I
J
E
Right
here
I
now
call
the
regular
council
meeting
of
may
24th
2021
at
seven
o'clock.
Please
rise
for
a
pledge
of
allegiance
in
a
moment
of
silent
reflection,
pledge
allegiance
to
the
flag,
united
states,
america,
the
united.
I
I
E
H
Since
I
don't
know
where
else
to
stick
this,
I
figured
I'd
put
it
in
here
like
mr
president,
I
was
contacted
by
a
resident
in
brentwood
and
he'd
stated
that
they'd
started
the
grinding
paving
down
there,
and
I
guess
some
of
the
homeowners
are
questioning
why
nothing
was
done
this
past
week
and
he
had
told
him
the
curb,
still
needed
to
be
repaired
before
a
final
top
of
asphalt
is
applied
that
that's
what
he
was
told
by
one
by
contractor
down
there
or
one
of
the
workers,
and
then
I
told
him
that
our
the
contractor
we
had
had
to
go
out
and
finish
a
job
elsewhere
due
to
his
timeline
and
the
weather
had
held
him
up
so
and
then
it
didn't
have
to
be
done
until
the
end
of
june.
H
H
E
Thank
you
any
other
reports
from
any
committee
chairs
all
right.
Thank
you.
I
officially
acknowledge
that
council
has
received
the
budget
reports
for
the
month
of
april
2021
reports
from
officers
boards
and
commissions,
starting
with
the
mayor.
D
Thank
you,
mr
president.
I
just
want
to
announce.
I
know
several
of
you
probably
are
already
aware,
but
over
the
weekend
we
experienced
a
sinkhole
over
on
gardner
boulevard.
The
road
itself
has
been
closed
from
that
point
forward.
D
It's
a
pretty
large,
significant
sinkhole,
I'm
sure
mr
fowler
will
just
we'll
talk
about
it
in
a
little
bit
further
length
during
his
announcements,
but
just
want
to
make
you
aware
we
did
send
out
a
nixel
earlier
this
morning,
just
making
residents
aware
and
we're
hoping
to
get
that
taken
care
of
here
within
the
next
matter
of
weeks.
I
I
would
hope
so,
just
letting
you
know
that
I'm
also
still
looking
for
volunteers
over
the
next.
D
You
know,
month
or
six
weeks
or
so
to
take
care
of
the
adopt-a-spot
programs.
We've
got
here
we'll
be
starting
getting
ready
to
get
into
the
planning
season
here
before
here
shortly
and
if
there's
any
groups
or
individuals
out
there
that
might
be
interested
in
basically
the
flowers
that
themselves
were
already
will
be
purchased.
D
You
would
be
responsible
for
planting,
weeding
watering
and
so
forth
and
maintaining
specific
flower
beds
throughout
the
city.
So
if
you're
interested,
please
contact
the
city
of
norton,
you
can
get
a
hold
of
shannon
my
administrative
assistant,
and
she
will
gladly
help
you
for
right
now.
That
is
all
I
have.
A
Thank
you,
mr
fowler.
I
just
have
a
few
quick
items
just
so.
Everyone
knows
that
the
trail
project
construction
is
near
complete.
All
the
asphalt
has
been
installed,
they're
just
doing
restoration,
be
doing
some
planning
and
seating
here
soon
a
lot
of
people
have
been
using
it
already,
but
wanted
to
let
the
public
know
that
that
is
available
for
their
use.
A
There
are
a
couple
of
things
of
somewhat
important,
there's
a
change
order
that
I
should
have
for
you
at
the
next
council
meeting
for
the
worcester
road
water
line
has
to
do
with
the
replacement
of
a
fairly
large
culvert
pipe
that
crosses
worcester
road
from
the
median
they
had
to
replace
that
because
it
had
deteriorated
such
that
we
couldn't
replace,
put
the
water
line
in
so
we'll
have
a
forty
thousand
dollar
change
order
for
that
item
coming
forward.
A
A
A
So
somewhat
good
news,
while
we're
replacing
as
part
of
the
water
line,
it
won't
be
a
bump,
it
will
actually
get
paved
as
part
of
the
worcester
road
paving
job
the
road
resurfacing
project.
Mrs
miss
whipkey,
had
brought
up
the
resurfacing.
They
continue
to
resurface.
I
know
they
have
some
streets
done,
rush
dutt
alden,
they
are
completed.
A
I
believe
they
did
shellheart
it's
completed
now,
so
they'll
continue
to
work
their
way
through
that
different
areas
of
the
city.
A
The
mayor
brought
up
the
emergency
culvert
repair
on
guard
and,
if
you
recall,
maybe
three
years
ago,
I
I
apologize.
I
can't
recall,
but
we
had
that
issue
on
worcester
road,
where
we
had
that
emergency
collapse
