You,
mr.
president,
well
before
I
offer
this
ordinance
that
just
want
everyone
to
know
that
Ron's
retirement
he's
been
here,
five
and
a
half
years
and
he'll
be
returned
at
the
end
of
the
month.
So
with
that,
we
had
to
go
out
and
look
for
a
finance
director
and
I.
Think
administration
did
an
excellent
job
finding.
Hopefully,
our
new
finance
director
named
Pamela
keener
she's
in
the
audience
right
there
and
her
starting
salary
would
be
78,000
and.
G
D
G
Joe,
if
you're
gonna
move
them
both
I'm
just
wanted
to
say
26
is
the
pickup
contribution
for
for
for
the
finance
director,
so
I
just
want
to
say
that
for
the
BRS
all
right,
so
it's
both
both
25
and
26,
I'd
like
to
put
on
tonight's
agenda,
has
to
spend
a
second
and
third
readings.
H
Extra
10%,
so
there's
there's
under
a
Public
Employees
Retirement
System,
there's
two
different
plans
that
employees
can
that
employers
can
offer
employees
to
pay
the
pension
contribution.
One
is
a
employee
pay
where
the
salary
is
deducted
and
then
paid
the
opers
on
behalf
of
the
employee,
the
other.
The
second
one
is
an
employer
pay
and
the
difference
between
those
two
is
the
city
is
responsible
for
the
employer.
Pay
you
negotiate
the
total
rate
of
salary
based
on
whether
they
have
employee
pay
or
the
employer
pay.
Miss
keener
has
requested
the
employer
pay.
H
D
E
D
F
E
F
F
F
E
J
There
is
a
House
bill,
346
that
is
proposing
prohibitions
on
them,
I
think
we're
trying
to
sort
of
get
ahead
of
the
game
and
have
it
in
place.
So
that
way,
we
can
study
the
effects
of
these
things
as
it
comes
out
into
the
public's
eye
and
determine
how
best
to
award
any
if
any,
future
licensing
forum,
so
we're
proposing
to
have
a
six
month.
Audit
or
moratorium
on
them
and
I'd
also
like
to
waive
the
second
and
third
readings
and
pass
this
on
to
the
agenda
for
this
evening.
So.
D
A
motion
in
a
second
to
move
those
to
the
agenda.
I
will
just
say
this
is
just
a
moratorium
for
six
months
for
us
to
study
these
things
in
light
of
the
House
bill.
That's
coming
through
to
decide,
if
or
if
not,
and
what
type
of
regulations
we
want
to
place
on
these
types
of
things,
especially
as
they're,
where
they
should
be
in
in
relation
to
schools
and
such
things
as
that.
So
any
further
discussion.
Yes,.
A
A
H
I
I
J
By
leave,
there's
been
any
more
so
than
there
has
been
for
75
years,
and
the
vape
shops
are
coming
out
with
supposed
not
necessarily
proven
suppose
that
lung
diseases
and
such
that's
being
caused
by
it.
And
yes,
there
are
many
many
many
diseases
caused
by
alcohol,
but
it's
a
little
bit
different
when
this
is
a
newly
established
type
of
I.
Don't
know
what
you'd
want
to
call
it,
whether
it's
good
or
bad,
but
most
of
them.
J
The
way
I
understand
that
that
have
been
talked
about
in
public
have
been
because
of
the
the
wrongful
use
of
the
vaping
devices.
So
no
there's
no
proof
that
yet
yet
that
it
strictly
calls
by
the
vaping
devices
and
that
which
is
legally
allowed
to
be
used
in
it.
But
what's
happening
is
the
children
and
and
adults
to
a
certain
extent,
are
using
products
that
were
not
designed
to
be
used
in
these
vaping
products.
E
J
J
L
D
It
says,
and
so
if
there
is
an
existing
shop
in
the
city
and
they're
open
for
business
or
they
have
a
license,
my
understanding
is:
is
that
they're
open
for
business
and
have
a
license?
Look
I,
don't
think,
there's
anything
wrong
with
taking
some
time
and
looking
at
these
establishments
and
looking
at
the
health
record
and
looking
at
the
at
the
dangers
to
the
community.
