C
A
B
B
All
right,
we
got
everybody
now:
okay,
I'd
like
the
call
to
order
the
north
city
council,
meeting
regular
council
meeting
tonight,
it's
monday
april,
12th,
it's
7
p.m.
E
F
G
Here
mr
macleod
church
and
near
franklin
will
be
the
featured
speaker,
we're
asking
for
adonis
involved
in
for
integrating
people
from
outside
of
our
company
at
seven
a.m,
and
I
expect
it's
probably
going
to
run
a
total
of
45
minutes
or
but
we're
asking
for
that
five
dollar
or
more
donation,
the
that
will
email
it
out
so
they
can
participate.
G
That
is
the
first
thing.
If
I
left
out
anything,
I
can
fix
that
in
the
next
week
or
so
also
no
medication.
Take
back
day.
I
talked
to
chief
d'alessandra
today.
I
guess
I
will
say
it
right
now,
since
I
retired,
which
I
have
made
a
lot
of
noise
about.
G
But
since
I
have
I'm
not
really
involved
in
the
pharmacy
to
this
point,
I
I
may
be
there
from
time
to
time,
but
I'm
not
in
charge,
knowing
that
I'm
I
discuss
it
with
the
chief
and
we've
decided
just
to
use
the
receptacle
that
is
at
the
fire
station.
G
Most
cities
have
it
in
their
police
department.
Our
city
was
not
equipped
for
that,
so
it
went
into
our
fire
department.
I
think
they're
pretty
accessible,
so
we're
going
to
say
that
our
last
medication
take
back
day
was
last
october.
Moving
forward
just
use
the
fire
station.
If
there's
any
questions,
somebody
can
contact
me
with
my
cell
phone
okay.
Oh
thank
you
thanks.
Thanks.
B
Of
new
legislation,
ordinance
number
49
2021,
mr
pilot.
E
E
Last
week
there
was
several
people
that
had
questions
regarding
what
all
this
included
and
kerry
had
sent
a
letter
that
she
had
received
and
just
wanted
to
make
sure
everybody's
questions
were
answered.
G
C
A
Yeah,
mr
pila,
I
can,
I
can
add
we
we
do
this.
We
actually
do
these
updates
every
year.
So
part
of
the
subscription
service
of
subscribing
to
anderson,
legal
publishing
is
when
we
initially
did
our
codifieds.
They
provide
a
number
of
form
ordinances
that
comply
with
state
law.
It's
part
of
the
benefit
of
choosing
a
codification
company.
So
what
they
do
is
they
look
for
legislation
along
the.
G
A
And
they
provide
model
legislation
for
communities
around
the
state,
not
just
norton.
So
as
state
law
changes,
they
do
those
updates,
I'm
sure
we
can
once
we
get
it
back,
we
can
do
the
red
lines
and
figure
out
what
was
changed.
That
should
be
pretty
easy,
but
that
that's
that's
the
process,
it's
just
making
sure
norton's
in
compliance
with
state
law
and
every
other
community
they
serve
on
those
on
those
state
law
issues
that
changed
over
time.
G
E
All
right,
if
there's
no
other
questions,
then
so
we
can
go
ahead
and
get
this
process
moving
forward
at
this
time.
I
move
the
wave,
the
second
and
third
readings
I'll
second.
B
H
H
H
B
H
D
H
H
H
I
I
I
It's
about
almost
46
acres
and
they're,
just
asking
to
renew
it
and,
as
I
said,
there'll
be
a
public
hearing
on
the
26th,
so
this
would
be
the
first
reading
only
thank
you.
Okay
thank.
B
I
J
J
Mr
president,
the
election,
obviously
as
it
says,
is
on
may
4th.
I
I
would
assume
that
akron
summit
county
public
library
district
would
know
would
like
to
know
our
support
or
our
lack
of
support
so
that
they
can
use
that
before
the
election.
So
at
this
time
I
would
move
to
waive
the
second
third
readings
of
resolution.
51
2021.
B
J
H
H
K
K
E
J
I'll
just
indicate
that
this
is
not
a
tax
increase,
it's
just
a
it's
just
placing
the
1.9
mil
levy
back
in
place.
Obviously
our
public
libraries
are
important.
We
have
a
branch
in
norton,
I'm
sure
most
of
us
have
been
in
that
branch
in
norton.
I
think
it
serves
a
purpose
for
the
community
that
we
need
to
keep
in
place.
So
I
will
be
supporting
this
okay.
F
Yes,
mr
president,
yes,
as
I
always
do
on
issues
with
this,
my
position
on
this
is
that
I
was
elected
to
represent
my
residents
where
they
don't
have
a
voice
and
on
this
they
do
have
the
privilege
of
representing
themselves.
B
All
right
any
other.
H
H
H
F
J
J
Mr
president,
I
know
that
we
have
discussed
this
before
we
went
through
one
reading.
There
has
been
a
request
that
we
waived
the
third
reading,
because
it
is
somewhat
time
sensitive
and
administration
would
like
to
get
this
in
place.
So
at
this
time
I
moved
to
wave
the
third
reading.
B
I
have
a
motion,
a
second
is
there
any
discussion.
C
H
C
J
Okay-
mr
president,
I
I
just
want
to
thank
charlotte
for
that.
I
was
going
to
mention
that
when
we
went
to
adopt
but
she's
absolutely
right,
the
city
is
not
going
to
lose
money
on
this,
so
we
might
as
well
get
it
rolling.