and
it
closed
the
road.
So
what
we're
doing
is
we
are
soliciting
bids
proposals
under
an
emergency
culvert
repair.
A
A
So
I've
asked
the
engineer
to
inspect
that
and
ensure
it
doesn't
have
failures
that
we
can't
see,
and
if
it
does,
then
we
would
replace
both
he'll
have
an
answer
for
me
tomorrow,
they're
coming
out,
they
measured
it
today,
but
they're
sending
out
an
inspector
tomorrow
and
we'll
have
an
idea
as
to
how
much
that
project
would
cost
and
then
norton
avenue
resurfacing
is
out
for
bid.
A
It
is
due
back
next
week
hope
to
have
an
ordinance
for
you
for
monday,
for
committee
of
the
whole
to
review
that
bid
and
also
a
observation
contract
for
dlc.
E
F
I
just
wanted
before
it
slips.
In
my
mind,
the
robert
just
mentioned
the
trail
being
almost
completed
and-
and
I
happened
to
run
into
the
mayor
and
robert
the
other
evening
walking
out
of
the
park,
and
they
mentioned
that
there
had
been
some
cars
driving
up
in
there
on
the
trail,
and
I
also
was
there
the
next
day
and
there
were
cars
parked
on
there
that
I
think
are
going
to
the
baseball
field,
the
back
baseball
field
and
they're
parking
back
there,
because
it's
convenient
to
them.
F
I
I
noticed,
I
think
it
was
yesterday
evening.
I
was
there
and
there
was
no
no
chain,
no
cones
or
anything
blocking
the
way
in
on
either
end.
F
So
I,
if
I
haven't
been
there
today,
but
if
they're
not
there
presently,
then
I
would
suggest
that
we
get
them
there
as
soon
as
possible,
because
I
did
notice
that
the
asphalt
is
already
cracking
up
on
top
of
the
hill
behind
the
baseball
diamond,
I
mean
behind
the
baseball
field,
there's
several
cracks
in
the
asphalt
now,
whether
that
was
caused
by
vehicles
driving
on
it.
I
don't
know,
but
there's
cracks
in
the
asphalt
there
that
might
want
to
be
looked
at
and
also
make
certain
that
those
entrances
are
blocked
off
with.
F
I
don't
know
stones
or
something
where
an
automobile
can't
get
in
there,
because
I
I'm
assuming
that
that
asphalt
is
not
designed
for
automobiles.
I
don't
know
that,
but
somebody
might
answer
it.
Robert
or
the
mayor.
A
F
K
A
That's
a
very
good
question,
mr
towsley,
that
is
just
the
culvert
replacement.
We
are
going
to
push
the
paving
because
that's
a
federal
age
aid
route,
so
we
can
expand
the
limits
of
the
project
to
encompass
that
because
we
have
remember,
that's
an
80
20
grant.
So
we
can
use
some
of
the
money
because
of
the
bid
was
really
good.
We
can
use
some
of
the
money
from
that
bid
to
cover
that
cost.
E
Is
that
it
for
everybody,
okay,
we'll
move
on
then
consideration
of
minutes
the
minutes
of
the
regular
council
meeting
of
may
10
2021.
Are
there
any
additions
or
corrections?
E
The
minutes
are
approved
as
submitted
the
minutes
of
the
committee
work
session
of
may
17
2021.
Are
there
any
additions
or
corrections?
E
H
L
H
You
this
contains
emergency
language;
it
has
had
the
additional
barber
roads
and
north
of
I-76
cleveland
nasa
and
language
added
to
it.
It's
also
time
sensitive.
So
for
that
reason,
at
this
time,
I
motioned
to
waive
the
second
and
third
readings
on
resolution.
64,
2021.
E
G
M
E
B
G
G
E
Yes,
thank
you
charlotte
resolution
65
2021,
miss
whipkey.
Thank.
L
A
resolution
authorizing
a
cooperative
agreement
with
the
county
of
summit
to
participate
in
an
ohio
public
works.
Commission
application
to
fund
a
portion
of
the
cost
of
the
eastern
road
reconstruction
project
in
the
city
of
norton
and
committing
to
provide
funding
for
the
local
share
and
declaring
an
emergency.
H
H
A
Mr
fowler,
yes,
council
again,
this
just
needs
passed
by
the
last
meeting
in
june,
but
whatever
council's
desire,
it's
again,
it's
just
us
entering
an
agreement
to
allow
them
to
give
us
money.
H
If
there's
no
anybody
that
has
a
problem
with
it,
then
I
would
ask
to
waive
the
second
and
third
and
go
ahead
and
get
this
passed.
E
C
G
G
H
At
this
time,
then,
I
motion
to
adopt
ordinance,
60
resolution
65
2021.
E
We
have
a
motion
in
a
second.
Is
there
any
further
discussion
on
resolution?
65
2021
there
being
none
roll
call,
carry
miss
whip
key.
G
G
G
H
L
A

