C
C
All
right
guys
we're
live
so,
let's
I
now
call
the
committee
work
session,
tuesday
february
16th,
7
00
pm.
F
H
I
C
J
Thank
you,
mr
president,
as
you
guys
can
see,
the
mayor
has
appointed,
or
the
planning
commission
has
appointed
john
conklin
as
a
representative,
and
this
just
updates
exhibit
a
of
ordinance
20
20
21.
C
No
you're
you're
included
in
another
ordinance.
J
C
I
J
As
we've
been
discussing
for
the
last
couple
weeks
now
we
have
the
property
maintenance
code.
Did
anybody
have
any
more
questions
or
comments
on
that?
I.
F
Do
have
something
sue,
welsh
and
then
I
think
one
of
our
members
mentioned
before
that
was
that
the
21
property
maintenance
code
is
actually
already
out
there
and
I'm
wondering
if
it
would
be
more
appropriate
for
us
to
be
looking
at
the
most
current
version
rather
than
the
2018.
F
F
C
J
Yeah,
it
calls
out
a
specific
year
on
the
maintenance.
J
Yeah
it's
in
there
and
dan's
correct
2021's
out
there
and
there's
from
what
I
was
seeing
as
well.
I
read
through
both
of
them
really
didn't
see
that
much
difference,
but
we
might
as
well
be
as
current
as
we
can.
D
I
was,
I
was
waiting,
so
the
reason
we
went
for
2018
was
mr
brainman.
Has
a
certification
in
the
2018
and.
D
J
F
Like
a
quick
question,
yes,
it
doesn't
impact
this
really,
but
I
just
for
my
own
information
for
mr
brayman
or
any
of
the
other
employees
of
city
of
norton
when
they
have
something
like
that,
where
they
need
to
go
for
training,
there
may
be
a
cost
involved.
F
D
F
So
then,
with
the
2021
versus
2018
property
maintenance
code,
if
mr
bremen
wanted
to
go
on
and
certify
it,
which
makes
sense
to
me
moving
forward,
if
we
did
adopt
the
new
one,
he
should
be
certified
in
it.
That
would
be
something
we
would
have
to
include,
or
would
that
be
something
that
would
just
be
an
easy
approval.
I
I
would
think
that
things
like
that
are
probably
budgeted
budgeting
time,
underneath
education
and
training
and
things
of
that
nature,
and
so,
if
it
doesn't
fall
within
something,
has
to
go
before
border
control
or
come
before
council,
then
that's
just
something
that's
administratively
decided
upon
and
the
money
is
built
into
the
budget.
I
Thank
you
just
to
kind
of
springboarding
from
that
that
that
kind
of
makes
sense
that
we
don't
set
up
the
legislation
to
automatically
adopt
newer
codes,
because
we
don't
want
to
automatically
be
adopting
something
that
we
may
not
have
yet
had
our
person
trained
for
exactly.
C
A
I
don't
know
if
it'd
have
to
be
in
writing
or
not,
but
something
that
would
update
the
codes
as
our
personnel
are
qualified
to
do
it.
If,
if,
if
the
existing
zoning
inspector
is
not
qualified
for
the
2021
code,
then
I
would
hope
that
he
would
be
asked
to
go
ahead
and
be
qualified
and
once
he
is
qualified,
then
I
would
suggest
that
we
go
back
and
revisit
it
and
update
it
to
the
2021
code
and
and
the
same
thing
in
the
future.
A
If
it
comes
up,
there's
a
lot
of
changes
or
something,
and
he
feels
if
he
feels
that
he
doesn't
have
the
qualifications
he
should
notify.
Mr
fowler
or
this
present
administrator
that
he's
no
longer
qualified
to
handle
that
particular
updated
code.
Then
maybe
he
should
ask
be
asked
to
go
back
as
time
comes
along,
you
know
and
be
updated
every
year
or
every
two
years
or
whatever
the
amount
might
be.