D
B
I
am
an
agreement.
I
was
surprised
when
I
saw
this
come
across
on
the
committee
of
the
whole,
but
looking
into
it,
I'm
in
agreement
with
your
assessment
of
new
establishments
plus
I've
seen
first
hand
for
the
Board
of
Health.
So
many
of
the
reports
that
are
dealing
with
vaping
and
have
had
this
conversation
with
our
health
commissioner,
exactly
and
I
think
putting
this
off
six
months
is
not
hurting
anything.
B
There
may
be
other
establishments
of
other
kinds
coming
to
our
city:
I
have
no
with
most
of
them,
but
for
a
new
vape
shop
I
think
we
can
put
a
moratorium
on
for
a
short
while
at
least
and
then
later
the
legislature
may
take
care
of
that
anyway.
It'll
be
a
moot
point
if
they
ban
them
so,
but
I've
seen
the
damage
I'd,
rather
just
exactly,
as
you
said,
put
it
off
and
assess
it.
We've
all
seen
that
excuse.
I
Me
we've
all
seen
the
damage
of
cigarettes
tobacco,
whether
it
be
cigars
whatever.
So,
if
ask
our
shop
comes
into
town,
are
we
gonna
put
a
moratorium
on
them
as
well,
because
we
know
the
health
effects
that
has
we're
not
stopping
it.
You
know
the
problems
where
these
people
are
dying
with
these
vapes
they've
traced.
It
back
that
these
individuals,
as
mr.
Gaynor
alluded
to,
are
putting
the
illegal
substances
in
those
vapes.
That's
what
they're
smoking
in
it.
So
that's
where
the
problem
lies
not
with
the
vape
itself
again.
J
In
six
months,
if
we
find
that
to
be
the
case
and
I
think
you
may
be
right,
that
may
be
exactly
what
they
find
to
be
the
case
that
these
are
no
more
dangerous
than
a
cigar
shop.
But
in
six
months
when
the
moratorium
is
over,
then
we
can
say
the
moratorium
is
over
and
anybody
wants
to
open
a
vague
shop
and
come
and
apply
for
a
license.
J
J
C
I,
don't
understand
the
emergency
to
do
this
tonight.
As
it's
been
said,
we
don't
research,
hasn't
really
been
done
and
I
understand,
they're
talking
about
further
research,
but
also
twice
at
least
twice.
The
comment
of
getting
in
the
hands
of
children
has
been
brought
up
and
it's
illegal
within
the
city
of
a
Norton
for
anyone
under
the
age
of
21
to
purchase
these
anyhow
of
making.
Another
law
is
not
going
to
stop
someone
from
breaking
a
previous
law.
They
can
break
the
law.
They're
gonna
break
the
law.
I
just
thought,
I'd
point
that
out.
A
You,
mr.
president,
well
I
agree
with
someone
both
sides
here:
I,
don't
have
a
problem
with
moratorium
for
six
months
on
new
businesses.
I
don't
have
problem
with
waiving
the
readings
for
a
plain,
simple
fact:
we
need
to
get
something
on
our
books
so
that
somebody
doesn't
come
in
and
apply
to
build
something
before
we
can
get
it
passed
and
it's
right
across
from
the
school
or
another
place
as
housing.
A
Children
and
that's
the
main
big
reason
why
I'm
all
in
favor
of
getting
this
done
tonight,
so
that
that
does
not
happen
before
we
can
actually
get
something
in
place,
and
we
can
look
not
so
much
as
to
what
some
of
the
others
have
referred
to.
I've
read
some
of
the
reports.
I've
watched
the
news
I've
seen
it
I
agree
with
mr.
Gaynor
mr.
A
polite
that,
from
what
I'm
understanding
the
people
having
problems
from
things
that
they
aren't
really
buying
from
a
legitimate
store,
but
I
still
think
we
need
something
on
the
books
to
keep
this
at
bay
away
from
people
that
shouldn't
be
having
coming
in
contact
with
it.
Just
like
we
do
for
anything
else
around
here
this
to
the
detriment
of
children.
