From YouTube: 1-4-2021 City Council Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
That's
all
right
charlotte.
Maybe
we
can
just
pick
you
and
bring
you
in
that
way.
A
A
A
C
We're
gonna
wait
a
couple
minutes
for,
and
scott.
F
E
E
D
All
might
have
been,
I
mean
dan
might
have
been
a
little
late
getting
out
of
the
pharmacy.
D
A
B
B
H
F
F
F
Yeah
the
stupid
thing
I
was
using
told
me:
there
was
another
meeting
in
progress
and.
C
I
I
texted
him
but-
and
he
hasn't
responded
yet
so
that
could
be.
J
C
All
right,
we'll,
I
guess
we'll
go
ahead
and
get
started
and
when,
when
dan
signs
in
he
may
be
having
issues
too,
then
we'll
just
go
ahead
and
admit
him.
J
C
C
F
C
Hi
dan,
no
problem
would
the
clerk
recall
the
role.
Please.
G
F
C
Here
we
will
move
on
to
the
election
of
the
president
for
the
year
2021
pursuant
to
rule
102.
What
we're
going
to
do
is
we'll
open
up
the
floor
for
nominations.
Any
member
can
nominate
another
member
when
all
nominations
are
made
for
president
of
council,
the
clerk
will
call
the
role.
Each
person
will
then
vote
for
the
person
who
they
wish
to
be.
Council
president,
that's
how
it's
set
forth
in
rule
102.
So
at
this
time
I
open
the
floor
for
nominations
for
president
of
norton
city
council.
G
C
President,
all
right,
mr
karen
nominated
mr
mcglone,
mr
tilesly,
I
would
like
to
nominate
charlotte
whippke.
Okay,
ms
whipkey
has
nominated
any
further
nominations.
C
Mr
mcglone
has
received
the
number
of
votes
to
be
council
president,
so
I
will
turn
this
meeting
over
to
him
as
the
new
council
president
to
elect
a
vice
president.
K
Thank
you,
joe
I'd
like
to
ask
anyone
for
nominations,
for
vice
president
for
2021.
K
Okay
carrie,
could
you
do
a
roll
call.
D
K
Hey,
mr
kernan,
your
vice
president.
Thank
you.
I
guess
I'll
give
you
a
couple
of
remarks
at
first.
I
want
to
thank
for
everyone
who
voted
for
me.
I
mean
this
is
my
18th
year.
I
think
I
deserve
to
be
president
at
one
time
here
or
another.
K
I
look
back
over
the
years
and
I
want
to
continue
what
we've
done
the
last
couple
years,
we're
all
working
together,
we're
all
working
with
the
administration
and
we're
getting
things
done,
and
I
want
to
keep
that
progress,
and
I
look
back
when
I
ran
17
years
ago
and
it
was
we're
doing
everything
I
asked
for
we're.
Extending
water
and
sewer
lines
we're
building
a
good
road
program.
People
are
getting
the
roads
done
and
we're
creating
new
businesses
in
norton.
K
So
I
want
to
continue
that
throughout
2021
and
again
thanks
for
voting
for
me-
and
I
guess
without
that-
I
guess
we'll
adjourn
this
meeting
and
we'll
go
into
we'll
go
into
committee
work
session,
all
in
all
in
favor
of
journey
hi.
F
K
All
right
here
I
open
up
the
norton
city
council
committee,
work
session
meeting
monday
january
4th.
Please
rise
for
a
pledge
of
allegiance
and
silent
reflection.
K
K
G
D
K
C
K
Okay,
now
we'll
go
to
the
committee
work
session,
general
topics
of
discussion
item
a
appoint
standing
committees-
that's
that
goes
on
me,
and
this
is
what
we
have
for
next
for
2021.
K
finance
committee,
joe
kernan,
will
be
the
chair.
Dan
corrant
will
be
the
vice
chair.
Scott
pilot
will
be
the
member
personnel
enrolls
scott
pilot
chair.
I
will
be
the
vice
chair.
First
personnel
rules
and
joe
kern
will
be
the
member
planning
and
economic
division.
Jack
gainer
will
be.
The
chair.
Scott
pilot
will
be
the
vice
president.
K
Dan
krant
you'll
be
the
member
property
in
mind
I'll
be
the
chair.
Charlotte
whipkey
will
be
vice.
Chair,
paul
tousley
will
be
the
member
safety
dan
grant
you'll
be
the
chair.
Paul
towsley
will
be
the
vice
chair
and
I'll.
Be
the
member
service.
Paul
towsley
will
be
the
chair,
jet
gainer
vice
chair,
charlotte
whipkey
member
utilities,
charlotte
whipkey
will
be
the
chair.
Joe
kernel
will
be
vice.
Chair
and
jack.
Gainer
will
be
member.
K
Is
everyone
happy
with
those
selections
or
is
there
anyone
that
wants
to
say
anything
about
those.
G
Mr
mcglone,
yes,
if
I
could
interject
honestly
charlotte's,
always
been
a
little
sharper
on
the
finance
side
and
she's
correct,
I
think,
in
making
that
suggestion
I
would
be
happy
to
be
moved
off
finance.
I
don't
feel
it's
my
strong
point.
I
have
other
areas
that
I
could
serve
in.
That's
at
your
will.
K
A
That's
what
I
was
asking-
yes,
that's
always
been
always
it's
always
been.
The
president
vice
president,
have
been
a
member
of
the
finance
committee,
which
it
makes
perfect
sense.
You
learn
an
awful
lot
about
finances
through
the
board
of
control
and
the
president
vice
president,
are
definitely
a
member
on
the
board
of
control.
So
this
one,
why
was
being
changed
so
radically?
