05-09-2022 Regular Council Meeting
B
F
G
H
Okay,
so
I'm
back
again
to
talk
about
brookside
green
space,
two
before
you
guys
vote
on
it
next
week,
and
I
realize
that
this
is
just
a
plait
plan
vote
and
that
you're
trying
to
determine
you
know
that
you
know
they're
finalizing
the
plaque,
but
there
are
some
other
issues
that
I
think
that
need
to
be
talked
about
for
the
residents
on
golf
course
drive
before
this
gets
further
ahead
and
you'll
be
voting
on
phase
three
next,
because
they've
been
tearing
the
green
across
from
me
apart
all
day
long.
H
So
after
the
planning
commission
meeting
two
weeks
ago,
there
has
been
a
lot
of
talk
again
about
golf
course
drive
and
not
just
among
the
residents
on
golf
course
drive
and
the
residents
on
golf
course
drive.
I
guess
need
some
reassurance
and
we're
hoping
that
we
want
reassurance
that
council's
going
to
support
the
provisions
that
were
made
in
the
tif
agreement
by
you
and
the
administration,
and
that
everything
that
you
promised
us
for
our
road
and
our
safety
features
and
everything
will
be
provided.
H
Drive
from
the
rocked
part
of
golf
course
drive
all
the
way
down
to
greenwich
road.
Well
now
we
hear
this
thing
well,
gene.
Maybe
we
can't.
We
can't
do
mounds,
because
now
the
engineers
have
determined
that
you
know
there.
There
are
gas
lines
there
or
you
have
to
have
ditches
for
water.
Well,
no
offense,
but
you
know
the
minute
they
came
in
there.
H
Well,
maybe
next
week
they're
going
to
come
out
and
do
something
which
they've
never
done
so
you
know
that
becomes
one
of
the
issues
to
the
residents
and
you
know
before.
Maybe
nobody
came
in
because
you
know
the
phase
that
they're
in
now
all
of
the
homes
have
been
built
in
the
center.
So
it's
not
getting
to
the
side
where
it's
starting
to
be
in
front
of
the
homes
that
are
actually
on
golf
course
drive
these
homes.
52
renumbered
52
through
78,
are
actually
going
to
be
there,
and
so
the
mounds
become
important.
H
H
I
H
Everything
is
just
rumors
and
then
you
know
they
talked
about.
Someone
asked
about
the
paving
because
they've
been
concerned
about
the
paving,
so
it
was
brought
up
that
well,
the
road
will
be
paved
by
by
sometime
in
the
fall
that
the
driveway
to
the
golf
course
parking
lot
is
going
to
be
closed
off
and
they're
going
to
knock
down.
H
You
know
the
clubhouse
and
then
you
know
they'll
get
that
done,
but
the
problem
was
well
we're
not
sure
he
said
we're,
not
sure
what
we're
doing
with
the
gravel
part
of
you
know
the
northern
end
of
the
road,
which
is
where
I
live,
but
that
becomes
a
big
concern
too,
because
you
know
we
had
come
in
here
numerous
times.
You
know:
we've
taken
a
big
hit
up
there
with
water
and
now
all
of
a
sudden.
H
Well,
he
says
well
we're
not
sure
what
we're
doing
and
when
he
says
well
we're
not
sure
what
we're
doing
well,
then
we
hear
these
rumors
that
possibly
there's
going
to
be
another
road
attached
to
golf
course
drive,
which
you
know
everybody
said
there
was
no
road.
There
was
going
to
be
a
golf
course.
Drive
golf
course
drive
was
going
to
be
private,
but
we
all
had
to
sit.
You
know
we
was
like:
what
are
you
going
to
do
to
access
the
water
tower?
Are
you
going
up
golf
course
drive?
H
Is
there
going
to
be
an
extension
of
the
road?
Are
you
coming
in
from
the
back?
You
know,
are
you
coming
in
front
of
redwood
