Once
I
see
scott
we'll
get
going,
I've
been
here
buddy.
Oh,
I
see
all
right.
I
didn't
see
your
picture
there.
Oh
there,
you
are
okay,
all
right,
guys.
Okay,
we're
live,
so
I
now
call
the
regular
council
meeting
monday
february
22nd
it's
seven
o'clock
to
order.
Please
write
for
the
pledge
of
allegiance
in
a
moment
of
silence,
reflection.
E
C
F
A
Here
we
have
no
communications
from
the
public
tonight
committee
of
the
whole
reports
from
standing
committees.
I
may
waterline
for
commerce
drive
ms
whipkey.
B
Thank
you,
mr
president.
This
basically
goes
with
ordinance
25
that
we
discussed
last
week
and
it's
for
the
water
line
as
opposed
well.
25
is
for
the
sewer
line,
looking
at
a
design
work
to
be
done,
dining
commerce
park
for
a
business
that
is
hopefully
going
to
be
moving
in
there,
that
is
emergency
language,
is
contained.
It's
not
to
exceed
20
more
than
27
490
dollars
to
gpd,
and
it's
going
to
be
going
from
eastern
road
north
along
cleveland,
maslin
road,
approximately
2000
feet.
B
A
Got
a
motion:
a
second
gary
recall.
H
H
C
C
F
Thank
you,
mr
president.
We
have
ordinance
number
36,
which
is
to
add
some
finance
department,
software
for
tonight's
agenda,
and
I
will
turn
that
over
to
ms
keener.
I
F
A
G
H
C
B
Sorry,
I
just
got
it
noted
here
that
we
were
looking
to
waive
the
second
and
third
readings
on
this.
Would
that
be
correct?
We.
F
Will-
and
I
will
move
for
that
when
we
bring
the
importance
of
discussion.
A
Okay,
all
right,
that's
it
for
community
of
the
whole
consideration
minutes.
We
have
the
minutes
of
the
regular
council
meeting
of
february
8
2021.
Are
there
any
additions
or
corrections?
A
There
are
a
minutes
are
approved
as
submitted.
We
have
the
minutes
of
the
committee
work
session
of
february
16
2021.
Are
there
any
additions
or
corrections?
J
Okay,
I
was
sorry,
you
can't
see
me
very
well
just
a
couple
quick
things.
Probably
most
importantly,
last
week
we
had
an
issue
with
our
phone
server
and
we
still
continue
to
have
that
issue.
We
lost
all
voicemails.
J
There
is
some
difficulty
dialing
in
to
city
hall.
I
know
the
finance
office
when
you
call
ms
keener's
office,
it
says
unavailable.
We
are
working
through
that
right
now
that
was
hap
that
happened
during
construction.
We
anticipate
that
to
be
backing
up
up
and
operational
here
in
the
next
week.
It
has
been
working
on
it,
so
I
know
it's
inconvenient,
but-
and
I
know
some
people
are
trying
to
get
a
hold
of
us
email
right
now
is
the
absolute
best
way
to
do
that.
J
Worcester
road
storm
water
construction
started
today
they
were
out.
There
should
be
out
there
for
the
next
couple
weeks
trying
to
get
the
storm
water
done
for
the
road
paving
the
state
route.
21
tree
work
will
wrap
up
this
week,
maybe
as
early
as
tomorrow,
so
the
construction
zone
will
be
decommissioned
shortly
thereafter
and
then
the
city
hall
kind
of
update
on
city
hall,
most
of
the
construction,
is
near
complete.
J
We
had
a
couple
slight
issues
when
we
were
trenching,
the
council
chamber,
we
hit
a
power
line
that
cut
some
was
un
unaware
that
it
was
there,
but
it
cut
wire
and
cut
the
power
to
the
lights
out
front
and
and
of
course
we
did
damage
our
server,
but
it's
pretty
much
scheduled
to
be
completed
here
in
early
april.
So
that's
all.
I
have
thank.
K
Yes,
thank
you.
I
just
want
to
publicly
thank
larry,
hess
and
the
street
department
over
the
last
over
this
past
weekend
and
that
with
the
big
heavy
snowfall
that
we
had,
they
did
a
fabulous
job,
keeping
up
with
snow
and
ice
removal,
and
I've
heard
from
a
number
of
people
even
outside
the
community,
that
they
know
that
when
you
hit
the
norton
city
lines
that
you're
in
norton,
because
the
roads
are
wet,
where
most
streets
are
still
iced
and
snow
covered.
K
So
once
again,
I
just
want
to
you
know,
throw
that
out
there
to
larry
and
his
crew.
Like
I
said,
I
appreciate
the
work
that
they've
done
and
that
they
continue
to
do,
keeping
our
roads
clean
and
passable
for
the
residents.
Thank
you
and
that's
all.
I.
K
A
All
right,
mr
markey,
nothing
this
evening.
Thank
you
all
right.
Thanks,
introduction
of
new
legislation,
ordinance
25
2021,
miss
whipkey.
B
B
Thank
you
for
the
public's
sake.
This
is
the
sewer
line
I
mentioned
briefly
earlier
over
in
commerce
park,
where
we're
anticipating
a
new
business
coming
in
the
business
is,
if
that
falls
through,
then
we'll
not
be
moving
forward,
but
this
is
just
for
the
design
work
and
we
need
to
get
both.
These
pieces
are
going
to
looking
to
wave
the
second
and
third
readings
due
to
the
fact
that
we're
on
a
timeline
in
order
to
get
these
things
in,
so
we
can
get
our
permits
in
line.
B
H
E
C
G
A
H
C
G
A
Yeah,
it
seems
like
a
doubt
every
once
in
a
while
all
right
resolution,
27
2021,
mr
pilot.
L
G
D
H
H
C
G
G
H
C
A
Thank
you,
ordinance,
28
2021,
that's
mine.
I
offer
ordinance
28
20
21
for
its
first
reading.
Ask
clerk
to
read
it.
Please
and.
A
H
C
G
A
Okay,
I
moved
to
adopt
ordinance
28
2021.
A
H
H
C
G
A
M
M
I'd
also
like
to
ask
that
the
for
the
second
and
third
reading
be
waived
for
this.
Please
make
a
motion
I'll
second.
B
N
N
Of
appliance
one
of
the
things
we
talked
about
in
the
lawsuit
we
looked
at
the
preliminary
plan.
The
approval
of
the
plat
by
council
is
an
administrative
action
by
council.
It's
not
a
legislative
action,
so
it
actually
doesn't
even
have
to
be
in
the
form
of
an
ordinance
or
follow
any
of
the
rules
for
legislation.
N
We
we
put
it
in
the
form
of
wardens,
because
that's
how
we've
done
it
in
the
past
and
we
didn't
really
want
to
vary
the
procedure
we
used
in
the
past,
but
does
not
require
readings.
It's
immediately
effective,
doesn't
need.
An
emergency
clause
does
not
follow
the
rules
for
legislation
generally.

