Description
04-12-2022 Planning Commission Meeting
A
C
Yes,
yes,
we
actually
was
able
to
talk
for
a
while,
so
yeah.
B
B
B
B
B
B
B
B
F
B
D
D
And
then
there
is
no
old
business
on
the
agenda
tonight
and
for
new
business
we
have
a
pc
application,
spr,
three,
a
dash
2022,
and
this
is
for
a
preliminary
site
plan
for
some
land
that
is
located.
The
address
is
actually,
I
believe,
on
cleveland
maslin
road.
D
D
So
when
it
does
come
back
as
a
final
site
plan,
and
I
don't
know
how
long
that'll
take
it's
dependent
upon
what
actions
are
required
by
the
developer,
we
would
go
and
you
know
he
would
come,
they
would
come
back
to
us
with
a
final
site
plan
and
probably
a
preliminary
plat.
D
The
one
issue
here
is
you
don't
want
to
spend.
You
know
200
000,
on
something
that
you
know
isn't
ever
going
to
get
approved,
so
this
is
kind
of
a
conceptual
plan.
There
is
no
public
import
formally.
The
purpose
of
this
is
so
that
everybody
here
can
listen
to
what
the
developer
is
planning.
D
I
believe
most,
you
haven't
actually
seen
a
set
of
drawings,
although
I
believe
there
is
a
set
on
the
city
city's
website,
but
they're
fairly
small.
So
you
know
they're
hard
to
understand
if
you're
trying
to
get
into
very
technical
details
so
so
to
proceed
with.
That
is
the
developer
or
the
representative
here.
D
Would
you
like
to
go
up
and
state
your
name
and
address
and
tell
us
a
little
bit
about
your
project.
G
G
G
As
as
mentioned,
this
is
just
the
preliminary
site
plan,
so
we
are
kind
of
doing
this
to
come
before
the
board
or
the
commission
to
ask
for
your
guys
input,
and
then
you
know
we
will
resubmit
and
come
back
to
you
guys,
I'm
kind
of
just
here
to
try
to
answer
any
questions.
I
can
the
best
hand
with
the
plans
that
you
have
in
front
of
you
so.
D
G
Agree
they
would,
we
would
need
variances.
Yes,.
H
Yeah
and
then
well,
you
have
several
the
lot
area,
the
lot
blocked,
depth,
rear
yard,
distance
and.
D
Front
front
yard
distance
and
I
had
yeah
and
a
lot
area.
H
So
that's
a
lot
to
ask
for
one
one
development.
I'd
like
to
see
you
know
you
try
to
comply,
so
my
comment
to
you
would
be
to
try
and
provide
the
code
as
best
you
can.
Okay,
it
might
mean
changing
the
lot
sizing
that
the
overall
lot
is
rather
narrow,
so
to
get.
G
G
Yard
is
50
and
the
rear
yard
is
50..
So
yes,
we'll
have
to
check
into
that
for
sure.
D
G
D
Yeah
and
generally
we
don't
have
the
situation,
but
I
think
that
would
have
to
go
through
board
of
zoning
appeal
and
it's
a
little
confusing,
because
I
don't
think
in
all
the
years
I've
been
on
planet
commission
that
I've
had
very
many
happen.
That
way.
Usually
if
it's
just
one
item
they'll
go
to
board
of
zoning
appeal
first
and
then
come
to
us,
but
there's
a
few
here
and
there's
a
few
other
general
questions
that
I
have.
D
But
it
looks
like
what
we
can
do
is
I
can
write
something
up:
give
it
to
shannon
to
send
to
you
with
the
requirement
and
the
specific
paragraphs
of
the
r3
zoning
code.
D
I
had
a
few
other
questions.
One
of
these
is
kind
of
generic.
Maybe
it
would
help
with
most
of
the
residents
from
the
that
allotment
are
here
or
people
that
are
concerned
about
it,
and
you
you're
talking
like
what
a
quarter
of
an
acre
roughly.
