A
E
C
C
We
have
all
seven
yeah,
okay,
you
guys
ready
all
right.
I
now
call
the
norton
city
council
committee
work
session
to
order
it's
tuesday
january
19th,
2021
at
7
00
pm,
please
rise
for
the
pledge
of
allegiance
and
the
moment
of
silence,
reflection.
D
A
B
H
H
F
G
C
C
5709.402
just
a
note
for
the
record:
we
have
no
written
correspondence
that
have
been
received
by
the
city
from
any
property
owner
within
the
proposed
district.
C
Prior
to
this
hearing,
pursuant
of
to
5709.40
c2
b,
this
hearing
is
being
held
to
afford
the
same
property
owners
the
opportunity
to
respond
that
conclude
in
the
in
conclusion
of
their
properties
within
the
district
robert
fowler.
Would
you
like
to
speak
on
behalf
of
the
administration
on
the
proposed
district?
Yes,.
F
F
It
actually
does
not
change
your
tax
structure.
The
only
thing
it
does.
I
think
you
all
know
how
tips
work,
but
for
people
that
have
not
had
their
properties
included,
they
still
pay
their
taxes
as
if
they
normally
would
to
the
county.
F
F
It
impacts
them
because
it
gives
us
a
special
pot
of
money
to
improve
that
area,
because
the
prop
the
improvements
that
we
do
have
to
affect
the
properties
in
that
area
and
like
repaving
clark
mill
road,
just
various
activities
that
we
might
undertake
that
could
improve
that
area.
So
I
just
want
to
make
sure
everybody
understood.
I
know
that
someone
had
emailed
questions,
but
it
doesn't
change
your
property
tax.
It
doesn't
increase
your
property
tax.
It
just
allows
the
city
to
collect
it
and
then
distribute
the
school's
portion
to
them.
A
If
I
could
robert
could
ask
you
a
question,
I
understand
it
does
not
increase
taxes,
as
you
said,
but
if
we
were
to
go
in
there
and
do
the
roads
and
then
say
for
an
example
we
put
in
curbs
and
sewers
past
the
residential
properties,
would
they
have
any
assessments
or
would
our
tif
funds
pay
for
all
of
that.
F
What
I
would
recommend,
if
I'm
still
here,
you
know
how
long
that
will
be?
Who
knows
that
we
would
use
that
money
for
any
grant
application
matching
funds
and
anything
we
would
do.
We
would
use
that
money
to
to
help
offset
any
obligation
to
the
that
would
normally
be
passed
off
the
property
owner.
I
think
council's
made
it
clear
that
the
you
know
their
goal
is
to
help
the
property
owners
with
the
with
the
funds
that
we
collect,
and
I
think
this
is
a
way
to
do
that.
D
I
have
a
question:
yes
go
on,
okay,
I'd
ask
last
week
about
this:
the
incentive
district
and
looking
at
the
ordinance
one.
It
says
that
the
properties
in
there
are
currently
zoned,
r3
and
b3,
so
I'm
taking
it
they're
all
r3
and
b3.
Within
this
district.
Now.
F
F
C
Anyone
else,
okay,
is
there
anyone
who
wants
to
speak
for
or
against
the
proposed
district
robert
did
we
have
anyone,
that's
in
waiting
to
talk
or
no
no,
we
did
not.
Okay,
I
I
would
normally
say
give
your
name
and
an
address
to
the
clerk.
We
don't
have
anybody
so
for
a
second
time,
is
there
anyone
who
wishes
to
speak
for
or
against
the
proposed
district
for
a
third
and
final
time?
Is
there
anyone
to
wish
to
speak
for
or
against
the
proposed
district?
D
F
So
this
is
actually
the
tiff
part
of
the
tiff,
the
tax
increment
financing
that
that
is,
I
think,
on
the
agenda
for
tonight.
It'll
be
it'll,
be
the
like
one
of
the
actually
pulling
up
my
agenda
right
now
has
to
do
with
the
establishment
of
the
district
because
you're,
including
property
owners.
You
have
to
give
a
hearing
and
that's
what
we
that's.
What
we're
before
we
pass
the
tif
ordinance
we
have
to
give
a
hearing,
and
so.
D
D
D
C
F
F
You're
right
there's
several
different
parcels,
they're
all
individually,
zoned
r3
and
one
specific
parcel
is
already
b3.
So
it's
not.
I
understand
that
you
I
understand
where
you
can
can
be
a
little.