D
H
E
C
G
L
At
this
time,
I
moved
to
adopt
ordinance,
30
20
21..
Second,
this
is
setting
up
in
the
codified
ordinances
section
242.15,
and
this
allows
for
the
fire
chief
and
assistant
chief.
It
specifically
calls
them
out
as
individually
for
their
uniform
allowance.
So
that
way
it's
documented
and
everything
is
done
correctly.
D
H
H
C
G
A
Thank
you,
ordinance
31
2021,
mr
kernan.
F
M
A
M
M
D
Exempting
such
improvements
from
advancing
taxation,
the
owner
of
the
improvements
to
make
service
payments
in
lieu
of
adversary
taxes
and
establishing
a
municipal
improvement
tax,
increment,
equivalent
fund
for
the
deposit
of
the
service
payments
in
lieu
of
ad
valorem
property
taxes.
All
pursuant
to
sections
five
and
0.40
5709.42
and
5709.43
of
the
revised
code
and
declaring
an
emergency.
A
You
jack
ordinance,
34
2021,
mr
gainer.
Thank
you.
E
A
A
Don't
know
well,
you
have
been
cutting
out
a
lot.
That's
why
I,
okay!
Okay,
all
right,
then
ordinance
35,
2021,
miss
whipkey.
B
D
An
ordinance
to
authorize
the
administrative
officer
to
enter
into
an
agreement
with
gpd
for
professional
engineering
services
in
connection
with
the
design
design
of
the
phase.
One
water
line,
improvements
for
the
norton
commerce
park
and
the
amount
not
to
exceed
twenty
seven
thousand
four
hundred
ninety
dollars
and
declaring
an
emergency.
B
Thank
you
again,
I'll
remind
the
public
where
we
need
to
waive
the
second
and
third
readings
on
this,
so
that
we
can
get
forward
and
get
our
permits
started
for
over
in
the
commerce
park.
So
at
this
time
I
motioned
away
the
second
and
third
readings.
A

mr

why
are
you
voting
now.
O

C
A
F
M
O
Yeah,
mr
president,
because
there's
a
question
on
the
last
one,
I
just
want
to
reiterate:
I'm
not
against
this.
I'm
just
against
this
being
introduced
tonight
in
past,
just
out
of
openness
to
my
residence,
so
I'll
be
voting
now,
no.
D
G

