Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Looks
like
everyone's
here
are,
we
are,
we
live
on
youtube.
A
We
are
okay,
all
right,
then.
I
now
call
the
regular
council
meeting
order.
It's
seven
o'clock,
monday
january
11th.
Let's
please
stand
for
pledge
allegiance
and
a
moment
of
silent
reflection.
A
Okay,
carrie's
under
the
weather
today
guys
so
I'm
doing
everything
so
I'm
gonna
do
roll
call
joe
kernan
here
scott
pilot
here,
jack
gainer
here
dan
cramp.
E
F
A
Charlotte
whipkey
here
and
dennis
malone,
I'm
here,
okay,
so,
let's
see
here
all
right.
Committee
of
the
whole,
I
want
to
officially
acknowledge
that
we
received
the
budget
report.
A
Oh
whoops,
I'm
sorry!
Let's
go
back
to
communications
of
the
public,
I'm
sorry!
We
got
four
communications
from
the
republic
tonight,
I'm
going
to
read
them
the
first
one's
from
megan
borquin
she's
from
3913
brookside
drive.
A
I
wanted
to
express
some
concerns
with
the
brookside
country.
Club
development
would
like
to
see
these
and
to
be
addressed
in
the
council
meeting
as
a
norton
citizen.
We're
allowed
to
vote
on
these
issues.
How
will
the
city
address
concerns
as
follows:
barton
brickside,
carbo
country
club.
If
the
development
is
to
wreck
over
300
houses
using
the
standard
of
2.3
children
per
home,
how
can
we
accommodate
700
additional
kids
in
our
school
system
b?
A
There
is
talk
of
a
water
tower
being
put
up
to
accommodate
these
homes.
I
live
nearby.
Will
I
be
forced
to
tie
into
water
system
and
paying
assessment
tax,
as
we
are
now
doing
with
the
sewer
c?
What
will
the
traffic
patterns
be
like
in
the
neighborhood,
assuming
at
least
600?
More
cars
on
the
road.
What
will
be
done
here
to
accommodate,
and
how
will
this
affect
my
taxes
d?
A
Are
there
any
options
for
reducing
the
number
of
home
houses
that
go
to
this
property?
Will
norton
citizens
have
the
same
hour
of
vote
e?
Does
council
or
citizens
have
any
other
concerns?
If
so,
what
are
they?
It
is
my
understanding
that
the
council
meetings
are
now
taking
place
resumed.
Is
it
accessible
to
the
norton
citizens?
If
so,
please
advice,
timing
dates.
If
not
are
there
notes
that
can
be
assessed
anywhere?
A
I
appreciate
I
appreciate
you
taking
the
time
to
address
my
concerns
and
questions.
Thank
you
in
advance,
megan,
borquin.
Okay.
We
got
a
second
one
here:
victoria
gough,
3632,
green,
rich
road.
I
like
the
state
that
I
am
in
favor
of
the
brookside
country,
golf
club,
golf
course
project
and
for
a
few
reasons,
number
one.
My
home,
my
home
value,
will
increase
number
two
more
tax
money
for
the
schools
and
number
three.
This
will
provide
an
opportunity
to
hook
up
to
city
water
in
the
future.
Thank
you,
victoria
goff.
A
Our
third
letter
was
sent
to
dan
kurant
and
he
forwarded
it
to
kerry
and
it's
janice
lewis,
3856
green,
rich
road
and
she
said
number
one-
is
the
potential
purchaser
willing
to
provide
photo
types
of
the
housing
and
etc,
and
this
is
for
brookside
again
number
two
is
sewer
and
water
adequate
for
proposal
c
summit,
county
engineer
in
parentheses,
what
is
the
value
of
the
property?
A
That
was
three
four?
What
concerns
are
there
of
high-powered
electrical
lines?
Number
five?
How
might
the
privately
owned
golf
course
drive
be
addressed?
Janice
lewis-
and
we
have
one
more
that
came
through
email.
It
was
from
joe
casey.
I
don't
have
his
address,
but
I'm
sure
the
clerk
has
it.
We've
we've
gotten
letters
from
him
before
members
of
console.
