see
that
the
gas
prices

coming

like

know
why
that
hit
the
bid.

road

is
a

different
project

therefore
we
weren't
bidding
it
at

federal
projects
were
bid
first
was
there's
a
time
lap
of
time
urgency
they
have
to
be
awarded
in
a
specific
amount
of
time
to
to
secure
those
federal
dollars
and
the
state
money
which
we
did
receive
doesn't
have
the
same
timeline.

federal
money

there

projects

bid

get

awarded

oil
prices

carries
the
federal
funding
can
only
have

much
money
on
hand.