A
A
A
A
A
K
Well,
what
we'll
do
is
I'll
I'll
switch
to
be
a
finance
person.
What
I'll
do
is
dan
you'll
go
to
property
of
mine
charlotte?
You
go
up
the
vice
chair
for
finance,
and
then
I
will
go
to
the
member
of
the
finance
and
scott
you'll
go
down
to
safety
that
vine,
scott,
I'm
good
with
whatever
okay
we'll
fix
that
we'll.
A
K
H
K
Okay,
the
new
finance
is
going
to
be
joe
kernan,
charlotte
whipkey
and
me
okay
and
then
on
the
property
in
mind.
It's
going
to
be
me
dan
corrant
and
you,
okay,.
K
It'll,
be
you
got
safety
okay
with
scott
piatt
will
be
a
member
carrie
you'll
you'll
write
that
all
up
for
us
tomorrow
and
get
that
yes.
K
Okay,
all
right
anything
else
on
standing
the
committee
zen.
Thank
you.
What's
that?
Okay,
okay,
okay,
we'll
go
we'll
go
to
b,
reviewing
console
rules.
K
I
sent
you
guys
all
an
email
a
week
or
two
ago
before
we
after
break
and
I'd
like
to
change
our
our
four
meetings
to
two
meetings
and
have
two
meetings:
a
night,
I'm
asking
to
change
rule
106
where
it
would
say,
committee
and
regular
council
meetings
will
be
held.
The
second
and
fourth
monday
of
each
month
in
council
chambers
in
the
city
administration.
Building
each
meeting
each
regular
council
meeting
will
begin
immediately
after
the
conclusion
of
the
committee
meeting.
K
We
it's
still
gonna,
it's
gonna,
we're
not
gonna.
Do
two
roll
calls,
we're
not
gonna,
do
two
reflection
and
or
it's
going
to
be
one
and
it's
going
to
go
back
to
back,
and
it's
not
it's
going
to
be
two
meters,
but
it's
going
to
be
in
one,
but
we're
going
to
go
from
one
right
to
the
other.
C
K
C
K
H
Okay,
I'm
opposed
to
that
because
justin.
This
is
just
my
personal
belief
that
council
is
here
to
serve
residents
and
we
need
to
be
exposed
to
residents
as
often
as
we
possibly
can.
I
don't
recall
now
if
it
was
2018
or
19
raisin
council
pay
was
brought
before
the
residents
and
they
turned
it
down.
Now
I
don't
know
that.
That's
exactly
connected
to
how
many
times
we
meet,
but
that
tells
me
that
they
don't
feel
the.
A
C
A
Yes,
okay,
because
I
had
some
comments.
I
I
agree
with
mr
towsley.
I'm
against
this.
Also,
every
time
it's
come
up,
I
stated
I
was
against
it
for
the
plain
and
simple
fact
it
not
only
as
far
as
I'm
concerned,
it
takes
to
take
away
the
people's
ability
to
be
able
to
speak,
and
not
just
theirs,
but
also
ours
we'll
be
having
two
meetings
a
month.
Two
opportunities
to
talk-
and
I
know
you're
saying
well
you'll-
get
to
talk
about
it
in
committee
as
a
whole.
A
I
get
to
do
that
now,
but
it's
a
one
week
deal
that
you
got
this
week
to
talk
about
it.
Two
weeks
later,
you
can
talk
about
it
again,
yet
the
readings
are
going
on
and
yeah.
We
could
have
more
readings
but
still
yeah.
I
think
that
curtailment
and
when
we
all
signed
on,
we
were
signing
on
thinking
four
meetings
a
month
and
as
many
times
as
it's
not
the
most
pleasant
place
to
be
that's
what
we
agreed
to.
A
G
Mr
mclean,
yes,
this
is
dan.
I
also
had,
I
guess,
reservations
about
going
to
just
two
meetings
a
month
for
a
couple
reasons.
One
is
if
there
are
some
things
that
need
to
be
approved
in
a
certain
timeliness
like
we
just
had
recently
with
the
brookside
development,
or
it
just
goes
into
it-
be
enacted
you're
going
to
have
to
spread
out
those
readings
over
a
longer
period
of
time,
and
if
there's
immediate
has
to
be
cancelled
because,
let's
say
zoom
is
down
or
there's
some
other
thing
in
the
community.
You've
missed
nearly
a
month.
G
You've
got
a
gap
in
there
of
nearly
a
month
between
meetings.
Then
you
have
four
weeks
and
something
may
not
be
voted
down
or
voted
in
and
it
just
automatically
becomes
legislated
because
of
the
automatic
nature
of
it.
So
it
would
give
us
the
ability
still
to
bring
up,
discuss,
vote
for
or
vote
down
in
a
more
timely
manner.
The
other
thing
is
is
sometimes
people
have
trouble.
We
all
plan
on
monday
night
residents
have
a
little
bit
different
situation
and
what
they
can't
make
at
one
meeting.
G
They
might
make
it
the
next,
but
schedules
are
not
made
in
the
public
to
fit
our
schedule,
so
they've
got
other
things
going
on,
but
they
they
may
be
able
to
make
one
meeting,
but
not
the
other
meetings
like
that.
Second
and
third
versus
the
second
and
fourth,
so
I
I'm
totally
in
agreement
with
the
concept
of
having
two
meetings
a
month
if
it
didn't
cause
these
problems.
G
I'd
love
to
meet
just
twice
a
month,
but
I
think
it's
going
to
cause
us
more
problems
than
we're
going
to
solve
and
when
you
don't
have
enough
legislation,
just
like
mr
curran
cancel
a
meeting
in
advance.
I
think
we're
all
fine
with
that,
but
if
there's
nothing
we
have
to
do
let's,
let's
do
it
as
kind
of
an
ad
hoc
thing
if
and
make
that
judgment
call
as
you
go,
mr.
