company
is
reporting
right
now

two
jobs
created
by
the
cra.
I
I
will
point
out
that
I
do
think
that's
a
little
bit
of
a
of
a
misnomer
here
with
this
particular
situation
and
and
I'll
get
to
that
in
a
minute
here.
Once
I
go
through
what's
on
the
form
in
terms
of
the
investment
they
they
pretty
much
have
met,
essentially
what
they
were
hoping
to
do
in
terms
of
the
initial
investment.

think
they
were
looking
to
do
a
million
dollar
real
property
investment
and
they
actually
the
counties,
got
it
appraised
at
1.2,
so
they're
good
from
that
perspective,
real
property
taxes
paid
cumulatively
they've
paid

term
of
the
cra
and
they've,
had
abated
two

three,
so
nothing
other
than
the
employee
count
that
that's
kind
of
out
of
whack
there.

one
thing,
I
will
tell
you
from
an
employee
account,
even

they've
created
two,
and
I
think
some
of
you
all
all
may
know
they
initially
started
out,
trying
to
run
a
manufacturing
operation
themselves
there.
That
was
ultimately
what
they
were
intending
to
do
when
they
had
indicated
on
their
cra
agreement.
They'd
create
25
jobs
due
to
market
conditions,
the
most
obvious
of
which
is
covid.
That
operation
did
not
particularly
proceed
well.

Instead,
what
they're
doing
is
that
initial
building
that
they
built
up
there,
that
the
city
had
given
the
cra
abatement
for
is
now
the
headquarters
for
kyoto,
cooling,
which
is
an
entity
that
manufactures
cooling
units
for
like
bitcoin
operations
and
those
larger
operations
that
need
very
heavy
duty,
cooling
units
and-
and
my
understanding
is
that
kyoto,
cooling
has
been
anywhere
from
25
to
30
employees
right
now,
so
in
terms
of
jobs
actually
on
the
site,
while
they're
not
kda
jobs,
they're,
they're,
meeting
the
the
jobs
commitment
through
the
tenant,
kyoto,
cooling
and,
quite
honestly,
I
think
the
long-term
story,
if
things
go
continue
to
go
well
for
kyoto,
is
that
they're
gonna
have
much
more
jobs
through
kyoto
being
on
site
than
than
they
might
have
been
able
to
do
as
kda
manufacturing.

their

the

kda

kyoto

then

tell
you
that
doesn't

we

They
are
currently
constructing
two
other
buildings
up
there
with

idea
that
they
will
have
two
more
and
so
they've
kind
of
made
it
a
bit
of
a
campus
and
for
the
two
that
are
under
construction.

city
has
not
done
anything
in
terms
of
granting
a
cra
and
because
they're
under
construction,
the
city
can't
at
this
point
in
time,
but
the
city
is
going
to
tiff
assuming
the
council
would
approve
it.
Those
two
new
buildings,
you
know,
presumably
the
the
buildings
three
and
four
as
well
and
and
those
those
tiffs
will
generate
revenue
that
will
go
to
the
city
to
pay
for
public
infrastructure
costs
that
benefit
that
property.

So
think
you
know
cleveland
maslin,
road
there
and
some
of
the
other
roads
in
the
nearby
vicinity
will
be
able
to
actually
be
funded
through
those
tif.
So
again,
you
know
not
necessarily
taking
an
advocacy
position,
one
way
or
the
other,
but
I
would
tell
you
that
on
the
kda
project,
unlike
the
others,
there
definitely
has
been
some
additional
beneficial
economic
activity
beyond
just
the
the
four
corners
of
the
cra
agreement
itself.

housing
officer
that
goes
out
and
does
a
report
back
on
the
the
the
neighborhood
that
may
have
benefited
from
the
cra.
It
doesn't
so
much
work
that
way
anymore,
particularly
when
you're
doing
a
you
know
these
commercial
cras.

don't
think
we
need
to
take
any
action
on
any
of
these
other
than
getting
a
report.
So
we'll

to
the
creation
of

case

relocation
to
the
city

market
conditions

with

they

that
they

just

that
they
were
attempting
to
fill.

just
didn't,
have
people
in
them
at

time.

if
employment
issues
didn't
exist,
the
way
they
do
right
now,
I
think
they
would
have
clearly
met
their
mark,
and
you

you
just
have
ordinary
ordinarily

ordinary
turnover
that
sometimes
is
going
to
result

being
at

or

So
I
think,
for
all
intents
and
purposes
you
know
they're
good
there.

investment
perspective,
they
had
indicated
that
they
were
going
to
invest
23
million
dollars
in
the
project,
the
fiscal

picked
it
up

valued
it
at
17,

under

sold
to
a

probably
a
real
estate
equity
company
of
some
sort
and

sold

and

uncommon.

been
hearing

terminology
would
be

and

just
to
clarify
why

see
the
two
different
names
there
under
this
agreement,
their
commitment
was
to
retain
seven
employees
and
create
five.

months

the
date
that
they

have
moved
into

facility
to

that.

reason

that
out
is
they
are
still
within
that

month
period
and
because
they're
still
within
that
24-month

retained

committed
to
retain,
excuse

but
they
have
created
two
of
those
five
new
positions.
So
far,
so
I
think
it's
safe
to
say,
they're
still
working
on
them.

in
the
labor
market
already,

they're
plugging
away
on
that

terms

taxes
paid
cumulatively
versus

the
