what
we

for
our

express,
the
longing
of
our
heart,
our
search
for
finding
purpose
and
meaning,
and
what
we
hope
we
can
gain
from
that
great
other,
that
some
of
us
call
God
with
that
in
mind.

You
mayor
its
mayor
members
of
the
council,
mr.
city
manager,
thank
you
for
having
me
back
there
about
six
different
areas.
I
want
to
touch
on
very
briefly
that
we've
been
involved
in
and
oftentimes
in
partnership
with
the
city
on
it.
So
just
want
to
share
that
with
you,
starting
off
with
regard
to
the
legislative
session
that
just
concluded,
it
was
by
and
large,
a
successful
session
with
several
really
important
wins
for
Oklahoma
City
specifically,
and
the
growth
they're
in
and
so
they're.
C
A
couple
I
want
to
highlight
first,
is
that
the
chamber
led
an
effort
to
create
a
new
economic
development
program
for
software
cybersecurity
engineers
to
address
a
severe
shortage
that
really
exists
in
Oklahoma.
This
new
tax
credit
was
modeled
on
the
very
successful
aerospace
engineer,
tax
credit,
that's
on
the
books
and
is
in
this
new
incentive
is
really
the
first
of
its
kind
nationally.
So
we're
leading
the
way
here
we
hear
daily
from
companies
who
need
this
kind
of
talent
to
continue
to
grow.
C
Secondly,
there
was
a
chamber
lead:
could
coalition
that
obtained
very
favorable
amendments
to
the
permit,
less
carry
legislation,
House
bill,
25
97
in
hospital
2010,
the
Oklahomans
for
business
and
property
owners
rights
worked
very
closely
with
the
House
leadership
to
expand
protections
for
businesses,
for
people
who
host
events
for
college
campuses
and
for
public
parks
and
zoos
wanting
to
prohibit
weapons
on
sight.
While
we
were
opposed
to
the
legislation
we
felt
the
result
could
have
been
for
worse.
C
Had
we
not
been
able
to
get
these
amendments
in
the
legislation,
all
seven
of
the
chambers
priority
economic
development
incentives
were
retained
by
the
legislature.
In
addition,
the
local
development
and
enterprise
zone
incentive
leverage
Act,
which
is
used
for
large
projects
such
as
the
first
national
center,
has
now
been
extended
for
15
years
and
a
quick
action
closing
fund
was
appropriated
to
the
governor's
office
in
the
amount
of
5
million,
but
then
it
was
added
to
in
the
general
session
in
the
general
budget.

Good
news
that
on
transportation,
the
Oklahoma
Department
of
Transportation
eight
year
plan
was
fully
funded
in
major
Oklahoma
City
area
projects,
including
I
235
at
I,
44
I
40
at
240
in
state
highway
77
will
remain
on
schedule
for
timely
completion.
In
addition,
state
funding
was
obtained
for
the
Heartland
Flyer,
which
is
related
to
efforts
to
establish
a
regional
commuter
rail
system
in
Central
Oklahoma
on
criminal
justices,
a
significant
criminal
justice
reform
measure
was
enacted,
but
a
lot
more
work
remains
in
that
area.

Makes
this
retroactive,
however
much
work
remains
to
pass
additional
incarceration
rate,
reducing
legislation
and,
finally,
for
the
second
consecutive
year,
the
chamber
supported
efforts
to
increase
teacher
pay
during
the
next
fiscal
year.
Teachers
across
eight
will
receive
an
average
raise
of
$1,200,
which,
when
combined
with
last
year's
$6,100
average
raise,
will
make
Oklahoma
teachers
the
highest-paid
in
the
region,
at
least
until
other
states
do
the
same.
In
addition,
70
nearly
75
million
in
new
funding
was
provided
for
the
classrooms,
which
will
be
added
to
the
school
funding.