to
get
to
the
water
tower,
but
you
know
it's
like:
if
that's
not
it,
and
these
rumors
of
this
road
are
going
around
what
what
purpose
would
this
road
be?
You
know,
and
how
is
it
going
to
affect
us
once
we
get
our
roads
supposedly
paid?
You
know
by
november
of
this
year.
H
So
that's
another
one,
you
know,
and
so
we
just
sit
up
there
and
as
it
gets
closer
and
closer
to
us,
so
we're
going.
What
are
we
going
to
get
you
know
so
justin
I
sent
you
that
email,
because
you
know
everybody
wants
to
know
whether
or
not
is
the
city
going
to
back
us
up
is
what
went
into
those
you
know,
provisions
and-
and
I
kept
and
I'm
going.
I
don't
even
know
if
those
are
the
same
provisions
that
we
you
know
got
talked
about
because
it
didn't
get
signed
till
the
middle
of
june.
H
You
know
and
it's
like
everybody
is
concerned,
and
it's
not
just
our
concern.
You
know
the
people
of
nash
heights
are
concerned.
They
want,
you
know
when
they
ask
you
a
question
about
well,
are
the
right
turns
going
to
be
on
hagen's
road?
They
never
get
answers,
and
so
please,
you
know,
do
something
right
now.
You
know
get
with
addison
get
this
figured
out,
get
this
out
to
the
residence
one
of
the
you
know
the
really
bad
things
about
norton,
it's
a
small
little
community,
but
there's
so
much
confusion.
H
The
conversation
doesn't
come
from
council
or
administration
to
let
you
know
the
residents
really
know
what's
going
on
and
we
live
in
this
shadow.
You
know-
and
I
don't
want
to
call
it
disinformation,
but
I
don't
know
what
it
is
you
know
and
it
and
it
becomes
concerning
because
it's
like
just
not
like
brookside
greens
that
gets
affected
in
these
things.
You
know
you've
got.
H
You
know
when
I
was
looking
at
the
five-year
plan,
and
you
know
I
saw
in
the
five-year
plan
that
you're
looking
at
a
tiff
coming
up
on
hometown
road.
So
just
for
grins,
I
was
wondering
well
gee,
you
know
what
what
is
norton
planting?
What
is
the
tip
on
hometown
road?
You
know,
I
know
that
norton
owns
property
at
the
back
of
nolbrook,
you
know
is
norton
doing
something
back
there.
I'd
certainly.
H
You
know,
and
I
know
that
norton
tried
to
buy
the
baltic
property.
One
of
my
friends
is
a
baltic,
so
it
you
know
but
like
what's
what
is
going
on.
G
H
Want
to
be
at
the
in
the
back
end
of
another
thing:
that's
going
on
at
norton,
where
you
know
we
don't
have
enough
time.
Regrettably,
what
happened
to
you
know
the
residents
surrounding
brookside
greens.
It
might
be
a
big
boom
for
the
city,
but
you
know-
and
it's
called
that
if
you
build
it,
they
will
come
thing,
but
you
know
we're
already
here
and
the
people
that
lived
in
nash
heights
and
on
shell
heart
and
on
golf
course
drive
are
here.
B
H
H
H
We've
had
so
many
problems
up
there,
lighting
issues
when,
when
the
light
went
in
for
higgins,
exit
onto
greenwich
it
sort
of
obliterated,
our
ability
to
see
to
get
onto
golf
course
drive,
particularly
when
you
were
coming
down
the
hill
over
21.,
and
so
he
went
out
of
his
way
and
finally
got
us
a
light
down
there,
which
has
been
a
lifesaver,
especially
in
the
winter,
when
you've
got
to
apply
your
brakes
at
a
certain
time.
You
know,
and
otherwise
that's
it.
H
You
know,
I
know
he
represents
addison,
but
he
has
done
a
really
good
job,
but
you
know
all
of
us
we're
just
sitting
there
watching
this
creep
up
on
us
and
we
