Yeah
he's
still
on,
he
just
got
his
video
off.
F
A
H
H
I
got
an
elderly
mom
and
not
doing.
A
E
J
C
C
Well,
I'm
gonna
be
headed
to
I'm
hoping
south
carolina
in
the
morning.
So
that's
okay,
I'll
pull
it
up
on
the
computer
I'll
be
on
I'll,
be
on
vacation,
but
I'll
be
on
with
everybody
by
zoom
monday
night.
F
C
A
Can
can't
you
mute
him
there
carrie?
Don't
you
have
control
to
mute.
M
M
A
Well,
we
have
had
court
hearings
by
zoom
since
this
all
started,
and
it
is
amazing
the
number
of
people
who
you
know
they're
zooming
and
they
light
up
a
cigarette.
I
mean
it's
a
court
hearing,
you
know
they.
M
Look
it's
hard
not
to
I
mean,
like
I
said
when
I'm
on
the
computer.
I
have
a
cigarette
lit
a
lot.
I
may
not
be
smoking
it,
but
I
have
one
so
I
keep
getting
this
urge
to
reach
over
and
get
one,
and
I
have
to
stop
myself
well
you're
on
zoom.
Why
don't
you
smoke
as
well?
We're
actually
supposed
to
be
having
a
meeting.
A
M
L
A
B
A
A
A
J
I
I
I
Very
few
of
these
concerns
were
answered
and
the
ones
that
were
proved
to
be
only
detrimental
to
the
residents
of
nash
heights
and
golf
course
drive
during
the
planning
meeting.
We
heard
the
following
one:
the
developer
would
not
just
close
the
builder
two.
The
developers
of
the
plan
meets
the
code.
Did
they
use
the
entire
acreage
to
account
for
density
shouldn't?
Only
the
builder
buildable
land
go
into
that
formula.
I
Three.
The
developer
said
the
code
did
not
require
a
buffer
between
the
development
and
our
neighborhoods.
Four.
It
was
not
addressed
if
we
will
be
able
to
subdivide
our
logs
into
lots
similar
to
those
in
the
development.
Where
does
this
new
code
start
slash,
stop
five.
The
developer
stated
the
residents
of
nashville
ice
and
golf
course
drive
would
not
have
access
to
the
new
community
center
six.
I
I
Do
you
know
how
close
the
backs
of
these
homes
will
be
to
the
street
edge
of
shellheart
without
a
significant
buffer?
These
homes
will
be
virtually
in
our
front
yard.
We
doubt
any
of
you
on
city
council
would
accept
this
in
your
neighborhood.
If
not,
why
would
you
expect
us
to
accept
it?
How
is
it
possible,
when
city
council
already
knew
the
extreme
concerns
of
the
existing
citizens?
They
allowed
a
zoning
code
to
accept
this
type
of
development.
I
Zoning
has
not
changed.
There
is
nothing
to
stop
it
from
being
modified.
It
is
your
duty
to
protect
the
residents
number
five.
I
understand
this
new
community
is
going
to
be
exclusive
and
separate.
If
that's
what
this
developer
promises
their
new
homeowners,
why
can
we
not
ask
the
same
for
us?
They
should
not
have
access
cut
throughs
into
our
neighborhood
and
should
provide
buffer
to
protect
us.
Do
you
realize
this
change?
Will
this
will
change
the
entire
character
and
atmosphere
of
our
neighborhood?
I
This
is
by
far
the
largest
concern
we
have
and
that
we
have
heard
from
neighbors
in
all
corners
of
nash
heights.
I
find
it
reprehensible
that
you
will
not
be
doing
a
traffic
study
prior
to
approving
this
development.
Have
any
of
you
walked
in
this
neighborhood?
You
are
promising
the
new
development
a
safe
walking
community,
while
abolishing
any
chance
that
we
can
continue
to
walk
safely
in
ours,
giving
cut
throughs
on
club
view,
higgins
and
shellheart
will
increase
our
traffic
to
extremely
unsafe
conditions.
I
I
The
width
of,
as
stated
in
the
planning
committee
meeting,
a
traffic
study,
may
be
done
after
the
development
approved.
When
will
you
consider
the
children
who
walk
these
streets
to
school
in
their
bus
stops
after
increased
traffic
cutting
through
to
easy
access
to
the
expressway
in
the
morning
and
evening,
or
we
wait
until
someone
is
hurt
or
killed?
We
expect
parents
to
drive
their
children
to
school.
To
avoid
this,
we
expect
residents
of
that
site
to
quit,
walking
in
our
own
neighborhood.
I
I
The
bottom
line
is
that
the
city
council
is
our
city
leadership
and
has
a
civic
duty
to
work
for
the
citizens
of
norton,
not
the
developer.
We
urge
you
to
use
that
leadership
to
protect
the
current
residents
and
their
properties
while
still
bringing
their
new
family
while
bringing
new
families
to
norton.
It
is
up
to
the
city
to
control
this
development,
not
the
developer,
to
control
the
city
for
their
own
benefits.
If
the
city
council
does
not
protect
its
current
residents,
we
will
be
forced
to