But
yes
absolutely
we.
F
What
would
happen
in
that
instance,
where
there
is
a
void
in
that
position
for
a
period
of
time,
and
some
incident
comes
up,
so
we
always
revert
back
to
the
last
trained
person
and
we
don't
use
the
most
current
property
maintenance
codes
that
doesn't
that
really
doesn't
make
sense
to
me.
I
understand
what
you're
saying
mr
fowler,
but
I'm
kind
of
wondering
if
there's
a
way
around
that
to
make
it
the
most
current.
A
Or
better
or
better
than
the
2018
code,
if
it's
2021,
when
we're
hiring
a
replacement,
hopefully
we're
not
anytime
soon
hiring
a
replacement,
but
if
we
are,
that
replacement
would
be
required
to
be
updated
to
the
present
code.
As
far
as
I'm
concerned,
he
should
be-
and
hopefully
hopefully
we're
not
going
to
go
without
a
replacement
in
that
particular
area
for
a
very
long.
J
All
right
any
other
questions
on
this
any
other
concerns
all
right.
Then
it's
already
on
the
agenda
for
next
week,
so
we'll
leave
it
go
with
that.
C
Okay,
thank
you,
scott
thanks.
I
didn't
see
engineering
services,
mrs
whipkey.
B
B
B
B
Before
I
make
any
motion
on
that,
I
had
a
question
in
our
original
memo.
For
this
ordinance,
it
was
stated
we
were
doing
the
design
to
attract
the
tenant,
and
if
the
project
didn't
move
forward,
we
would
not
install
the
water
line.
That
should
mean
sewer
line
right.
D
D
B
G
A
I
J
Thank
you,
mr
president,
every
five
years,
according
to
our
charter,
we
have
to
put
together
a
charter
review
commission
to
go
through
the
charter,
make
adjustments
just
bringing
up
the
date
and
the
mayor
says,
appointments
and
the
seven
qualified
electors
within
the
city,
and
he
has
proposed
josh
smith,
denise,
mullins,
rick,
dobbins,
ellen
stokes,
josh
isaac,
todd,
bergstrom
and
dave
kennedy.
A
L
It's
the
typo,
but
looking
at
it
now,
it's
john
isaac,
j-o-h-n
and
not
josh.
L
L
Well,
my
understanding,
my
understanding
is
that
in
in
january
of
of
that
of
that
year,
I
need
to
put
seven
seven
elected
seven
members
together
present
it
to
you
guys
and
get
confirmation
here
then
shortly
they
will
start
to
meet
and
it'll
be
one
year
from
the
date
they
start
to
meet
is
is
the
limit
and
then
justin.
You
can
correct
me
if
I'm
wrong
is
the
limit
that
they
can
meet
up
to
one
year.
E
Yeah
yeah
mayor
the
the
goal
would
be
to
ask
the
committee
to
make
recommendations
to
council
by
mid-july,
beginning
of
august,
so
that
if
council
decides
to
accept
recommendations
and
place
on
the
ballot,
it
can
be
on
the
general
election
this
year.
So.
H
E
Begin
meeting
once
once
appointed,
but
the
goal
would
be
to
have
them
finish
up
their
business
mid
july
early
august,
so
that
you
guys
can
make
decisions
on
your
end
and
and
submit.
If
you
want
to.
E
L
Other
than
I'd
just
like
to
thank
the
the
residents
that
that
have
decided
that
they
would
like
to
be
part
of
it
this
year
and
will
help
us
out
going
through
that.
So
I
want
to
thank
them.
J
Yeah
awesome
all
right,
then,
at
this
time
I
make
a
motion
to
move
this
to
council's
next
agenda
and
given
that
we're
kind
of
under
the
the
gun,
already
in
the
middle
of
february,
give
them
some
time
to
meet.