I
guess
to
do
this.
Were
you
talking
about
single
story
or
two-story
houses
or.
G
D
Yeah-
it's
probably
I
know
in
some
of
the
other
developments
we
see,
you
know
we're
beyond
the
site
planning
stage,
so
they
generally
know
what
their
market's
going
to
be.
But
in
this
case
here
yeah
the
you
know
quarter
acre.
D
I
was
just
thinking
about
how
compatible
that
is
with
the
neighborhood,
but
most
of
the
rest
of
the
neighborhood
is
probably
quarter
acre.
I
would
think
so
got
a
question
on
stormwater
management
because
I
think
you're
a
fourth
page
here,
you're
kind
of
showing
direction
of
flow,
so
some
of
it's
going
to
go
west
and
then
you're
going
to
put
in
are
you
going
to
put
in
like
two
and
I
apologize
because
I
get
confused
between
detention
and
retention
basins.
But
are
you
going
to
put
like
one
here
at?
D
D
G
D
Because
I
I
think
on
the
north
or
I'm
sorry
on
the
west
side,
I
think
that's
going
to
go
into
what
looks
like
a
retention
basin
and
then
it
would
drain
into
the
same
area
that
that
the
property
in
mount
vernon
states
is
draining
into
now.
That
may
be
an
area
where
I
I
don't
know
about
total.
You
know
runoff
from
that,
how
that's
going
to
affect
that?
D
G
G
E
D
Let's
see
here,
I
think
there
was
an
issue
on.
I
don't
think
I
like
I
kind
of
knew
this,
but
I
think
you're
deeper.
The
code
says
you
can
only
go
700
feet
on
a
cul-de-sac
from
the
intersection,
but
I
tell
you
truth.
I
don't
understand
why
that's
an
issue.
A
lot
of
people
are
using
cold
sacs
these
days
and
I
see
ones
that
are
thousands
of
feet.
Long.
That's
probably
something
that
you
know.
We
have
to
look
at
down
the
road
to
say:
why
is
it
only
600?
D
D
D
Was
mr
fowler
had
talked
to
me
about
that.
E
H
G
Do
you
come
up
with
six?
I'm
not
I'm
not
sure.
On
the
six
I
mean
it's
probably
a
two-car
garage,
so
two
there
and
then
two
in
the
driveway,
I'm
not
sure
where
the
additional
two
come
from
I'll
have
to
look
at
them
how
they
came
up
with
six
there.
I
would
picture
four
at
least
with
two
in
the
garage
or
two
in
the
driveway,
I'm
not
sure
where
the
additional
two
came
from
so
I'll.
Get
you
an
answer
on
that
one,
I'm
not
sure
where
six
came
from.
D
D
Okay
and
you
have
city
services
for
water
and
soar
and
as
all
your
utilities
going
to
be
underground,
then
all
your
other
stuff.
Okay,
so
I.
G
Think
robert
might
have
said
something
that
lighting
was
going
to
be
an
issue,
so
we
make
sure
that
we
work
with
the
city
on
doing
minimal
lighting.
So
it's
not
too.
D
D
You
didn't
say
anything
else.
I
I
was
thinking
that
the
minimum
radius
on
this
cul-de-sac
was
60
feet,
but
actually
for
minor
calls
x.
It's
50.,
I
kind
of
had
to
go
from
memory
actually
search
for
that
requirement,
but
it
looks
like
you
meet
the
50
foot
radius
there
and
that's
really
for
truck
turnaround
things
active
for
emergency
equipment,
so,
okay!
D
Well,
I
I
think
what
I'd
like
to
do.
You
know
the
residents.
Obviously
this
is
a
change
for
them
and
a
lot
of
them
haven't.
Actually,
unless
you
went
on
their
website,
you
would
not
have
seen
the
you
know
this
preliminary
site
plan.
