we

prosecutor,

speak

community
on
fraud,
the
problems
with
fraud
with
the
elderly
or
anybody
of
that
sort
who
has
been
affected
to
know
what
to
do
and
how
to
handle
it.
Sherry
will
be
presenting
a
a
presentation
on
that
at
the
Norton
Women's
Club
meeting
and
that's
going
to
be
open
to
the
public.

it

present
that
plaque
to
the
individual,
but

don't
think
that's
happened
for
a
number
of
years
now.

just
thought:
maybe
there
was
a
document
like
you

the
long

legal
paper
and
then
signed
and
all
the
frilly
stuff
and
with
the
little
seola
the
mayor
seal
on
it.
But
moving
on
from
that

agree:

don't
like
the
the
way
officer
carnuth
was
treated,
but
on
top
of
that
I
don't
feel
that
this
resolution
of
appreciation
is
even
fitting
or
appropriate.

thought
I'd
point
it
out
before
that
some
of
the
stuff
on
here
it
is
not
even
it's
not
even
applicable,
he
they
weren't
the
first
two
housing
subdivisions
that
was
ever
built
somewhat
were
actually
went
in
in
2004
and
then
there's
no
Brook
down
the
road
here
before
that
I
think
it
would
have
been
Mount,
Vernon
and
and
I
couldn't
even
find
that
in
the
paperwork
that
I
had
when
that
got
built.
I
So
it's
been
quite
a
while,
but
that's
not
true
the
capital
replacement
program
that
wasn't
for
leasing,
police
cars
or
any
of
our
service
trucks
and
stuff
that
the
only
thing
we
ever
really
leased.
We
leased
the
Dare
vehicle,
which
we
got
a
really
good
deal.
That
was
next
to
nothing
from
Fred
Martin
and
the
only
other
things
that
we
actually
got.
We
leased
them
on.

We
were
buying
them
at
the
same
time
and
those
were
major
pieces
of
equipment
that
cost
a
hundred
thousand
dollars
or
more
a
piece
I,
don't
remember
the
exact
cost,
but
I
do
believe
we're
still
paying
on
a
couple
of
them.
So
that's
not
true
the
Park's
significant
improvements
we
paid
thirty
thousand
dollars
for
a
master
plan.

It
was
never
done
correctly
to
begin
with,
and
we
just
approved
our
recognize
that
we
received
and
the
contracts,
and
then
we
gave
that
same
country
that
same
company,
another
contract
for
75
000
and
the
stage
was
not
a
part
of
anything.
Kawan
has
paid
for
that.
That
didn't
come
out
or
not
Kiwanis
Kiwanis
and
the
city.
We
split
the
the
price
on
that
and
we
were
getting
cdbg
grants
for
the
parks
as
well.
So
I
just
feel
that
this
is
overzealous
and
even
best
I
mean
I.

Wrong
with
saying,
we
appreciate
that
we
we
no
longer
pave
roads
with
chip
and
seal
or
motor
pave
it's
all.
It's
all
asphalt
now,
and
that
was
his
doing
so
roads
are
what
touches
our
residents
and

believe

roads
have
improved
greatly
and
me
personally
I'm
grateful
that
I
can
offer
to
my
residents
a
better
quality,
Road
and
more
roads
every
year
and

addition
to
you

the

grants

stuff
look
at
the
number
of
businesses
that
he
brought
to
the
city.
That
alone
has
helped
the
city
as
a
whole
continue
to
grow,
and
for
that
part

get
business
we
get
those
tax
dollars
coming
in
for
the
most
part,
even
if
their
tax
deferred
for
right
now,
the
schools
still
see
dollars
coming
in
and
to
me,
obviously
that
is
a
large
Improvement
within
the
city.

roads

of

council
meeting

inquired

charges

relation
to
the
water
bill.

would

water
sewer
bill.

However,
it
is
you
want
to
look
at
it,
but
water
bill

believe,
is
what
the
Barberton
uses
that
the
benefit
charges
would
be
going
on
to
for
any
of
the
residents,
and
we
don't
know
if
Barbara
is
going
to
charge.
One
Mrs
Keener
stated
that
the
agreement
is
still
being
reviewed
by
Barberton
and
once
it
is
approved
so
forward
it
to
me.
Yet.
We've
already
put
this
in
place
for
several
areas,
and
we
don't
even
know
what
the
what
the
actual
cost
is
going
to
be
to
the
residents
themselves.

But
again.
This
is
what
I
received
from
Mrs
Keener
the
next
day
after
I'd
asked
again
on
the
interest
rates
and
Johnson
Road
in
Hampton.
Please
correct
me:
if
I'm
wrong
on
this,
the
at
the
Johnson
Road
in
Hampton
and
four
Dave
tappens,
that's
all
through
the
were
funded
by
the
opwc
and
there
wasn't
there.
So
there
will
be
no
interest
on
those.
That's
the
way,
I
understand
it,
that
those
were
the
loans
and
the
grants
both
all
came
from
them.

So
there's
not
going
to
be
any
interest
on
those
those
people
get
off
pretty
well
as
far
as
that
goes
there's,
because
there's
no
interest
with
the
opwc
loans
for
the
tap
in
interest
would
not
be
charged
there
so
anytime,
the
city
when
we
don't
incur
an
interest
charge
and
we're
only
putting
on
there
the
interest
charges
that
we
actually
pay.

matter

we

some
discussion
today
with
Barberton
and
I
know
early
on.

was
some
discussion
about
possibly
putting
it
on
a
tax
duplicate
and
instead
I
think
a
decision
was

talked
about
or
made
to
go
to
to
add
to
the
water
bill,
but
I
mean
you
could
pay
it
up
front
or
you
could
put
it
on
your
water
bill.

my
understanding
is
that
if
you
put
it
on
the
water
bill
and
don't
pay
it
just
like
any
other
bill,
then
it
would,
it
would
probably
get
turned
off
and.

just
feel
if
they're
paying
their
water
bill
just
because
they
can't
pay
that
assessment
that
maybe
when
their
tax
would
have
come
through
and
they
would
have
been
painted
on
their
property
taxes.
They'd
have
been
okay,
been
able
to
pay
it
dead
or
make
some
arrangements
through
the
county
to
be
able
to
take
care
of
it,
but
yet
they
could
possibly
have
their
water
shut
off.

have
a
problem
with
that
and
it
was
a
discussion,
but
you
know
I
want
to
know
for
sure
and
I.

think
that
we
ought
to
be
passing
anything
that
we
don't
know,
and
since
we
don't
know
some
of
these
things,
I'm
going
to
say,
we
need
to
go
for
a
fourth
reading
on
it
and
I
hate
bringing
this
up.

it

bothering
me
and
bothering
me
that
why
does
somebody
have
to
have
their
water
checked
now
it
has
been.

that
because
their
business

is
there
something
a
problem
with
the
water

rest

residents

going

facing

will

court

hoping

to

longer

who's
doing

impoundments,

because
there
was
a
lot
of
extra
paperwork
that
went
with
that
since

took
on

responsibility

businesses

them
