Description
01-18-2022 Committee Work Session
B
E
You,
mr
president,
this
resolutions
would
allow
the
city
to
submit
two
grant
applications
to
the
ohio
public
works.
Commission.
The
the
first
one
would
be
the
resurfacing
and
reconstruction
of
a
portion
of
clark,
mill,
road
and
then
the
second
would
be
to
complete
the
water
line
loop
from
johnson
road
to
the
metro
park
entrance.
A
A
A
B
C
A
F
So
the
the
county
prefers
that
language,
mr
bates
had
sent
me
an
email.
Goodness
was
that
thursday?
I
apologize.
I
don't
know
which
day
it
was
asking
that
very
question,
and
what
we'll
do
is
we
will
charge
the
tap
in
fee
in
accordance
with
1041
would
be
30
percent.
F
Now
we
don't
know
what
that
is,
because
project
construction
bidding
and
all
that
would
factor
that
in,
but
that's
how
we
would
we'll
do
the
same
for
worcester,
I'm
sorry,
it's
not
worcester
road.
It
was
the
2019
project
that
was
just
completed
and
the
johnson
road
that's
under
construction.
Currently,
so.
A
We're
going
to
follow
the
one
we
passed
last
year
or
that
was
passed
anyway,
and
this
will
come
back
to
us,
yes
or
not,
yes,
or
no,
when
before
they're
actually
set,
the
fees
are
set
or
no.
F
No,
all
all
ordinances
have
to
come
back
to
you
to
be
set.
That's
why
those
the
johnson
road,
the
one
that
connects
worcester
to
eastern
and
then
eastern
up
to
the
metro
parks,
those
haven't
come
before
you,
because
the
final
cost
of
those
projects
are
not
done,
but
once
they're
done,
we
will
bring
those
forward
to
you,
but
I
can't
bring
them
to
you
until
the
projects
are
completed.
E
F
If
you,
if
you
recall,
we
applied
last
year
for
the
same
a
grant,
but
they
decided
that
the
county
they
were
going
to
use
those
funds
for
different
purposes
and
didn't
accept
it.
So
now,
with
the
price
of
materials.
What
we
envisioned
is
that
50
000
would
cover
the
cost
of
the
concrete
pad
at
the
current
location
of
the
playground.
F
F
E
B
B
B
My
question
I
have
we're
going
to
get
a
50
reimbursement
from
opwc
is
that
on
the
92
000,
before
or
after
the
grant.
F
So
so
we
enter
into
a
contract
for
the
full
amount,
so
that
would
be
92
000
50
of
that
would
be
coming
back.
Okay,
I
want
to.
I
just
want
to
clarify:
that's
not
to
exceed
so.
If
the
project
doesn't
take
that
many
hours,
we
wouldn't
pay
that
full
amount.
It's
an
hourly
contract,
but
they
figure
six
to
nine
months
for
construction
and
we'd,
rather
be
a
little
bit
on
the
high
side,
but
fifty
percent
of
the
money
that
they
incur
or
the
cost
that
they
incur
for
that
project
will
be
reimbursed
to
the
city.
B
B
Yeah,
thank
you.
Letter
d
sell
union
street
property.
This
is
mine
as
well,
so
back
in
november,
the
council
voted
to
actually
sell
the
property
and
it
went
out
to
an
auction.
We
had
one
bidder
for
eight
thousand
dollars
who
did
win
the
auction,
so
this
is
just
us
agreeing
to
come
through
on
our
part.
F
No,
I
think
the
the
folks
that
were
the
bitter,
the
successful
bidder
have
property
in
the
city
have
have
maintained
their
property.
There's
been
no
issues
with
their
property,
so
we
saw
no
reason
for
us
not
to
accept
their
okay
bit.
B
And
with
that
I
know
the
plans,
because
this
was
actually
done
in
december
and
we're
now
halfway
through
january,
I
may
be
asking
to
waive
a
reading
down
the
road
just
so
they
can
get
going
with
their
construction.
I
think
they're
trying
to
bring
in
an
elderly
parent,
so
I'd
like
to
get
out
of
their
way,
if,
if
possible,
any
other
discussion
on
this.
Yes.
A
Mr
president,
I'd
just
like
to
add
that
this
proper,
these
properties,
actually
five
particles,
is
located
on
the
corner
of
23rd
in
union.
For
the
public's
behalf,
I
believe
the
buyers
live
caddy
cornered
to
that
property.
B
B
G
Thank
you,
mr
president.
This
is
a
contract
that
we
have
to
enter
into
every
year
with
the
legal
defenders
to
provide
legal
defenses
for
those
who
do
not
have
the
ability
to
pay
really
there's
it's
something
we
have
to
do
every
year.
We
don't
have
a
lot
of
choice.
Contract
really
has
not
changed
from
last
year.
It's
basically
the
same
contract,
but
we
do
it
at
the
beginning
of
every
year.
B
B
G
You,
mr
president,
this
is
kind
of
the
same
thing.
Every
year
we
enter
into
a
contract
with
orienta
house
in
order
to
provide
community
correctional
services.
Again,
this
contract
is
the
same
really
as
it
was
last
year,
but
again
every
year.
We
have
to
do
this
in
order
to
provide
those
services,
so
we
will
be
looking
to
pass
that.
A
G
B
B
B
H
Thank
you,
mr
president.
Tonight
I
would
like
to
introduce
ordinance
number
11-22,
which
is
basically
the
boards
and
commissions
personnel.
H
H
E
H
H
We
have
suzanne
boyer
a
reappointment
with
the
income
tax
board
of
appeals.
We
have
lorraine
curbawi,
an
appointment
with
the
income
tax
board
of
appeals.