B
Thank
you,
odot
was
watered
brought
down
to
their
place
of
business
down
off
the
akron
wadsworth
road
and
they're,
going
to
be
picking
up
some
of
this
expense.
Just
for
the
public's
information.
This
time
I
motioned
to
adopt
ordinance
7

Have
a

Is
there
any

You
just
said?
Yes,
scott?
Yes,
okay
has
there
been
another
roll
call,
carrie.
H
H
C
C
G
L
L
Okay,
all
right:
this
is
the
residential
code
of
ohio
for
one
two
and
three
fan
family
dwellings.
At
this
time,
I
make
the
motion
to
adopt
ordinance,
16,
20,
21.

Thank
you.
This
is
for
the
adoption
of
the

At

I
make
the
motion
to
adopt
ordinance,
17,

This
is
adopting
the

plumbing

ordinance,

Just
adding
all
the
members
to
their
appointments
or
reappointments
to
parks
and
cemetery,
the
board
of
zoning
tax
incentive
review,
the
latest
version
of
exhibit
a
shows.
I
believe
it
was
john
conklin
for
the
planning
and
that's
it.
B
J
Or
we
have
not
established
the
parameters
and
we
will
be
trying
to.
I
know
mr
gainer
had
mentioned
it
has
to
be
an
architect.
What
we
had
discussed
administratively
was
gpd
is
actually
an
architect.
Can
they
serve
as
in
that
role,
which
then
allows
us
to
appoint
a
citizen?
O
More
just
for
my
curiosity,
if
my
memory
serves
me
right
in
past
years,
we've
done
all
of
these
individually
one
at
a
time.
I
just
want
to
make
sure
nothing's
changed
or
maybe
my
memory
is
wrong.
Make
sure
that's
okay
to
do
it
that
way,.
L
Yeah,
we
should
be
good.
I
asked
mr
markey
about
when
it
first
came
up
and
we
can
do
it
as
a
group.
N
Yeah,
I
think
there
was,
I
think
there
was
a
desire
on
previous
councils
to
talk
about
people
individually
and
vote
individually
on
people
who
were
going
for
boards
of
commissions,
but
there's
nothing
that
legally.
That
would
prevent
you
from
doing
them
all.
At
the
same
time,.
H
C
C
D
Resolution
appointing
jack
gainer
and
joseph
kernan
as
his
council's
representative
to
the
city
of
norton
community
reinvestment
area,
housing
council
and
confirming
the
appointment
by
the
mayor
of
pamela,
keener
and
william
bremen
to
the
city
of
norton
community
reinvestment
area,
housing.
Council.
All
for
three-year
terms.
Commencing
january
1st,
2021
and
expiring
on
december
31st
2023
and
declaring
the
same
to
be
an
emergency.
L
And
if
you,
if
everybody
recalls,
we
had
discussed
this
one
and
wanted
to
afford
these
individuals
enough
time
to
get
together
as
soon
as
possible
because
they
have
a
job
to
do
and
reports
to
put
out.
So
if
there's
no
arguments,
I
would
like
to
waive
the
third
reading
on
resolution.
22,
20
21,
a
second.
M
If
I
could,
before
you
move
ahead,
yes
go
on
shouldn't
what
shouldn't,
I
believe.
The
planning
commission
appointed
john
conklin
to
be
a
member
of
this
committee
shouldn't
he.
His
name
be
included
in
this.
J
The
just
for
council's
information-
this
is
council
and
the
mayor's
appointments.
You
confirm
them.
The
planning
commission
made
their
appointment
through
a
resolution
that
they
passed.
So
you
just
need
to
appoint
your
two
people
and
approve
the
mayor's
two
appointments,
and
then
those
individuals
will
meet
and
they
will
appoint
two
more
individuals,
which
is
why
we're
hurrying
this
through,
because
we
have
to
meet
twice
before
the
end
of
march.
So
we're
going
to
try
to
meet
relatively
quickly
and
then
appoint
two
more
people
and
then
meet
again
to
try
to
review.
M
M
If,
if
I
could
the
way,
I
I
I
I'm,
I
could
be
wrong,
but
I'm
mr
markey,
am
I
mistaken
that
all
five
members
had
to
be
appointed
and
hold
a
meeting,
and
then
those
five
members
appointed
the
next
two
I'm
robert
may
be
right,
but
I
believe
the
fifth
member
has
to
be
involved
in
the
appointment
of
the
final
two.
Also
in
that
corrector.