C
President,
yes,
we
can
always
have
special
meetings
exactly
it's
not
like.
We
can't
schedule
an
extra
meeting
if
we
need
to
we're
absolutely
able
to
schedule
as
many
special
meetings
as
we
think
something
needs.
What
is
frustrating
is
to
er
and
is
in
in
my
view,
is
bad.
Is
you
don't
have
things
to
do
so?
You
cancel
a
meeting,
we
shouldn't
be
canceling
meetings,
we
should
have
meetings
and
if
we
need
more
meetings,
we
can
schedule
more
meetings
exactly.
D
Mr
president,
yes
I
originally
had
thought
that
I
I
would
be
in
favor
of
this
decreasing
at
the
two
meetings
a
month,
but
I've
listened
to
what
dan
said
there
and
charlotte,
and
I
I
really
feel
that
the
four
meetings
is
more
acceptable.
I
I
believe
that
we
have
more
than
enough
to
discuss
I've
even
not
agreed
with
some
of
the
meetings
that
were
canceled,
because
I
felt
that
there
was
there
were
things
that
we
could
have
been
discussing.
D
I've
got
a
half
a
dozen
in
the
back
of
my
head
right
now
that
I
would
love
to
see
discussed,
but
it's
just
a
sort
of
a
pain
on
this
zoom
to
get
it
all
in,
and
it's
not
as
easy
as
as
when
we're
in
council
chambers.
D
F
F
I
agree
with
joe
you
know.
If
we
need
an
extra
meeting,
we
can
always
schedule
those
meetings.
Biggest
thing
I
see
with
changing
the
two
weeks
is
really
if
we
need
to
get
something
or
legislation
needs
to
be
passed
in
three
weeks
or
whatever
you
give
it.
It's
three
readings,
there's
no
problem,
but
now,
if
it
needs
passed
in
three
weeks,
we're
either
going
to
have
to
waive
readings
or
schedule
additional
meetings.
So
I'm
fine
with
it
either
way.
K
A
And
that's
what
it's
supposed
to
be
doing
is
getting
made
into
being
covered
compliant
and
that
can
be
measured.
You
can
have
what
happened
waiting
to
come
in
and
only
one
at
a
time,
but
this
covered
thing
is
a
horrible
horrible
thing.
I
think
it's
a
lot
worse
than
many
people
even
have
the
perception
of,
but
I
am
darn
tired.
I
clean
that
language
up
of
having
that
being
used
as
an
excuse.
C
A
C
K
B
K
K
H
H
H
H
It
puts
a
scenario
where
a
president
if
he
doesn't
like
who's
on
what
committee-
and
he
sees
something-
that's
I'll-
call
it
a
pet
project
of
his.
He
then
has
the
power
to
switch
the
committees
to
his
liking,
and
I
I
just
I'm
not
accusing
anybody
that
by
any
means
I'm
just
trying
to
protect
council
through
that
that
I
I
would
like
to
see
some
kind
of
vote
of
either
a
rule
committee
or
council
themselves.
That's
my
own
thinking
on
that.
H
K
G
G
Malevolently
is
probably
minimal
with
especially
this
group.
I
don't
know
about
future
councils,
but
I
think
we
have
a
pretty
good
dynamic
with
this
group.
Mr.
D
I
I
I
think
that
we've
all
voted
for
the
president
and-
and
we
always
do
the
council
votes
at
the
beginning
of
each
year
for
the
president
and
that
to
me.
That
gives
me
the
idea
that
I
have
the
confidence
in
that
president
to
conduct
the
council
business
as
he
has
always
conducted
it,
and
it's
always
been
the
council
presidents.
D
If
he
feels
that
the
person
might
not
be
doing
a
good
job
on
that
committee,
or
maybe
he
thinks
that
somebody
just
as
we
had
the
discussion
about
finance
tonight,
I
think
the
reason
why
everybody
everyone
was
in
favor
of
charlotte
being
on
finance,
because
we
know
she's
excellent
at
that
position
and
she
thought
that
it
would
be
good
because
to
have
you
yourself,
mr
president,
and
the
vice
president,
because
you're
associated
with
the
border
control
on
also
on
the
finance
committee.
D
H
Just
for
just
I
just
want
to
clarify
real
quick,
I
wasn't
suggesting
the
president,
not
name
the
committees,
and
nor
was
I
suggesting
this
had
anything
necessarily
to
do
with
this
council.
I
just
know
these
rules
set
forth
will
go
down
for
years
and
years
they're
eligible
to
be
changed
and
they
set
a
precedent.
H
E
Mr
president,
yes,
this
is
justin
just
to
address
mr
towsley's
what
he
raised.
It
sounds
like
we
may
be
moving
on,
but
just
to
let
everybody
know
I
I
took
a
look
at
the
charter
and
the
the
power
to
appoint
committees
is
given
to
the
president.
It
doesn't
say
that
it's
only
at
the
organizational
meeting,
but
to
say
it's
generally
that
the
president
shall
appoint
the
various
ways
to
counsel
I'm
not
sure
you
could
put
a
rule
in
place
that
would
take
that
power
away.
A
A
H
D
C
All
right,
president,
mr
president,
at
this
at
this
time
I
would
move
to
re-adopt
council's
rules
as
they
stand
now
for
2021.
C
C
H
J
D
Thank
you,
mr
president,
before
we
go
on
with
this,
I
have
several
questions
and
just
observances
about
this,
that
I
would
like
to
discuss
and
then
I'm
sure
maybe
somebody
else
will
have
a
few
also.
D
D
D
I
thought
it
was
a
different
okay.