Formula
second
area,
briefly,
is
the
jail,
trust
and
criminal
justice
reform.
The
criminal
justice
advisory
council
worked
closely
with
our
county
commissioners
on
the
recent
establishment,
as
you
have
read,
of
the
county
jail
trust
as
we
continue
our
work
to
improve
our
County
criminal
justice
system.
This
next
piece
will
allow
for
very
intense
and
deliberate
discussions
around
processes
and
facilities
at
the
county
jail
in.
In
addition
to
our
work
at
the
county
level,
I
also
serve
as
chairman
of
a
Senate
committee
that
is
focused
on
fines
and
fees.
C
The
number
of
fines
and
fees
that
we
see
in
our
system
really
trap
people
in
a
cycle
of
debt
and
incarceration,
so
we're
working
on
that.
The
next
area
I
want
to
mention
is
new
business
announcements.
We've
seen
three
new
to
market
companies
come
into
the
area
since
my
last
conversation
with
you
that
I
wanted
to
share
the
first
is
a
uk-based
aerospace
and
defense
company
called
Cobb
hum,
which
has
established
a
presence
near
Tinker
Company
has
a
long-term
plan
to
have
a
maintenance
and
repair
capacity
here.

The
next
is
a
specialty
liquid,
asphalt,
distributor
with
offices
in
Tulsa
and
Oklahoma
City.
It's
called
asphalt
and
fuel
supply
and
the
third
is
the
Buras
logistics,
which
is
a
food
cold
storage
companies.
In
addition
to
these
new
to
market
companies,
a
local
company,
swift
transportation
is
expanding
significantly
in
driver
education
and
training
with
regard
to
selling
OKC
and
again,
this
is
in
partnership
with
the
city.

Oklahoma
City
was
very
well
well
represented
at
the
International
Council
of
shopping
centers
annual
recon
show
in
May
Mayor
Holt,
attended
along
with
Alliance
president
Kathy,
O,
Connor
and
members
of
our
staff.
We
had
a
number
of
beneficial
meetings
with
developers
and
retailers
nationally
who
are
considering
our
market,
and
additionally,
Kathy
spoke
on
a
panel
that
discussed
opportunity
zones
and
specifically
how
Oklahoma
City
is
taking
a
lead
in
marketing
these
sites.
Nationally,
more
than
40
local
developers
and
brokers
attended
our
annual
lunch
with
the
mayor
on
the
show's
first
day.

We
also
organized
Oklahoma's
presence
at
the
bioscience
International
Organization
meeting
that
was
held
in
Philadelphia,
and
this
meeting
brings
together
scientists
and
other
members
of
the
bioscience
community
for
learning
and
partnering
opportunities.
Our
Oklahoma
Pavilion
was
the
site
of
more
than
235
individual
meetings
between
members
of
our
delegation
and
potential
partners
in
research
and
funding.

Another
area
you
want
to
talk
about
just
very
briefly,
is
Talent,
as
we
work
with
both
new
to
market
in
existing
companies.
The
presence
and
growth
of
talent
pipelines
is
a
huge
deciding
factor
in
whether
they
come
here
or
and
whether
they
expand
here
so
I
want
to
give
you
an
update
on
some
of
the
work.
We're
going
to
do
to
support
that
talent.
Development,
as
you
would
guess,
is
an
extremely
broad
topic,
so
it'd
be
very
easy
for
us
to
do
a
lot
of
different
things,
but
probably
really
not
move
the
needle.

So
to
prevent
this,
we
wanted
to
be
extremely
strategic
about
this
and
ask
the
questions
of
what
sectors
in
our
economy
are
the
most
strategic.
What
royal
role
should
we
take,
and
how
do
we
support
the
other
partners
who
are
involved
in
all
of
this?
In
these
conversations?
So
from
these
questions
we
determine
that
the
chamber
can
have
a
very
impact
on
the
workforce
and
talent
in
our
region
in
three
different
ways.

very
extensive
background
on
jobs
that
are
available
in
the
market
on
what
our
key
industries
are
and
what
our
employers
and
needs
are
so
we're
going
to
drive
traffic
through
this
site
to
generate
employee
leads
for
companies
directly.
On
the
retention
front,
we
started
a
new
series
of
meetings
aimed
at
talent
that
has
recently
located
here
in
the
market.