protect
ourselves.
A
M
I
just
like
to
say,
since
I've
not
really
said
this
to
everybody
at
one
point,
I
would
really
like
to
revisit
that
mixed
use.
District
writing.
We
had.
We
need
to
tighten
that
up
and
make
specific
some
things.
M
I
think
shirts
know
secret.
I'm
really
unhappy
with
what
we've
been
given
to
us
and
I
would
like
to
have
some
stipulations
put
in
there.
That
would
address
some
of
the
complaints
and
concerns
that
these
people
have,
but
I
would
like
to
have
that
brought
back
and
re-examined.
I
don't
know
how
what
it
can
do
with
this
one,
but
I
want
to
make
sure
we
never
have
to
go
through
this
again.
A
And
I
think
we
can
always
take
a
look
at
that
and
again,
you
know,
as
I
indicated
before,
this
process
is
far
from
over.
We
got
that
information
from
the
law
director
I
think
late
last
week,
early
sometime
last
week,
there
are,
I
couldn't
believe
how
many
steps
there
were
yet
to
go
through
there's
a
number
of
steps
to
go
through
and
I'm
sure
that
we'll
be
able
to
take
a
look
at
a
lot
of
the
questions
that
have
been
raised
about
this
so
and
and
again
charlotte.
A
L
Right
and
that's
important
for
people
to
remember
is
this-
has
not
been
approved
yet
so
to
make
accusations
against
council
or
anybody
else
are
a
little
premature,
because
this
has
not
been
voted
on
to
approve
it.
Yet.
M
That's
the
best
thing
I
could
say
about
myself
or
even
approving
on
that
thing
is
that
I
was
foolish,
that's
being
kind
that
that
we
left
it
so
open
as
to
where
that
some
of
these
10
foot
apart
houses,
we
shouldn't
even
have
to
be
considering
that
that
should
have
been
laid
out
or
for
somebody
to
tell
us
that.
Well,
it's
not
in
the
code
for
you
to
tell
me
that
we
have
to
do
that.
It's
not
in
the
code.
I
don't
care
if
it
is
well,
I
do
care
because
it
should
have
been,
but.
A
M
My
point
is,
I
would
just
like
to
clean
it
up
to
where
we
don't
have
that
if
we
have
to
put
a
thing,
a
clause
in
there
stating
if
we're
presented
with
a
senior
complex
like
we
were,
you
know,
talked
about
to
begin
with,
and
that
has
a
little
different
leeway
as
opposed
to
the
other
things.
But
I
gotta
tell
you
when
we
were
talking
five
units
per
acre.
In
my
mind,
that
was
apartments.
M
It
wasn't
a
single
house
hold
and
shame
on
me
for
not
knowing
better,
but
that's
one
of
the
things
that
I
was
upset
about.
I
just
want
to
make
sure
that
we
do
go
through
and
do
something
with
this,
so
we
don't
have
to
go
through
it
again.
I
understand
it's
not
done.
It
hasn't
been
approved
as
yet
and
you're
still
working
on
it.
I
appreciate
that,
but
we
shouldn't
have
to
work
so
hard
still.
C
Mr
president,
yes,
mr
kramp,
just
that
was
sent
to
me
also
like
everyone
else,
but
with
a
personal
note
for
me
to
respond,
I'm
going
to
be
calling
and
talking
to
them.
I've
been
to
their
house
in
the
past
they're
right
across
the
street
from
the
development.
C
I
had
a
good
conversation
today
with
administration,
and
I
think
right
now
is
not
time
to
make
a
knee-jerk
quick
reaction.
We
need
to
bring
this
up,
have
a
little
bit
more
information
and
so
to
do
some
some
sort
of
action
at
this
point
or
soon.
I
think
it's
premature.
C
Let's
push
pause
for
right
now,
it's
what
I'm
going
to
be
talking
to
them
about
this
evening
and
I
think,
when
we
have
more
information,
it'll
develop
it'll
bring
forth,
what's
happening
a
little
bit
more
clearly,
so
I'd
like
to
give
them
a
chance
to
see
what
they've
got
for
us,
but
I've
heard
some
good
things
and
I
think
it'd
be
premature
for
me
to
say
that
right
now
anything
about
it
agree.
N
I've
been
trying
to
withhold
my
conversation
until
this
comes
before
us.
I
could
because
I
don't
want
to
be
premature,
but
that
being
said,
I
do
kind
of
want
to
go
on
the
record
because
it's
I
know
this
is
going
to
go
before.
Planning,
commission
and
administration
is
going
to
be
speaking
to
the
builders
and
such
that
as
it
stands
right
now.
I
I'm
with
charlotte.
I
I'm
a
little
disappointed
with
what
I'm
seeing
in
front
of
me,
so
I
just
kind
of
want
to
put
that
out.
There.
A
Committee
of
the
whole
reports
from
standing
committees
acknowledge.
We
see
the
financial
reports
for
august
2020.
Those
are
so
acknowledged.
Consideration
minutes
the
minutes
of
the
regular
council
meeting
of
august
31st
2020.
Are
there
any
additions,