If
you
go
to
the
top
robert,
if
you'll
go
to
the
top
column,
there
of
numbers
that
start
out
with
4604039.
D
I've
looked
those
partials
up
and
in
the
area
you're
discussing
for
the
economic
agreement,
those
numbers
are
are
all
should
be
nines.
I
don't
know
how
they
got
to
be
fours,
but
if
you
look
up
those
numbers
with
the
four
in
them,
they're
all
over
the
city
and
all
over
the
county.
D
Actually
that
four
changes
everything
so,
but
if
you
put
the
nine
in
there,
they
are
the
correct
numbers,
so
those
fours
from
4604039
down
to
46.04031,
including
should
all
be
changed
to
4609,
and
if
you
look
them
up,
you'll
see
what
I'm
talking
about,
but
so
that's
the
first
thing.
D
The
the
new
tif
plan
that
we're
discussing
where
you
said
you'd
have
by
the
end
of
the
month,
maybe
is
that,
is
that
tiff
plan?
Do
you
have
plans
on
the
tif
being
the
exact
same
tif
agreement
for
all
of
these
parcels?
D
Okay,
that's.
That
was
some
other
thing
that
I
was
getting
into
here.
Okay,
so
that's
what
that
was
the
main
thing.
I
I
looked
through
the
parcels
and
I
see
where
they
are
they're
all
west
of,
I
believe,
all
west
of
of
clark,
mill
and
and
south
of
76
and
and
north
of
the
present
cedar
ridge
apart
housing.
Is
that
correct.
J
D
So
then,
all
of
those
on
that
that
whole
district
then
would
encompass
the
two
parcels
or
whatever
it
is
south
of
there
all
the
way
to
the
expressway
and
and
west
of
the
clark
mill
correct.
Yes,
okay
also,
it's
mentioned
funds
from
that
tif
in
that
area
being
used
for
the
barber
road
water
mitigation.
D
J
D
That's
fine!
That's
all!
I'm
asking
also
another
question
that
you
probably
don't
want
to
talk
about
online
and
for
I
understand
the
reasoning,
but
are
there
any
development
plans
at
this
time,
or
is
this
just
to
aid
in
attracting
developers.
J
K
J
D
Yeah,
I
agree,
I
that's
what
I
figured
you
were
getting
at,
was
we've
got
van
hining
run
and
a
couple
other
sources
of
water
up
there.
I
think
that
would
go
down
there
and
it
would
be
an
excellent
place
for
mitigation
at
certain
points
there.
So
I
agree
and
there's
no
problem
there.
The
answer
the
tip
would
be
for
the
entire
project.
D
J
Man
just
clarify
one
thing
sure
please,
this
diff,
this
district
is
not
is
not
the
same
as
the
other
district.
Let's
just
make
sure
we
understand,
there's
no
revenue
sharing
this.
You
know
the
the
schools
get
their
60
or
whatever
that
percentage
is
59
or
whatever,
and
then
we
get
the
remainder
that
41
percent
we're
going
to
use
40.
J
I
know
you
all
discussed
and
you
know
I
think
josh
sent
you
an
email
about
the
sight
lines
right.
We
know
clark,
mill,
roads
and
disrepair,
so
this
will
give
us
a
funding
source
to
help
mitigate
some
of
the
issues
out
there,
including
storm
water,
runoff
and
road
taping,
that
we
will
have
to
do
eventually
and
and
that's
what
this
was.
The
idea
behind
this
was
to
give
us
a
funding
source
for
some
storm
water
improvements
that
we
can
do
out
there
correct.
D
Figured
you
had
in
mind
with,
because
we
had
discussed
that
sight
problem
and-
and
I
was
hoping
that
that
would
be
mitigated
with
this.
Also
that's
and
I
did
sort
of
assume
that
that
there
would
be
no
sharing
of
the
funding,
but
now
this
this
being
including
the
partial
numbers
that
are
included
due
to
the
fact
that
the
the
rest
of
this
project
is
nor
of
say,
I'm
saying
north
of
cedar
ridge.
Wherever
that
stops
at
wouldn't.
Wouldn't
we
be
able
to
include
cedar
ridge.
D
D
D
Yeah,
that's,
okay!
I
I
really
don't
have
I
really
don't
have
any
other
questions
or
anything
that
I'd
like
to
discuss
about
it
other
than
to
suggest
that
we
move
to
our
next
agendas
all
if.
A
Okay,
charlotte
yeah,
I
answer
I
wanted
to
have
some
more
specifics
here
in
this.
I
know
you're
telling
me
right
now.
You
don't
have
a
plan,
but
as
I'm
understanding
it,
the
cedar
ridge
that
is
currently
being
built
is
in
this,
and
will
it
would
be
included
with
the
test
monies
correct.
That's
why
I'm
understanding
that
correctly
and
okay,
then
there's
where
it's
stated:
it's
for
residential
homes
and
commercial
business.
E
E
A
A
A
D
It's
already
r3
is
b3
charlotte
right.
A
K
J
Again,
this
has
nothing
to
do
with
zoning.
The
agreement
is
for
us
to
capture
the
tax
dollars
right
from
the
property,
to
do
the
improvements
that
the
residential
development
is
going
to
create.
It's
actually
going
to
give
us
a
funding
source
for
those
people
who
live
in
that
area
to
get
their
road
repaired.
Some
storm
water
improvements.
K
J
K
J
K
C
F
Mr
gainer
is
your
motion
with
the
changes
to
the
parcel
numbers.
D
Yes,
in
just
a
minute
scott,
let
me
add
something
here
that
I
just
thought
of
that.
I
had
marked
here
and
I
forgot
to
cover
if
I
could
maybe
justin,
if
you,
if
you're
prepared
to,
could
you
under
analysis
and
assessment.
