just

addressing
some
concerns
that
I
have
regarding
the
Kangol
Road
bridge
that
has
been
out
since
I
believe
it
was
June
16th
last
year
when
it
was
closed,
I
hold,
holding
up
a
copy
of
a
memorandum
that
I
found
on
your
website,
which
was
read
ated
on
the
website.

As
of
September
12
2009
teen
had
a
couple
questions
off
that
it
talks
about
a
Memorandum
of
Understanding
between
the
county
city
of
new
Franklin
in
the
city
of
Norton,
and
it
indicates
that
city
of
Norton
would
be
the
lead
agency
in
trying
to
apply
for
two
different
or
two
different
grants.
That
lists
here.

One
is
the
OPC
which
I
believe
is
the
Ohio
Public
Works
Commission
emergency
funding,
as
well
as
the
state
of
Ohio
capital
budget
budget
earmark
and
I,
was
just
wondering
as
of
to
the
status
of
when
those
applications
were
filed,
who
at
the
state
you've
been
talking
to,
so
that
we
could
encourage
them
to
get
things
in
gear
as
much
as
possible.
A
primary
concern
that
I
have
is
we're
getting
into
the
rainy
season
over
the
next
few
months:
March
April
May,
and
it
is
my
understanding.

third
concern
question
comment
is
regarding
the
barricades
that
are
up
there
now,
there's
some
wooden
barricades
and
then
there's
some
concrete
barricades,
I'm,
not
sure
exactly
who
set
those
up,
but
can
additional
barricades
be
set
up.

concern
is:
is
that
kids
are
going
to
be
coming
outside
more
there's,
nothing
preventing
them
from
stepping
on
that
edge.

is

someone
could
easily
fall

like

announce
that
last
week,
myself,
mr.
Fowler
and
mr.
Hess
attended
a
program
at
the
middle
school.
It
was
a
program
that
was
called
Tom
Todd
and
it
was
a
tomorrows
ideas
from
today's
middle
schoolers
and
it
was
a
presentation
that
was
put
on
by
a
group
of
individual
students
there
and
after
the
presentation
we
have
invited
them
to
come
to
City
Council
and
put
on
the
presentation
free
you
all
as
well.

Actually,
first
of
all,
this
was
the
a
the
for
the
first
School
District
in
Summit
County
to
bring
this
program
forward,
but
it
deals
with
mental
health
and
it
has
a
deal.
It
also
will
deal
with
our
Columbia
woods
Park
in
our
trail
program
that
we're
working
on
down
in
the
in
the
park.
So
our
hope
is
that
on
next
Monday,
March
2nd,
they
will
come
and
put
on
a
presentation
for
you
guys
and
and
at
that
point
hopefully
will
lead
to
some
discussion
afterwards.

want
to
share
that
with
you
at
this
time.

would
like
just
to
read
in
in
two
minutes
the
resolution
that
has
been
prepared
for
mr.
Messner.
It's
a
resolution
of
appreciation
for
the
service
of
Ronald
Messner
as
Director
of
Finance
of
the
city
of
Norton,
whereas
Ronald
Messner
has
served
as
the
finance
director
of
the
city
since
July
24th
2014
and
will
retire
on
February
28th
2020,
whereas
in
his
time
with
the
city.
Mr.

Messner
has
acknowledged,
but
has
been
acknowledged
by
the
government,
finance
Officers
Association
in
awarding
the
comprehensive
annual
financial
report
with
prestigious
award
of
the
certificate
of
achievement
for
excellence
in
financial
reporting
and
has
been
instrumental
in
the
preparation
of
the
comprehensive
annual
financial
report.
Whereas
under
mr.
mesners
direction.
The
city
has
agnostic,
knowledged
by
the
ohio
auditor
of
state,
with
the
award
of
distinction
for
excellence
in
financial
reporting
for
the
comprehensive
annual
financial
report
in
each
year
of
his
of
his
service
and
whereas
mr.
mr.
L
has
helped
the
city
of
Norton
achieve
and
maintain
its
double-a
bond
rating
with
Fitch
rating
services,
thereby
reducing
the
city's
borrowing
cost
and
increasing
its
act.
Access
to
the
bond
market.
And
whereas
mr.
Mesner
has
led
his
office
with
sound
accounting
principles
and
focused
on
the
accuracy
and
reliability
of
financial
reporting,
including
instilling
a
strong
belief
in
transparency
with
financial
reporting
and
whereas
mr.
Mesner
implemented
the
Ohio
treasurer
of
State's
online
checkbook
system
for
the
city,
thereby
increasing
transparency
and
providing
taxpayers
access
to
the
city's
expenditures.
And
whereas
mr.

