and

are

the
capital

rainy,
day
fund,
compensated
absences
fund,
the
road
program
and
the
water

sewer
improvement

citizens
in
this

that
they

able
to

would

loan
for

the
value
of

time

checked,

think

city

supposed
to
be
making
money
off
of
its
citizens,
but
yet
we
used
our

to
be
able
to

sewer

line
down
through

man

more
years
to
pay
off
as
an
assessment
that
he
gets
to
write
off
while
everybody

that
line's
gone
in
through
they
don't
have
those
options
as
well
as
the
other
businesses.

brought

special
assessed
sewer
project
to
council.
We've
been
running
out
of
town.

think
there's
any
appetite
to
assess
any
property
owners
on
council

council's
call
back

2017

current,
but
there
was
no
appetite
to
assess
people
for
sewer
improvements.

septic
fails,
they
are
definitely
going
to
be
forced
to
pay
for
it
and
what
happens
if
they
can't
pay
their
utility
bill,
then
it
goes
on
as

lien
and
they're
probably
going
to
have
their
water
and
sewer
turned
off

didn't
pay
it.

like
the

money