deletions
or
corrections
to
those
will
be
accepted?
As
submitted
minutes
of
the
committee
work
session
of
september,
8th
2020?
G
Thank
you,
mr
president.
Yes,
I
just
want
to
also
just
say
that
I
did.
I
also
received
a
copy
or
an
email
from
the
same
resident
here
in
norton,
and
yet
this
evening
I've
already
responded
just
to
acknowledge
the
fact
that
we
did
receive
her
email.
G
I
said
it
is
premature
to
start
giving
information
as
of
yet,
but
I
wanted
her
to
know
that
we
did
that.
I
did
in
fact
receive
her
email
as
she
sent
to
us.
So
that's
all
I
have
this
evening
as
far
as
reports
go
for
right
now
and
we'll
go
from
there.
A
Thank
you
mayor,
mr
fowler.
O
Okay,
I
have
just
three
items:
can
you
hear
me?
Okay,
yep,
yep,
okay,
because
I'm
on
a
headset,
so
I
wasn't
sure
wanted
to
make
council
aware
that
the
railroad
crossing
at
cleveland
maslin
will
be
closing
sometime
next
month.
We've
asked
them
to
give
us
a
30-day
notice
so
that
we
can
make
everyone
aware
that
it'll
be
closed
for
about
a
week,
so
it'll
be
close
on
monday,
it'll
be
open
by
friday,
but
it'll
be
closed
for
approximately
one
week.
O
O
So
we
anticipate
again
that
those
all
to
occur
next
year,
but
we
have
to
have
those
contracts
in
line
awarded
in
october,
but
the
paving
contract
needs
to
be
awarded
in
october
and
then,
lastly,
the
columbia,
woods
trail.
O
A
M
M
A
J
J
J
A
F
F
J
J
I
A
I
A
And
that
is
for
first
reading
only
we
can
go
three
on
that.
Can
we
not
mr
fowler,
I
think
we
lost
mr.
A
Thank
you,
ordinance,
number
87,
2020.
false
to
me.
I
offer
ordinance
number
87
2020
for
its
first
reading
and
ask
the
clerk
to
read
it.
Please.
A
And
I
think
we
can
go
three
readings
on
that.
Mr
markey,
is
this
the
one
that
we
got
a
new
or
an
updated
agreement
on
yeah.
K
We
did
send,
I
did
send
an
update
agreement
out
earlier
this
morning.
I
know
mr
gainer
had
a
question
about
that
that
agreement.
The
way
it
was
changed
was
that
if
the,
if
the
driveway
access
was
being
used
by
the
property
owner,
he
was
required
to
maintain
it
for
the
full
term
of
use.
K
I
think
the
way
it
was
drafted
previously
it
made
it
look
like
after
20
years
it
could
be
abandoned
and
the
way
we
drafted,
that
is,
if
we
we
could
agree
to
extend
that
term,
they
would
continue
to
maintain
the
property
once
the
property
was
no
longer
used.
We
would
require
the
property
owner
to
take
the
driveway
out.
Essentially
then,
mr
gainer
asked
why
not
bringing
up
the
standard,
and
I
think
the
cost
of
doing
that.
We
may
not
want
that
done
at
the
time.
I
think
it's
better.
A
A
Okay
and
we
don't
need
to
amend
the
ordinance
because
the
attachment
changed
a
bit.
Do
we
not,
in
my
opinion,
no
okay,
all
right,
that's
what
I
thought
I
know
there
may
have
been
some
questions
about
the
changes.
Does
anyone
else
have
any
questions
regarding
this
for
first
reading?
Only,
but
does
anyone
have
any
questions.
M
K
Of
way
I
mean
that's
the
difference
right,
so
they're
building
the
driveway
now
right
away
once
they're
done
using
them.
We
want
them
to
clear
our
right
away
out.
We
don't
want
to.
We
could
put
a
gate
up
there,
but
we'd
prefer
our
right
away
to
be
cleaned
up.
A
F
I
hate
to
be
the
spoiler
on
this
again,
but
I
don't
agree
at
all
with
mr
fowler
or
mr
markey
about
at
the
end
of
their
usage,
removing
it
at
all.
F
F
I
believe
that
I
think
it
would
be
in
the
city's
interest,
because
that
property
is
not
going
to
leave
there.
It's
always
going
to
be
commercial
property,
hopefully,
and
even
if
it's
not
that
company
involved
in
it
if
they
sold
it
or
if
another
company
came
in,
I
think
it
would
be
to
the
city's
benefit
to
have
a
access
to
that
commercial
property,
because
there
is
none
now
to
speak
of
other
than
the
other
entrance
off
of
cleveland
maslin
road,
and
I
think
that
part
that
property
would
be
more.
F
People,
I
think
it
would
be
easier
to
find
people
interested
in
developing
it
again
as
another
company
if
they
had
two
entrances
and
if
we
were
to
approach
this
company,
that's
presently
interested
in
putting
in
a
temporary
driveway
20
years
or
whatever
I
I
would
for
one
be
willing
to
think
that
the
city
might
be
interested
in
paying
for
half
of
the
of
the
amount
to
actually
bring
that
street
up
to
co.
I
mean
up
to
our
city
standards
when
they
first
do
it.
F
You
would
have
a
