Are
you
either
way
yep.
G
G
J
Now,
therefore,
I
mike
zeta
mayor
of
the
city
of
norton
ohio
to
hereby
proclaim
march
2022
as
developmental
disabilities
awareness
month,
and
I
call
this
observance
to
the
attention
of
all
our
citizens
and
witness
whereof.
I
have
hearing
to
set
my
hand
and
cause
the
seal
of
the
city
of
norton
to
be
affixed
on
the
seventh
day
of
march
2022.

A
This
letter
is
addressed
to
mr
markey
from
ms
barbara
mclaren.
3864
valley
drive
norton,
ohio
44203,
mr
markey.
This
letter
serves
as
a
request
for
access
to
and
production
of,
public
records
under
ohio,
revised
code,
subsection
149.43,
the
ohio
public
records
act
pursuant
to
rc
149.43
b1,
your
response
via
email
on
march
1st
2022
to
my
february,
28
22
written
request
was
both
incomplete
and
incorrect.
A
A
As
far
as
mr
fowler's
response,
all
he
provided
on.
The
particular
question
of
the
intersection
of
higgins
and
shellheart
was
a
mislabeled
aerial
photo
of
another
location,
see
attachment
and
note
how
he
labeled
a
pdf
and
what
it
actually
shows.
He
also
proposed
reference
of
the
intersection
from
a
study.
A
Hence
the
simplified
request
of
the
mayor
which
you
and
he
are
avoiding
so
to
you,
mr
markey.
First
now
that
you
have
established
an
email
connection,
where
are
the
emails
from
january
3rd
you
promised?
Secondly,
are
you
stating
that
a
road
intersection
is
being
built
with
no
schematic,
drawing
or
detailed
description?
K
K
K
K
K
K
Well,
I
found
it
two
hundred
and
eighteen
thousand
two
hundred
fifty
dollars
wonder
how
much
they
get
if
it
passes
what
percentage
they
get
from
the
blueprint.
If
you
go
with
that
blueprint
too,
that
wasn't
in
the
article
the
other
thing,
a
lot
of
residents
are
still
trying
to
find
out
charlotte
question
that
I
think
why
was
jefferies
terminated?
Why
was
the
towing
company?
That's
in
norton,
just
turbinated
with
no
explanation
to
the
residents.
K
But
so
so
so
nothing
on
the
comment
if
there
was
any
follow-up
on
all
the
officers
complaints,
because
what
I'm
understanding
the
officers
don't
even
want
a
new
building
until
the
end
house
gets
cleaned
up.
First.
K
I'm
sure
there's
one
one
out
there,
that's
probably
on
his
side
and
that's
probably
the
one
that
was
the
the
absentee
ballot
that
he
didn't
show
that
day.
But
I
I
was
just
curious.
If
there
was
you
know,
checked
into
what
his
fellow
officers
were
complaining
about,
we're
going
to
build
a
brand
new
department
and
I've
worked
in
commercial
with
union,
guys
all
the
time
and
one
bad
apple,
ruins
the
whole
department
and
just
curious,
but
we'll
see.
If
I
get
some
answers,
I
guess:
okay,
that's
it.
G
K
L
G
G
B
Thank
you,
mr
president,
before
I
get
started
on
this
I'd,
ask
this
question
back
in
february
at
the
border
control
meeting.
So
I'm
going
to
ask
it
again
because
I'm
seeing
three
pieces
of
legislation
in
front
of
us
are
going
to
be
coming
in
front
of
us
that
should
have
been
before
the
board
of
control.
Yet
it's
coming
to
council
first
and
like
I
said
I
asked
about
what's
up
with
that,
particularly
when
four
I
believe
it
was
at
least
four
of
the
ones
at
the
february.
B
Ninth
border
control
had
not
only
been
before
council,
but
most
of
them
had
been
passed
from
the
year
before
so
this
has
been
established
for
years.
B
and
the
bids
were
open
on
february.
25Th
does
contain
emergency
language.
I've
already
already
mentioned
that
they're
looking
to
have
third
waving
the
third
reading
waived,
and
I
had
a
couple
questions.
Where
exactly?
Is
this
sewer
line
going
in
looking
at
the
design
paperwork
from
last
year?
It
says
existing
city
apartment
and
sanitary
sewer
along
eastern
road
and
north
approximately
1450
feet,
so
is
that
from
cleveland
maslin
or
is
that
from
the
barberton's
pump
station
on
eastern.