D
That
is
something
you
can
go
on
and
take
a
look
at,
but
there's
probably
some
changes
that
probably
need
to
be
adjusted
here
to
account
for
that,
and
I
think
what
we'd
like
to
do
unless
anybody
has
any
other
comments,
is
I'd
like
to
write
down
what
our
comments
were
and
then
see
if
I
can
get
that
to
shannon
tomorrow
to
pass
on
to
you
formally,
I
I
did
this
was
sent
to
the
city
engineer.
But
did
you
have
a
sit
down
with
like
bill
or
robert
and
so.
G
D
Yeah
some
of
these,
like
this,
I
like
to
kind
of
sit
in
on
the
meeting,
so
sometimes
I
hear
about.
Sometimes
I
don't,
but
I
usually
bring
my
code
book
and
start
flipping
through
that
because
that's
the
the
obvious
first
level
of
you
know.
If,
if
you
were
clean
here
and
met
r3
verbatim
yeah,
it
would
be
a
no-brainer
I
understood
so
so
I
think
we're
waiting
for
comments
from
the
city
engineer.
C
As
a
preliminary
standpoint,
he's
reviews
it
like
he
says:
once
they
get
more
in-depth
engineering,
then
he
looks
more
in-depth
at
that
he's.
Looking
at
it
the
same
way,
you
are
right
now
here's
what
we
got,
here's,
what
we're
showing
so
far,
whether
you
like
it
or
you,
don't
like
it.
You
know
you
have
to
accept
it.
It's
presented
in
front
of
you.
Yes,.
D
Yeah
and
I
I
think
there
I
mean
from
the
city's
engineer
standpoint-
there
isn't
an
awful
lot
here
for
him
to
review
other
than
you
know.
Here's
a
list
of
things
you
have
to
have
in
the
drawings
and
we
have
those.
But
you
know
all
the
drainage
and
the
you
know
the
construction
details
for
the
roads
and
everything
is
what
his
primary
focus
would
be.
So
yeah
I'll
note
something
there
and
then
maybe
we
can
get
in
touch
with
josh
tomorrow
and
see
if
there's
any
other
things
there.
So
yeah.
G
Yeah,
I
think
it's
a
great
idea
of
to
you
know
if
we
can
get
your
formal
comments,
we'll
try
to
address
those.
D
D
E
D
D
And
I
did
talk
to
mr
fowler
today
about
that,
because
we
we,
we
were
working
on
some
rewrites
to
the
zoning
code
about
10
years
ago
and
what
I
did
is
I
went
to
bza
and
said:
give
me
a
list
of
all
your
your
zoning
appeals
and
there
had
to
be
10
of
them
that
were
for
backlot
25
feet
versus
50,
because
you
can't
add
a
deck
on
without
violating
the
50
feet,
and
I
said
well
why
don't
we
put
that
in
the
zoning
code
which
we
did?
D
But
then
there
were
so
many
other
things
in
there
that
I
think
it
was
it
recalled
or
you
you
weren't
on
council
10
years
ago,
were
you
but
there,
but
there
was
a
recall
on
it,
and
so
it
we
had
to
start
over
again
and
then
we
were
just
picking
and
choosing
certain
things.
So
the
25
feet,
like
I
say
in
mont
vernon
states,
if
you
bought
up
against
this
property
you're,
going
to
have
a
hard
time
building
a
deck.
D
Without
you
know,
if
you
come
in
for
a
building
permit,
probably
one
thing
to
come
up
is
no,
you
don't
meet
the
50-foot
setback
in
the
backyard,
but
there
must
have
been
10
of
those
rezoning,
and
I
said
well
why
burden
the
you
know
the
landowners
with
that
kind
of
stuff.
If
it
makes
sense,
you
know
it's
not
like
it's
a
physical
structure.
It's
more,
you
know
an
open
deck
so,
but
so
I
say
we're
not
going
to
take
any
action
approving
or
disapproving
this.
I
did
go
through
here.
D
This
says:
planning
commission
may
advise
the
applicant
of
the
information
which
shall
be
required
to
review
for
a
completed
site
plan
application
review.