E
G
H
L
A
resolution
authorizing
a
cooperative
agreement
with
the
city
of
barberton
to
participate
in
an
ohio
public

Commission
application
to
fund
a
portion
of
the

of
the

and
carl

waterline
project
in
the
city
of
norton
and
committing
to
provide
funding
for
the
local
share
and
declaring
an
emergency.
H
Here
again,
I
know
it's
for
the
first
reading,
but
since
it's
is
to
line
up
the
funding
for
this,
I
don't
see
any
reason
in
waiting
on
it.
I
don't
think
we're
having
any
anyone
is
going
to
have
a
problem
with
any
of
this
that
we're
doing
so.
At
this
time,
I'd
like
to
motion
to
waive
the
second
and
third
readings
now
also
barberton
has
been
contributing.
50
000
in
on
this
deal.
E
F
G
E
C
G
L
G
G
L
E
You
charlotte
next
one
is
mine,
ordinance,
68,
2021,
first
first
reading,
could
you
please
read
it
kerry
an.
L
E
This
is
for
construction
here.
Producing
will
our
storage
tank
right
now
our
books
say
300
feet.
Ohio
revised,
goes
100
feet
and
we'd
like
to
match
what
that
is
there.
We
have
a
resident
that
would
like
to
build
something
close
to
one
of
those
wells
and
with
that
I'm
going
to
like
to
waive
the
second
and
third
readings
tonight.
B
B
B
Ours
calls
for
200
feet
currently,
so
this
change
would
obviously
affect
that
section
as
well.
Have
we
identified
all
those
areas,
robert.
A
A
No
okay
only
applicable
to
this,
and
in
regards
to
the
subdivision,
when
we
accept
a
subdivision
we'll
have
the
ability
to
should
that
be
an
issue,
we
would
have
the
ability
to
accept
the
subdivision
with
the
homes
like
cider,
rich
cider
ridge
was
accepted.
That
subdivision
was
accepted
and.
K
I
H
A
K
H
K
E
A
So
I'm
unable
I'm
sorry,
I
was
unable
to
find
the
email
from
bill.
I
will
get
it
and
forward
it
over
to
you
the
the
reason
we're
recommending
this
change
is.
We
are
saving
the
resident
350
by
doing
this,
because
if
we
don't
approve
it,
he'll
have
to
go
through
the
board
of
zoning
appeals
and
make
application,
which
wouldn't
happen
until
the
end
of
next
month.
So
that's.
B
One
reason
we're
asking
sorry
I
thought.
Last
week
you
had
mentioned
that
they
were
looking
to
construct
a
house,
and
this
allowed
them
to
be
able
to
build
it
rather
than
lose
that
portion
of
the
land
or
something
to
being
unbuildable.
B
A
B
A
G
I
E
E
Okay,
all
right
so
that
we're
just
going
to
go
with
the
first
ordinance
68
2021.
ordinance,
69
2021,
miss
whipkey.
H
H
This
is
a
first
reading.
It
concerns
a
950
benefit
charge.
That's
based
on
the
cost
of
that
particular
project,
and,
since
it
is
residents
alike,
would
be
putting
out
the
money.
I
won't
be
asking
to
waive
the
second
and
third
readings
this
time.
I'll
give
him
a
chance.
Okay,
all
right.
F
F
I
also
would
like
to
offer
for
a
second
and
third
readings
to
be
eliminated.
Also,
please
make
a
motion
to.
E
F
E
B
B
I
understand
that
there's
ordinance
out
there
that
allows
people
to
sign
off
on
this
and
stuff,
but
it
to
me
it's
just
wrong.
You
know
somebody's
saving,
some
money
and
future
residents
of
the
city
are
going
to
pay
for
it.
H
I
would
just
like
to
also
point
out
that
I
know
they
say
that
they're
wonderful
and
they
have
this
and
that,
but
I
still
think
it
is
going
to
increase
the
cars
more
the
traffic
over
that
way,
more
than
what
we're
being
led
to
believe-
and
I
have
a
real
issue
with
the