permanent
roadway
that
would
be
in
good
shape
and
I'm
not
saying
that
I'm
not
meaning
that
I'd
be
against
allowing
them
to
put
in
the
gravel
driveway,
but
I
think
it
would
be
to
the
city's
benefit
and
that
company's
benefit
if
they
had
a
hard
top
surface
and
storm
sewers
and
drains
and
the
whole
works
whatever
curbs
whatever
it
takes
to
make
it
acceptable
to
the
city
to
take
it
when
that
20
years
is
up.
I
just
don't
believe
that
we
should
tear
something
out.
F
B
F
K
Yeah
so,
mr
kearney,
can
I
address
that?
Yes
uh-huh.
I
don't
want
to
speak
too
much
for
mr
fowler
if
he's
not
on,
but
I
think
a
couple
things,
one,
I'm
not
sure
the
property-
and
I
was
interested
in-
I
don't
know
the
length
of
this
easement
I'd
have
to
go
back
and
look
into
the
depiction
to
put
a
rodent
up
to
standard
in
could
be
pretty
expensive.
K
What
for
for
one
property,
given
the
how
close
it
is
to
our
industrial
park
and
the
the
level
of
improvements
we
need
to
put
into
the
industrial
park
access
roads,
things
like
that
which
this
would
not
help
that
access?
I'm
not
sure
the
city
is
interested
in
pursuing
that,
and
I
I
think
the
money
could
probably
be
spent
somewhere
else.
But
you
know
maybe
mr
fowler,
if
he's
not
on
next
week
and
address
that
since
it's
just
a
first
reading,
I.
A
A
I
mean
we've
done
a
pretty
good
job
over
the
last
four
five
six
years,
paving
roads,
but
we
got
a
lot
more
to
do
and-
and
I
I
mean
jack-
I
I
understand
where
you're
coming
from,
but
I
I
just
don't
think
I
could
support
spending
city
money
to
improve
a
road
for
one
business.
F
F
To
have
an
access
to
future
businesses
that
might
possibly
move
in
there
if
kda
or
one
of
them
moves
out
you're
going
to
have
a
piece
of
property
there
that,
unless
that
industrial
area
that
we
are
hoping
to
develop,
ends
up
with
several
roads
going
that
far
there's
really
no
access
to
that
property
other
than
their
one
entrance
off
of
cleveland
maslin
and
we've
been
accused
here
at
norton
council
for
years
of
not
looking
ahead
and
looking
forward
to
things
that
could
be
done
for
the
future
and
and
to
me,
that's
something.
F
Those
are
areas
that
I
I
just
feel
that
if,
if
we
have
an
opportunity
and
and
the
company
would
be
willing
to
go
like
half
of
it
or
whatever,
I
think
it
would
be
a
good
investment
for
the
city.
But
I
I
don't.
I
don't
live
there.
You
know
I'm
just
saying.
I
think
it's
a
good
idea
and
if
everybody
thinks
it's
not
a
good
idea,
then
go
right
ahead,
put
in
an
eight
inch,
gravel
driveway,
because
it
won't
last
long
at
all
so
have
fun.
M
But
he
brought
that
brings
up
another
question
for
me
and
I
hate
to
drag
this
out.
But
where
are
these
offices
going
to
actually
be
located?
I
know
they've
got
that
one
big
long
driveway
coming
in
off
of
cleveland
mass
on
there
that
they've
actually
got
a
gate
that
you
have
to
be
allowed
through
to
get
in.
K
What
yeah?
We
could
probably
get
you
a
rendering
a
drawing
for
next
week,
charlotte,
I
I
believe
it's
north
and
west
of
the
existing
building,
but
I
I
don't
want
to
speak
out
a
turn,
so
maybe
we
can
get
you
a
drawing.
I
know
I
think
we
have
one
that
we
can
show
you
where,
where
the
road
is
and
where
the
driveway
is
going
to
be
and
where
the
proposed
building
is
going
to
be.
F
Well,
the
map
that
they
sent
out
shows
the
shows
the
approximate
area
where
they're
going
to
build
it,
and
it
shows
it
right
at
the
end
of
28th
street
rectangularly
running
east
and
west
at
the
end
of
28th
street,
so
it
would
be
actually
north
west,
as
justin
said.
I
believe,
that's
what
he
said:
yeah
northwest
of
the
existing
building
and
closer.
You
know
right
at
the
end
of
28th
street
there
and
the
park
at
the
end
of
the
park.
B
M
But
the
gate
is
still
on
this
side
of
la
for
lack
of
a
better
way
of
saying
it
of
where
it
is
they're
going
to
put
that
building,
so
they
it
would
make
it
easier
for
them
to
have
that
drive
as
opposed
to
just
give
those
office
people
access
from
that
driveway
they
already
have,
but,
like
I
said,
I
don't
want
to
drag
that
out.
It
was
just
a
curiosity
thing
why
I
have.
K
K
M
Oh
sorry,
the
next
three
ordinances
all
have
to
do
with
the
county
property
taxes
that
we'll
be
keeping
in
order
to
be
able
to
further
our
economical
development.
M
I
M
Thank
you.
I
now
motion
to
adopt
ordinance,
72
2020.,

