State
of
the
City
address
here
this
evening.
It
is
truly
an
honor
and
a
privilege
to
serve
our
great
city.
As
your
mayor.
We
have
many
civic
groups
and
individuals
who
were
quietly
behind
the
scenes
to
help
beautify
and
care
for
our
city
and
for
that
I.
Thank
you
also,
thank
you
to
the
Kiwanis
for
the
great
new
sign
at
the
center
of
town,
where
we
can
keep
the
community
informed
of
important
events.

Everyone
working
together
makes
Norton
a
great
place
to
live.
I
would
like
to
welcome
some
special

the

start
off
by
city
council
members.
We

2018
marked
the
bicentennial
of
the
founding
of
Norton
Township,
the
city
of
Norton
partnered,
with
the
Norton
Historical
Society
and
the
Bicentennial
committee
to
bring
a
full
week
of
activities.
The
activities
included
a
night
of
remembrance,
a
parade
with
picnic
in
the
park
sponsored
by
acne,
a
bicentennial
play
by
the
Wolf
Creek
players
ox
roasting
corn,
roast
ken
bream
is
annual
car,
show
music
by
disco,
inferno,
mark
leach,
the
Easy
Street
Band,
and
fireworks
from
Garden
State
fireworks.

Historically,
the
city
has
partnered
with
Summit
County
engineer
for
paving
projects.
However,
in
2018
he
brought
the
bidding
and
contracting
back
to
the
city
in
2018.
Our
total
paving
budget
was
seven
hundred
and
fifteen
thousand
three
hundred
and
sixty
one
dollars
out
of
that.
The
city
spent
three
hundred
and
sixty
seven
thousand
and
seventy
one
dollars
on
rainbow
road
reconstruction
and
over
three
hundred
thousand
of
local
paving
dollars
on
other
streets.

The
roads
resurfaced
outside
of
Nashville's
included,
Oak,
Street,
long
drive,
pleasant
drive,
albert
frontage,
east
Helmick,
Tapper
nights,
drive
and
pike
view
with
the
higher
with
the
hiring
of
GPB.
As
the
city
engineer,
we
will
continue
to
expand
our
annual
road
program
and
hope
to
further
leverage
grants
and
low-interest
loans
to
maximize
our
investment
in
this
critical
area.

Utility
relocations
started
in
the
city
of
Norton
for
the
second
and
third
phase
of
Cleveland
Massillon
Road
corridor
improvement.
The
city
also
completed
the
acquisition
of
writer
ways
necessary
to
complete
the
widening
to
the
corporation
limit
at
Shannon
Avenue.
The
Ohio
Department
of
Transportation,
which
is
ODOT,
entered
into
an
akan
tract
four
phases.
A
Odot
is
widening
interstate
route,
76
us
to
twenty
four
to
three
lanes.
Eastbound
and
three
lanes
westbound
through
the
city
of
Norton
federal
funds
are
paying
the
cost
of
this
three-year
project.
The
project
is
now
scheduled
to
repave
all
six
lanes
in
the
city
of
Norton
in
2019.
I
would
like
to
take
a
moment
to
set
the
record
straight
on
the
city's
use
of
radar
enforcement
in
the
ODOT
project
on
76.
A
Safety
was
a
huge
concern
during
construction
in
2018
and
the
Chief
of
Police
noted
a
dramatic
increase
in
accidents
because
of
Odets
use
of
contraflow
lanes.
There
were
numerous
accidents
within
a
single
lane,
surrounded
by
barriers.
Norton
police,
as
well
as
fire
and
EMS,
were
oftentimes
unable
to
respond
to
these
accidents
until
construction
personnel
move
the
barriers.
For
these
reasons,
the
city
determined
to
use
radar
enforcement
to
slow
path,
traffic
patterns
through
the
construction
zones
to
the
posted
55
mile
an
hour
speed
limit.