prices
of
apartments,
starting
at
basically
twice
the
amount
of
any
other
apartment
within
norton.
It's
almost
like
telling
the
world.
If
you
don't
have
money,
don't
come
here
and
if
you
don't
have
it,
then
you
need
to
think
about
getting
out.
K
I'll
I'll
add
to
that,
I
think
mr
pilot
does
have
a
valid
point.
Something
to
consider,
but
my
my
main
thing
is:
I
just
want
to
give
people
as
much
time
as
possible
before
we
pass
this
people
in
the
surrounding
areas.
I
F
Well,
I
see
there's
no
support
for
it,
so
I'll
just
withdraw
the
motions
away,
the
second
and
third
and
we'll
deal
with
it
later
on.
Everybody
has
a
chance
dan.
I
want
to
make
sure
you
get
out
in
your
neighborhood
there
and
discuss
it
with
the
people,
make
sure
that
they're
either
for
it
or
against
it
before
you
vote
for
it.
You
know.
J
J
The
next
committee
meeting
is
not
even
a
council
meeting
is
june
7th,
so
just
wanted
to
make
you
guys
aware
of
the
timing,
so
there
would
not
be
another
council
meeting
before
you
before
that
30-day
time
period
elapsed.
So
I
just
wanted
to
make
you
aware
of
that.
F
So
if
there's
not
a
another
council
meeting
before
that
30-day
time
period,
we
either
would
have
to
have
a
special
meeting
you're
saying.
J
J
So
it's
it's
got
to
be
approved
or
disapproved
by
council.
We
would
need
to
have
a
basis
for
disapproval,
so
we
just
have
to
be
sure
that
we
were
very
clear
about
what
the
basis
of
disapproval
was
yeah.
I
would
like.
G
J
F
That's
that's
why
I
asked
that
exact
question.
If,
if
there's
plans
to
vote
in
the
negative,
I
see
four
people
right
now,
that's
not
in
favor.
So
if
there's
plans
to
vote
in
the
negative,
I
think
we
should
be
discussing
their
reasoning
and
make
certain
that
we
have
our
ducks
in
a
row.
I
I
had
this
conversation
with
mr
earlier
today
and
I
was
aware
of
the
june
7th
date,
but
with
the
timing
that
we
have
on
this
and
the
volatility
of
ward
3
over
this
issue,
I
felt
it
was
best
to
at
least
air
it.
I
am
not
against
it,
but
I
think
we
need
to
give
the
residents
the
opportunity
to
say
something
if
they
have
something
to
say.
E
The
only
problem
I
have
is
if,
if
we
wait
till
june
7th-
and
we
have
to
waive
a
reading
that
day,
we're
not
gonna,
we
might
not
get
the
votes
for
that.
So.
J
Yeah
and
the
other
thing
I'll
mention
just
you
know,
this
is
this-
is
something
that
could
actually
just
be
handled
by
motion
period.
It's
an
administrative
act,
not
a
legislative
act.
We've
typically
called
it
an
ordinance,
but
it's
really
not
legislation
as
defined
under
the
charter,
so
it
could
be
done
in
any
format.
We
just
have
historically
done
it
as
ordinance.
So
there's
no
requirement
for
three
readings.
There's
no
suspension
of
the
rules
required.
J
You
can
make
a
motion
and
vote
if
you
want,
but
we
just
have
stylized
as
an
ordinance.
Just
historically,
we've
done
that.
So
just
for
the
record.
E
We
just
let
everyone
know
june
7th,
we're
gonna,
probably
have
a
special
anyways
because
of
that
culvert
that
collapsed
on
gardner
boulevard
too.
So
just
let
everyone
know
that
okay,
introduction
of
prior
legislation
resolution
53
2021,
miss
whipkey.
E
L
Resolution
authorizing
a
cooperative
agreement
with
the
city
of
barberton
to
participate
in
an
ohio
public
works.
Commission
application
to
fund
a
portion
of
the
cost
of
the

