C
You
ready
all
right,
it's
6
30.
I
call
the
board
of
control
to
order
for
monday
august
24th
2020..
We
have
consideration
of
previous
border
control
minutes.
We
have
nothing
at
that
point.
This
point
in
time,
under
new
business
authorization
to
purchase
the
power
cot
and
power
load
from
striker
medical
and
the
amount
not
to
exceed
forty
eight
thousand
six
hundred
dollars.
E
And
essentially
it
just,
it's
truly
helps
alleviate
some
of
the
lifting
injuries
for
our
staff.
It's
truly
a
benefit.
It's
a
system
that
the
cot
raises
and
lowers
on
its
own.
B
When
I
read,
I
read
something
from
the
fire
chief
in
the
packet
for
council
and
it's
highly
recommended
and,
if
not
required,
correct.
A
D
A
D
E
B
B
E
B
B
B
F
So,
actually
we
need
to
change
this.
The
actual
agreements
for
34
500,
the
bonds
that
we're
refunding
are
the
2
million
700.
G
B
Okay,
all
right
and
and
so
explain
to
me
a
little
more
refunding
bonds.
What's
that
mean.
B
Okay,
all
right
in
that,
then
I
will
move
to
enter
into
the
supplemental
advisory
agreement.
Engagement
letter
with
baker
tilly
an
amount
not
to
exceed
34.5.
D
A
D
A
D
A
B
Is
this?
Is
this
connected
to
ordinance
78.
D
E
Yes,
yes,
so
right,
so
what
we've
done
is
we
started
looking
at
our
our
insurance,
health
insurance
is
up
at
the
end
of
the
year.
This
is
an
oml
plan
been
referenced
by
oml
for
the
last
three
or
four
years
as
a
cost
savings.
I
don't
know
that
we'll
see
a
cost
savings
in
the
first
year
we
have
to
build
up
a
reserve,
but
we're
pretty
confident
that
we'll
save
money
over
the
long
term.
E
And
that's
not
in
a
hurry.
We're
not
heard
that
that
can
take
three
reads:
that's
it
doesn't
end
until
december
anyway,.
B
Yeah-
and
I
think
at
least
from
some
council
members
have,
they
have
just
have
some
questions
that
we'll
talk
about
at
the
council
meeting.
But
in
order
to
move
it
along,
I
will
move
to
for
to
approve
authorization
to
enter
into
the
agreement
with
south
central
ohio
insurance
consortium.
Council
of
governments.
D
A
D
C
Okay,
number
five
enter
into
agreement
with
the
city
of
barberton
for
the
boarding
of
prisoners.
E
B
E
B
All
right,
having
said
that,
then
I
will
move
to
enter
into
an
agreement
with
the
city
of
barberton
for
the
boarding
of
prisoners.
D
A
D
E
G
B
Don't
know
that,
okay
again,
this
is
something
that
we're
looking
at
tonight.
I
believe,
as
I
recall,
yeah
yes,
it
since
ordinance
77.
So
we
can
talk
about
that
then.
So
in
order
to
move
that
along
then
I
will
move
to
authorize
authorization
enter
into
agreement
with
summit
county
animal
control,
services.
D
A
D
E
Kearney
you'll
remember
that
two
years
ago,
plus
two
and
a
half
years
ago
did
an
rfq
for
engineering
services.
I
think
they've
done
a
phenomenal
job
with
getting
us
grant
money
and,
and
while
we
change
some
of
the
services
we
deliver,
I
really
think
this
will
get
us.
You
know
three-year
extension,
starting
at
the
end
of
the
year.
Again,
it's
not
urgent.
B
And
again,
no
significant
changes
in
the
contract.
I
don't
believe
from
what
I
could
gather.
C
B
We've
we've
used
a
couple
different
engineering
firms
in
this
city
that
I
can
remember
myself
and
I
think
they've
probably
done.
A
B
A
B
E
So
I
anticipate
this
to
be
the
most
discussed
item
tonight
and
that's
probably
reasonable
and
expected
one
of
the
things
I
think
mr
kern
and
you
can
appreciate
our
goal
with
this-
is
to
make
our
facility
eligible
to
be
open
to
the
public.
One
of
the
concerns
that
I
have
is
staff
safety.
Now,
while
we
have
plexiglass
there,
I
don't
know
whether
or
not
it's
the
most
appropriate
barrier.
E
Secondly,
the
council
chamber:
the
layout
needs
to
be
modified
to
address
the
safety
of
our
anybody
who
attends
as
well
of
our
members.
The
entrance
and
exit
need
to
be
separated,
so
a
lot
of
these
things
will
be
taken
into
consideration
and
again,
as
I've
told
some
council
members,
this
is
only
to
do
the
design
work.
It
is
grant
funded
through
our
karzak
dollars.
We
anticipate
a
potential
of
an
additional
allotment
of
karazak
dollars,
for
which
we
would
use
to
do
these
modifications.
B
Yeah
I
was
gonna.
I
was
going
to
make
the
point
that
this
is
money
that
we
are
receiving
from
the
federal
government.
Through
the
cares
act,
the
I
know
the
legislation,
one
place
that
says
39
here
it
says
35,
I'm
assuming
there's
a
10
percent
overrun,
that's
built
into
that
39
or
no.
E
So
if
we
decide
that
the
improvements
don't
move
forward,
whether
we
get
money
or
not,
that
money
would
be
less
okay
if
we
don't
move
forward,
so
this
is
not
to
exceed
35,
and
that
includes
for
construction
and,
as
I
told
some
of
the
members
of
council,
they
have
to
prepare
to
phase
this,
so
we
are
not
shut
down
at
any
time
right.
So
that's
part
of
the
issue
with
designing
a
building
renovation
or
trying
to
maintain
service
levels
at
the
city.
So,
okay.
B
That
makes
sense
all
right,
so
we'll
make
sure
that
in
council
meeting
later
we'll
we'll
get
that
amended
and
get
that
changed.
So
I
will
then
move
to
enter
agreement
with
gdp
group
for
cobit
19
building
safety
measure
upgrades
in
an
amount
not
to
exceed
35
000.
D
A
D
C
Okay,
then,
that's
all
to
come
before
border
control,
so
motion
to
adjourn
at
6,
46.
yep.
Thank
you.