A
I
would
like
to
address
ordinance,
1
2021,
an
ordinance
adopting
an
economic
development
plan
for
the
clark
mill
incentive
district
and
declaring
an
emergency
that
was
offered
by
the
planning
and
economic
development
chairman
mr
gainer,
mr
mr
fowler,
along
with
mr
markey,
explain
the
plan
in
general.
My
questions
are
number
one:
will
this
affect
the
residents
currently
living
within
the
boundaries
of
the
district?
A
A
I
fully
understand
the
reason
why
this
is
declared
emergency,
so
all
of
the
paperwork
that
is
required
to
summit
to
the
account
to
summit
county
in
a
long
process.
I'd
like
to
be
nice
when
the
council
offers
an
ordinance
they
they
or
someone
could
explain
to
the
residents
of
why
it
has
declared
an
emergency
transparency.
A
A
A
A
E
I've
looked
over
this
proposal
pretty
carefully
and
I
think
it's
a
great
idea.
E
There
are
some
questions
I
had,
and
I
discussed
with
sent
these
to
mr
fowler
and
also
discussed
it
with
justin
yesterday,
but
going
section
a
section,
there's
going
to
be
a
in
section,
5a,
article
5a,
who
would
be
norton's
designated
authorized,
official
and
and
the
alternates-
and
I
discussed
this
with
mr
markey
kind
of
our
consensus
was
this
probably
would
be
mr
fowler
would
be
the
designated
authorized
official
and
then
maybe,
mr
hess,
the
service
director
would
be
the
alternate
if
something
was
needed
beyond
that.
E
I'm
thinking,
mayor,
zeta
or
whoever
the
mayor
is
at
whatever
time
in
in
history
would
maybe
be
the
third.
But
that's
that's
what
has
to
be
determined
as
you
go
down
the
path
to
it
after
you've
accepted
this?
Is
you
have
to
set
up
your
own
plan
for
each
city?
Each
municipality
second
was
article
six
vi
control
direct
control
by
a
remote,
responding
member,
not
under
control
by
the
municipality
where
they
are
serving.
E
If
I'm
reading
that
correctly,
mr
markey
supervision
would
be
the
communication
part
of
it
and
the
other
part
is
direct
control,
meaning
they
still
work
for
the
other
municipality,
the
responding
municipality,
the
next
issue,
and
I'm
I'm
not
asking
for
total.
You
know
explanations
right
now:
I'm
just
raising
these
questions
as
I've.
I've
kind
of
sent
a
couple
of
these
to
two
of
you,
so
the
fourth
I'm
sorry,
third
one
is:
will
this
affect
norton's
current
liability
insurance
and
also
vehicle
insurance?
E
Does
that
change
at
all,
or
is
let's
say
a
responding
member
would
be
coming
to
our
our
community
with
their
snowplow.
It
gets
damaged,
and
I
read
you
know
the
the
resolution
on
that.
But
what,
if
there's
damage
done
by
that?
That
plow
is
that
what
the
responding
municipality
is
liable
for,
or
are
we
directly
liable
for
that
or
if
we
send
someone
to
another
area
like
copley?
E
E
I
think
that
what
their
intent
is
that
gist
of
the
purpose
of
this
mou
would
be
unchanged,
but
in
their
I'll
just
say
this
was
one
of
the
worst
documents
I've
seen
come
across
from
any
municipality
as
far
as
the
typographicals
and
the
run-on
sentences
words
that
are
joined,
I
it's
almost
so
bad
that
I'm
thinking
that
it
was
somehow
truncated
when
it
was
transmitted.
E
E
Will
this
affect
any
other,
and
I
think
the
answer
to
this
is
no,
but
will
this
affect
any
other
agreements
that
we
have
of
mutual
aid?
I
think
it's.
These
are
all
mutually
exclusive.
They
stand
alone
on
their
own,
so
other
than
that.
You
know
I
just
kind
of
like
to
know
a
couple
of
those
things.
Some
of
it
like
the
official
and
alternates,
doesn't
have
to
be
determined
right
now,
but
these
are
things
that
we're
going
to
have
to
look
at
down
the
road
other
than
that.
E
I
understand
that
we
want
to
get
this
enacted
as
soon
as
possible.
We
were
in
a
position-
I
guess
this
past
year,
where
we
could
have
used
some
help,
and
it
was
mostly
the
absentees
due
to
covid
and
other
communities
are
dealing
with
the
same
same
issues.