B
I
I
B
Last
year,
when
this
design
work
was
brought
before
council
that
would
have
been
ordinance,
25
2021.,
it
was
stated
we
needed
to
do
it
because
we
were
looking
to
attract
a
large
tenant,
and
if
the
project
didn't
go
forward,
then
neither
the
water,
the
sewer
lines,
would
be
gone
in.
So
I'm
taking,
we
got
that
tenant.
I
I
B
G
D
I
D
B
I
can
I
can
understand
that,
but
I
also
know
what
we
were
told
yesterday
when
we
went
for
last
year
when
we
went
forward
with
designing
it.
So
that's
why
I
was
curious
about
it,
so
I
haven't
heard
any
more
about
it
and
it
is
only
going
forward
for
a
first
reading
pending
on
everything.
Turning
out
the
way
it's
supposed
to
be
so,
at
this
point
I'll
motion
to
add
ordinance,
32
20
22
to
tonight's
agenda
for
a
first
reading.
M
G
I
have
a
motion
in
a
second
and
I
do
have
a
question
along
those
lines.
Miss
whitby
just
caused
me
to
think
this
week's
a
council
meeting
in
next
week's
council
meeting.
Does
that
mean
you
need
the
it
doesn't
need
to
be
passed.
G
I
G
G
D
G
D
D
Looking
to
let
this
go
for
two
readings
and
waive
the
third,
so
I
would
move
to
add
ordinance,
33
2022
to
tonight's
agenda
for
first
reading.
C
I
was
curious,
so
I
was
looking
under
under
the
quote
details
here
and
under
the
bundle
like
the
camera
bundle
and
the
other
multi-day
dock
bundle,
there's
no
actual
price.
I
was
just
curious
if
we
had
a
like
a
per
unit
price.
Did
they
give
us
that
just
so,
we
can
kind
of
research
that
and
see
if
this
is
compare
comparable
with
other,
maybe
outlets
that
sell
these.
C
Yes,
if
you
could
just
just
for
general
curiosity
and
then
also
I
was
curious,
did
they
say
that
these
would
be
back
stock
back
ordered?
Are
they
in
stock?
I
know
we
had
the
you
know
the
computer
chip
shortage
and
all
that
they
would
be
able
to
have
them
in
stock.
We
wouldn't
have
to
wait
a
long
period
of
time
if
we
did
approve
prove
this
did
they
happen
to
say.
B
Yes,
thank
you,
mr
president,
under
the
purchasing
agreement,
page
23,
the
fact
that
it's
actually
saying
that
this
automatically
renews
and
rather
confusing
if
this
depends
on
the
type
of
plan
or
what,
but
after
the
five
years
that
way,
I'm
understanding
we're
going
to
be
paying
15
861
a
year
after
that
five
years.
Does
that
mean
that
it
automatically
renews
and
will
get
new
equipment
or
what
exactly.
N
So
I
think
that's
for
the
service
portion
of
the
contract.
I
think
you'd
have
to
purchase
the
new
equipment,
so
the
the
contract-
that's
in
front
of
you-
is
the
combined
purchase
of
cameras
plus
the
servicing
for
the
term
of
the
contract.
So
it
should
all
be
included.
I
think
the
but
we'll
get
we'll
get
detail
on
that.
The
police
chief
put
together
these
proposals,
so
we're
going
to
have
to
go
to
him
to
get
those
answers.
B
N
There's-
and
maybe
you
know,
the
police
chief
can
probably
explain
better
than
I
can
you
know
the
thing
with
the
axon
technology
is
it
comes
with
with
a
digital
backup
service
and
it's
a
evidence.com.
I
think
it's
called
that
actually
provides
the
service
for
viewing
editing.
The
video
sharing
with
the
prosecutor's
office
there's
a
whole
suite
of
things
that
go
along
with
this,
but
again
he
could
answer
those
questions
better
than
I
could
why
why
axon
is
the
preferred
vendor.
I
I
Body
cam,
purchase
in
and
of
its
elf
is,
is
a
minor
portion
of
this
contract
and
I'll
get
you
the
exact
price.
I
think
that's
what
mr
lucan
said
asked,
but
I'll
get
you
the
exact
amount
on
that.
But,
let's
just
say
it's
somewhere
between
three
and
five
hundred
dollars
per
camera
and
our
you
know
25
officers
so
we'd
be
looking
at.
You
know
that
amount
times.
Five
25.