reservoir
reconstruction
project
in
the
city
of
norton
and
committing
to
provide
funding
for
the
local
share
in
declaring
an
emergency.
H
This
contains
emergency
language
and
it's
most
likely
like
99.9
sure
all
they're
going
to
be
doing
is
repairing
the
current
dam,
filling
it
with
concrete,
where
it's
hollow
inside
and
other
parts
of
norton
is
contributing
fifty
thousand
dollars
towards
us.
In
order
to
be
able
to
get
better
funding
on
it,
everything
is
going
to
happen.
Wall
region,
ohio
will
meet
the
ohio
department
of
natural
and
again
since
we,
this
is
a
second
reading.
H
B
E
Second,
we
have
a
motion
a
second
to
weigh
the
third
reading
for
re
resolutions.
53
20
21.
Is
there
any
other
further
discussion
there
being
none
roll
call?
Carrie
is
whip

H
As
this
is
just
pursuing,
the
the
funding
and
worcester
or
barton
is
contributing
50
000.
I
believe
that's
what
that
is,
and
this
is
from
wooster
road
to
eastern
road
on
taylor.
E
We
have
a

in
a

We
have
a

a
second
to
waive
the

Is
there
any

further

there

none
we'll
call
kerry?
Ms.

G

H
L
H
Emergency,
I
believe
this
is
something
else
that
we
need
to
get
moving
on,
and
let's
see
this
is
the
greenwich
road,
okay.
So
this
time
I
would
make
a
motion
to
wave
the
third
reading.
E
E
G
G
L
H
H
There
are
no
grants
for
this,
as
this
is
the
the
site
of
eastern
that
goes
from
cleveland
masoline
up
to
fairland.
The
cost
is
solely
on
barberton
and
norton,
and
we
need
sooner.
We
can
get
started
on
these
things.
The
better
is
the
way
I
feel
about
them.
We
know
we're
going
to
do
it
so
at
this
time
I
mushroomed
to
waive
the
third
reading.