You
know
where,
where
the
meud
is
one
parcel,
and
this
is
like
well,
I
think
there
was
a
thing.
Mr
gainer
said
there
were
60
number
of
60
or
plus.
So
in
order
for
it
to
be
a
mud,
we'd
have
to
individually
re-zone
every
parcel.
F
Or
whatever
it
is,
and
the
parcel
itself
would
have
to
be
10
acres.
I
believe
that's
the
minimum
we
put
on
it.
We
said
we
wouldn't
do
anything
in
a
mixed
use
under
10
acres.
Now
I'd
have
to
revisit
that,
but
I
thought
that
was
the
minimum
size
lot,
that
we
even
agreed
that
could
do
that,
but
I'll
go
back
and
check
and
make
sure.
But
that's
why
this
is
different
than
than
the
than
the
mixed.
D
D
D
C
H
Yes,
thank
you
simply.
This
began
back
around
2009
and
it
was
a
former
mayor
that
had
begun
this
and
I
chaired
it
for
five
years
and
then
turned
the
reins
over
to
nick
reinfeld,
and
I
remained
treasurer
in
the
course
of
the
things
we
did
over
those
five
years.
We
generated
some
monies
which
were
all
donations
and
that
totaled
I
tried
to
send
this
to
kerry,
but
she
evidently
couldn't
open
the
word
document,
so
I
sent
it
just
a
little
bit
ago.
Carrie.
H
And
paste,
but
we
have
two
thousand
five
hundred
and
two
dollars
and
fifty
two
cents,
which
is
not
city
money.
It
was
just
simply
for
the
task
force
to
do
mailings
and
programs.
H
I
talked
to
nick
reinfeld,
the
chairman
and
I
talked
to
mayor
zeta,
and
we
concluded
that
we
could
close
it.
I
went
through
our
bank
and
our
accountant,
so
officially
you'll
see
a
letter
come
out
that
will
close
the
bank
account
and
the
money
will
be
donated
to
the
norton
kiwanis
stage
fund,
which
will
benefit
our
entire
community.
H
So
I
just
wanted
everyone
to
know.
There
was
money
we
closed
it
where
it
went
and
that
everybody
that
was
involved
in
the
envy
tdf
that
they
understood
that
everything
was
above
board
and
where
the
money
went.
So
that's
really
all
I
wanted
to
say
and
thank
you
for
all
of
you
that
participated
in
all
those
meetings
years
ago.
H
H
A
H
Was
designed
to
to
help
bring
business
to
norton,
and
it
was
also
designed-
and
this
is
what
what
evolved
was
to
help
businesses
that
were
already
functioning
in
norton
with
advice.
Several
of
our
members
went
out
and
worked
with
other
owners
to
help
them
through
difficult
things
that
they'd
never
dealt
with
before.
H
This
was
designed
because
there
were
no
business
owners
or
managers
on
city
council
at
the
time,
and
because
of
that,
we
felt
this
was
a
lacking.
There
was
not
a
good,
strong
business
sense
in
our
city.
Everyone
knew
business
was
important,
but
they'd
really
not
run
one.
So
that
was
the
reason
that
we
were
created
in
the
first
place.
H
C
Else
on
dan
all
right!
Thank
you
dan
again
and
we're
gonna
go
to
item
a
council
appointments
of
two
members
of
the
volunteer
firefighters,
defendant
board.
Mr
pilot.
E
A
C
Okay,
let's
we'll
take
a
vote
scott
and
dennis
mcgowan
on
the
volunteer,
firefighters
dependent
board.
A
E
D
Okay,
let
me
see
where
I'm
at
here.
C
D
Okay,
oh
dotted
approached
us
quite
a
while
back
that
they
would
like
to
have
a
water
line
put
down
to
their
business.
Now,
please
chime
in
mr
power
any
time.
I
believe
that
the
property
that
they're
desiring
to
get
water
on
is
on
the
north
side
of
wildsworth
road.
D
F
Yes,
so
the
agreement
is
number
one,
then
we
also
want
to
tie
any
crossings
to
21,
which
any
other
crossings
is
76,
that
we
might
have
where
there's
no
fee,
but
essentially
that's
what
we'll
do
we
would
they'll
paying
for
the
engineering
which
you
have
that
contract
coming
up.
F
They'll
pay
for
the
engineering
and
the
running
of
a
portion
of
the
line.