property
within
the
city
to
be
a
public

describing
the
public
improvements
to
be
made
to
directly
benefit
such
parcels.
Exempting
such

adverb
real

I
moved
to
adopt
ordinance,
78

A
H
A
C
Yes,
mr
president,
I
brought
up
a
concern
I
had
with
the
processor
of
pharmacy
benefits
since
that's
my
area
of
expertise.
I
spoke
to
mr
fowler
today
about
that
and
evidently
it's
magellan,
which
I'm
only
vaguely
familiar
with,
but
I've
not
heard
anything
negative
about
it.
So
I
don't
have
a
solid
reason
to
be
negative.
I'd
say
it
sounds
fine
to
me.
H
J
J
N
A
I
have
a
motion,
a
second
to
adopt
amended
ordinance
number
80,

Did
you
get
the
second
carry.
J

I
J

H
H
Yes,
mr
president,
this
is
a
renew
gpd
for
the
next
three
additional
years
for
fifty
thousand
dollars
a
year.
We've
had
them
for
three
and
a
half
years,
and
I
think
over
time,
they've
saved
us
some
money.
J
J
I
J
H
A
A
Mr
markey,
if
you
know,
was
this
something
that
we
needed
to
suspend
the
third
on
or
are
we
going
good
going.

I
A
resolution
declaring
it
necessary
to
improve
worcester
road
west
between
the
eastern
corporate
boundary
of
the
city
southwest
for
approximately
2
300
linear
feet,
by
constructing
reconstructing
improving,
paving
grading
draining
and
constructing
and
installing
storms
through
improvements
together
with
necessary
importances.
There
too,
comprising
the
worcester
road,
storms
or
improvement
projects
and
declaring
an
emergency.
A
Thank
you,
mr
pilot
mayor.
Are
there
any
public
service
announcements.
G
No,
I
don't
have
any
at
this
time.
I
thank
you
very
much,
though
appreciate
it.