We
have
peggy
dobbins
a
reappointment
with
the
civil
service
commission.
We
have
bill
bremen,
a
reappointment
with
the
architectural
board
of
review.
A
Mr
tom,
I
had
some
questions:
are
these
all
paid
boards
and
and
can
we
get
a
listing
of
the
pace
for
each
one.
F
A
H
C
F
We're
in
the
process
of
putting
together
a
board
application
on
the
website,
so
someone
who's
interested
can
submit
that
application
with
some
information.
I
know
mr
towsley
and
I
spoke
some
of
these
members.
It
would
be
helpful
if
we
had
a
little
bit
information
on
them
and
we
feel
like
that
would
be
a
way
for
people
to
express
interest
going
forward.
F
H
B
Thank
you
letter,
h,
boundaries,
ward,
adoption,
that's
actually,
mr
p
lots
but
comes
to
me.
B
F
B
F
A
Mr
president,
if
I
have
this
right,
didn't
the
ohio
supreme
court
just
rule
that
they
had
to
redo
their
maps.
I
What
we
are
required
to
do
under
the
charter
is
to
look
at
the
census
blocks,
essentially
after
the
census
is
done
and
then
reapportion
the
wards,
if
necessary,
the
consultant
reviewed
the
census
blocks
and
determined
that
they're
pretty
evenly
distributed
as
they
are,
so
there's
no
changes
needed,
but
it
does
not
impact
us.
Thank
you.
Yep.
B
A
B
Planning
and
of
johnson
road
that
will
be
done
this
spring
for
forty
thousand
four
hundred
and
twenty
dollars,
eighty
percent
of
which
will
be
funded
by
amits.
F
Correct
and
just
so
council's
aware,
with
odot
projects,
the
company
that
designs,
the
project
is
not
able
to
oversee
the
construction,
so
we
were
obligated
to
do
an
rfq
and
go
through
this
process.
Ctl
had
performed
observation
on
worcester
road
and
that's
why
they
were
selected.
I
will
have
another
one
coming
before
you,
hopefully
at
the
next
committee
for
johnson
road
it'll
be
a
different
firm
only
because
both
projects
will
be
going
at
the
same
time
and
we
should
have
a
different
observer
overseeing
those
projects.
B
G
Thank
you,
mr
president.
This
is
an
ordinance
amending
section,
404.07
of
our
current
ordinances
and
what
this
does
the
only
thing
it
really
changes
is
the
administrative
fee,
the
impound
fees
from
fifty
dollars
to
eighty
dollars
and
that
kind
of
brings
us
into
the
same
level
as
barberton.
So
that's
really
the
only
thing.
That's
changing
in
this
ordinance.
A
A
I'm
just
wondering
because
they
sure
have
been
doing
an
awful
lot
of
work
down
there
on
that
property
and
we
have
a
separate
fenced
in
area
with
some
vehicles
and
miscellaneous
things
in
it.
There's
rows
of
dirt
piles,
along
with
various
separate
dirt,
piles,
there's,
gravel
piles,
there's
piles
of
concrete
and
such,
and
we
have
a
road
being
built
on
a
created
hill
to
the
north.
That
goes
nowhere
and
lots
of
leveling
being
done
over
there.
So
it
kind
of
looks
like
we're
doing
a
little
bit
more
than
thinking.
C
A
Not
certain,
no
something
it
went
if
it
was
from
cleveland
maslin
road,
it
would
have
grass
grown
on
it
and
it
doesn't
there's
plenty
of
other
hills
of
dirt
down
there.
That
does
have
plenty
of
things
growing
on
it,
and
what
about
that
hill
going
to
know
the
hill,
the
road
going
up
the
hill
to
nowhere.
C
F
B
E
You,
mr
president,
ordinance
number
1522.
This
would
be
for
us
to
engage
the
ohio
auditor
to
prepare
the
city's
2021
audit.
This
is
due
to
the
government
finance
officers
association,
which
is
due
to
them
by
june
30th.
E
E
Thank
you,
mr
president.
This
ordinance
would
allow
would
authorize
just
certain
transfers.
We
do
every
year
from
the
general
fund
to
various
other
funds.
These
are
detailed
on
exhibit
a
on
page
96.
B
A
I
So,
whenever,
whenever
council
decides
to
pass
its
ordinance,
they
can
only
be
placed
on
the
november
election.
So
that's
a
state
law,
regardless
of
our
charter.
The
all
charter
amendments
have
to
go
on
in
accordance
with
the
ohio
constitution
during
the
november
general
election,
so
you
can
pass
them
earlier.
I
think
our
point
was
that
you
had
time
there
was
no
rush
and
if
you
get
done
by
august,
then
that
should
allow
you
time
to
submit
in
november.
If
that's
what
you
choose
to
do.
A
A
A
A
Did
that
start
once
that
first
house
was,
I
don't
know
even
know
if
it's
finished,
but
when
did
that?
When
does
that
start
and
then
is
there
a
when
their
limit
after
how
many
houses
they
were
supposed
to
actually
put
up
in
that
two
years
in
our
agreement?
So
I'd
like
to
know
when
those
are
going
to
be
when
that
timeline
starts.
I
C
F
I
Exemption
application
is
approved
by
the
state
and
then
the
homes
are
built
and
then
the
values
placed
on
the
tax
duplicate.
That's
when
the
revenue
will
start
to
flow.
There's
there's
no
limit
on
the
number
of
houses,
but
there
was
an
estimate.
There
was
a
developer's
estimate
of
how
those
houses
would
be
built
out
under
the
construction
schedule,
but,
however,
that,
however
quickly
they
get
built,
the
revenue
shared
the
same.