In
2018,
the
service
department,
cleaned
in
reshaped
17,000,
feet
of
ditches,
replaced
or
repaired
26
catch
basins
and
14
crossover
replacements,
as
well
as
installed
or
replace
35
driveway
conference
in
2019.
The
we
will
continue
to
enhance
the
city's
drainage
infrastructure
to
attempt
to
lessen
the
impact
of
flooding
in
the
city.
In
addition,
the
city
has
budgeted
to
purchase
a
2020
tIMCO
street
sweeper
factory.
The
new
truck
will
allow
the
city
to
clean
catch
basins
and
culverts
throughout
the
city.
A
These
actions
are
not
only
required
by
the
EPA,
but
will
help
drain
our
roadway
that
we
are
investing
in
so
heavily
to
improve
for
calendar
year
2018
the
service
department
drove
over
8,000
587
miles
with
our
seven
salt
trucks
and
used
over
five
thousand
tons
of
salt.
The
city
has
also
heavily
invested
to
upgrade
its
truck
fleet
to
ensure
that
we
can
quickly
remove
snow
and
salt
streets
for
the
safety
of
our
residents.

In
2018,
the
Norton
Police
Department
responded
to
20
1713
calls
for
service,
which
is
a
5%
increase
from
2017
in
March
of
2018.
The
Norton
Police
Department
received
the
second
year
Ohio
collaborative
law
enforcement
agency,
certification
that
certifies
the
agency,
as
compliant
with
policies
and
procedures
in
dispatching
the
use
and
into
use
of
body-worn
cameras.
A
The
Norton
Police
Department
responded
to
22
drug
overdoses,
which
is
a
significant
reduction
from
the
past
two
years.
We
continue
working
with
the
Barberton
Police
Department
and
the
ABM
board.
With
a
quick
response
team
in
December,
we
were
able
to
lease
enough
tasers
to
provide
one
for
each
officer.
This
five-year
agreement
allows
the
capability
for
each
officer
to
always
have
access
to
an
intermediate
weapon
to
lessen
injuries
to
both
the
officer
and
the
suspect.

The
fire
department
handled
a
total
of
1765
calls,
which
was
a
three
percent
drop
in
from
2017.
They
purchased
three
new
heart
monitors
and
two
Lucas
automated
CPR
devices.
The
heart
monitors,
are
more
advanced
and
have
the
latest
technology.
The
Lucas
CPR
device
is
an
automated
chest
compression
device.
This
frees
up
one
person
to
help
treat
a
patient
because
they
are
not
tied
up
doing
CPR.

The
firefighters
association
ran
a
fundraiser
in
order
to
acquire
funds
to
purchase
gas
meters
that
detect
harmful
gases
such
as
carbon
dioxide,
which
let
the
firefighters
know
whether
it
is
safe
to
enter
space
because
of
the
donations.
The
fire
department
was
able
to
purchase
three
gasps
meters
to
reduce
outdated
equipment.
A
Economic
development
often
requires
tools
to
be
used
to
assist
in
fostering
development
in
2018,
the
city
of
Norton
started
using
tax
increment
financing
tool
to
facilitate
infrastructure
and
set
up
a
fund
for
future
infrastructure
needs.
The
city
established
a
TIF
for
RVs
McDonald's
Acme
and
the
Creekside
Animal
Clinic.
The
improvements
the
business
made
to
our
community
have
afforded
us
this
opportunity.

The
past
Ohio
EPA
nomination
of
the
Barberton
Akron
Norton
wodsworth
interconnect
will
provide
water
service
along
wodsworth
Road
in
the
city
of
Norton.
The
design
portion
of
the
project
is
underway
and
was
funded
through
the
Ohio
EPA.
This
will
also
provide
redundant
emergency
water
supply
for
Norton
from
Akron
and
wodsworth.
In
2018,
we
saw
several
local
business
expansions.
We
anticipate
2019
to
be
even
better.
A
Most
of
you
are
probably
aware:
Swisscom,
which
is
our
dispatch
center,
was
formed
in
2014,
and
we
started
our
joint
dispatch
center
with
Barberton
and
Copley.
Next
we
began
sharing
IT
services.
We
are
open
to
expanding
dispatches
services
to
other
communities
and
looking
at
other
ways
we
may
collaborate,
such
as
storm
water,
flood
mitigation
to
improve
the
city
in
the
fall
of
2018.
Our
city
administrator
Robert
Fowler
was
awarded
the
business
leader
of
the
year
from
the
South
Summit
Chamber
of
Commerce
for
his
professionalism
and
commitment
to
the
community.