So
I
think
overall
it's
a
good
idea
and
something
we
should
have
in
place.
I
would
be
for
it,
but
mr
fowler,
do
you
have
any
any
of
those
that
you'd
like
to
weigh
in
on
the.
D
Admin
officer
is
the
contracting
officer
for
the
city,
so
he
should
be
the
contact
contracting
agent.
Whoever
is
designated
second,
and
I
don't
know
that
that
has
relevancy
governments
have
immunity
from
lawsuits
were
protected
unless
the
individual
acts
negligently.
D
D
We
had
one
person
that
left
in
august
that
we
have
yet
to
replace
and
another
person
that
was
off
so
we
were
very
short
staffed
and
the
concern
from
the
mayor-
and
I
we're
trying
to
have
enough
people-
should
an
event
happen.
Fortunately
knock
on
wood.
That
has
not
happened.
This
will
give
us
some
redundancy.
D
In
the
case
of
you
know,
we
have
separated
our
crews
into
two
feet
into
two,
so
we
have
two
crews
of
four.
But,
however,
if
we
lost
a
crew
of
four
to
illness,
we'd
only
have
two
people
able
to
plow
and
we
need
four
to
five
on
a
major
snow
event.
24
hours
a
day,
so
this
will
provide
us
the
redundancy
we
need
to
provide
the
citizens
of
service.
I
think
they
expect
during.
F
D
Snow
emergencies
and
then,
lastly,
this
does
not
change
any
other
mutual
aid
agreements,
but
it
does
give
us
flexibility
to
to
draw
from
other
entities
as
well
as
the
count.
E
Okay,
well,
thank
you
appreciate
it.
I
think
it's
a
good
idea.
So
is
there
any?
Are
there
any
other
questions
about
it
or
any
comments.
G
E
H
D
Other
we
have
separated
them
into
two
crews
right
so
we're
in
fours.
Yes,
we
practice
social,
distancing
and
masks
they're
supposed
to
be
wearing
masks.
D
The
one
thing
because
council's
been
very
good
to
the
service
department,
we've
actually
been
to
the
point
where
each
individual
during
the
last
snow
event
had
their
own
vehicle,
and
so
there
was
no.
You
know
there
was
time
down
for
those
visit
vehicles
so
that
they
could
be
cleaned
or
by
the
individual.
G
D
Yes,
and
and
because
we're
so
limited
in
our
staffing,
I
doubt
that
we
would
have
the
ability
to
provide
those
numbers
to
other
agencies.
It's
really
more
for
us,
the
smaller
entity
with
eight
people
who
will
probably
need
the
service
more
than
you
know.
Community
akron
or
barberton
or
kyogre
falls
they're,
probably
not
going
to
need
this
service,
but
we
will,
because
we
don't
have
the
water
and
sewer
personnel
that
we
can
shift
from
those
agencies
to
our
street
department.
G
G
D
I
don't
think
we,
they
would
use
our
equipment,
but
we
would
send
our
personnel
without
equipment
and
they
could
go
there,
because
we
don't
really
have
a
lot
of
equipment
to
load.
We
have
just
enough
to
get
by
for
ourselves,
but.
G
G
I
Yes,
I
just
wanted
to
to
say.
I
know
that
there
was
some
discussion
in
the
last
meeting
that
we
that
we
were
on
via
a
conference
call.
And
that's
when
that
this
issue
was
brought
up,
and
I
know
one
of
the
things
that
that,
if
we're
going
to
move
forward,
they
would
like
just
to
make.
I
Sure
that
that
we
give
a
kind
of
a
summary
sheet
of
what
equipment
we
have
and
whether
there's
transmissions
manual
transmissions,
automatics,
stick
shift
and
so
forth,
so
that
whoever
they
send.
They
want
to
make
sure
that
they're
sending
the
qualified
right
people
into
to
use
the
equipment
that
we
would
have.
G
I
did
have
one
I'm
sorry
do
we
know
who
else
is
is
actually
going
to
be
involved
in
this?
I
know
that
mr
fowler
had
stated
akron
and
barberton,
and
do
we
have
any
idea.
D
I
mean,
I
can
say
I
think
it
was
mayor.
Was
macedonia
palmage?
