Carrie,
do
you
want
to
text
her
and
make
sure
she's
yeah
doing
okay.

A
Checked
it
okay,
all
right,
I
will
call
the
norton
city
council
regular
meeting
to
order
for
monday
september
28th.
Please
rise
for
the
pledge
of
allegiance
and
a
moment
of
silent.
E
A
H
H
L
C
A
Okay,
under
committee
of
the
whole
reports
from
standing
committees
letter
a
falls
to
me:
quick
claim
deed,
and
this
is
ordinance
number
88
2020..
It's
my
understanding
that
we
are
in
the
chain
of
title
to
some
property
that
sits
in
barberton.
A
M
J
Christian
yeah
christian
healthcare
ministries,
so
the
background
here
is
when
the
city
it
was
norton
township
property
back
in
the
1800s.
When
the
city
of
barbaran
incorporated
the
property
should
have
gone
to
the
city
of
barbaton
because
it
was
within
their
incorporated
area.
That's
how
we
always
treat
it
for
whatever
reason.
J
The
title
company
that
is
working
with
christian
healthcare
ministries
doesn't
like
that
answer.
The
city
of
barbara
dan
wants
to
deed
this
property
over
to
they're,
going
to
expand
their
campus.
So
as
just
to
help
barbaran
out,
we
don't
own
the
property.
We
have
no
legal
rights
to
the
property.
It
shouldn't
be
anything
involving
us
at
all,
but
just
to
help
them
clear.
Their
title
issues.
We've
agreed
to
sign
this
d,
transferring
our
interest
if
there
is
any,
which
I
don't
think
there
is
over
to
barberton
so.
A
J
A
And
this
legislation
would
just
authorize
the
administrative
officer
to
sign
a
quick
claim
deed.
That's
correct!
Are
there
any
questions
from
anyone.
J
A
J
A
A
And
I
have
a
second
for
was
that
you
charlotte.
A
Okay,
I'll
have
a
motion,
a
second
to
add
ordinance,
88
20
20
to
the
agenda
for
first
reading
with
claire
call
the
role
please.
L
G
B
L
Thank
you,
mr
president.
Basically
we're
just
rearranging
some
of
the
our
expenses
to
cover
different
items
here.
L
L
If
nobody
else
has
any
other
questions,
I'm
going
to
make
the
motion
to
add
it
to
tonight's
agenda.
L
A
A
G
K
L
Thank
you,
mr
president.
This
is
just
get
the
money
for
the
56.5
that
we're
not
going
to
be
seeing
that's
no
longer
in
the
170
fund
out
of
the
general
fund.
It's
just
transferring
that
money
over
there
and
again,
as
I
said
I'll,
be
asking
to
waive
the
second
third,
so
they
can
have
this
and
get
their
money,
it's
user.
The
finances
taken
care
of.
L
A
G
G
A
A
F
Thank
you.
I
do
have
a
couple
of
them
this
evening.
First
of
all,
as
as
mayor
of
the
city
of
norton,
I'm
asking
that
all
residents
take
a
few
minutes
out
of
their
their
evening
and
if
they
have
not
completed
their
census,
to
please
do
so
as
soon
as
you
can
they're
asking
that
everybody
just
take
care
of
take
time
out
and
and
do
it
today
if
they
haven't
done
so
already,
the
program
depends
on
a
complete
and
accurate
count
of
the
residents
we
have
here
in
our
city.
F
So
if
anybody
has
not
done
so,
please
take
time
out
and
fill
out
your
census,
hey.
A
Man,
if
I
can
break
in
it's
true,
that
a
lot
of
our
funding
and
grants
and
things
of
that
nature
are
based
upon
the
census
information-
is
that
correct,
yeah.
F
That
is
correct,
a
lot
of
it's
funneled
through
summit
county,
but
with
our
with
some
of
the
grants
and
so
forth
that
we
get
we
get
through
summit
county.
So,
yes,
it
is.
That
is
in
fact
a
correct
statement.
F
C
F
F
Yeah
well
go
ahead
and
get
them
filled
out
and,
like
I
said
at
this
point
robert,
I
think
robert
mr
fowler's
got
his
hand
up
he's
gonna
need
to
add
something.
M
A
F
Well,
I
wish
they
could
we've
kind
of
gone
down
that
road
several
times
and
that
road
leads
to
nowhere.
At
this
point,.
F
That's
okay.
I
also
just
want
to
announce
that
to
keep
in
mind
the
we've
got
cider
for
sale
on
saturdays,
the
norton
copley
lions
club
sells
cider
from
now
until
october
31st
they
from
9
a.m,
to
3
p.m,
or
until
they
run
out,
they've
got
a
couple
of
locations:
ritzman's,
pharmacy
and
loyal
oak,
as
well
as
the
vacant
lot,
where
the
norton
elementary
school
was
originally
located.
So
they
will
be
out
on
saturdays
selling
cider.
So
please
go
out
and
help
that
worth
wild
event.
F
F
Know
yeah,
that's
it
that's
it,
but
the
muffler
shop
down
in
loyal
oak
and
the
element,
the
old
cornerstone,
elementary
school
vacant
property,
are
the
two
locations
here
in
norton
and
I
believe
copley
feed
is
over
in
the
one
in
copley.
That's
participating
as
well.
F
Due
to
the
fact
the
lions
club
consists
of
norton
and
copley
residents,
and
last
but
not
least,
trick-or-treat
trick-or-treat
for
the
city
of
norton
will
be
saturday
october
31st
from
five
until
seven
pm.
F
We
ask
that
all
neighborhoods
adhere
to
that
time
frame
and
that
day
that
will
allow
city
service
or
safety
personnel
to
be
out
in
the
neighborhoods
to
keep
the
all
the
trick-or-treaters.
We
want
to
look
for
a
happy
and
yet
safe
event,
so
october
31st
from
five
to
seven
and
that's
all
I
have
thank
you.
M
M
M
Two
weeks
so
you'll
be
seeing
that
come
before
council
before
the
end
of
the
october.
The
westwards
worcester
road
storm
sewer
is
out
for
bit,
so
we
will
start
that
project.
We're
also
going
to
be
bidding
the
worcester
road
water
line.
M
That
project
will
be
awarded
prior
to
this
prior
to
christmas,
break,
the
idea
being
that
we
could
get
the
water
line
installed
before
we
do
the
resurfacing,
so
we'll
do
the
storm
water,
the
water
line
and
the
resurfacing,
and
then
lastly,
just
to
let
you
know
they
put
the
roads
inside
a
ridge
last
week
as
well,
so
that
development
is
coming
along.
A
Thank
you,
miss
keener.
A
You
all
righty
moving
on.
We
have
no
public
hearings.
Introduction
of
new
legislation,
ordinance
number
88
2020
falls
to
me.
I
offer
ordinance
number
88
2020
for
its
first
reading
and
ask
the
clerk
to
read
it.
Please.