In
2018,
we
continued
with
the
purchase
of
a
5
ton,
dump
a
one-ton
dump
truck
and
several
police
cars
as
a
larger
capital
improvement
plan.
The
city
has
undertaken
a
five-year
waterline
construction
plan.
This
plan
will
provide
much-needed
fire
hydrants
to
various
areas
in
the
city.
These
projects
will
not
be
assessed
and
will
be,
and
I
will
be
optional
for
connection.

The
finance
department
continued
to
make
excellent
progress
in
2018
for
the
14th
straight
year,
the
city
received
a
certificate
of
it
excellence
in
financial
reporting
by
the
GFO,
a
in
July
of
2018.
Our
finance
department
was
awarded
with
the
auditor
of
state
award
with
distinction.
Only
six
entities
in
the
state
of
Ohio
received
this
prestigious
award.
A
At
the
end
of
2018,
the
city
implemented
a
new
fiscal
policy
for
carryover
funds.
This
policy
dedicated
portions
of
the
carryover
balance
to
the
rainy
day,
27th
pay
fund
a
compensated
absence
fund
and
land
improvement.
The
policy
is
critical
to
balance
to
current
needs
of
the
city,
while
saving
for
long-term
expenses
of
the
city.
A
There
are
three
large
projects
currently
slated
to
begin
construction
in
the
next
month.
Meet
in
place
is
a
31,000
square
foot
mixed
office
and
retail
complex
on
Cleveland
Massillon,
Road
north
of
wodsworth
Road.
This
will
bring
a
new
outlook
to
the
loyal
oak
area.
It
is
estimated
to
cost
3.1
million
dollars
also
on
Cleveland
Maslin
Road
Dollar
General
will
construct
a
new
facility
south
of
wodsworth
Road.
The
new
location
is
slated
to
begin
construction
this
year
and
will
include
a
modified
design
from
their
normal
building
construction.

With
the
sale
of
former
location
of
the
red
pepper
steak
house,
the
Planning
Commission
recently
approved
the
construction
of
a
twenty
two
thousand
five
hundred
square
foot
garage
to
house
equipment
for
a
company
moving
operations
into
the
city.
This,
along
with
the
remodel
of
the
office
space,
will
provide
much-needed
boost
in
commerce
and
business
in
this
area.

Barber
road
will
also
see
the
relocation
and
expansion
of
condor
welding
from
wodsworth
road
back
in
December
Norton
City
Council
passed
an
ordinance
declaring
a
community
reinvestment
area
for
the
construction
of
a
new
facility
on
Barbaro.
This
project
was
facilitated
by
our
annual
business
retention
and
expansion
visit
conducted
by
the
staff
and
I
in
early
2018.

First,
the
city
will
be
working
to
provide
homeowners
with
a
program
to
complete
energy-efficient
projects
at
their
residences.
They
will
be
able
to
finance
those
expenses
over
the
life
expectancy
of
the
improvement.
Bri
shirt
research
shows
great
success
in
other
states.
It's
new
to
the
new
to
our
area.
We
anticipate
rolling
out
this
program
to
City
Council
in
May
of
2019.

city
intends
to
complete
a
citywide
parks
master
plan.
The
city
has
never
had
a
strategic
vision
for
improving
its
parks.
This
master
plan
will
help
provide
us
with
guided
with
a
guidance
document
on
improvements
that
we
will
make
in
various
parks.

city
has
come
a
long
way
in
the
past
several
years
on
establishing
collaborative
relationships
within
our
residents,
our
organizations
and
our
businesses
and
our
schools.
We
know
that
strong
partnerships
and
a
strong
school
system
helps
to
provide
our
property
values
and
provide
services
that
our
residents
expect
before
I
close
today.
I
want
to
remind
you

we
will
be

green
up
day
in
the
city
of
Norton
on
April
27th
I

our
continued
emphasis
on
improving
the
city's
infrastructure.

level

services

our
residents

a
renewed
commitment
to
reestablishing
and
maintaining
local
partnerships

believe
Norton
is
poised
to
improve
in
the
years
to
come.