D
There
is
a
statement
and
I
agree
with
it
a
hundred
percent,
but
I'm
not
familiar
enough
with
the
millage
problem
here,
to
explain
it
to
the
public
is
what
I'd
like
to
explain.
It
says.
D
If
you
could
explain,
I
think
you
can
in
detail
maybe
about
how
that
does
not
only
business-wise
relax
the
taxes
on
the
public,
but
how
also
when
there's
houses
built,
how
that
distributes
the
millage,
I
mean
the
taxes
over
a
certain
amount
of
millage.
Do
you
you
understand
what
I'm
asking.
E
E
Have
more
housing
more
more
assessed
value,
which
is
housing
business?
All
the
improvements,
if
you're
raising
a
million
bucks
a
year
and
there's
10
more
houses
that
that
burden
gets
spread
to
the
10
extra
houses
and
everyone
ends
up
paying
less.
That's
the
general
concept,
the
city
taxes.
I
don't
want
to
mislead
people's
city.
Taxes
are
a
voted
rate
so
that
rate's
collected
regardless,
but
it
does,
it
does
from
the
from
the
school
district
and
some
of
the
other
types
of
levies
out
there
it
does.
It
does
help
reduce
those
costs.
Yes,.
D
D
Yes,
okay,
that's
me.
I
just
want
to
go
on
and
scott
yes
back
to
you.
If
I
could
thank
you
justin.
Yes,
I
would
make
a
motion
what'd
you
say,
I'm
sorry.
I
forgot.
K
D
D
D
C
H
C
K
All
right
item
d,
j,
jgb
annexation-
that's
mine,
excuse.
D
Me
wait
a
minute
dennis,
I'm
sorry,
I'm
sorry
did
we
or
did
we
not
make
a
motion
to
move
this
on
to
the
agenda
or
not.
F
A
K
F
K
K
K
You
all
right,
that's
no!
That's
fine!
Item
d,
I
j
j
g
b,
annexation,
that's
mine,
attest.
You
guys
will
see
an
ordinance
to
finalize
the
annexation
of
the
previously
read
parcels.
We
have
60
days
to
accept
this
annexation
to
the
city
robert.
You
have
anything
to
say
about
this.
J
Yeah
we've
already
this
one
three
reads
in
october,
passed
at
the
end
october
was
submitted
to
the
her
past
in
early
october
was
submitted
the
county
it
was
approved
to
the
county
on
november.
I
believe,
third
or
fourth
the
first
week
of
november.
Again
we
had
to
wait
60
days
to
introduce
it
and
the
gentleman
is
waiting
to
start
construction
once
the
annexation
occurs.
So
I
ask
that
we
waive
this
and
move
it
along
as
quickly
as
possible.
A
I
just
have
a
question:
do
we
currently
have
the
certified
transcript
for
the
proceedings
for
this
annexation
on
file
with
the
clerk,
or
is
it
lost
somewhere
in
those
files?
Before.
A
K
J
A
K
Else;
okay,
with
that
I'd
like
to
put
ordinance
2,
20
21
on
next
week's
agenda,
suspending
the
second
and
third
readings
with
emergency
language.
G
A
A
J
When
we
have
60
days,
oh
well,
can't
pass
it
early
in
60
days.
We
have
60
days
left
to
approve
it,
and
if
you
don't
wave,
the
readings
has
nothing
to
do
with
the
emergency
language.
The
waving
of
the
readings
means
it
just
doesn't
have
to
read
three
times.
You
can
pass
an
ordinance
waving
three
readings
without
the
emergency
language.
A
A
F
Can
we
legally
do
that
with
it
being
annexation,
justin.
K
Okay,
I
got
a
motion
there
that
did
someone.
Second,
this.
B
Can
we
do
point
of
order
real
quick
just
yet
should
we?
Why
don't
we
add
the
emergency
and
then
justin
you
look
into
it,
make
sure
that
we
can
do
that
this
way
and
then,
if
you
guys
want
to
suspend
readings,
that's
entirely
up
to
you,
but
we'll
have
the
emergency
in
there.
If
it
can't
be
done
legally,
then
we
just
won't
do
it,
but
let's
put
it
in
there
just
in
case.
K
F
H
A
Okay,
I
just
like
to
point
out
for
the
public
safe
that
this
isn't
something
that
we
did.
The
the
owners
of
this
property
are
actually
wanting
this
done.
So
it's
not
like
that.
We've
made
a
move
on
something.
This
is
something
that
they
were
asking
for
and
needed
so
that
they
can
get
a
water
access.
If
I
recall
correctly,.
A
E
C
Thank
you,
mr
president.
This
is
an
ordinance
allowing
the
administration
to
apply
for
cdbg
grant
funds
for
columbia
woods.
My
understanding
is
that
it
is
to
make
to
put
a
playground
in
that
is:
disability
accessible.
C
The
only
thing
I
point
out
on
the
actual
legislation
that
we
got
is
that
up
in
the
first
step
in
the
whereas
clause
it
talks
about
constructing
the
walking
path
around
columbia
woods.
So
I
think
we
need
to
change
that
if
it
is
indeed
for
the
playground,
which
is
my
understanding,
yes,.
C
Yeah,
so
this
does
have
emergency
language.
It
is
merely
to
authorize
the
administration
to
apply
for
the
grant
funds,
I'm
always
in
favor
of
applying
for
grant
funds
and
getting
what
I
consider
to
be
somebody
else's
money
into
the
city
to
use.
C
So
I
will
make
a
motion
to
add
ordinance,
number
three
2021
to
the
next
agenda
with
emergency
language.
Do
you
want
to
waiver
on
this
robert
or.
J
Having
our
cdbg
meeting
with
the
county
here
by
the
end
of
the
month,
so
why.