resolution
declaring
it
necessary
to
improve
worcester
road
west
between
the
eastern
corporate
boundary
of
the
city
southwest
for
approximately
2
300
linear
feet,
by
constructing
reconstructing
improving,
paving
grading
draining
and
constructing
and
installing
storms
for
improvement
together
with
necessary
appertances.
There
too,
comprising
the
worcester
road
storm,
sewer
improvement
project
and
declaring
an
emergency.
A
2020.
I'll
second,
it
I
have
a
motion
in
a
second
to
to
adopt
resolution
number
84
2020.
Is
there
any
further
discussion.
K
Yes,
mr
president,
I'd
like
to
kind
of
like
to
kind
of
speak
along
the
lines
of
what
miss

whitney.

F
Zita,
thank
you,
but
I
I
don't
have
any
this
evening.
I
use
it
all
up
and
reports
from
officers
boards
and
commissions
all
right.
Thank
you.
A
Is
that
your
motion?
So
I
make
that
motion
I'll.
Second,
all
right
with
clerk
call
the
roll.
Please.
A
C
G
K
A
At
this
time
I
would
like
to
invite
mayor
zita
mr
fowler,
ms
keener,
mr
markey.
I
think
everybody
received
a
separate
login
for
a
different
zoom
meeting,
so
you
will
need
to
down
in
the
right
hand,
corner
you'll
need
to
leave
this
meeting.
This
particular
meeting
will
continue
to
stream
and
we'll
join
the
other
meeting
and
then
come
back
to
this
one
to
adjourn.
J
Yeah,
mr
kernan,
mr
fowler,
just
contacted
me
and
there's
because
it's
on
the
same
account,
we
can't
have
that
separate
zoom
meeting
and
still
continue
this
stream.
Okay,
new
link
right
now
to
all
of
council
and
that's
something
they
should
use
to
join.
J
Because
we
can't
start
the
meeting,
while
your
current
meeting
is
going.

we're

to
adjourn.

C
A
I'll
move
that
case,
I
will
reconvene
the
regular
council
meeting
for
september
28
2020
having
come
back
from
executive
session.
Is
there
anything
further
to
come
before
council?