The
plenary
plan
should
not
cause
or
imply
any
commitments,
authorizations
or
rights
for
the
applicant.
So
I
don't
know
if
I've
ever
had
one
that's
like
stepped
through
a
plenary
site
plan
to
a
final
site
plan
to
a
you
know,
let's
say
a
preliminary
plan,
or
this
is
one
of
the
unusual
ones,
but
again
this
one's
one,
that
since
you
don't
meet
the
code
requirements
exactly.
G
D
Yeah,
that's
probably
going
to
be
like.
Oh,
yes,
that'll
be
a
final
site
plan
and
that
does
have
a
vote.
Then
that
would
go
to
council
by
the
way
I
read
this
here
so
but
other
than
that.
G
D
Think
I
think
if
you,
if
the
residents
have
some
concerns
with
this,
I
mean
it's
kind
of
hard
to
make
comments
on
this.
One
there's
going
to
have
to
be
some
areas
to
be
addressed,
but
the
thing
to
do
would
be
to
go
on
to
the
city's
website.
Take
a
look
at
the
drawings
and
then
email
shannon,
it's
probably
shannon
zetteis
the
secretary
of
boards
and
commissions,
and
she
can
take
him
to
pass
along
to
the
appropriate
people
or
you
can
get
in
touch
with
your
council
person.
D
Charlotte
webkey.
Is
the
council
council
large
right
so
she's,
one
of
the
ones
here
that
usually
attends
our
meetings
and
it's
very
very
beneficial
to
us,
because
she's
generally
pretty
up
to
date
on
what
we're
doing,
but
yeah
I'll
try
to
write
some
stuff
up,
based
on
my
notes
and
and
gyms
and
I'll,
get
that
to
shannon
tomorrow
to
pass
on
to
you,
and
I
will
talk
to
well
I'll
talk
to
bill
and
marky.
Who
is
our?
I
don't
know
bill.
What
is
he
legal?
D
D
So
but
I
I
would
say
in
my
mind,
if
with
as
many
deviations
we
have
here,
you
might
have
trouble
getting
through
the
bza
with
all
these
so
well.
Thank
you
appreciate.
E
D
D
Usually
that
takes
place
at
the
council
level,
but
I
appreciate
everybody
comes
and
like
say
if
you've
got
comments
and
look
at
the
website.
I
don't
know
where
is
that
gonna
be
located?
Is
that
under
it's.
A
Under
the
news
flash
on
the
website-
and
it's
also
actually
it's
under
words
and
commissions,
and
if
you
guys,
I
can
give
you
my
card,
if
you
guys
have
any
questions
and
you
want
to
email
something
I
can
leave
my
card
for
you
guys
as
well.
It's
that
way
you
have
the
email
you
have
to
look
it
up.
D
D
I
think,
based
on
that
ms
whip,
is
that
give
you
enough
information
so
down
the
road
here
you
can
comprehend
this
okay.
A
D
D
Right,
yes,
yeah
and
that
actually
one
of
the
big
issues
there
was
that
that
was
going
to
be
a
privately
developed
property
with
they'd
plow
their
own
streets.
The
problem
is,
they
wanted
their
streets
to
be
inward,
with
a
drain
in
the
middle
and
we
required
trains
at
the
at
the
gutters.
So
we
had
an
issue
there,
and
I
think
that
was
one
of
the
reason
it
was
turned
down.
Were
you
on
council
back
then
john
or.
D
D
D
As
far
as
I
know,
it's
still
under
well
frank
robel
trusted
trusts,
at
least
that's
the
way
it
was
filed
that
way.
Yes,
okay,
okay,
I
think
other
than
that.
Thank
you,
matt
for
the
discussion
input
we'll
give
you
something
there
and
for
the
residents.
If
you
can
contact
your
councilman
or
shannon,
usually
pretty
helpful
with
this
stuff,
we'll
try
to
see
if
there's
comments
or
questions,
we
can
come
back
and