C
A
Thank
you.
I
know
I
was
agreeing
I've
caught
that
too,
that
they're
talking
about
a
walkway
and
then
we're
talking
concrete
pad
and
playground
equipment.
So
is
the
walkway
in.
I
thought
we
did
that
already.
I
thought
it
was
just
accessible
to
the
the
playground
itself
or
whatever
it
wasn't
actually
in
what
way.
So,
where
is.
C
J
Yeah,
it
was
the
last
year's
legislation
that
I
missed
that
walking
path,
but
we
are
replacing
the
current
playground
equipment
with
a
concrete
pad
poured
rubber
asphalt.
It's
a
safer
material
for
people
to
one
week.
Wheelchairs
can
access
it.
It
doesn't
have
you
know
the
current
playground
as
it's
constituted
folks
with
disabilities
are
not
able
to
access
it,
so
we
will
remove
the
current
facility
put
in
a
concrete
pad
with
a
poured
rubber
concrete
over
top
and
then
new
playground,
equipment.
C
I
K
J
A
I
F
B
K
All
right
now,
next
item
f,
2021
opcw
grand
application.
Mr
kernan.
C
Thank
you,
mr
president.
This
is
an
or
a
resolution
so
that
the
administration
can
apply
for
opwc
grant
monies
that
would
be
used
for
work
on
eastern
road
down
in
fraser
park
and
down
in
new
park.
I
think
everybody
got
the
list
of
what
specifically
that
would
be,
for,
I
think,
there's
new
park,
water
retention
project,
a
reconstruction
of
eastern
road
from
cleveland
mass
to
state
route,
21
and
then
reconstructing
aina,
shelba
oak
point
and
fraser
drives.
C
That
would
include
road
construction
and
new
storm
sewers
for
those
streets.
Once
again,
we
can
get
grant
funds
to
do
some
of
these
things,
I'm
all
for
that.
This
does
have
emergency
language
in
it.
What
are
we
looking
as
far
as
a
timeline
on
this
one,
mr
power.
J
C
C
No,
no!
That's
all
right.
The
correction
was
made
in
the
the
resolution
it
was
written
in,
but
we'll
get
that
changed
so
at
this
time
I
would
move
to
add
resolution
number
four
2021
to
the
next
agenda
for
first
reading,
including
emergency
language.
C
H
K
Yes,
img
2021
amvat
am
am
at
stgb
application.
Mr
kernan.
C
Thank
you,
mr
president.
This
is
a
piece
there
is
a
resolution
giving
the
administration
permission
to
apply,
for
I
think
it's
federal
grant
funds.
Yes,
it
is
federal
grant
funds
and
these
would
be
used
for
resurfacing,
greenwich,
road
and
the
eastern
road.
I
think
two
sections
of
eastern
road
that
encompass
from
the
dynaline
to
cleveland
maslin,
I
believe,
total.
C
If
I'm
getting
that
right.
So
again,
we
are
looking
to
get
some
money
into
the
city
from
other
sources,
something
that
we
should
always
be
trying
to
do
and
I'll
just
take
a
quick
minute
here
and
just
give
kudos
to
the
administration
for
not
just
so
far
this
year,
because
we're
very
early
in
the
year,
but
for
the
last
couple
years
the
amount
of
money
that
they
have
found
as
far
as
grants
that
we
brought
into
the
city
is
just
amazing
and
you
do
a
fantastic
job
of
that.
C
This
does
have,
I
believe,
emergency
language
in
it
nope
it
does
not
well,
it
does
not
have
emergency
language
does.
Should
it,
mr
fowler,
no
okay,
he's
saying!
No,
so
I
will
move
to
add
resolution

When
we
get
the
grant
funding,
if
and
when
we
get
to
grain
funding,
we're
looking
at
a
very
large
project
that
will
encompass
the
congo
road
bridge,
so
the
idea
is
for
us
to
have
a
large
project
that
new
franklin,
the
county,
the
city
of
norton
and
other
entities
subscribed
to
that
will
encompass
the
the
congo
road
bridge,
and
I
know
mr
tiles
you've
asked
me
several
times
that
will
be
part
of
what
we're
looking
to
encompass
in
this
this
resolution.
J
So
we
have
been
working
on
those
discussions
for
several
months
and
while
I
understand
the
grant
funding
cycle
takes
time,
this
can
go
three
reads
and
you
know
we'll
be
working
with
ms
to
try
to
get
the
the
funding
to
address.
All
of
those
concerns.
C
K
D
On
jack,
thank
you,
mr
president,
robert
you
say
it
includes
kunkel
road
and
we're
applying
for
it
in
july.
You
said.
J
The
project,
the
large-scale
project,
which
will
be
a
multi-uh,
probably
a
million
and
a
half
dollars,
which
is
why
we're
seeking
opwc
money
and
that's
money
and
and
other
funding
sources
we're
applying
for
other
sources.
Our
intention
is
to
include
congo
as
part
of
this
great
big
project.
J
D
Okay-
and
we
would
be
if,
if
and
when
that
grant
is
received,
how
long
do
you
think
it
would
be.
J
Well,
I
would
assume
construction
would
start
next
whenever
the
federal
money
is
released.
J
Well,
that's
I
I
don't
know
when
that
will
be,
it
could
be
early,
but
I
want
to
say
it
probably
won't
happen
till
next
year,
but
it
could
be
earlier.
That's.
D
What
I
was
getting
at,
I
hate
to
be
a
spoke
in
the
wheel,
but
I'm
all
for,
like
you,
said
getting
any
money,
we
can,
as
joe
stated
many
times
getting
any
money
from
any
source
that
doesn't
that
doesn't
come
directly
from
us,
but
I'm
also
in
favor
of
some
some
speedier
action
to
replace
the
congo
road
bridge
than
waiting
until
2022..
