pleased

announce
that
the
summit
county
board
of
elections
has
come
to
speak
to
us
tonight
about
the
proposed
charter,
amendment
of
moving
the
primary
election
from
september.
To
may
so,
I'd
like
to
welcome
mr
p,
ziegler,
andrew
sheehorn
and
lance
reed.
Whatever
order
you
guys
feel
necessary,
please.

So
we
are
here
tonight
to
speak
to
you
about
the
proposed
charter,
amendment
that
if
the
council
should
choose
to
do
so
put
it
on
the
ballot,
my
understanding
is
for
the
november
election.
Is
that
correct?
That's
correct,
just
to
kind
of
cover
some
of
the
costs
that
that
we've
had
in
previous
elections
that
that
may
interest
you
so.

So,
for
instance,
we
held
an
august
4th
special
election
in
2020
that
was
springfield
local
school
district,
which
had
18
precincts
on
that
ballot,
and
that
was
the
only
community
that
we
had
on
the
election
for
that
day
and
the
cost
for
that
election
was
a
total
of
sixty
six
thousand
seven
hundred
forty
four
dollars
and
sixty
six.

If
we
extrapolate
that
out,
it
comes
to
a
cost
of
three
thousand
seven
hundred
eight
dollars
and
four
cents
per
precinct.
Your
community
has
eleven
precincts
within
summit
county
so
that
cost
total
would
be
forty
thousand
seven
hundred
eighty
eight
dollars
and
forty
four
cents.
The
only
reason
I
bring
that
up,
just
as
as
a
comparison
right
now,
your
community,
as
well
as
new
franklin,
are
the
only
communities
that
have
the
possibilities
of
september
elections.

And
then,
if
you
were
to
put
this
on
the
ballot
and
if
your
community
would
pass
it,
we
had
our
fiscal
office
pull
up
our
chargebacks
from
our
may
4th
2021
primary
special
election.

The
total
chargebacks
for
the
whole
election
was
577
000
and
some
change,
but
what
it
really
comes
out
to
is
a
price
per
precinct
of
one
thousand
one
hundred
twenty
eight
dollars
and
one
cent
and
again
multiplied
by
our
your
your
11
precincts
within
the
city
of
norton,
would
come
out
to
a
cost
of
twelve
thousand
four
hundred
eight
dollars
and
eleven
cents
again
that
that
can
vary
depending
on
how
many
communities
are
on
the
full
are
on
the
ballot
as
well
as
school
districts,
zoo,
levees
things
like
that.

passes

november,

it's
not

the
only

election
official
manual,
the
secretary

state's
office,
provides
us
the
only
issue
that
anybody
would
potentially
run
in
is
a
signature
outside
of
one
year
prior
to
turning
their
petitions
into
our
office.
So
in
essence,
if
you're
talking
about
going
on
to
the
ballot
for
november
of
this
year,
if
it
were
to
pass,
we
would
certify
end
of
november
if
candidates
are
circulating
their
petition
shortly
thereafter
or
the
beginning
of
the
new
year
and
you'd
have
a
a
february
filing
deadline.

people

mean
it

other
communities

type
of
legislation

candidate
filing
deadline

days
prior,
so
we'd
be
looking
at
february,

a
filing

for
a
may
election.

actually
got
the
title
report
back
for
that
property
found
some
unique
circumstances,
one
of
which
that
waterway
was
used
by
that
property
owner
as
a
grist
mill
back
in
1920.

see

charter

there

people

get

to

should
they
have
to
look
it
up

next
term
for
anybody
who
ran
it

be
the
next
term
starting,
but
I
think
the
people
ought
to
have
the
right
to
decide
if
they
want
to
give
a
raise
out.

feel
that
same
way
about
the
state
and
federal
level,
or
else
these
people
wouldn't
be
out
of
control
either.
So
I'm
just
telling
you
now
I'll
be
screaming
about
that.
Every
time
can
we
skip
that
one.

the
charter
that
was
passed
and
the

rates
were
set
back
to
the
2007
rate,
so
that
outlined
how
much
in
in
what
compensation
both
positions
of
mayor
and
council
would
receive.
So
I
would
say
it's
safe
to
say
that
since
2007,
the
charter
has
not
changed
right
and
therefore
those
rates
are
at
the
2007
rate.

people
that
they're

not

really

be
put
into
four
places.
We've
cut
it
back

to
just
the
public

the

competitive
bidding,

it's
currently
set
at

The
proposals
are
changing
to
20
000,
which
means
there
would
be
no
or
little
awareness
for
the
public
of
any
expenditure
under
20
000,
no
opportunity
for
opposing
it
or
petitioning
against
it
to
have
it
changed
to
have
it
stopped,
and
actually
there
would
be
little
input
from
council.
It's
not
like.
I
see
all
council
going
to
the
border
control
meetings
to
begin
with.
Never
have
I
doubt
that
that's
going
to
start.

was
another
part
in
section
five
also
that
was
looking
to
be
changed
and
I
think
that
was
raising
to
go
to
the
board
up
to

So
before
you
even
get
there
again
I'll,

saying

To
that
I
know
you
guys

meetings,
you're
doing
them
during
the
day,

you're

it's

harm

concerned

situations
where

think
it
needs
to
be
changed.

issue

issue
is
where
the
verbiage
is
being
changed
and
the
power
taken
away
from
the
people
to
even
have
a
voice
in
it.

agree

personal
feeling
is
right:
now
is
not
the
time
to
push
these
anyhow
with
current
situation
in
the
economy
and
inflation
and
so
on
and
so
forth.
But
I
don't
have
a
problem
with
residents
voting
on
them
either.

know

lot
of
cities,
you

when
they
when
they
pass
raises
for
people,
they
also
pass
legislation
that
basically
gives
the
administration
or
the
council
the
the
authority
to
give
raises
when
they,

they
think

deserve,

opinion,
that
should
never
happen.

saying
that,

I
don't
want
anybody
to
ever
think
that
we
had

say
in
what

paper

review
board
and
they

with
us
other
than
we
get
the
decision
to
put
it
on
on
a
ballot
for
you
guys
to
say
yes
or
no
to.

amendments

everything

proposed
out

the
charter
review
it
either
came
from
council
or
the
charter
review
or
the
administration
charter
review.

don't
think

had

input

to
us.

I
were

correctly

we
have
one

that's
actually
was
served
on
that
board
and
I
see
her
shaking
her
