B
Mr
mcclellan,
here
all
right,
we
got
a
public
comment.
Tanya
van
der
veen,
just
to
remind
you,
you
have
a
five
minutes.
Please
state
your
name
and
address
for
the
record.
I
Union
street
jordan
just
came
this
evening
because
I
know
you're
going
to
be
talking
about
the
conservation
area
behind
my
property
and
just
wanted
to
to
know
if
you're
going
to
be
talking
about
what
those
specifics
are.
B
B
All
right-
that's
committee
of
the
home
here,
we'll
start
with
the
ordinance
113
2021.,
mr
kernan.
F
Yes,
mr
president,
thank
you.
We
wanted
to
go
ahead
and
put
this
back
on
committee
work
session
again,
as
we
will
do
until
we
take
a
final
vote
on
it,
just
as
we
did
before.
I
think
I'll
just
leave
it
open.
If
people
have
questions,
I
can
I
see
that
our
finance
director
is
here,
and
the
administrative
team
is
here
to
answer
any
questions
so.
B
Okay,
thanks
item
two:
the
conservation
easement.
This
is
the
green
space.
That's
behind
union
street,
that's
supposed
to
be
dedicated
for
par
part
over
the
land,
for
whatever.
B
Conservation,
so
I
think
charlie,
you
had
some
questions.
A
B
J
F
Mr
fowler
is
it
am
I
correct
in
that?
It's
just
this
property
is
being
set
aside,
and
I
can't
remember
the
width.
I
know
you
and
I
talked
about
it
earlier,
but
the
properties
being
set
aside
just
simply
to
create
that
buffer
to
be
green
space
in
a
natural
state.
At
this
point
to
try
and
help
with
that
that
frontage
there,
along
union
street
correct.
J
Several
times
asking
for
some
guarantees,
we
have
been
working
on
ways
to
accomplish
giving
them
a
guarantee
that
they
would
have
a
buffer,
and
this
is
I'll
call
it
a
compromise.
They
want
a
little
bit
larger
area,
but
175
feet.
I
think,
is
the
the
width
that
we
thought
and
felt
comfortable
that
the
city
could
agree
wouldn't
impact.
Any
development
gives
that
resident
their
residential
area
a
buffer
that
they
saw.
A
A
A
A
Yeah,
the
one
directly
behind
kda
everybody
else
that
goes
to
their
property
lines.
It
looks
like
because
it
goes
to
the
end
of
what
the
city
of
norton
currently
is
until
it
runs
into.
I
believe
it's
alaska's
property,
the
farm
area.
F
C
J
A
K
F
K
If
you
look
on
the
gis
site
and
draw
the
line,
the
150
covers
where
their
property,
where
their
building
is
actually
located
on
the
property.
As
mr
fowler
said,
if
you
pass
150
feet,
it's
green
space
on
that
property,
okay,
so
the
150
feet
is
meant
to
address
the
where
the
property
or
the
where
the
building
is
actually
situated.
A
F
C
E
F
L
F
K
G
C
F
C
A
I
Better,
that's:
okay,
we're
not
looking
for
this
to
add
property
to
our
existing
property,
but
we
don't
want
it
to
become
a
jungle,
much
like
it
has
behind
kda.
So,
if
nobody's
going
to
maintain
it,
we're
happy
to
know
it
and
would
be
happy
to
sign
something
that
you
know
relieves
the
city
of
any
responsibility
I
mean.
Currently,
it
is
owned
by
the
city
of
norton.
The
entire
cornfield
is
farmed
and
leased
to.
I
don't
think
through
the
guys
that
plants
perform,
but
every
weekend
there
are
what
are
those
things
called.
C
C
That's
what
I'm
asking
if
you
all
complained
about
it
and
somebody
did
respond,
because
I
know
the
city
has
four-wheelers
and
stuff
that
that
they
run
up
down
the
railroad
tracks
to
catch
people
like
this
and
they're
not
supposed
to
be
on
that
property
or
any
other
property.
As
far
as
particular
that
are
out
joy
riding
a
lot.
I'd
suggest
that
you
so
push
the
issue.
If
you
want
it
taken
care
of.
You
know,
ms.
F
E
E
I
Understood
and
the
discussion
that
we
had
with
the
the
neighbors
and
mr
fowler
and
mr
towson
when
we
met-
and
this
brings
me
back
to
the
clinton
aluminum
project
michael
and
I
fought
very
hard,
even
though
that
building
did
not
directly
impact
him.
And
I
we
felt
it
very
important
to
set
a
precedent
to
have
that
mound
built
up
on
fair,
caroline.
F
I
So
our
desire
with
this-
and
this
ask-
is
that
when
and
if
at
such
time
that
the
industry
built
up
comes
back
that
far
into
those
acres
which
I
suspect
in
the
next
five
to
ten
years,
it
probably
will
that
we
are
protected
and
not
having
to
look
at
that,
and
we
discussed
with
mr
fowler
that
when
the
time
comes,
we
would
want
that
same
mounting
at
the
end
of
175
feet.