There
were
several
other
communities
throughout
the
county,
we're
on
a
call
every
other
tuesday,
and
that's
where
this
originated.
The
mayor
macedonian
a
couple
other
mayors
we're
having
a
discussion
about
it.
F
E
If
not,
I
would
like
to
move
ordinance
number
six
2021
to
tonight's
agenda
and
probably
waving
the
second
and
third
readings
and
declaring
an
emergency.
This
is
one
something
I
believe
we
want
to
have
in
place
as
soon
as
possible,
because
bad
weather
is
on
the
horizon.
B
B
B
F
A
A
If
not,
then
the
meetings
are
approved
and
submitted
as
written.
We
have
minutes
of
the
organizational
meeting
of
january
4
2021.
Those
are
been
deferred
for
a
later
time.
We
have
minutes
of
the
committee
work
session
of
january,
4th
2021
those
been
deferred
to
a
later
time.
Okay,
we
have
reports.
D
D
Let's
have
a
couple
quick
items:
the
mayor's
association
has
submitted
a
letter
to
the
governor
requesting
that
the
police
officers
be
considered
first
responders.
Currently,
the
governor's
vaccination
plan
has
police
officers
in
the
second
tier.
D
So
if
anybody
happens
to
see
folks
like
mr
romer
or
any
of
our
state
representatives,
I
ask
that
you
please
speak
on
behalf
of
our
police
officers
to
try
to
get
them
the
opportunity
to
be
vaccinated
number
one.
We
do
not
require
it,
but
it's
it's
the
way.
The
the
way
the
vaccinations
are
working,
the
governor
dictates
who's
available
and
or
who's
eligible
and
our
police
officers
are
are
are
below
teachers
and
elderly
and
our
police
officers
deserve
that
opportunity.
I
feel-
and
I
know
the
mayor
fails
the
same
way.
D
D
I
know
miss
keener
had
a
slight
situation
today,
but
I
think
it
may
be
resolved
by
now.
That's
all.
I
have.
I
D
You're
out
mr
mcglown,
okay,
robert
you
wanna
yeah.
I
know
what
he's
gonna
mention
that
we're
gonna
try
to
have
some
boards
and
commissions
appointments,
but
he
wanted
to,
I
think,
ask
if
anybody
had
some
suggestions
for
boards.
Oh
there
he
is
okay,
mayor.
Are
you
there.
D
I
G
A
D
I
I
J
B
I
Right,
there's
a
there's,
a
cup
there's
a
couple
that
are
not
are
not
looking
to
renew
their
term,
so
we
are
in
looking
for
residents
here
in
the
community
that
may
be
interested
in
becoming
on
the
or
becoming
on
the
boards
and
commissions.
I've
got
two
on
board
of
zoning
appeals,
one
from
ward
one
one
from
ward
three.
We
will
also
put
it
on
the
website.
I
So
if
you
need
any
further
explanation,
you
could
go
to
the
website,
but
if
you're
interested
at
all,
please
send
a
letter
of
interest
to
shannon
zedei
city
of
norton
and
we
will
actually
move
that
forward.
We're
hoping
to
have
a
list
sent
to
city
council
early
in
february,
so
that
by
the
end
of
february
we
can
have
the
appointments
in
place.
A
You,
okay,
we
have
no
public
hearing
tonight.
Mr.
G
D
F
Go
on
sometime
between
now
and
the
end
of
the
meeting
back
to
communications
from
public.
The
the
first
gal
had
asked
that
council
addressed
her
questions.
I
was
wondering
if
we
could
make
a
time,
either
now
or
before
the
end
of
the
meeting,
that
we
could
attempt
to
and
answer
her
questions.
A
Well,
I
think,
while
we're
right
here
with,
is
there
any
way
we
can
answer
them
right
now
or.
D
I'd
be
I'd,
be
happy
to
address.
Well,
I
can't
address
the
school.
I
mean
we've
been
told
that
they
have.
You
know
500,
open
enrollments.
I
think
it's
maybe
a
little
aggressive
to
say
2.3
per
home,
but
again
I'm
not
going
to
try
to
address
the
school
questions.
D
You
all
know
my
feeling
on
water.
The
reason
water
extensions
are
important.
It
provides
fire
protection,
but
also
that
the
residents
have
no
requirement
to
connect
and
that's
why
we've
been
so
aggressive
with
the
water,
so
there'll
be
no
assessment
tax.