D
D
D
C
J
So
while
I
don't
want
council
to
give
the
impression
to
the
public
that
we
have
not
done
anything,
we
have
actually
been
the
only
community.
That's
done
anything
towards
fixing
something
that
was
never
ours.
To
begin
with
was
never
defeated
us
never
given
to
us
it
is.
It
was
turned
over
to
new
franklin
when
the
county
engineer
couldn't,
but
again
we
are
working
towards
a
solution.
This
is
a
solution
that
everyone
has
agreed
they
can
get
behind,
and
this
these
two
funding
sources
do
not.
They
are
not
making.
J
Let's
make
this
clear,
because
maybe
I
apologize
that
it
wasn't
clear.
These
two
grant
requests
have
nothing
to
do
with
congo.
Road,
however,
consciously
I
will
not
do
eastern
road
without
having
some
funding
secured
for
congo
road
at
the
same
time,
because
there's
some
profile
issues
and
other
things
that
mr
thousand
I
haven't
talked
about
many
years
ago.
J
D
If
I
could
again
without
going
into
it
here
on
zoom,
we
have
discussed
another
another
avenue
in
the
past.
It's
been
discussed
and
I
was
under
the
impression
that
we
were
proceeding
in
that
direction
and
I
see
now
that
evidently
we're
not,
but
without
going
into
the
details,
everybody
knows,
I
think
what
I'm
talking
about.
D
We
discussed
a
method
to
to
address
the
congo
road
bridge
and,
and
if
that
has
been
put
to
the
wayside,
fine,
I
I
can't
I
can't
address
why
or
how
or
when,
but
if
our
last
resort
is
to
wait
till
2022
to
replace
that
bridge.
D
I
I
I
just
think
it's
a
terrible
thing
and
I
haven't
said
much
about
the
congo
road
bridge
up
till
now,
but
I
I
think
that
those
people
out
there
franklin
and
our
people-
that's
on
the
other
side
of
the
bridge
and
on
this
side,
have
waited
long
enough
on
that
bridge
and-
and
I
think
that
we
maybe
should
have
addressed
it
as
we
discussed
before
and
and
I
I
just
think
it
should
be
taken
care
of
period
right
and.
C
So
I'm
I'm
what
I'm
wondering
since
we
have
what
looks
to
be
a
funding
source
to
take
care
of
this.
D
D
Okay,
so
that's
what
should
have
been
done
as
far
as
I'm
concerned,
we
should
have
already
done
it
that
should
have
been
done
as
we
discussed
and
everybody
on
this
council
agreed
to
it.
Unless
I'm
wrong,
everybody
agreed
to
follow
that
procedure
and,
as
far
as
I
can
tell
nobody's
done
anything
on
that
and
if
they
have
I'm
sorry,
I
apologize
if
you've
addressed
that
procedure
that
we
discussed,
but
but
I
think
if,
if
it
hasn't
been
addressed,
it
should
be.
K
I
J
A
Yes,
go
on
charlotte.
Thank
you.
As
I
understand
it,
we
have
no
estimate
of
what
these
costs
would
even
be
close
to
be
doing
so,
but
yet
we
have
to
match
the
funds
that
we
would
get
so
do
we
have
am.
I
am
I
making
myself
clear.
That's
what
I'm
understanding
here
that
at
this
time
we
don't
have
an
estimated
cost
for
these
projects,
but
what
we're
going
to
apply
for
grant
money
and
whatever
we
get
we
would
have
to
match
it.
A
A
J
As
we
get
closer,
for
example,
eastern
road
yeah,
we're
looking
at
we're
looking
at
amats
funding,
opwc
funding
contributions
from
other
entities,
tid
money-
there
are
large
pots
of
money,
because
eastern
road
is
the
entrance
corridor
for
our
industrial
development,
as
well
as
a
corridor
for
new
franklin,
barberton
and
other
entities
in
that
area.
So
we're
putting
together
a
large
group-
and
I
understand
what
mr
gainer's
saying
and-
and
I
think
when
we
outline
it
in
the
memo
of
why
we're
proceeding
this
way.
J
Hopefully,
you
can
understand
that
we
think
the
maximum
contribution
now
again,
amats
is
80
20.
right.
J
J
Maximum
20
of
a
2
million
dollar
project
20
is
400
000.,
but
that
doesn't
include
the
contributions
that
other
entities
could
make
to
improve
eastern
road
right,
because
not
all
of
eastern
road
is
in
the
city
of
norton.
I
think
we
should
be
clear
on.
C
J
J
County
half
of
it's
in
well
part
of
it's
in
barberton
parks
in
new
franklin
parts
of
north,
so
we're
not
responsible
for
those
improvements,
so
those
entities
are
going
to
participate
and
just
how
we're
working
through
that.
But
we
believe
there
are
large
pots
of
funding
because
there
are
so
many
entities
that
will
be
participating.
A
I
K
C
F
G
A
Come
on
charlie,
thank
you.
Mr
president.
I've
been
contacted
by
resident
and,
as
we
all
know,
I've
been
having
some
major
computer
problems
here
still
working
on
that
issue
and
over
the
christmas
spell
event
we
had,
it
seems
like
the
golf
course.
People
at
golf
course
drive
people
they
actually
one
of
the
residents
plowed
that
street
with
the
tractor,
and
then
they
said
later,
another
truck
came
down
and
didn't
pla
do
a
better
job
of
it,
but
they're
inquiring
about
what
no.
J
E
It's
private.
As
of
now
it's
a
private
drive,
the
development,
the
property's
not
sold
and
there's
no
development
or
easement
agreement.