I
would
look
at
waving
some
readings
if
everybody's
comfortable,
with
the
selections,
if
so
I'll,
make
a
motion
to
add
this
to
council's
next
agenda
with
emergency
and
probably
waiving
some
readings
I'll.
I
C
Yes,
all
right,
thank
you.
I
to
me
wood
beam,
purchase
for
stage
that's
mine
attached,
with
an
ordinance
as
to
purchase
some
beams
for
a
stage
on
the
roof
in
columbia,
woods.
This
is
coming
from
the
spectrum,
cable
fees,
it's
gonna
be
what
is
the
purchase
here.
Does
it
say
it?
C
The
purchase
is
twenty
seven
thousand
four
hundred
and
twenty
three
dollars
and
nine
cents,
and
I
guess
the
money
is
budgeting.
The
land
improvement
fund
and
we'd
like
to
get
this
ordered
quickly
to
reduce
our
cost.
C
D
Anything
president
just
had
something:
please
yes,
so
this
is
only
a
portion
of
the
project.
We're
splitting
costs
with
the
kiwanis
club,
we're
buying
the
beams
they
require
about
six
to
eight
weeks
lead
time,
and
the
urgency
is
that
there's
a
price
increase,
we're
going
to
save
10
by
ordering
these
quickly
and
then
they'll
be
shipped
here
towards
the
end
of
march.
C
Then
I
I
moved
to
put
this
on
february
22nd
for
first
reading
wave,
the
second
and
third.
G
C
A
Thank
you,
mr
president.
This
is
the
final
flat
phase,
for
I
mean
the
final
plat
plans
for
phase
one
of
the
brookside
development
and
just
like
to
the
only
thing
that
I
have
is
to
add
what
the
planning
commission's
recommendations
were
when
they
approved
it.
A
Their
recommendations
are,
as
as
stated
approves
application
spr4
2021,
subject
to
the
modification
of
the
phase.
One
final
plat
to
include
a
channelized
right
turn
only
from
higgins,
south
onto
shalhart
road,
thereby
directing
traffic
out
of
phase
one
towards
grand
rich
road.
That
was
the
only
changes
or
suggestions
that
they
had,
and
I
would
suggest
that
we
approve
that
as
soon
as
possible
and
would
make
if
anyone,
if
no
one
else,
has
any
objections
I'll
make
a
motion
to
move
it
to
the
next
agenda.
Please.
B
D
B
Okay
and
then
I
I'd
asked
way
back
when
probably
privately.
I
don't
remember
right
at
the
moment
if
it
was
on
the
council
floor
or
not,
but
what
about
sewer
assessments?
B
E
We'll
get
you
that
information
there's
not
currently
an
assessment
for
the
property
owners
for
that
that
that
would
tie
into
the
sewer
being
put
in
by
the
developer.
So
we'll
we'll
we'll
get
you
that
information
this
week
and
without
so
we're
not
mistaking
anything.
But
that
way.
H
I
I've
got
a
quick
question.
If
I
can,
I
apologize,
I
don't
have
a
map
in
front
of
me,
but
is
higgins
the
only
street
that
runs
all
the
way
through
to
easton
that's
affected
from
shellheart
to
easton
and
and
if
it's
not,
why
is
it
only
higgins
that
we're
doing
the
right
turn
only
and
not
the
other
streets.
G
I
H
D
As
we
see
how
traffic
flows,
we
may
want
to
divert
more
traffic
down
shell
heart
and
there
may
be
some
other
implementation
or
some
things
we
implement
to
try
to
mitigate
some
of
that
traffic.
As
we
proceed.
E
This
is
justin
just
want
to
mention
just
so
council's
aware,
under
the
codified
ordinances
council's
30
days
to
approve
or
object
to
the
to
the
plat.
So
I
just
want
to
make
sure
you,
under
from
the
date
that
the
motion
was
certified
to
you,
so
the
next
so
last
wednesday
came
in
so
it's
30
days
from
that
date.