just
keep
hearing
all
these
things
that
you
know
and
when
so
when
people
come
and
they
ask
these
questions,
we're
not
trying
to
be
mean
guys,
we're
just
you
know,
we
just
want
to
feel
safe.
We
want
to
know
that
the
amount
of
investment
that
we
put
in
our
homes-
these
are
our
forever
homes
over
there
and
you
know
they're
important
to
us
too.
G
B
E
D
H
And
you
know
you'll
have
to
forgive
me,
but
I
lived
behind
the
plaza
in
the
front
of
norton
acres.
Literally
my
house
touched
that
plaza.
So
you
know
we
came
in
and
we
read
all
the
preliminary
drawings
and
they
showed
us
we're
going
to
put
these
mounds
here
and
there
and
there
and
a
year
later
we
have
no
mounds
we'd.
We
thought
that
the
plaza
was
going
to
be
flat.
It
was
a
great
they
were
going
to
do
all
of
this
stuff.
H
K
K
K
H
A
A
But
this
is
not
nobody
said
or
even
even
hinted
that
we
could
end
up.
Well,
here's
a
here's,
a
mound,
there's
a
mound
and
then
there's
no
mounds.
D
A
D
L
F
B
H
H
A
I
had
a
phone
call
on
that
same
views
line.
I
think
it
was
under
to
where
they
were
implying
that
the
city
was
going
to
put
the
road
in.
So
all
the
taxpayers
was
going
to
be
footing
and
bill,
and
I
had
people
calling
me
up
well
what
they're
not
going
to
be
paying
for
now.
As
far
as
I
don't
know,
they
are
absolutely
paying
for
it.
We're
not
putting
the
road
in
the
addison
friedman,
whatever
you
want
to
call
them.
A
L
Thank
you,
mr
president.
I'd
like
to
introduce
both
ordinances,
53-20,
22
and
54
2022
53
would
be
an
ordinance
to
authorize
amendments
to
our
annual
appropriations,
which
would
be
our
budget
as
budgeted
expenses
for
those
that
don't
know
and
a
certificate
of
estimated
resources
which
would
be
our
budgeted
receipts.
L
A
I
have
some
on
the
first
one
we'll
be
talking
about.
We
had
to
have
additional
money
appropriated
for
health
insurance
for
one
employee,
an
administration,
police
and
fire
is
that
three
employees,
or
this
one
employee
three.
A
Okay
and
then
who's
the
one
for
the
police,
then.
I
That
one
was
just
an
inadvertently
missed
during
the
budget
process.
It
wasn't
a
new
employee.
It
was
just
missed
during
the
budgeting
process,
not.
A
G
A
Services
for
hookers,
that's
for
them
just
towing
cars,
correct,
that's
all
they
do
is
go
and
tow
cars
or
maybe
clean
the
street,
as
as
I
remember,
from
the
contract
with
them.
If
anybody
thinks
I'm
wrong,
how
did
we
get
up
to
forty
eight
thousand
dollars
paying
for
the
phone
because
we
they
don't
collect
it?
We
collect.
I
A
A
A
I
said
it's
astounding
to
me
that
we
go
from
this
amount,
even
at
50.
Fourteen
thousand
for
the
year,
that's
quite
a
bit
of
toes,
but
now
you're
talking
that
every
month
or
every
couple
of
months.
B
I
A
That
5
thousand,
which
would
have
been
if
they
were
five
thousand
a
piece
and
we'd,
be
turning
over
ten
thousand,
that
we
would
have
collected
first
and
then
paid
them
correct.
But
I
would
still
like
to
see
that
that
listing
because,
like
I
said
it's
just
unfathomable
to
be
that
we
went
from
this
amount
to
that
amount.
And
I
don't
remember
seeing
any
kinds
of
those
figures
before
even
with
the
30
additional.
A
And
then
the
increase
in
appropriations
for
the
community
center
for
utilities
when,
for
what
period
of
time
would
that
have
been
this.
I
G
A
I
A
B
L
F
B
B
E
A
President
for
you,
before
we
move
on
with