Odot
cannot
pay
for
the
full
cost
of
running
the
line,
which
is
why
it's
only
a
portion,
but
this
is
what
we
felt
was
acceptable
for
us
to
bring
forward
at
this
time.
E
I
have
a
question
probably
for
you,
mr
flower.
A
16-inch
line
will
that
serve
our
needs
down
the
road.
F
Yes,
and
that's
that
was
odot's
issue-
they
didn't
want
to
pay
for
a
16
inch
line
when
all
they
needed
was
a
three
inch,
the
four
inch
line.
So
we
agreed
to
pay
the
difference.
F
We
discussed
the
city
building
out
of
three
inch
line
and
then
bidding
out
of
16
at
the
same
time,
and
they
would
pay
the
difference
and
that
just
this
was
the
compromise
that
we
came
to.
They
would
pay
for
the
engineering
and
we
and
running
a
portion
of
the
line
over
there.
F
E
A
And
if
I
could,
mr
president,
yes
go
on
jeff
that
16
16-inch
line
robert
also,
if
I'm
not
mistaken,
would
be
very
adequate
to
serve
up
to
261
if
necessary
and
the
property.
That's
on
the
other
side
of
261.
That
could
very
well
be
developed
if
they
had
water
and
sewage,
especially-
and
there
are
some
other
businesses
in
the
area
that
I'm
sure
would
benefit
from
this.
F
Yes,
you're
correct.
The
only
issue
we
may
have
is
how
much
water
we
could
pull,
but
we're
going
to
have
to
put
some
redundancy
in
in
the
future
anyway
and
that'll
help
cover
that
issue.
D
Nobody
else
has
any
any
other
things,
questions
or
audience.
My
motion
to
add
this
ordinance
to
council's
next
agenda.
A
A
H
G
Thank
you,
mr
president.
This
is
an
ordinance
for
the
engineering
to
extend
the
water
line
from
the
corner
of
shell
heart
up
to
76.
I
think
this
ties
in
with
what
we
were
just
talking
about,
and
so
it
would
be
with
professional
or
for
engineering
associates
incorporated
to
do
the
design
for
that
water
line.
I
don't
know,
mr
powell,
do
you
have
anything
else
on
that.
F
G
And
the
amount
of
this
contract
is
not
to
exceed
forty
two
thousand
dollars.
Mr
fowler,
is
this
something
that
we
can
let
go
a
couple
readings
or
do
we
need
to
ask
you
can
go
yes?
Okay,.
G
Language:
okay:
if
not,
then
I
will
move
to
add
item
c
to
the
next
regular
agenda
for
first
reading.
B
C
G
This
is
to
provide
engineering
services
for
the
project,
an
amount
not
to
exceed
fifty
seven
thousand
six
hundred
dollars
again
with
engineering
associates
incorporated.
Mr
fowler
is
anything
else
on
that.
The.
F
G
It
makes
it
easier
on
them
to
follow
things
up,
yeah
anything
else,
any
other
questions
from
anyone
or
comments
all
right
hearing
none.
Then
I
will
move
to
add
item
d
to
council's
next
regular
agenda
for
first
reading,
and
this
can
go
three
readings.
Mr
fowler,
all
right
and
again,
this
one
also
contains
emergency
language.
D
C
I
got
a
motion
in
a
second
roll
call,
carrie.
C
Yes,
okay:
item
e
contract
for
2021
street
resurfacing
construction
observation.
Mr
current.
G
Thank
you,
mr
president.
This
is
an
agreement
to
enter
into
gdp
a
contract
with
gdp
oversee
the
the
repaving
program
this
year.
We've
got
that
coming
up
a
little
bit
later
on
in
the
agenda,
but
this
is
the
money
that
we're
spending
just
so
we
have
some
engineers
who
have
eyes
on
the
on
the
project,
making
sure
everybody's
doing
what
they're
supposed
to
be
doing
and
we're
getting
our
money's
worth
anything.
To
add
to
that,
mr
fowler,
mr
fowler.
F
F
Mr
president,
I
spoke
to
the
engineer
today:
they're
expecting
it
to
be
in
april,
so
it
can
go
three
reads
and
as
long
as
we
pass
it
in,
I
think
that
will
pass
at
the
end
of
february,
but
my
account
if
I'm
wrong,
it's
okay
and
then
it'll
be
in
fact
in
march,
so
we'd
be
okay.
It's
okay
to
go
through
reads
great.
G
Okay,
I
move
to
add
item
e
to
council's
next
agenda
for
first
reading.