Well,
it's
not
a
tax,
it's
an
assessment,
but
there
is
no
assessment
for
the
water
system.
Access.
D
A
D
Again,
it's
a
it's
a
preliminary
site
plan
that
could
change.
D
D
There
is
no
refere
citizen
vote
on
site
plan
right.
D
I
think
council
has
had
many
concerns,
I'm
not
going
to
go
into
the
laundry
list.
I
think
we've
tried
to
address
as
many
of
them
as
we
could
as
an
administration
right.
I
think
a
lot
of
people
have
had
and
expressed
concerns,
and
I
would
recommend
this
this
lady
reviewing
the
past
at
least
six
council
agendas.
Maybe
more
there's
definitely
a
lot
of
letters
to
the
to
the
council
there.
F
A
B
Thank
you,
mr
president,
I'd
like
to
say,
first
of
all
that
I'm
just
tickled
to
death
to
be
the
person
who
introduces
the
first
ordinance
of
2021.
A
Okay
and
since
it's
the
first
reading,
we
didn't
have
to
say
it
was
that
they
were
changed,
correct.
A
I
I
offer
ordinance
2
2
20
21
for
its
first
reading
and
asked
dennis
to
repeat
to
read
it
an
ordinance
accepting
the
petition
for
an
annexation
of
land
by
the
property
owners
in
the
jb
jgb
annex
area,
located
in
chippewa
township
wayne
county
to
the
city
of
norton.
First
reading,
only.
G
G
You're
saying
I
do
believe
it
was
declared,
it
was
added
in
there
as
emergency
language
was
added
at
the
end
in
that
right,
mr
marquis
yeah.
J
There's
the
the
ordinance
in
the
packet
has
emergency
language.
C
C
C
Res
this
ordinance
is
to
apply
for
grant
funding
for
cdbg
grants
to
do
some
work
on
the
playground
down
at
columbia,
woods
to
make
its
special
needs
accessible.
There
is
a
time
period
on
this
that
needs
to
be
in
by
so
with
that
I
would
move
to
wave.
The
second
third
readings.
C
C
A
I
got
a
motion
for
first
and
a
second
I'm
going
to
do
a
roll
call,
joe
kernan.
C
B
B
F
G
C
B
B
B
F
A
C
C
A
C
A
That's
it
that
said
20
on
there,
I'm
sorry
did
I
say
21
on
the
first
last
one
too
you
you
did.
It
was
wrong
on
the
sheet:
okay,
yeah,
okay
and
resolution
authorizing
the
mayor
to
apply
for
federal,
surface
transportation,
block
grant
stbg
resurfacing
funds
program
by
the
akron
metropolitan
area,
transportation,
study
and
amats
to
provide
certain
streets.
C
A
You,
mr
thank
you
joe
ordinance,
number
six
2021
first
reading
mr
krantz.
E
E
And
pursuant
to
our
earlier
discussion,
I
would
like
to
waive
the
second
and
third
readings,
so
this
could
be
enacted
right
away.
So
I
moved
that
we
I'd
waive
the
second
and
third
readings.
C
A
Okay,
I
got.
I
got
a
motion
of
first
and
second
roll
paul
dan
krant.
C
C
B
B
C
A
Got
a
motion
in
a
second
roll
call:
dan
karan.
C
C
A
Scott
pilot,
yes,
jack
gainer,
yes,
paul
towsley,
yes,
charlotte
whipkey,
yes,
dennis
mcglove;
yes,
all
right,
yeah!
That's
it
for
introduction
to
new
legislation.
We
have
introduction
prior
legislation.
We
have
none
public
service
announcement,
mayor.
I
Thank
you.
I
have
no
public
public
service
announcements
this
evening.
A
Okay
for
new
business,
we
are
going
to
have
executive
session,
but
I
canceled
that
earlier
today
for
a
prior
for
a
later
date
this
morning.
That's
the
end
of
our
meeting.
I'd
like
to
yes,
yes,
yes,
go
on.
H
Just
a
quick
question
for
either
well
somebody
in
the
administration.
Are
there
any
plans
at
this
point
in
time
to
have
tax
assistance
available
via
zoom
via
skype,
any
way
possible.