Just
so
you
understand
your
timeline
for
action
and.
E
E
And
just
just
to
be
clear:
if
you,
if
it
goes
longer
in
30
days,
it's
deemed
approved
right,
it's
considered
approved,
so
I
don't
want
council
to
feel
like
they
got.
You
know
blindsided
on
that,
so
I
want
just
make
sure
you
understand
if
you're
going
to
object,
that's
your
timeline.
C
F
J
Thank
you,
mr
president.
This
is
adding
section
242.15
to
the
codified
ordinance
and
it
specifically
calls
out
separately
the
fire
chief
and
assistant
fire
chief
for
their
uniform
allowances,
so
that
they
can
continue
to
pay
that
just
calls
them
out
separately.
So
that
way
we
account
for
it
any
questions.
J
I
Thank
you,
mr
president,
this
is
begins
on
page
34
in
your
packet.
This
is
just
to
purchase
a
new
tractor
and
boom
mower.
I
know
that
there
were
three
bids
that
came
in.
I
believe
this
was
the
lowest
and
best
bid.
This
is
something
that
is
has
been
budgeted
out
of
the
service
budget.
It
was
budgeted
this
year,
that's
where
the
funds
will
be
coming
from
any
questions.
B
D
D
B
J
D
K
K
D
We
have
had
I
mean
I,
this
may
be
a
good
opportunity
for
me
to
explain.
We
are
looking
for
a
mechanic.
I've
been
looking
for
one
since
last
july,
so
if
anybody
knows
a
good
mechanic,
we've
been
looking
for
one,
but
our
boomer
had
reached
its
useful
life.
It's
it's
like
an
auger
kind
of
arm
because
we
pretty
much
use
it
regularly
in
the
summer
and
it
is
no
longer
able
to
be
repaired
to
work
efficiently.
According
to
mr
s,
okay,.
C
B
C
Okay,
I
got
a
roll
call,
it
roll
call,
carry.
We
got
a
motion
in
a
second.
C
Thank
you
item.
I
tiff
pettit
eastern
road,
mr
gainer.
A
Thank
you,
mr
president.
This
is
for
the
tiff
for
the
eastern
road
project
for
pettit.
It's
ordinance,
32
2021..
It's
really
already
been
discussed
and
everything.
So
if
anyone
has
any
questions,
I'm
sure
mr
fowler
has
all
the
answers.
I
So
this
is
just
the
tip
for
the
the
new
the
new
facility
that
they'll
be
building
out
on
eastern
road.
Exactly.
B
D
D
The
cra
will
give
it
a
tax
abatement
of
50
and
then
we'll
capture
part
a
portion
of
the
remaining
50
percent
that
doesn't
go
to
the
schools
which
I
believe
to
be
20,
we'll
be
able
to
collect
the
tiff
for
30
years
at
40
after
the
15th
year,
and
we
will
use
that
money
to
improve
eastern
road,
which
I
know
you
all
have
been
asking
about.
D
No
actually
we'll
collect
20
percent
starting
well
starting
next
year,
we'll
get
20
that'll
be
enough
to
cover
eastern
portion.
I
mean
we
anticipate
we
anticipating
receiving
extensive
grant
funding
to
accomplish
that
test.
I
was
going
to
say.
I
A
C
A
J
A
A
C
Thank
you
fred.
This
is
the
same.
A
D
A
C
A
C
Thank
you
item
k,
cra
eastern
road,
mr
gainer.
A
Thank
you,
mr
president.
This
is
the
same
one
on
eastern
road
on
this
for
the
cra
agreement
on
it.
I
I
have
no,
mr
fowler
just
covered
that
with
mr
pilot,
I
believe,
asked
some
questions
or
paul
or
somebody,
and
he
covered
the
15-year
and
the
30-year
deal
and
everything
so
far.
I'm
concerned
that
I'd
like
to
make
that
also
a
motion
to
move
forward.