A
D
I
E
D
F
F
F
F
F
I
D
J
C
This
was
to
add
Springfield
Township
to
our
Swisscom
that'll
it'll,
increase
it
from
Barberton,
Copley,
Norton
and
now
Springfield,
as
opposed
to
just
Barberton
Copley
in
Norton
we've
been
given
a
chart,
tell
us
what
percentage
basically
share
each
community
will
pay.
Can
anybody
tell
me
what
it
used
to
be?
Norton's
is
now
eighteen
point
one
nine
20.
H
Its
to
21
or
24,
something
like
that,
it's
the
effect
would
be
for
2020.
The
effect
would
be
about
a
$50,000
decrease
in
the
amount
that
Norton
pays.
Just
whisk
on
for
2021
weeks,
acted
to
be
about
between
80
and
90
thousand
dollars
of
savings
because
of
the
money
being
drawn
in
by
Springfield.
Okay,.
H
Yeah
there's
two
points:
one
is
dispatch,
centers
are
consolidating
countywide,
so
you
either
grow
at
this
point
or
you
die
or
merge
into
somebody
else.
Adding
Springfield
makes
us
number
two
for
the
PAF
money,
which
is
the
PCF
money,
which
is
the
grant
money
that's
given
as
before,
based
on
the
size
of
your
dispatch
center.
So
this
positions
us
well
for
the
future
we're
able
to
service
them
through
Swisscom.
H
H
We
are,
we
are
and
I
mean,
there's
there's
articles
in
the
paper.
I
know
Greene's
looking
to
do
a
dispatch
center,
the
county's
constantly
trying
to
regionalize
everybody.
We
do
have
other
people,
we
talk
to
from
time
to
time
and
just
getting
them
formalized
a
lot
of
times.
It
means
giving
up
employees
at
the
home
community
and
people
don't
like
to
lose
control
or
their
employees.
It's
just
a
comfort
level.
There
Springfield.
N
Will
not
will
not
be
losing
anything
Summit,
County
Sheriff
does
their
dispatch
for
them,
so
basically
they
don't
have.
They
won't
be
laying
off
any
dispatchers
it
by
coming
to
the
city
of
Norton.
Also,
the
way
the
cost
is
set
up.
It's
set
up
proportion
proportionally
to
the
amount
of
residents
and
amount
of
calls
that
they'd
the
call
volume
that
they
have
that
will
come
through
the
dispatch
center.
Okay,.
C
J
J
D
M
D
H
Mr.
Kern
I'd
emailed
counsel
earlier
we
have
a
tentative
agreement
with
our
part-time
firefighters
that
typically
for
this
this
stage
of
the
process.
We
come
to
Council
for
a
motion
to
approve
that
tentative
agreement
that
gets
formalized
put
into
a
final
agreement
after
the
Union
approves
it
it'll
come
back
to
Council
for
formal
approval
at
that
time,
but
we
are
looking,
if
councils
willing
to
prove
that
tentative
agreement
tonight
by
motion
and
and.
D
H
G
F
F
F
D
N
You
I
just
have
one
and
I
would
like
to
announce
that
the
Oh
advisors
we
have
the
park
master
plan
right
now,
they're
planning
a
meeting
us
to
schedule,
a
meeting
at
Phinney's
sports
bar
on
Tuesday
March
10th,
with
a
formal
presentation
from
6:00
to
6:30
public
engagement
activities
from
6:30
to
7,
and
then
some
casual
conversation
afterwards
so
trying
to
put
that
out
and
get
the
public
to
to
attend
and
hopefully
have
some
good
discussion
and,
like
I,
said
it's
Oh
advisors.
N
N
K
D
D
A
D
G
F
A
D
A
Key
I
just
like
to
say
that
mr.
Keener's,
that's
it
highly-qualified
comes
from
a
municipality,
has
background
working
with
the
very
auditors.
We've
been
working
with
through
the
state
and
has
some
interesting
abilities
that
I
think
is
going
to
be
a
real
asset
for
our
city
to
keep
us
moving
on
anything.
D
M
L
L
D
A
D
G
F
A
C
Ordinance
will
put
me
above
what
I
am
prepared
to
agree
to
pay
to
this
position.