D
G
Thank
you,
mr
president.
This
is
an
ordinance
to
accept
the
bid
of
is
it
barbica
barbies,
okay,
barbica's
construction
company
in
amount
not
to
exceed
11
1.1
million
dollars
for
the
2021
street
resurfacing
program
declaring
an
emergency.
I
assume
we
want
the
emergency
declared,
so
we
can
get
this
running
and
get
them
get
on
their
list
for
as
soon.
G
I
think
that
there
was
a
list
on
page
73
of
your
packet
shows
the
list.
There's
the
initial
list,
starting
with
heritage
parkway,
I'm
just
going
to
run
through
those.
G
You
know:
it's
it's
heritage,
parkway
rush
road
duck
road
sandy
lane,
sioux
lane
inis
drive
from
sandy
lane
to
sulain
wilbanks
alden,
brook
lawn
shellheart,
road
from
easton
to
cleveland,
maslin,
cranwood
circle,
glenbrook,
drive,
watkins,
road,
mamie
street
berg,
street
and
driftwood,
and
that's
the
initial
bid
and
then
the
following
roads
are
included
in
the
alternate
bid:
richland
woodlawn,
parkwood,
milford,
dale,
frontage
drive
west
julian
avenue,
brogle
road,
waldern
road
and
what's
for
dave's
drive?
F
Yeah,
so
I
wanted
to
explain
you:
we
got
a
really
good
bid
on
the
paving.
You
know
our
initial
estimate
said
it
was
like
1.3
the
benefit
we
have,
that
barbicus
is
doing
the
roster
road
project.
So
we
are.
We
got
a
good
economy
of
scale
there
with
them
doing
that
project.
I
wanted
to
say
that
four
dave's
drive
is
part
of
a
water
project,
the
the
2000.
F
I
think
we
call
it
the
2020
waterline
project,
part
of
the
easement
agreement
that
we
signed
with
the
folks
there.
We
would
repave
that
that
drive.
So
that's
in
that
those
funds
will
not
come
out
of
the
general
fund,
so
we
will
have
a
little
bit
extra
money
that
we
can
do
those
streets
that
that
alternate
bid.
We
bid
the
alternates
so
that
if
we
get
a
good
price
and
we
have
the
money,
we
can
do
it.
F
G
I
mean
honestly
that
looks
like
a
really
good
program
this
year.
That's
a
hell
of
a
lot
better
than
I
expected
honestly,
mr
fowler
go
ahead.
F
Yeah,
I
got
one
more
comment
too,
and
I
know
that
some
of
the
residents
over
on
in
the
brentwood
allotment
we
had
applied
for
some
grant
money
in
talking
to
josh
schlegel.
We
should
know
in
march
april
if
those
folks
are
getting
grant
money
and
if
they,
if
the
grant
money
is
not
received
for
those
streets,
then
we
are
going
to
if
we
have
any
extra
money
which
hopefully
we
have
a
little
bit
of.
We
should
have
some
money
left
over
that
we
can
finish
the
street
from
cleveland
massachusetts.
G
Yeah
and-
and
I
wanted
to-
I
believe
this
is
the
case-
the
the
roads
in
brentwood
that
were
listed
in
in
that
road
program.
G
F
I
I
I'd
like
to
make
a
comment
if
I
can
real
quick
yeah,
I
just
want
to
point
out
that
during
budget
talks,
mr
mcglone
correctly
pointed
out
that
their
budget
was
a
little
lower
on
roads
and
administrations
said
that
they
would
work
on
it,
and
I
just
want
to
commend
the
administration
for
coming
up
with
1.1
million
dollars.
I
G
A
A
G
Just
so
that
the
the
public
knows
that
first
grouping
that
I
listed
off
the
base
bid
was
around
768
000
for
that
first
grouping
and
for
that
second
grouping
base
bid
was
around
275,
and
that
brings
us
to
about
1
million
42
000,
which
is
why
we
have
the
do
not
exceed
not
to
exceed
1.1.
G
G
Job
any
anyone
else
all
right.
If
not,
then
I
will
move
to
add
item
f
to
no
item
e
yeah
item
e
to
the
next
agenda
for
its
first
reading.
No,
I
think
that's.
C
Item
f,
joe
yeah.
G
Yeah
yeah,
it
was
item
f.
I'm
sorry.
I
moved
to
add
item
f
to
the
next
agenda
for
its
first
reading.
Are
we
letting
this
go
at
least
two
or
we
lost
mr
fowler?