H
I'm
going
this
is
for
the
combined
entities
of
new
franklin,
barberton,
norton
and
summit
county
to
work
on
phase
two
of
this,
and
this
was
we're
also
looking
at
taking
care
of
kungle
road
and
again.
I
think
we
need
to
get
started
as
soon
as
possible
on
this.
At
this
time,
I
make
a
motion
to
waive
the
third
reading.
E
C
G
G
L
M
E
We
have
a
motion
to
adopt
ordinance
58-20-21.
Is
there
any
other
further
discussion,
roll
call,
carrie.
G
G
H
L
H
You
I
have
a
question
on
this,
just
because
I
keep
driving
by
and
I'm
being
confused,
is
this
actually
for
parkwood
or
is
it
for
rich
land,
because
I
know
they're
doing
all
this
work
on.
H
Richland,
mr
fowler,
I'm.
H
A
So
there
is
a
there
is
a
water
line,
a
private
line
that
dead
ends
there.
We
will
connect
that
into
the
rest
of
the
system
and
that's
well.
I
thought
that
was
parked
wood.
Let
me
make
sure
I'm
looking
it
up,
but
well.
A
A
A
A
No,
you
can
no
either
way.
I
mean
we're
not
going
to
be
able
to
do
anything,
we're
not
going
to
bid
it
out
until
after
july.
Well,
total
recess.
We
won't
bid
it
out,
so
we
have
plenty
of
time
it
can
go
third
reading
and
I'll
get
you
a
map
to
show
you
that
way.
You're
well.
H
H
Okay,
if
I
have
this
one
correct
this,
this
is
where
we
have
the
pinch
down
there
on
greenwich
road
that
we
need
to
take
care
of,
and
we're
gonna
be
replacing
the
laterals
and
things
through
there
seems
like
we've
been.
Actually
that
is
correct.
So
far,
would
that
not
be
true?
Mr.
E
M
B
G
G
L
M
E
G
D
Thank
you.
The
only
thing
I'd
like
to
add
is
that
I
just
want
to
make
you
aware
that
apollo
fisher,
our
police
department
secretary,
will
be
retiring
on.
I
believe
it's
the
28th
of
the
month,
which
is
on
friday,
just
letting
you
know.
A
D
From
the
service
department,
his
is
next
he'll
be
retiring
next
tuesday,
so
before
we
get
any
further,
I
just
want
to
wish
both
of
them
a
very
happy
retirement
and
thank
them
both
for
many
years
of
service
and
dedication
they
have
given
to
the
city
of
norton.
So
thank
you
and
congratulations
to
both
of
you.
E
Thanks
mayor,
if
there's
no
other
further
visits
become
before
a
council,
I'd
like
to
make
most
of
you
adjourn
tonight's
meeting,
mr.
I
Yeah
you-
and
I
I'm
sorry
that
yesterday
and
I
just
wanted
to
make-
I
guess,
a
general
awareness
statement
for
especially
ward
three,
since
I
represent
them
and
also
the
rest
of
council.
I
had
scheduled
several
things
that
I've
been
putting
off
for
many
years
and
I
have
time
shares
that
I'm
going
to
lose.
If
I
don't
use
them,
I
thought
we
would
probably
still
be
in
virtual
until
the
end
of
the
year.
I
So
I
went
ahead
and
made
those
commitments,
so
I
am
going
to
miss
a
number
of
meetings
and
then
I
also
have
surgery.
I've
been
trying
to
do
and
I
haven't
got
a
date
on
it
yet,
but
I
may
miss.
I
will
miss
the
june
14th
meeting
august,
16,
23
and
30th
october
18th
and
then
possibly
november
december,
and
the
only
reason
I'm
pointing
this
out
is
because
it's
so
many
and
I
I
thought
I
would
be
able
to
do
a
a
virtual
meeting
or
a
hybrid
meeting
which
it
doesn't
sound.
I
Like
that's
a
possibility.
Now
I
didn't
want
the
residents
of
ward
3
to
think
that
they
weren't
represented
or
that
I
had
at
the
end
of
my
term.
I
didn't
care
that
is
not
true
at
all.
It's
just.
I
got
caught
in
this
covet
versus
not
covet
era,
and
I
already
made
those
commitments.
So
I
appreciate
you,
people,
understanding,
yeah,.
B
If
you
want
to
give
up
some
of
those
weeks
of
time
share
to
the
other
council
members,
I'm
sure
we
would
gladly
take.
E
E
Okay,
if
there's
no
other
business,
is
there
any
other
business
to
come
forward
console
then
I'd
like
to
make
a
motion
adjourn
tonight's
meeting,
it's
7
56..