Mesner
was
integral
in
reviewing
activities
of
the
city
and
implementing
cost
control
measures
directed
the
implement
the
implementation
of
new
procedures
to
strengthen
internal
controls
and
implemented
the
cross
training
of
employees
to
allow
functions
of
the
city
to
operate
more
effectively.
And
whereas
mr.
Mesner
directed
the
operations
of
the
city,
information
technology
and
whereas
mr.
Messner
will
be
remembered
for
dedication,
accuracy,
creativity
and
real
and
reliability.

all
matters.

its

of
this
council
related
to
this
resolution
and
all
deliberations
of
the
consul
and
any
of
its
committees
that
resulted

such

the

This
resolution
will
take
effect
and
be
enforced
at
the
earliest

say
thank
you
for
all
that
you
did
for
the
city
for
council.

were
always
there
to
answer
questions,
no

weird
they
may
have
seemed
or
whatever
you
want
to
call
it,

make
sure
that
people
understood
fully
what
was
going
on
with
the

people's
money

the

great

like

commend
mr.

finance
chair
and
even
before
that
I've
worked
with
him
closely.
He
was
always
there
he's
gone
above
and
beyond
to
answer
and
help
me
understand

financial
questions
that
I
had
for
him.
Even
though
there's
been
a
couple
moments
I've,
given
him
nothing
but
grief,
but
he
always
took
the
time
and
he
answered
every
one.
I
asked
for
made
it
all
easier.

He's
behaved
in
a
most
professional
and
courteous
manner,
even
when
and
after
confronted
by
those
who
did
not
offer
him
the
same
courtesy,
I
witness
in
these
very
chambers
attempts
to
bully
and
threaten
him
and
people
come
to
the
podium
and
blatantly
state
mistruths
against
him.
Yet
he
still
served
those
very
people
professionally
and
courteously.

After
the
fact,
I
know
personally,
where
he's
taken
the
time
and
made
phone
calls
to
very
various
entities
to
aid
our
residents
with
different
issues
that
they've
had
then
relayed
their
options
and
results
to
those
citizens,
I'm
glad
you're
getting
them
retire.
I'll
be
sorry
to
see
you
go
and
I
want
to.
Thank
you
for
all
the
times.
I
asked
you
to
help
a
citizen,
and
you
came
through
good
luck
and
enjoy
it's
lots
of
fish.

idea

this
city
budget

It's
certainly
sort
of
like
running

business,

lot

trying
to
understand

coming

one
type

business
to
another.

that
we

one

the
best
councils
that

seen
in

half
years

well

him

was
going
to
retire
I
believe
the
city
of
Norton
is
poised
in
a
wonderful
position
to
really
take
off.

surprised
at
the
last
minute,
but
that's
okay,
he's
doing
great
things
for
the
city

Norton
and

look

keep
taps
in
that
I
only
live
five
miles
away,
so
you
know
I
see
the
newspaper
I
don't
expect
to
see
anything
crazy.
You
know
like
we
had
in
the
past,

it's

been
my
joy
to
work
with
each
one
of
you
in
Charlotte,
especially
with
you.

sorry

nights

other
side
of
that
I

the
front
side

she

least
had
a
good
working
knowledge
of

that

But
it's
been
my
joy,
I

really
feel
as
I
told
the
mayor.

like

instrumental
in
bringing
the
city
to
a
new
level.

CCA
auditors
will

community
center

assist
residents
in
completing
their
2019
city
income
taxes.
There

charge

service

the
dates
will
be
Wednesday

4th
from

to