So
we
don't
have
to
look
at
anything
with
some
trees,
grass,
whatever.
I
F
B
B
All
righty,
but
next
up
is
the
police
levy.
Oh,
you
have
something
else
tanya.
Yes,
you
have
to
come
up
here.
Come.
F
B
A
H
Yes,
thank
you,
mr
president.
Resolution
116
2021
is
not
an
ask
for
a
levy,
so
it's
a
resolution
that
we
are
sending.
We
would
be
sending
to
the
summit
county
fiscal
officer
so
chris
and
scalise
we're
asking
to
well
we're
asking
the
council
to
approve
this
so
that
we
can
have
a
determination
what
one
mill
would
create
at
that
point
in
time
we
would
be
looking
at
and
engineering
costs
to
see
how
sufficient
the
1
mil
levy
is.
Now
it
mentions
in
here
10,
mil
and
being
in
excess.
F
H
K
That
that's
correct
for
legislation
purposes.
It's
a
two-step
process!
It's
a
resolution,
declaring
necessity
it's
mr
currant
mentioned.
Then
the
fiscal
officer
tells
the
fiscal
officer
of
the
county
tells
the
city
what
the
mill
one
mill
levy
would
raise
and
then
council
passes
would
have
to
pass
a
resolution
determining
proceed
and
that's
what
actually
places
the
measure
on
the
ballot
and
that
if
you're
gonna
target
the
may
ballot,
you
have
to
have
your
legislation
done
90
days.
So
that
would
be
sometime
next
year
by
the
time.
Council
would
pick
that
up
for
consideration.
A
So
how
soon
are
we
going
to
once
this
gets
passed,
which
I'm
assuming
that
it
will?
How
long
will
it
be
before
we
get
that
answer?
Do
you
know.
K
A
A
B
A
B
A
So
then
I
I
get
sorry
just
full
of
questions
more.
You
talk
the
more
questions
I
have
since
they're
a
year
behind
cider
ridge
and
we're
just
going
to
assume
none
of
cider
ridge
is
involved
in
it,
definitely
nothing
for
brookside.
K
A
H
You
and
question
I
have
is
if
this
should
be
moved
to
the
next
regular
council
meeting.
Is
there
any
reason
to
try
to
expedite
this
or
just
let
go
the
three
reads
when
it
gets
to
that
point,
mr
markey.
K
It's
really
just
you
know
if,
if
that's
the
direction
council
wants
to
go,
it's
really
just
trying
to
hit
that
second
date
and
I'm
looking
at
for
the
for
the
resolution
for
c
and
I'm
just
confirming
what
that
date
is
for
next
year.
So.
K
B
H
Not
declaring
any
money,
dedicating
any
money
from
the
city
of
norton
or
any.
A
In
other
words,
you
could
wave
readings.
F
Think
I
would
rather
get
the
information
yes
sooner
as
dennis
said,
and
then
have
more
time
to
before.
F
H
If
there
are
any
other
questions,
then
I
would
like
to
make
a
motion
to
move
resolution
116
days
2021
to
the
next
regular
council
agenda
with
emergency
language
and
to
waive
the
readings.
F
B
We
have
a
motion
and
a
second
to
add
resolution,
116
2021
to
council's
next
agenda
for
first
reading
with
emergency
language,
you
said
suspend
in
the
second
and
third,
yes,
okay!
Is
there
any
other
for
further
discussion
on
resolution?
116
2021?
I
I
just.
A
Have
one
more
question:
yes,
president,
when
it
states
in
their
10
cents
for
each
100
valuation
is
that
would
be
correct
and
it's
kind
of
confusing.
When
we
sit
there
and
say
10
mils
and
then
it's
saying
10
cents
for
each
100
valuations.
B
B
Okay
does.
D
A
A
A
M
A
I
do
believe
so.
Okay,
so
probably
probably
even
a
tap
in
phase
three.
B
G
Mr
president,
yes,
I
just
have
a
question
I
think
for
mr
fowler
I'm
seeing
that
natural
grass
prices
are
going
up
quite
a
bit,
and
I
just
want
to
because
I'm
getting
questions
understand
exactly
where
we
stand
with
nopec.
My
understanding
is
we're
on
a
variable
rate.
G
I
just
like
to
discuss
that
for
a
few
minutes,
because
it
may
be
more
profitable
for
residents
to
switch
and
go
to
a
fixed
rate.
I
just
would
like
just
to
follow
a
few
of
the
mind,
whoever
knows
to
kind
of
explain
where
we
are
as
a
city
with
that
kind
of
trying
to
look
out
for
the
residents,
so
they
can
get
the
best
deal.
They
possibly
can.
B
B
B
G
Do
you
know,
is
that
contract
year
by
year,
or
is
it.
B
B
H
J
I
can
hear
you
and
mr
kareem.

Being
done
making
a
motion
adjourn
the
meeting
tonight,
it
is
7
33,
all
in
favor.