got
to

them
completed

We
do
know
the

I
were
on
a
call
last

do

that
there
are
some

of
how
to

up.

we

Yes,
mr

it's
actually
not
new
business,
but
but
since
since
we
pushed
what
was
this
ordinance
29
forward
here
and
and
waived
the
readings
on
it,
I'd
asked
about
sewer
assessments
on
those
residents
as
go
residencies
going
in
there,
and
I
haven't
heard
anything
yet.
So
I'm
still
wanting
to
hear
about
how
we're
dealing
with
that.
M
B
L
Right,
they're,
the
one
doing
the
tap-ins
and
in
the
past,
when
we've
had
homes
that
did
that
I
mean
whoever's
doing
the
building
has
to
pay
or
work
out
some
type
of
negotiation
with
barberton.
If
there's
a
hundred
homes,
then
they
have
to
figure
out.
You
know
what
that
cost
is
going
to
be,
and
then
they
tack
it
on
to
the
price
of
the
house.
B
Well,
I'm
I'm
specifically
talking
norton
since
that
sewer
and
stuff
wouldn't
be
available
to
them
if
it
hadn't
been
for
the
nash
heights
and
anybody
else
a
resident
coming.
There
say
if
mr
gainer's
son-in-law
decided
to
build
a
house
across
the
road
if
he
could
have
which,
with
the
sewer
and
water
I
would
imagine
he
could
have,
then
he
would
have
been
required
to
pay
an
assessment
to
get
in
to
get
into
that
sewer.
So
so
why
aren't
they
or
if
they
are?
How
is
that
working
all
right?
B
M
Well,
to
settle
that
question,
at
least
I
I
could
think
it
could
be
settled
by
checking
the
permitting
fees
and
everything
that
they
are
paying.
I
don't
know,
maybe
that's
included
in
the
in
the
fees
that
they're
already
paying
I'm
sure
that
robert
or
mark
and
mr
markey,
one
of
you,
could
look
into
that
and
see
what
they
are
paying.
I
I.
J
J
Send
an
ordinance
to
council
establishing
a
tap
fee
and
we'll
put
it
together,
justin
the
mayor
and
I
have
been
discussing
it,
but
it's
something
that
council
would
need
to
approve.
O
J
I'm
asking
just
for
a
little
bit
more
time,
mr
tiles.
I
think
we're
trying
to
figure
out
what
the
sweet
spot
is.
Okay,
because
we
have
other
situations
that
we're
trying
to
address
at
the
same
time,
and
it's
not
just
related
to
that
project.
M
Let
me
just
ask
if
I
could
what's
what's
been
done
in
the
past.
As
far
as
sewage
is
concerned,
for
assessments
and
hookups
like
to
say
for
an
example,
cider
ridge
and
mount
vernon
and
and
wherever
are,
are
they
actually
paying
a
an
assessment,
or
are
they
just
paying
hookup
fees
like
everybody
else
does
when
you
build
a
home
you
the
su.
M
If
the
sewer
is
already
there,
if
you
build
a
home
and
the
sewer
is
already
on
that
street,
I
don't
believe
you,
you
would
be
paying
an
assessment
for
the
original
sewer
line
that
was
put
in.
You
would
be
paying
a
hookup
fee
just
like
for
an
example,
the
sewer
line
that
we
ran
up
cleveland
maslin
road.
Those
people
are
going
to
pay
for
it
because
the
con,
the
the
developer,
is
paying
for
that
sewer
line
and
water
line.
G
A
J
A
Again,
that's
it
for
new
business.
Okay,
I'd
like
to
make
a
motion
adjourn
tonight's
meeting.
Second,
all
in
favor.