B
C
Thank
you
all
right
topics
for
next
work
session
monday
march
1st
got
anything
going
robert
anything.
D
B
B
B
Basically,
the
residents
will
have
to
take
the
property
owner
to
court.
If
he's
not
fulfilling
what
it
is
that
he's
agreed
to
do
so.
Maybe
there
you
can
get
some
satisfaction,
safety
and
justice
if
the
owner
does
not
want
to
be
a
good
steward
of
the
of
his
new
property
and
meet
his
agree
agreements
with
you,
sorry
folks,
city
can't
do
it
till
2022.
A
I'd
like
I'd
like
to
just
add,
I
drove
that
streak
this
morning.
It
has
been
plowed,
but
it's
it's
not
the
greatest
job
of
plowing.
I
don't
know
exactly
who
done
it.
A
Well,
I
was
told
that
the
contractor
did
plow
it
once
and
but
we've
had
so
many
different
snows
here
and
different
time
periods
in
between
them.
So
I'm
not
gonna
argue
about
it.
I
don't
know
who
did
it,
but
it
was
plowed
and
I
drove
all
the
way
up
and
into
the
into
the
old
country
club
area
I
was
able
to
drive
around
in
my
toyota
rav4.
K
A
Than
it
was
with
the
potholes
in
it,
so
I
thought
it
was
pretty
good
actually,
but
one
section
of
it
looked
like.
Maybe
the
residents
that
lived
in
that
section
had
plowed
it
even
better
than
the
rest
of
the
road,
because
it
was
hardly
any
snow
at
all
on
about
a
block
to
full
block
there,
so
it
is
being
plowed
and
I'm
told
that
it's
going.
A
Hopefully,
the
contractor
is
going
to
have
somebody
plowing
that
once
there
were
snow
event
or
something,
and
while
we're
on
that
subject,
mr
kurant,
your
discussion
with
me
about
the
sidewalk
just
I
don't
want
to
go
into
the
whole
thing,
but
if
you
notice
that
it
was
not
plowed
today
as
as
promised,
but
to
you
from
someone
else.
So
if
you
want
to
follow
up
on
that,
fine,
if
not
fine,
I
just
want
to
let
you
know.
You
know
that
it
was
not
plowed.
A
F
We're
talking
about
the
area
in
front
of
the
columbia,
woods
plaza,
which
is
albrecht's
property
and
their
comment
was
they
never
did,
and
but
we
had
a
complaint
that
jack
had
gotten
from
one
of
the
residents
that
ours
and
also
in
front
of
the
funeral
bunker
funeral
home,
wasn't
plowed
or
shoveled,
making
it
a
hazard.
F
I
mean
if
it's
you
know,
have
a
heavy
snow,
I'm
kind
of
thinking
that
that
going
down
a
hill
like
that
it
would
be
smarter
to
be
in
a
car
than
to
try
to
walk
it.
But-
and
this
is
an
elderly
gentleman
that
filed
the
complaint,
so
I
passed
it
along
to
the
property
owners
and
the
the
deal
is
they
will
they
will
shovel
or
plow
it
per
incident
for
the
albrecht
property,
and
then
they
of
course
charge
the
residents
the
tenants
of
each
property
for
each
time
they
shovel
or
plow,
which
is
standard.
F
We've
never
had
this
conversation.
I
was
really
unaware
that
they
never
shoveled
or
pro
plowed
it.
But
this
opened
an
interesting
discussion
and
well
I'll
have
more
to
say
about
that
in
about
two
weeks.
Okay,.
A
And
thank
you,
mr
grant,
and
if
I
could
mayor
or
robert,
we
we
meaning
the
city
do
own
a
piece
of
property
there,
where
the
old
fire
station
used
to
be
and
and
that
sidewalk
there
has
not.
It
was
not
plowed
either
so
we're
you
know.