I
just
want
to
make
it
clear
to
miss
keener
that
this
is
not
a
reflection
of
you
whatsoever,
no
matter
who
the
candidate
was.
This
would
be
my
conclusion,
so
I
will
not
be
voting
in
favor
of
picking
up
this
part
of
this
any.
B
Sorry,
mr.
crane,
after
looking
at
the
comparative
analysis
of
other
communities
throughout
the
state,
we
need
to
move
to
the
next
step
and
for
the
position
compared
to
salary
or
we're
not
going
to
be
getting
the
quality
that
we
are
needing
to
move
to.
The
next
step,
as
we're
growing
I
believe
that
we
are
competitive
in
this
salary
offer
with
pickup
and
everything
and
I
have
absolutely
no
problem
with
that.
I
think
that's
right
in
the
right
range
with
the
other
comparative
cities,
Thank.
A
A
You
do
come
with
really
excellent
background
to
be
able
to
step
right
into
this
role
as
opposed
to
tender.
That's
what
we
need
the
way
we're
going
forward
the
things
we're
doing
in
this
city
and
getting
done.
We
can't
afford
to
start
taking
a
step
back
and
not
have
something.
So
we
were
extremely
lucky
to
get
somebody
of
this
quality
to
get
into
this
position.
So
I
don't
have
a
problem
with
this
that
this
is
right.
The
ballpark
and,
as
we
said,
we've
seen
the
comparisons
and
we're
right
there.
I
In
mind
this
position,
I
mean
when
dealing
with
all
the
money,
with
the
investments
for
the
city
and
everything
else.
It's
our
our
money,
our
tax
dollars,
so
I
would
rather
pay
a
little
more
have
somebody
very
qualified
somebody
that
brings
a
lot
with
their
background
working
for
the
state,
auditor
and
so
forth.
So
welcome
any.
D
Further
comments,
yeah
I,
guess,
I'll,
just
pipe
up
I
mean
you
got
to
pay
for
the
people
that
you
need
in
the
positions,
and
this
is
a
fair
salary.
It
is
well
within
what
the
salaries
around
here.
We
are
getting
a
very,
very
qualified
person.
Fortunately,
two
to
replace
mr.
master.
He
we've
been
very
fortunate
with
mr.
master
and
we
have
to
pay
the
salaries
to
have
the
people,
and
it's
just
that
simple.
It's
just
that
simple
with
the
clerk
call
the
roll
please
clone.

Just
quickly
I'd
like
to
point
out
as
I
had
before,
but
between
ordinances,
13
and
14,
you're
gonna
see
a
seven
thousand
dollar
difference.
That's
just
the
difference
between
the
trade
ends.
We
got
for
each
vehicle.
That's
why
they're
different
from
each
other!
Thank
you
for
that.
So,
with
that
I'd
like
to
make
a
motion
to
adopt
ordinance,
13
2020
second.

A
Basically
it,
in
my
estimation,
a
precedent
that,
if
we're
going
to
make
businesses
along
the
street
that
they
all
go
at
one
time
we're
going
to
rezone,
it
will
rezone
it
also
everybody's
on
equal
footing,
as
we
did
do
Cleveland
Maslin
in
Greenwich
Road,
so
how
not
I
have
never
and
will
not
be
supporting
this
tonight.
Thank
you.
Any
further
discussion.
J
A
Is
one
more
thing
I
have
to
is
whiskey
I
was
contacted
by
mr.
mrs.
Ryder
today
by
phone,
and
we
were
supposed
to
have
these
readings
next
week,
which
they
were
planning
on,
attend
and
speaking
their
opposition
to
again.
Unfortunately,
they
couldn't
be
here
tonight,
since
we
changed
his
schedule.
I
just
wanted
to
let
that
be
known.
Anything.
D
F
D
Right
planning
did
not
approve
this
and
yeah
I'll,
just
throw
my
two
cents
worth
in
here.
I
mean
it.
This
particular
rezone
just
does
not
fit
where
they're
asking
for
it.
It's
residential
on
that
side
of
the
road
everything
is
residential
on
that
side
of
the
road
it
just
doesn't
fit,
and
so
it
just
doesn't
make
sense,
so
I'll
be
voting
against
it
anything
further.