I
think
robert
I'm
here,
I'm
sorry,
that's
okay!
Do
we
need
is,
should
we
pass
this
on
one
or
do
we
need?
Can
we
let
it
go
two.
F
G
Very
good
all
right,
so
the
motion
was
to
add
item
f
for
first
reading.
D
C
Second,
okay:
we've
got
a
motion
in
a
second
roll
call,
carrie.
G
C
All
right
we're
on
item
g
contract
to
award
construction
of
2020
water
line,
project
worcester
road,
mr
kernan.
G
G
This
is
an
ordinance
to
accept
the
bid
of
lockhart
construction,
which
was
the
lowest
and
best
bid,
I
think,
not
to
exceed
650
000
for
that
project.
F
Yes,
so
if,
if
council
recalls,
there
was
a
storm
sewer
project
on
worcester
in
this
water
line
project
before
we
repave
it,
because
we
do
have
to
run
the
water
line
across
the
road
before
the
paving,
so
I
would
ask
that,
if
it's
possible,
if
we
could
wave
the
third
reading
on
this,
to
try
to
get
them
started,
so
we
can
get
that
water
line
in
with
the
with
the
storm
sewer
before
the
road
pavement.
G
And
just
so,
everyone
knows
this
does
have
emergency
language
in
it,
so
we
can
get
it
moving
along
so
that
we
do
get
that
done
before
the
paving
the
engineers
estimate
was
730.
000
lockhart
came
in
at
618
000..
That
was
a
good
bid.
It
was
just
about
65
000
lower
than
the
next
bid,
so
that
was
a
good
bid,
which
is
why
we
went
with
them
and
I
think
we've
had
lockhart
do
work
before
so
yeah.
Mr
fowler.
F
They
actually
have
well
they're.
They
have
three
contracts
with
the
city.
Currently,
we
did
confirm
that
that
was
a
good
bid
and,
secondly,
we
wanted
to
make
sure
that
they
could
adhere
to
our
timeline.
F
G
F
F
F
Drive
we'll
go
down
four
days
drive
across
the
farm
field
over
to
eastern
road,
then
it'll
go
across
bear
with
me,
it'll
jump
across
the
project
we
did
last
year,
which
was
585
dead,
ended
at
dana
miller's
it'll
go
from
dana
miller's
to
the
metro
park
down
by
silver
creek,
the
entrance
to
silver
creek.
D
Where
four
days
four
days
drive
where's
that.
D
A
If
I
could
robert,
what
what
location
is,
are
the
in
that
area
I'm
not
familiar
with,
and
quite
some
time
ago
we
looked
for
and
never
really
got
a
a
map
showing
all
of
our
wastewater
sewers.
Or
what
do
you
call
them?
Whatever
sanitary
sewers?
A
We
never
did
get
a
map
that
was
readable.
This
has
been
a
couple
years
ago
and
I'm
still
interested
in
that-
or
I
wouldn't
have
to
ask
this
question.
If
I
had
that
maps,
what
I'm
getting
at
in
relation
to
that
area,
where
are
the
the
sanitary
sewers
either
left
right
on
the
other
side
of
worcester
any
place
at
all
close
to
that.
F
So
they're
a
sanitary
sewer
actually
runs
down
to
takes
585,
there's
kind
of
a
curve,
585
kind
of
follows.
The
entrance
ramp
or
exit
ramp.
A
F
Over
to
hamtown
road,
okay,.
A
F
A
So
so
we
have
a
sanitary
sewer
down
to
wayne
homes,
which
is
good
and
and
up
to
hometown
back
down
to
dana
millers,
and
I
know
we're
planning
on
a
water
line
north
to
greenwich
at
some
time
or
another
from
that
general
area.
Johnson,
road
there
is
that
also
being
considered
for
the
sanitary
sewers.
F
I
know
we
have
not
done
anything
with
sewers.
We've
only
looked
at
water
in
order
to
loop
it
to
provide
the
redundancy
not
saying
we
couldn't
or
wouldn't
we're
just
we're
focused
on
water
for
fire
protection
and.
A
A
But
I
would
think
that
it
should
be
considered
soon
for
a
sewer
line
down
in
that
area,
because
that
area
is
not
the
greatest
paul
knows.
I
think,
for
some
of
the
septic
systems,
not
today
or
tomorrow,
but
being
considered
in
the
future.
A
G
F
Yeah
we
can
go
if
we
can
pass
it
february,
8th.