There's
nothing
in
place.
A
K
G
Oh
I'd
like
to
know
where
we
are
with
the
property
maintenance,
because
I
brought
it
up
the
past
three
years.
I
feel
like
a
broken
record,
but
this
is
something
mr
bremen.
He
had
wanted
or
needed
to
have
us
address
some
time
ago
and
as
far
as
I
know,
we've
just
gathered
information
over
the
past
three
years,
but
have
done
nothing
as
far
as
I
can
tell.
G
Perhaps
mr
fowler
could
enlighten
us
if
there's
anything,
because
I
mean
the
the
thing
that
most
other
communities
are
are
using
would
be
the
state
standards,
but
we
so
far
have
been
reluctant
to
adopt
any
more
firm
standards.
We
have
a
very
open,
wide
open
code
and
I
think
it
needs
to
be
better
to
find
so.
Mr
bremen
can
do
his
job
so
that
some
of
the
many
complaints
that
we
as
council
people
get
about,
our
neighbors
could
be
resolved
more
easily.
We're
not
out
doing
a
witch
hunt,
we're
not
going
to
go.
G
K
Okay,
could
someone
maybe
email
dan
corrant
with
that
information,
robert.
J
F
G
G
Mr
fowler,
probably
as
the
administrator
will
probably
be
in
the
lit
that
loop,
two
I'm
guessing
as
much
as
as
anyone
when
it
becomes
available
to
the
medical
and
first
responders
and
and
then
eventually
to
those
critical
need
people
each
of
those
are
different
triggers
and
then
to
the
seniors,
and
especially
those
who
have
medical
disabilities
as
simply
as
like
diabetes,
hypertension,
congestive
heart
failure,
asthma,
things
that
qualify,
so
I
would
be
happy
to
keep
in
touch
as
long
as
you
know,
I
just
say
I
can
pass
along
what
information
I
get.
B
Well,
we
do
a
summit
county
summit
county
and
the
the
summit
county,
executive's
office
and
the
health
department,
and
all
me
we
have
a
discussion
similar
to
this
or
via
phone
every
other
week,
so
we
usually
get
all
our
updates
through
through
the
summit
county
health
department,
donna
skoda
and
so
forth.
So
I'm
sure
that
that'll
help
so
between
myself,
mr
fowler
and
mr
currant.
I
think
we
can
we'll
come
up
with
information
as
soon
as
it
is
made
available
to
us.
G
G
I
will
ask
for
the
name
their
date
of
birth,
so
I
can
qualify
them
and
if
there's
any
qualifying
medical
conditions
and
then
their
phone
number,
those
the
only
things
I
really
need,
and
I
am
making
and
maintaining
a
list
if
anyone
wants
to
be
on
it.
Let
me
know.
D
Could
you
could
you
also
announce
dan
if
you
would
please
how
it's
being
paid
for.
G
It's
totally
free
to
the
public.
As
far
as
I
understand,
that's
how
it
was
presented,
the
vaccine
should
cost
no
american
anything
and
there
should
be
an
administration
fee
and
it's
in
two
tiers
in
case.
Anyone
wants
to
know
this.
The
first
tier
is
going
to
be
a
very
low
administration
fee
because
they
want
incentive
for
the
pharmacy,
the
medical
office,
the
hospital
to
do
that.
G
D
D
G
G
G
It
with
unfinished
business-
I
have
one
other
thing.
If
I
could-
and
this
is
maybe
I
don't
know-
new
business
or
unfinished-
but
along
with
the
approvals
that
we
made
last
month
for
the
changes
and
updates
upgrades
of
vehicles
for
the
city,
for
both
safety
and
for
the
service
vehicles
when
those
are
completed,
could
the
safety
and
the
service
committees
please
have
a
new,
updated
list
of
those
vehicles
and
where
they
stand.
Please.
K
That
would
be
a
great
idea:
okay,
all
right
and
any
any
new
business
tonight.
B
Also,
I
probably
just
ought
to
let
you
guys
know
last
night,
during
the
wee
hours
of
this
morning,
I
should
say
the
white
truck
that
we
had
at
the
police
department,
that
was
a
property
of
the
city
of
norton
police
departments
used
from
time
to
time
on
different
things
caught
fire
early
this
morning.
So
my
understanding,
it
was
fully
involved
and
was
extinguished
by
the
fire
department.
So
in
case
you
heard
of
some
excitement
going
on
behind
the
police
department
this
morning.
B
That's
what
it
was
and,
like
I
said
basically
at
this
point,
there
was
as
far
as
additional
damage.
There
was
just
minimal
from
what
I'm
from
what
I'm
being
told,
just
minimal
damage,
because
the
truck
was
parked
outside.
That's
the
the
storage
barn,
it
wasn't
kept
inside
the
barn.
So
anyway,
that's
kind
of
where
we
are
just
so
in
case.
You
here
just
want
to
put
it
out
there.
K
All
right,
thank
you,
you're
welcome
and
is
that
it
for
new
business,
okay,
so
topics
for
next
work
session
will
be
january.
19Th
right
now
is
property
maintenance
codes,
and
that
will
that's
on
a
tuesday
and
our
next
console
meeting
will
be
next
week
on
the
11th.
K
Do
you
have
any
public
comment
carrie?
I.
I
K
K
Hearing
and
do
we
did
you
get
with
kerry?
Has
that
been
in
the
paper.
K
J
The
incentive
district
there's
a
that:
that's
the
tif
district,
the
tifton
center
district.
Okay,
we
just
discussed.
D
B
D
Okay,
I
hope
that's
not
one
of
these
deals
mayor
where
you
all
discuss
it
and
then
bring
it
to
us
and
want
us
to
vote
on
it.
The
next
week.
No.