consideration,
I
just
like
to
let
the
public
know
that
mr
murray,
mr
marez,
mr
ramirez,
had
contacted
me
and
his
driveway
was
fixed.
I
think
it
was
friday.
Last
friday
was
fixed
by.
He
was
very
happy
with
it
as
to
what
he
invited
me
over
to
look
at.
G
A
Later
on
this
week
after
we've
had
a
little
bit
of
drying
weather,
but
his
drive
has
been
fixed
and
he's
able
to
use
it
now,
and
then
we
were
all
all
of
com.
Council
was
contacted
about
some
questions
about
the
trash
service
and
actually,
the
last
time,
I'd
heard
anything
brought
up
about
the
trash
service
was
like
june
of
last
year
and
that
we
are
going
to
be
running
out
on
that
new
talk
about
even
going
with
multiple
companies
and
but
anyway,
the
resident
was
asking
about
what
we're
going
to
do
about.
B
Can
I
pause
you
just
for
a
second,
he
wasn't
quite
done.
He
had
to
deal
with
ordinance
number
54..
Oh.
L
A
L
That's
okay!
That's
right!
So
then
ordinance.
Thank
you
very
much.
Sorry
ordinance
number
54-2022
would
just
be
to
authorize
the
transfer
of
the
city's
share
of
the
norton
avenue
project.
That's
78
000
that
was
listed
out
on
the
last
one.
Just
looked
at
into
the
capital
funds
project.
F
There's
two
different
increases
in
appropriations:
there
was
one
increase
of
appropriations
in
the
general
fund.
78
thousand
dollars
is
for
the
local
share
of
norton
avenue
resurfacing,
and
then
you
had
the
larger
one.
I
G
I
L
L
Yet
I
just
didn't
know
if
anybody
had
questions
but
I'll
move
to
add
ordinance
number
54
2022
to
tonight's
agenda
for
first
reading.
Only
oh
second.
F
F
A
That's
all
like
I
said
I'm
just
since
we've
been
asked
about
the
trash
service
and
it
is
coming
up
on
us
pretty
quickly
we're
going
to
either
possibly
renew
again
or
we're
going
to
be
looking
for
another
way
to
get
our
trash
picked
up.
So
since
it
was
brought
to
our
attention,
I
thought
it
needed
to
come
to
the
floor.
Maybe
get
a
move
on
on
that
yeah.
A
A
They
weren't
really
ever
given
an
upfront
answer
on
that,
but
I
was
going
back
through
some
of
the
old
minutes
and
thinking
about
it
and
I
don't
think
there's
anybody
on
council
who
had
a
doubt
in
their
mind
that
yeah
that's
going
to
be
a
truck
route.
A
That's
I
mean,
as
back
in
2019,
we
were
calling
it
a
eastern
road
corridor.
The
only
time
I've
ever
heard.
The
word
corridor
used
was
cleveland,
madison
road
corridor,
and
I
wouldn't
call
this
a
residential
route
out
here.
But
that
is
exactly.
I
just
did
not
care
for
the
fact
that
you
weren't
told
yeah
that's
for
trucks.
B
Anybody
else
before
we
move
on
to
consideration
of
minutes,
and
we
will
do
that
consideration
of
minutes
the
minutes
for
the
regular
council
meeting
of
may
2nd
2022.
Are
there
any
additions
or
corrections
scene?
None.
The
minutes
are
approved
as
submitted
reports
from
officers
boards
and
commissions.
Mrs
keener,
nothing.
B
B
B
L
E
L
You,
mr
president,
for
ordinance
number
54
2022
for
its
first
reading.
Ask
the
clerk
to
read
it.
Please.
B
K
B
Ordinance
number
41
2022,
mr
platt.

I
I
certainly
I
don't

You

last

I
would
I
would
be
curious
to
hear
if
there
are
any
you
know,
ptsd
veterans,
that
would
come
forward
and
say
hey
that
they
have
you
know
any
input
or
or
feel
like.
This
is
too
much
I
mean
I
would
wanna.

Mr
lukens,

did
receive
phone
calls
on

kind
of
what

thing
along
right.