G
Okay,
so
we'll
have
it
for
a
first
reading.
I
think
that
there's
emergency
language
in
this
one
as
well
so.
G
All
right,
so
that's
the
motion
to
add
letter
g
to
the
next
agenda
for
first
reading.
C
D
G
Thank
you,
mr
president.
This
is
the
contract
awarding
this
is
the
ordinance
awardee
that
contract
for
that
261
loop,
and
this
is
the
loop
that
is
going
to
create
some
of
that
redundancy
that
we
need
in
in
the
water
system.
It
is
for
an
amount
not
to
see
2.2
million,
and
there
is
emergency
language
on
this
and
the
bid
of
lockhart
concrete
construction
is
the
lowest.
G
The
engineer's
estimate
on
this
was
two
2.3
2.35
somewhere
around
in
there
lockhart
came
in
at
2.04,
so
they
were
about
320
000
under
the
the
engineers
estimate.
So
a
good
bid
on
that
one.
A
F
F
A
G
Anyone
else
have
anything:
can
we
go
more
than
one
reading
on
this
robert?
Are
we
good
as
far
as
time
is
concerned?
Yes,
okay
and
then
this
also
has
the
emergency
language.
So
I
will
move
to
add
item
h
to.
G
G
C
G
Thank
you,
mr
president,
item.
I
and
jay
are
kind
of
the
same
thing.
What
this
is
is
this
is
an
air
purifying
system
that
we're
gonna
have
installed
in
the
fire
department
and
also
have
one
in
the
the
the
city
building.
G
So
not
only
is
it
your
regular
air
purifier,
it
also
purifies
and
destroys
bacteria
viruses,
so
you
know
doing
all
all
we're
doing
to
make
places
coveted
safe
and
it
started
out
with
the
fire
department,
because
there's
so
many
people
there
for
long
periods
of
time
together
and
and
that
we
figured
while
we
were
doing
city
hall,
we
might
as
well
put
one
in
there
too,
and
this
will
be
a
benefit
even
once
we
have
covet
under
control
during
cold
and
flu
season.
Things
of
that
nature
look.
G
If
we
can
keep
our
our
employees
from
getting
sick,
then
they
don't
have
to
miss
work
right
and
we
don't
want
them
to
get
sick
anyway.
So
that's
what
I
and
jay
both
are.
F
Mr
markey
wanted
them
presented
separately,
but
then
we'll
combine
them
to
one
ordinance
because
wanted
to
make
sure
council
was
okay
with
the
fire
in
the
city
hall.
If
you
said
no
to
one
that
was
okay,
we
didn't
want
to
one.
We
wanted
to
be
transparent
to
the
public
and
council
that
we're
actually
buying
one
for
the
fire
station
and
city
hall,
the
fire
stations.
F
I
would
ask
the
directors
on
it's:
coming
out
of
the
capital
funds
for
the
fire
department
and
and
the
the
one
for
city
hall
will
come
out
of
the
our
our
budget
for
the
city
hall,
renovation.
D
F
There
was
one
that
wouldn't,
but
we
felt
combined.
They
both
would
in
anything
over
ten
thousand
dollars.
I
think
the
fireball.
D
D
D
I
I've
got
a
question:
yes
go
on
just
for
my
own
curiosity,
I'm
noticing
city
hall,
administration,
building,
there's
basically
two
units,
but
then
the
fire
station
there's
seven
or
eight.
I'm
just
curious.
The
logistics
of
that.
F
I
G
D
G
Okay,
I
I
will
move
then
to
add
items
I
and
j
in
a
combined
ordinance
to
council's
next
agenda
for
a
first
reading.
There
is
emergency
language
in
it.
I
think
we
can
let
this
go
one
or
two
reading
or
two
two
readings,
if
not
three
two.
C
A
second
a
second
here
we
got
a
motion,
a
second
carrie
roll
call.
Please,
mr.
B
G
C
E
Got
thank
you
got
it.
Thank
you,
mr
president.
This
here
pertains
to
the
maintenance
code
for
norton,
and
this
is
amending
chapter
1496
and
repealing
code
660-4.14
and
chapter
1498
of
the
codified
ordinances.
It's
essentially
adopting
the
property
maintenance
code,
2018
edition
and
it
just
kind
of
goes
through.
It's
cleaning
up
any
conflicts
that
we
had
within
660
and
other
ones
by
eliminating
them.