H
I
have
one
question:
is
this
currently
what
we're
using
now,
so
it
was
so
integrate
with
what
we.
G
G
A
D
B
Yes,
mr
president,
looking
at
this
I
noticed
whether
it
said
that
it's
a
full
price,
but
there
were
could
be
taxes
on
top
of
it.
If
so,
then,
that
extra
would
be
applicable.
That's
noted
on
page
78
of
the
packet,
the
pdf
packet.
So
do
we
know
if
there
is
going
to
be
taxes,
is
it
going
to
be
more
or
do
we
have
taxes
involved.
B
G
G
I
I
B
Okay
and
if,
while
you're
following
up
and
if
you
could
please
find
out,
if
we
don't,
when
did
it
end
and
like
I
said
why
we
would
like
to
know,
thank
you.
G
I
I
just
have
one-
I
I'm
sure
everybody
notices,
but
with
the
current
economic
situation,
we're
going
to
hold
off
on
bidding
driftwood
and
cherry
wood
until
there's
some
relief
with
the
oil
with
that
with
a
30
to
40
increase
in
the
cost
of
the
project
it
would,
it
would
make
it
unaffordable
at
this
point,
so
we're
gonna
hold
off
to
the
end
of
the
year
and
see
if
we
can
get
some
relief.
I
So
because
council
is,
I
think
tonight
we're
not
awarded,
we
already
awarded
it
at
the
last
meeting,
so
we're
into
a
contract.
The
benefit
that
we
have
is
there's
a
bid
bond
when
these
companies
bid
these
projects.
I
So
because
they're
locked
in
we,
we
will
do
the
roads
that
we
had
listed,
but
the
concern
I
had
with
the
driftwood
cherry
wood
is
a
40
cost
increase,
would
would
could
be
somewhere
between
300
400,
000
and
and
would
make
that
unaffordable
at
this
time.
So
we
we
decided
to
pull
back
and-
and
we
still
have
that
grant
money
we
have
time
to
use
it
we'll
get
an
extension
due
to
the
economic
situation,
but
I
felt
like
you
all
should
be
aware,
because
of
that
we
just
we're
we
held
back
right
now.
B
Then
we
have
something
up
on
them
on
going
forth
with
some
designing
or
something
or
with,
or
was
that
for
the
actually
watching
for
them.
I
B
I
G
Just
for
my
understanding
when
you,
when
there's
a
process
of
setting
out
bids,
do
you
have
to
take
the
bids?
In
other
words,
could
you
check
and
is
it?
Is
it
unreasonable
to
check
you
understand.
I
What
I'm
saying
I
understand
we
can
we
have
the
right
to
reject
or
accept
any
all
bids,
and
and
if
the
bid
were
to
come
in
10
higher
than
the
engineer's
estimate,
we
would
have
to
reject
it
anyway
by
law.
We
could
do
that.
I'm
just
was
trying
to
see
where
things
shook
out
there.
A
couple
bids
coming
back
in
the
next
week,
like
other
road
programs
that
didn't
bid
as
early
as
ours.
So
I
was
going
to
kind
of
wait
to
see
how
they
came
back
to
kind
of
gauge
where
we
were
that'll.
G
B
B
D
G
E
G
C
B
If
we
did,
then
it
went
over
my
head.
If
we
didn't,
then
could
we
explain
to
the
public
why
28
is
not
on
here.
G
G
Ordinance
number
30
2022,
mr
lukens
thank.
C
F
F
Thank
you
I'd
like
to
also
waive
the
third
reading
and
vote
on
this
tonight,
but
before
that
I
wanted
to
reiterate
what
we
talked
about
last
week.
The
auditor
of
state
overstaffed.
So
they
bid
this
out,
and
this
was
the
agreement
with
these
guys
for
a
five-year
contract
comes
out
to
a
little
over
32
000
a
year,
it's
cheaper
than
what
we
spent
last
year
with
the
auditor
of
state.
F
G
D
F
A
E
F
Then
I'd
like
to
make
a
motion
to
adopt
ordinance
number
31
2022.
one
second.
G
M
G
G
G
B
Yes,
mr
president,
I'd
ask
oh
probably
a
couple
weeks
back
if
this
was
the
same
company
that
had
done
our
park
study
and
that
was
under
their
en
engineering
too
was
not.
Was
it
not
anybody
answer
that
question?
B
I
could
probably
look
it
up
real
quick
on
in
the
thing,
but
anyway
it
was
through
the
same
company.
