
prior
to
Kovac
anyway.
So
that'll
help
about
sometimes
well-well
kind
of
putting
out
that
initial
money
anyway,.
B
E
B
F
A
A
G
The
minutes
of
the
regular
council
meeting
of
June
1st
2020
are
there
any
additions,
deletions
or
Corrections
to
those
hearing.
None
will
be
accepted
as
the
minutes
of
the
committee
work
session
of
June
15
2020
any
additions
or
Corrections
to
those,
and
they
will
be
accepted
as
submitted
reports
from
officers
boards
and
commissions
mayor
Zita.
G
Mayor
you're,
you're,
muted,.
C
J
Okay,
just
a
couple
quick
items,
one
the
2020
road
program
was
completed.
I
may
have
noticed
that
all
our
local
roads
are
done.
Our
portion
of
a
timeline
from
Eastern
to
Greenwich
is
done,
they're
starting
the
Medina
County
portion
in
our
city,
or
they
started
today
grinding.
So
I
anticipate
that'll
be
done
in
the
next
two
weeks
weeks.
J
So,
whether
depending
but
you'll,
be
able
to
drive
up
Eastern
Ridgewood
with
new
table,
we
did
receive
some
good
news.
If
you
recall
I
told
you
early
March
that
our
receipt
projects
we're
on
hold
with
the
governor
signing
House
bill
481,
the
2020
2021
projects
have
been
fun.
What
does
that
mean?
That
means
Worcester
Road
the
storm
sewer,
we're
gonna
bid
it
out.
While
you
were
on
break
so
come
back
from
break,
we
will
award
the
contract
for
the
storm
sewer
work
in
on
luster
Road.
J
J
J
That's
driftwood,
so
we're
going
to
do
the
concrete
work
in
driftwood.
Mr.
Slager
and
I
both
walked
it.
We
marked
it
and
he
is
getting
bids
now.
So
we
should
have
those
back
for
you
to
a
little
read
before
you
go
on
break
and
then
we'll
start
after
2021
growth,
baby
I'll
get
that
list
once
Josh
Larry
put
together
our
recommendations
and
that's
all
I
have
thank
you.

Resolution
determining
to
proceed
with
the
submission
of
the
question
of
the
replacement
and
increase
of
a
tax
levy
in
excess
of
the
ten

for
the
purpose
of
providing
and
maintaining
fire
apparatus,
appliances,
buildings
and
sites.
Therefore,

Therefore,
the

E
One
four,
five

four:

or
seven,
four,
two
point:
three:
four
of
the
Revised
Code
and
the
provision
of
my
ambulance,
paramedic
and
other
emergency
medical
services
operated
by
the
fire
department
pursuant
to
section
five,
seven:

five
point:

I,
the
Revised
Code
and
declaring
an
emergency.
Thank.
B
We
stated
last
week
we
needed
to
make
up
two
separate
ordinances
resolutions
due
to
the
fact
that
we
have
a
County
relief
and
state
relief.
This
is
in
relation
to
the
county
relief
and
we
need
to
get
this
passed
as
soon
as
possible
and
order
for
us
to
get
these
monies.
So
at
this
time
I
motion
to
waive
the
second
and
third
readings
on
resolution.
Sixty
two
twenty
twenty,
a
second
there's.
G
G
F
F
A
I
G
Think
what
we're
gonna
do
is
this
is
for
first
reading,
so
we
can
go
ahead
and
read
I
think
I'm
going
to
call
for
a
regular
council
meeting
again
next
week
and
then
the
week
after.
So
we
can
read
all
these
things
three
times,
because
this
one
and
the
tax
levy
I
think
deserve
three
readings.
Certainly,
if
you
want
to
have
something
about
something
now
you
can
you
can
start
bad,
that's
right,
but
I.
You
know
we're
gonna,
take
a
look
at
it
again.
I
Last
week
it
didn't
seem
like
there
was
a
whole
lot
of
opinion,
but
for
exemptions,
I
just
feel
like
property
maintenance
equipment
should
be
put
in
there.
Only
because
the
with
a
decibel
limits
that
we
have
virtually
everybody
could
be
technically
breaking
this
ordinance.
Every
time
they
work
in
their
yard.
I.
D
G
I
K
I
mean
there's
exemptions
so
there's
already.
An
exemption
for
construction
sounds
so
I
think
when
mr.
Tousley
saying,
if
you'd
like
an
exemption
for
personal
lawn
care
or
whatever
I
like
your
terminology
better,
but
during
the
same
time,
if
it's
construction
between
7:00
a.m.
and
9:00
p.m.
that's
exempted,
you
want
something
similar
for
people
maintain
their
own
homes.
I.
G
I
G
E
I
F
I
B
D
B
B
This
particular
ordinance
is
opening
up
a
brand
new
fund
where
we're
going
to
be
putting
all
our
capital
projects,
but
you
don't
have
to
look
all
over
the
place
for
them
and
they'll
be
easier
to
track
more
transparent,
as
well
as
creating
fun
one
one
five
and
that
will
be
for
taking
in
the
state
monies
from
the
covin
emergencies.
Let's
come
along
so,
and
we
need
to
get
this
done
so
at
this
time,
I
make
a
motion
to
waive
the
second
and
third
readings
on
ordinance
number
65
2020.
This.

G
B
This
ordinance
is
actually
getting
rid
of
CCA
and
running
higher
in
order
to
collect
our
income
taxes
starting
next
year,
but
we
have
to
get
this
taken
care
of
because
we
need
to
give
them
six
months
notice
in
order
to
get
out
of
the
contract.
So
at
this
time,
I
make
a
motion
to
waive
the
second
and
third
readings
I'll.

Mr.

I
didn't

mister
I
wanted
to
clarify
something.
I
had
said
driftwood
earlier,
and
the
mayor
promptly
sent
me
a
message
or
mana
needed.
Driftwood
is
actually
under
designed
for
Oh

funding
for
next
year.
Should
they
take
applications,
it's
Brooklawn
that
is
getting
the

concrete
repairs
on
Brooklyn,
so
I
apologize
and.