E
I
I
My
only
comment,
I
guess
would
be
I
I
looked
that
up
and
it's
roughly
80
to
90
pages
and
as
this
is
going
to
affect
norton
moving
forward,
I
would
feel
comfortable
if
we
put
this
off
to
one
more
work
session,
because
I
have
not
read
through
all
of
it.
I
read
through
a
bunch,
but
I
have
not
to
me
it's
important
to
read
every
bit
of
it
because
the
long
term
effects
this
will
have.
E
I'm
with
you
paul,
and
I
think
it
should
go
with
the
full
three
readings
that'll
give
us
plenty
of
works
sessions
in
there
to
discuss
it.
Any
questions
that
you
may
have
throughout
the
week
or
whatever
make
sure
you
send
them
off
to
the
administration,
so
they
can
get
answers
before
our
meetings.
So
that
way
our
meetings
are
productive
and
it
keeps
moving
things
along.
E
C
I
To
move
it,
I
I
do
have
one
more
request:
yeah
just
to
make
sure
I'm
looking
up
the
correct
thing:
could
the
administration
give
us
a
link
or
or
even
print
this
off?
For
me.
I
F
A
lot
crap,
mr
president,
for
me,
yeah
go
on
with
with
this
and
all
the
ordinances
following
related
to
codified
changes,
justin,
and
I
both
agreed
to
to
ask
council
to
let
them
go.
The
full
three
reads.
As
you
can
also
see,
they
don't
have
emergency
language.
We
feel
strongly
that
especially
this
one.
There
should
be
a
lot
of
discussion
and
and
again
we're
in
no
rush,
but
I
can
explain
the
rest
of
them.
F
I
could
do
them
all
one
time
if
we
wish,
but
but
specifically
for
this
one,
I
I
hope
we
can
have
some
discussion
because,
as
mr
towsley
did
say,
it
could
have
a
some
impact
and
we
want
to
make
sure
that
we
understand
that.
C
Discuss
that
more
for
number
k?
Okay
enough
on
that
right
now,
guys
we're
gonna,
go
to
l,
fine,
all
right
item,
l
amending
section
1402
with
the
nco
ohio
building
code,
mr
pilot.
C
I
think,
mr
peel,
I
think
robert
said
he
would
talk
about
the
next
three
all
together.
E
Yeah,
if
you
want
to
go
ahead
and
discuss
those
robert
as
a
group
that
we're
standardizing
and
going
with
the
current
editions.
F
Correct
and
and
the
way
the
language
is
written.
Let's
give
you
an
example,
and
I
apologize
I'm
going
to
say
it
was
the
building
code.
It
may
have
been
the
residential
code,
but
one
of
them
was
a
2005
standard
and
it's
2020
and
the
problem
was,
you
know
there
could
be
some
concern
for
enforcement
with
the
latest
code.
F
A
E
2005
or
is
2005,
I
should
say,
and
also
the
electrical
code
was
the
same
2005..
E
So
as
mr
power
said,
it's
just
bringing
it
up
to
the
current
editions,
whatever
the
national
code
happens
to
be
now,
mr
power,
I'm
assuming
that
there
has
to
be
some
type
of
window
there.
You
know
if
I
come
in
with
a
a
blueprint
and
a
new
code
passed
last
week,
I
mean:
is
the
city
gonna
work
with
these
individuals.
F
Yeah
I
mean
the
the
code
takes
time
to
be
in
effect
and
there's
a
lot
of
understand.
There's
like
a
period
of
time.
I
believe
it's
six
months
before
the
code
actually
goes
into
effect.
It's
not
like
a
typical
legislation
process
and-
and
if
I'm
not
mistaken
there,
there
are
members
of
the
building
trades,
also
construction,
folks,
on
these
code
board
review
boards
that
help
to
make
those
decisions
and
they're
presented
well
in
advance.
So
people
know
when
they're
becoming
effective.
F
H
F
We
have
from
administrative
standpoint
is
I
say
this
to
you
now
we
were
on
a
2005
building
code.
We
should
have
been
enforcing
the
vote
code
from
2005,
not
present,
and
I
don't
know
that
our
building
commissioner
was
doing
that.
So
that's
why
we
felt
such
an
urgency
to
try
to
get
these
codes
updated.
E
Yeah
and
I
think
it's
wise
to
go
ahead
and
just
make
it
so
it's
reoccurring,
you
know
every
time
the
newer
version
is
adopted,
so
we
stay
current
any
questions
from
anybody
on
council
regarding,
I
guess
we
have
to
do
these
one
at
a
time,
so
we'll
go
with
the
ohio
building
code,
which
is
l.