I
believe
they
were
if
they
were
doing
a
design
then
or
a
plan
that
had
something
to
do
with
that.
But
I
wasn't
happy
last
year,
when
we'd
received
some
information
on
this,
I'm
not
happy
again
this
year
with
what
I've
been
presented
and
it
just
kind
of
makes
me
wonder
if
they
didn't
perform
any
better
than
what
they
did
on
a
park
study.
Is
this
really
who
we
went
doing
this.
B
Well,
I
didn't
what
we
were
told
we
were
going
to
get
in
our
park.
Study
was
really
not
was
produced.
I
went
to
their
meetings,
I
know
it
had
been.
I
believe
it
was
last
year
when
we
had
a
a
draft
presented
to
us
and
in
the
park
study
that
we've
got
now
is
still
saying
that
I
was
on
a
working
committee
for
this
I
was
never
on
any
working
committee
didn't
want
to
be
on
any
working
committee.
B
B
I
went
to
all
the
meetings
except
for
the
last
one
they
had
at
fennekins,
because
I'm
nosy
and
I
like
to
see,
what's
going
on
and
what's
being
presented,
it
wasn't
because
I
wanted
to
be
a
part
of
it.
To
be
honest,
I
didn't
partake
in
any
of
the
online
surveys.
I
didn't
partake
in
any
of
the
surveys
I
did
over
at
finnegans
at
the
meeting
that
I
did.
B
H
I
I
B
B
M
Anything
we
can
implement
where
we
have.
Somebody
can
watch
over,
make
sure
we're
getting
the
information.
I
I
A
G
G
M
A
M
F
Thank
you,
mr
president,
for
ordinance
number
2022
for
its
third
reading
and
ask
the
clerk
to
read
it.
Please.
I
C
B
I'm
sorry,
I
have
another
question
sure
I've
been
approached
by
several
residents,
and
I
know
this
was
kind
of
explained.
This
is
definitely
not
my
area
of
expertise
in
any
way,
shape
or
form,
but
the
way
I
understood
it
is
somehow
involved
with
using
the
hot
asphalt
it's
supposed
to
make
it
easier.
Am
I
following
this
correctly.
I
B
C
C
H
Anybody
else
to
my
knowledge,
when
you're
just
cold
patching
these
potholes
you're,
just
throwing
asphalt
in
the
hole
and
hoping
the
cars
pack
it
down.
Everybody
loves
driving
past
the
potholes
and
getting
the
stuff
all
over
your
car.
This
will
help
eliminate
that
through
the
process
that
it's
done,
it'll
be
done.
B
M
M
B
F
You,
mr
president,
for
ordinance
number
22
2022
for
its
third
reading
and
ask
the
clerk
to
read
it.
Please.
F
E
J
Yeah,
I
just
would
like
to
congratulate
our
norton
panthers,
other
sports
programs
and
so
forth
and
in
addition
to
sports,
I
know
their
speech
and
debate
and
so
forth,
but
I'll
lump
it
all
together,
but
the
programs
that
the
norton
panthers
have
done
here
over
the
past
year.
It
seems
like
pretty
much
most
of
the
things
that
we
are
involved
in
through
our
school
they've
really
excelled
this
year,
and
I
know
the
girls
for
one
will
be
playing
down
in
dayton
on
thursday
evening,
their
basketball
game
and
so
forth.
J
So
we
just
want
to
wish
them
well
lock
in
well
as
well
and
but
like
I
said,
I
just
want
just
to
throw
that
out
there
that
you
know
we
congratulate
them
for
a
great
year.
So
thank
you.
B
B
No,
but
I
have
another
question
sure
I
believe
that
march
is
the
month
for
the
housing
council
meeting
there's
supposed
to
be
sometime
this
month
and
I
believe
we've
got
like
three
or
four
properties,
maybe
up
to
be
heard.
Having
hearings
on
that
so
do
we
have
a
date
for
that
yet,
and
if
so,
can
we
all
know
when
it's
going
to
happen
before
it
happens?.
G
E
G
Yeah,
I
don't
have
those
dates.
You
have
those
mike.
I
Yes,
good.
Thank
you.
It's
march,
19th
from
11
to
1
30
will
be
the
open
house
for
the
police
department
and
then
again
march
21st,
which
is
before
city
council
five
to
s
wouldn't
like
to
run
it
to
seven,
but
we
can.
If
some
people
want
to
come
before
the
city
council
meeting,
there's
that
opportunity.
