staff,

civic
clubs,
the
kiwanis,
the
lions,
the
historical
society
and
the
women's
club
are
all
invited,
and
we
do
have
some
representatives
from
those
clubs
with
us
today
and
the
women's
club's
going
to
speak
for
a
moment
as
well
as
the
kiwanis
representative
dan
grant.
Concerning
the
prayer
breakfast.

is

where
we
we
get
to
listen
and
learn.
So
I'm
sure
that
you
can
just
kick
back,
relax
and
take
in
what
what
americans
share
with
us
and
look
forward
to
coming
here.

think
what
I'd
like
to
do
is
effectively
decided
we're
going
to
make
our
announcements
first
and
have
our
speakers
first
and
then,
if
the
weather
closes
in
on
us,
and
we
have
to
make
a
last-minute
change
in
things
which
look
it's
looking
nicer
as
we
go
here.
But
who
knows
what
will
happen,
but
the
mayor
will
speak
and
then
he
will
end
the
evening
as
well.
So
with

of
the
activities
we've
got
coming
up.

is
an
intentional
project
of
the
north
kiwanis
to
bring
the
cities
of
norton
barbadon
and
new
franklin
together
in
prayer.
Once
a
year.
We
really
would
like
to
have
residents.
Of
course,
all
elected
officials
have
been
invited
and
request
your
presence
there,
but
we'd
also
love
to
get
the
residents
out
with
you,
because
otherwise
those
are
the
folks.
We
want
praying
for
you.
So
if
anyone
needs

I'm
ellen
stokes,
the
president
of
northern
women's
club
this
year,
and
I
just
want
to
tell
you
a
couple
of
upcoming
events
this
coming
saturday
we're
having
the
easter
egg
hunt
here
at
columbia,
woods
with
our
rain
date
next
saturday,
it's
at
11
o'clock.
So
if
you
have
any
children
or
grandchildren,
bring
a
basket
and
come
on
goes
up
to
fifth
grade
and
our
other
thing
is
the
community
breakfast.

just
get
right
into
our
evening
here,
a
few
years
back,
mirzita
started
speaking
to
us
on
the
annual
basis
to
update
us,
as
I
mentioned
earlier,
and
it's
always
been
one
of
the
most
enlightening
events
of
our
kiwanis
year
of
the
year
of
the
season,
and
so
without
any
further
ado,
I'd
like
to
ask
you
to
prepare
for
him
to
tune
us
in
on
what's
happening
around
the
city
and
letting
it
get
started.
So
that
said
I'll

to
you,
as
most
of
you
all
of
you
know,

take
a
minute
to
thank
norton
kiwanis
for
allowing
me
the
opportunity
to
give
the
annual
state
of
the
city
address
here
this
evening,
working
quietly
behind
the
scenes.
I
want
to
thank
them
for
continuing
to
make
norton
a
great
place
to
live
and
to
thank
them
for
their
generosity,
which
made
the
construction
of
our
stage
possible.

It
appears
much
of
the
past
pandemic
is
behind
us.
I
know
earlier
this
evening.
I
think
mary
stokes
brought
a
mask
in
here
just
in
case,
but
I
think
we're
okay,
but
I
am
extremely
optimistic
and
more
excited
than
ever
about
the
future
of
2022
and
beyond
city
council
boards
and
commission
meetings
have
transitioned
from
a
virtual
format
to
being
back
in
person.

In
2021,
cider
ridge
started
phase
one.
The
phase
consisted
of
31
new
homes
being
constructed
off
clark
mill,
road
phase
2
was
constructed
last
year,
but
due
to
supply
chain
issues,
new
home
construction
did
not
start.
Until
recently,
we
anticipate
an
additional
40
new
homes
to
be
constructed
at
this
location.
This
year,.

This
grant
will
reduce
the
service
department
impact
on
the
environment
while
affording
us
the
opportunity
to
improve
our
fleet
for
roads.
The
city
received
1.5
million
dollars
for
the
eastern
road
widening
and
congo.
Road
culvert
replacement,
1.3
million
dollars
for
barber
road,
673
thousand
dollars
for
roads
in
brentwood
estates,
1.4
million
dollars
for
greenwich
and
cleveland
maslin,
road
resurfacing
and
443
000
for
johnson
road.

In
2017,
we
started
the
development
of
a
capital,
improvement
and
vehicle
replacement
plan.
This
plan
increases
the
value
of
vehicle
and
trade
and
provides
for
a
more
updated
fleet.
This
has
resulted
in
lower
annual
maintenance
costs
on
our
fleet
and
provided
us
with
a
higher
trade-in
value.
At
the
end
of
their
use,
a
formal
five-year
capital
improvement
plan
was
passed
by
consul
in
2020
and
this
updated
annually
to
to
meet
the
ongoing
capital
needs
of
the
city.