B
Okay,
all
right
sounds
good.
No
other
discussion,
roll
call,
carrie.
H
H
H
K
B
I
have
a
motion
a
second
to
adopt.
Is
there
any
other
further
discussion
on
ordinance,
37
2021
there
being
none
roll
call,
carrie.
B
H
H
H
J
D
J
Mr
president,
this
time
I
know
that
the
the
city
is
anxious
to
get
underway
with
this
project.
I
would
also
indicate
that
I
believe
kiwanis
has
donated
half
of
the
cost
of
this
project.
I
mean
for
those
reasons,
I
would
move
to
waive
this.
The
third
reading
of
ordinance
number
41
2021.
B
D
H
H
H
D
H
K
B
J
B
I
have
a
motion
in
a
second
for
adoption
on
ordinance,
41
2021.
Is
there
any
discussion
there
being
none
real
call,
carrie.
B
H
D
H
H
H
K
J
J
Mr
president,
again
this
is
somewhat
time
sensitive,
because
I
know
that
we
want
to
get
moving
on
this
and
we
have
discussed
this
before
so
at
this
time.
I
would
move
to
waive
the
third
reading.
C
B
C
B
Motion
a
second
on
the
waiver
for
this
third
reading.
Any
discussion.
F
Mr
president,
if
I
could,
I
don't
know
if
you
can
help
marzita,
but
I
was
just
wondering
before
this
gets
done.
The
water
line's
supposed
to
be
done.
Is
that
still
on
schedule
at
this
point?
Do
you
know
the
water
line.
L
F
J
Mr
towsley,
that
that
was
my
understanding
when
I
spoke
with
with
finance
or
with
the
administrative
officer
that
that
was
not
going
to
happen.
Until
we
got
that
in
correct
yeah
and.
F
A
A
H
H
K
B
B
H
H
K
B
Thank
you,
ordinance
45
2021,
mr
kernan.
J
D
An
ordinance
to
authorize
the
administrative
officer
to
enter
into
an
agreement
with
environmental
design
group
for
professional
engineering
services
in
connection
with
the
greenwich
road
sanitary
sewer
replacement
project
in
an
amount
not
to
exceed
fourteen
thousand
nine
hundred.
Eighty
eight
dollars
in
declaring
an
emergency.
J
H
H
H
K
D
H
K
L
Yes,
I
just
got
just
two
one.
I
should
have
announced
earlier
or
said
something
earlier,
just
making
you
aware
on
greenwich
road,
about
I
wanna
say
half
a
mile,
or
so
up
from
the
the
fire
station
you'll
see,
there's
a
couple
of
backhoes
we're
parked
there
over
the
weekend.
L
I
believe
that's
where
they're
going
to
start
the
water
line
and
when
the
water
line
does
get
started
and
then
the
material
some
materials
they
are
currently
using
the
old
fire
station
property
kind
of
in
the
back
a
little
bit
trying
to
put
so
we're
storing
some
of
the
materials
for
them
over
there
to
use
for
the
water
line
that
should
get
started
here.
I
would
imagine
pretty
soon.
L
Okay,
I
also
just
want
to
as
a
reminder
the
adoptive
spot
program
is
up
and
going
again
this
year,
we've
got
the
letters
went
out
last
week
for
some
of
the
sponsors
requesting
monetary
donations
to
help
cover
some
of
those
costs,
and
we,
like
said
we
are
still
looking
for
new
sponsors
as
well
as
caretakers,
whether
it's
a
a
a
group
of
any
sort
or
just
a
you
know,
committee
or
a
bunch
of
friends
want
to
get
together
and
host
a
spot,
whether
they
take
care
of
it
as
far
as
upkeep
or
to
help
cover
some
costs.
L
G
You
very
much
that
is
all
I
have.
Thank
you
man,
yes,
the
last
time
we
did
that
we
skipped
last
year,
I
think,
and
so
this
year
I
wonder
if
each
group
that
sponsored
a
site
do
they
have
their
option
of
still
having
the
same
site
as
requesting
the
same
site.
I
think
the
quantity
of
the
community
center-
and
we
just
approved
it
online
earlier
today,.
L
I
would
say
yes,
the
only
reason
last
year
with
with
some
of
the
businesses
and
that
getting
beat
up
because
of
covid
and
the
lack
of
of
customers
and
so
forth,
and
the
in
the
the
financial
hit
that
they
were
going
to
take.
We
felt
that
turn
around
and
ask
them
for
some
more
money
to
plant
flowers
would
not
be
in
best
interest
of
ourselves
as
well
as
the
community,
but,
like
I
said,
we'd
like
to
get
back
into
getting
that
taken
care
of
this
year
and
getting
that
moving
forward.
L
So
that's
kind
of
why
what
that's
the
decision
that
we
decided
to
move
forward
on?
Okay,
thank
you,
yeah.
That
should
be
fine.
Thank
you.
B
Thank
you,
mayor
you're,
welcome.
If
there's
no
further
business.
E
I
have
one
other
question,
I
guess
probably
for
justin.
Has
anybody
made
contact
with
mr
leaner
regarding
the
sewer
and
taxes.
A
I
know
there
was
some
conversations
initially
we
were
working
on
that.
I
know
there
was
vacations
with
mine,
mr
fowler,
so
we
need
to.
We
need
to
circle
back
on
that
and
hopefully
we'll
have
an
update
for
council
next
week.
Okay,.