D
D
D
F
F
F
E
N
There
will
be
a
chili
cook-off
at
the
fire
department
for
the
Norton
safety
services
that
Saturday
March
14th
from
12:00
to
3:00,
chief
Schultz
for
more
information
or
questions,
and
then
we
are
about
that
time
of
the
year
once
again
that
we're
looking
for
we've
got
a
clean-up
day
to
save
the
date
for
April
18th
that
will
be
from
8:30
a.m.
to
1:00
p.m.
it's
on
a
Saturday.
N
We
still
could
use
sponsors
or
any
help
that
day
with
cleanup
we're
actually
looking
right
now
for
individuals
or
groups
that
are
interested
and
to
please
keep
in
mind
that
it's
great
for
community
service
hours.
So
if
you're
seniors
at
the
high
school
and
still
looking
for
community
service
hours
and
now
is
the
time
to
get
them.
N
D
K
Just
to
put
it
out
for
the
public's
consumption
CCA,
who
handles
our
income
tax,
you'll
notice
on
the
signboard
downtown
that
they
have
the
dates
posted
that
they
will
be
next
door
at
the
community
center
for
the
public
to
come
in
they'll,
be
there
on
those
I
think,
there's
four
or
five
dates
that
are
listed
from
1:00
p.m.
to
7:00
p.m.
move
to
the
public.
Just
bring
your
paperwork
they'll!
Do
your
city
income
tax
for
you
for
free?
Thank
you
and.
D
I
D
E
E
B
I
just
want
to
announce
our
mind,
there's
a
town
hall
meeting
for
Ward
3
next
Wednesday
evening
from
7:00
until
we're
done
probably
7
to
8
or
8:30,
and
at
the
time
we
scheduled
that
we
didn't
realize.
That
was
right
on
top
of
Ash
Wednesday,
our
bad,
and
so
we
are
also
going
to
be
scheduling
a
second
one
for
those
that
could
not
attend
and
will
be
on
a
Tuesday
at
the
end
of
March,
we're
thinking,
March
30th.
E
B
B
Right
now,
I
have
eight
topics
that
are
just
going
to
be
touched
on
or
explained,
and
some
of
those
we're
gonna
talk
about
the
maintenance,
property
maintenance
code,
getting
ideas,
sidewalk
issues,
new
construction,
that's
an
issue!
That's
come
for
Council!
A
lot
of
people
want
to
talk
about
that
I'm.
Looking
for
some
feedback,
Brookside
development.
We
don't
have
any
information
at
this
time,
I'm
hoping
that
between
those
two
meetings,
at
least
we'll
get
a
little
more
information.
B
Water
extension
I've
had
questions
from
residents
over
the
past
six
months
to
a
year
asking
when
water
is
coming
well,
a
lot
of
us
sort
of
like
that.
Well,
water,
some
don't
have
enough
well
water
to
power,
their
family
of
five
or
six
getting
showers.
So
it's
one
of
those
things
that
I
think
people
can
voice
their
opinion
and
fight.
We
find
out
what
the
public
needs
better
then
have
a
city
council
meeting
where
people
are
a
little
bit
intimidated,
be
on
TV
and
come
in
front
of
everyone
else
and
explain
why
they
want
something.
B
It's
a
more
open
forum
and
I.
Think
it's
more
customer-friendly
and
I.
Think
government
should
be
more
that
way
watershed
we're
gonna
be
discussing
that
it's
going
to
bring
up
at
least
stormwater
fees.
That's
wrapped
into
the
watershed
we
can
discuss
it
street
signs,
there's
been
complaints
about
signage
that
has
been
done
recently
and
we're
looking
into
some
alternate
ways
to
fix
that
and
the
assessment
letter.
B
Last
but
least,
that's
the
letter,
it's
going
to
be
coming
out,
I've
been
promised,
and
it's
just
not
out
there
yet,
but
it
will
be
to
explain
the
assessments
and
what
the
options
are
and
they'll
have
another
month
after
this
meeting
to
clear
that
up
and
decide
what
they're
going
to
do,
which
I'm
told
it's
March
31st,
and
thank
you
for
asking
that
question.
Thank.