I
I
understand
I
I
don't
want
you
know.
I
understand
all
the
reasons
and
everything,
but
I'm
just
saying
we're.
A
Asking
and
dan
was
asking
mr
albrecht
to
plow
his
portion
and
I'm
sure
that
it's
got
back
to
the
funeral
home
that
we're
asking
them
to
plow
theirs
because
of
the
fact
that
there
are
some
elderly
people
coming
out
of
those
apartments
and
some
of
them
even
in
wheel,
powered
wheelchairs,
and
if
those
sidewalk
areas
were
plowed
it'd
make
it
a
lot
simpler
to
them
to
get
into
the
plaza.
A
But
after
that
I
don't
know
how
they'd
get
around
anyway,
but
I
I
don't
know
if
we
have
plans
to
plow
that
little
section
of
sidewalk
in
front
of
the
old
fire
station
or
not,
but
I
would
suggest
that
maybe
we
should.
I
that's
up
to
you
guys.
I
don't
know
what
we've
done
in
the
past.
D
We
can't
normally
we
maintain
it
I'll
make
sure
that
we
I
mean
just
so
council's
aware.
We
actually
I'm
kind
of
bringing
it
up
to
speed.
We've
been
very
short
staffed.
We
actually
called
the
county.
D
I
called
the
county
mayor
and,
I
think,
was
saturday
called
the
county
and
asked
them
for
supplemental
manpower
personnel,
because
we
knew
the
storm
was
coming.
D
They
tried
sending
us
two
one
of
the
persons
they
sent
us
was
not
available
during
the
event,
so
we
actually
ran
really
short
of
personnel.
This
week,
I
will
say
that
our
service
guys
did
an
incredible
job
with
what
we
had,
but
they
worked
16
hours
to
try
to
accomplish
what
we
could
when
normally
we
don't
want
them
working
over
12..
D
So
some
of
those
normal
occurrences
sidewalks,
even
even
the
sidewalks
at
city
hall,
the
community
center,
were,
were
left
in
worse
condition
than
we
normally
would.
But
that
was
just
because
the
current
situation-
we
have
some
vacancies
guys
on
vacation
things
of
that
nature,
but
we,
I
will
make
sure
that
now
that
the
roads
are
somewhat
clear,
then
our
focus
won't
be
on
plowing
that
we'll
get
them
out
tomorrow
to
take
care
of
that.
D
A
Just
to
make
a
remark
there
that
it
looked
to
me
like
robert,
that
the
sidewalk
I'm
talking
about
had
been
plowed
by
our
people,
not
this
snow
but
the
one
before.
Maybe
because
you
could
see
it,
it
had
not
accumulated
as
much
as
the
rest
of
the
sidewalk.
So
I
thought
maybe
we
had
already
done
it
once
and
then,
of
course
the
snows
came
that
we've
had
in
the
last
couple
of
days,
and
so
it
accumulated
more.
A
But
I
think
everybody
understands
that
we're
all
short-handed
and
and
matter
of
fact
I
was
going
to
call
larry
today
and
tell
him
how
how
good
a
job
I
thought
he
did
under
the
circumstances,
because
every
road
I've
been
on.
A
B
Absolutely
I
believe
our
service
department
does
one
heck
of
a
good
job,
considering
how
many
people
we
have
and
hours
that
they
have
to
put
in,
and
I'd
just
like
to
clarify
mr
gainer.
B
At
the
last
snow
event,
the
residents
once
again
were
the
first
ones
that
plowed
golf
course
drive
and
then,
after
they
had
done
a
day
or
so
later,
a
dump
truck
come
down
that
it
was
even
on
some
of
those
ringers
that
you
put
on
your
doorbells
doorbell
ringers
that
they
did
not
recognize
the
plow,
but
so
far
it's
been
the
residents
that
have
mostly
been
clearing
their
own
street
and
that's
been
in.
After
effect.