C
B
A
A
I
just
want
to
make
an
observation:
I'm
sure
they
already
know
it,
but
I
want
to
make
certain
on
page
130.
It
references
the
city
of
green,
I'm
sure
they're
going
to
be
changing
that
to
the
city
of
norton,
miss.
E
And
the
same
with
these,
these
will
go
three
readings.
So
if
you
do
come
up
with
some
questions
or
anything,
we
can
address
them
as
you
come
up
with
them
at
this
time,
then
I
will
move
to
add
item
l,
ohio
building
code
to
next
agenda.
C
G
E
M
is
the
residential
code
same
thing,
just
bringing
it
up
to
the
current
edition.
That's
been
adopted
by
the
ohio
board
of
building
standards.
C
E
That
that
emotion,
I
will
make
a
motion
to
add
that
to
council's
next
agenda.
E
G
E
The
next
one
is
regarding
section
1406
of
the
codified
ordinances
for
the
national
electric
code,
same
thing
there
just
bringing
it
up
to
the
current
edition.
Our
current
legislation
shows
2005
edition,
so
we
just
want
to
bring
that
up
and
get
that
current.
So
I
will
make
a
motion
to
add
that
to
council's
next
agenda
in
our.
C
H
E
Oh
scott,
the
last
one
here
is
pertaining
to
the
plumbing
code
so
again
bringing
that
up
to
the
current
edition.
I
will
make
a
motion
to
add
that
to
council's
next
agenda
as
well.
B
E
G
B
C
A
Thank
you,
mr
president.
I
think
we've
discussed
this
quite
some
bit
quite
a
bit
and
I
would
suggest
that
everyone
read
from
134
through
142..
It
gets
pretty
interesting
actually
and
it
answers
a
lot
of
the
questions
that
have
been
asked
and
if
you
read
it,
it's
pretty
much
covered
as
to
the
area.
A
Has
the
map
in
the
area
and
everything
and
it
does
not
have
a
map
of
the
partial
numbers,
but
but
it
does
show
an
exact
area
where
the
tif
zone
would
be
located
in
its
entirety
and
and
it
discusses
the
storm
water,
demolition
utilities,
water
sewer,
all
the
partial
numbers
it
covers.
What
is
to
be
done
with
the
funding
as
as
was
discussed
earlier
about
the
percentage
it
goes
to
the
schools
and
and
how
that's
handled
it
pretty
much
covers
it.
H
G
G
C
B
Just
for
the
record
communication.
F
Me,
mr
president,
yeah
I
I
apologize.
I
we
should
have
an
item
queue.
It
wasn't
ready
at
that
time,
but
I
want
to.
I
want
to
have
a
little
discussion.
I
spoke
to
the
mayor
today,
one
of
the
he
wanted
me
to
pass
along
that.
We
need
charter
review.
Commission
members.
F
We
need
to
appoint
a
charter
review
commission
this
year,
so
he's
soliciting
volunteers
from
council
and
also
I
will
have
boards
and
commissions.
We
still
have
a
couple
vacancies
so
we'll
have
we'll
have
reappointments
and
a
handful
of
new
appointments,
but
we're
still
going
to
have
vacancies
and
justin
and
I
will
still
be
serving
again.
We
will
happily
step
down
at
any
point
when
someone
else
wants
to
serve
one.
F
But
we
will
be
reappointing,
both
justin
and
I
to
a
one-year
term
and
you
notice.
We
only
go
one
year
because
if
at
any
time
anybody
wants
to
step
up
we'd
be
happy
to
step
out,
but
but
the
mayor
wanted
to
make
sure.
I
brought
that
up
to
council-
and
I
know
some
of
you
and
I
have
had
conversations,
but
we
we
will
need
some
members
to
do
those
activities.
I
D
A
Okay,
so
it's
been
five
years
ago,
I
know,
mr,
I
don't
know
somebody
appointed
me.
I
won't
get
into
that
all
right.
C
C
Just
for
the
record,
there
was
no
no
one
for
communication
from
the
public
carrier.
Robert
correct.
No,
no,
okay!
All
right!
Is
there
any
further
business
to
come
before
console.
C
Then
this
meeting
is
adjourned.
The
time
is
803..
I
got
a
second
okay,
all
in
favor,
all
right.
All
right
I'll
see
you
guys
next
monday.