designed
to
help
people
become
acquainted
with
those
aspects
of
the
area
that
is
important
to
them
and
then,
finally,
on
the
training
front,
we
have
a
new
event
called
elevate,
which
is
scheduled
for
October
23rd.

one-day
conference
style
event
will
feature
keynote
speakers
in
more
than
50
different
breakout
sessions,
all
focusing
on
training
and
topics
we've
learned
from
our
employees
and
what
they
want
to
provide
their
employees.
So
our
work
on
talent
continues
to
grow
and
I'll
bring
more
information.

continues

tanker
project,

complete
out
there
and
it's
currently
estimated
for
completion
in
December
and
the
single
PDM
dock
out.

MFA
budget

This
budget
is
actually
approved
in
many
forms
throughout
the
actual
operating
budget,
but
because
it
stands
alone
and
because
the
council
sits,
as
the
trust
we
felt
like
it'd,
be
good
to
have
just
a
presentation
of
what
we
have
included
in
this
I'm.

dollar
budget
director
and
the
OC
MFA
budget
does
total
118
point.
Nine
million
dollars
for
FY
20,
as
Craig
said,
comes
from
city
funds
that
were
included
in
the
FY
2008,
which
was
adopted
at
the
last
meeting.
The
largest
portion
of
the
MFA
budget
is
related
to
health
insurance
at
seventy
million
dollars.
The
vast
majority
of
that
budget
comes
from
the
city's
contribution
to
health
insurance
at
about
62
million
dollars,
and
the
remainder
comes
primarily
from
employee
contributions.
The
next
largest
category
in
the
MFA
budget
is
information
technology.

Most
the
revenue
comes
from
the
city's
IT
internal
service
fund.
It
uses
the
OSI
MFA
for
multi-year
contracts
for
accumulating
funds
to
pay
for
periodic
expenses,
such
as
server
replacement
and
capital
lease
for
the
city's
radio
system,
workers,
compensation
and
property
and
liability
insurance
are
managed
in
the
OSI
MFA
like
the
IT
activity.
These
activities
are
funded
originally
in
the
risk
management,
internal
service
fund
on
the
city
side,
and
then
the
payments
and
contracts
are
made
through
the
OSI
MFA.

The
OSI
MFA
is
also
used
for
advanced
funding
for
preliminary
activities
for
geo
bond
projects
such
as
architecture
and
engineering
work
and
right-of-way
acquisition.
There
is
a
revolt.
This
is
a
revolving
fund
that
is
repaid
by
GL
bond
funds
when
bond
projects
are
sold.
This
allows
Public
Works
to
begin
projects
before
the
funds
are
available
in
the
geo
bond.
There
are
six
items
actually
on
today's
agenda
that
authorized
GL
bond
funds
to
be
used
to
repay
the
MFA
for
advanced
engineering
services,
funds
using
sale,
proceeds
from
the
2019
geo
bond
sale.

The
OSI
MFA
is
also
where
oil
and
gas
royalties
are
deposited
from
wells
on
Hart
property.
These
funds
can
only
be
used
for
park
improvements
and
there
are
other
miscellaneous
activities
funded
through
the
OSI
MFA,
but
they
account
for
less
than
5%
of
the
total
budget.
So
again,
the
OSI
MFA
budget
is
one
hundred
eighteen
point:
nine
million
dollars.
This
is
actually
a
decrease
of
about
a
million
dollars
over
the
current
year.
The
primary
reason
for
the
decrease
is
lower
workers.

Compensation
costs
some
state
law
changes
from
several
years
ago,
have
reduced
our
costs,
as
have
our
enhanced
focus
on
workers.
Safety
help
bring
those
costs
down,
so
these
changes
have
resulted
in
a
workers
compensation
budget,
that's
about
two
million
dollars
lower
than
it
was
last
year.
So
that's
just
a
quick
overview
would
be

experience

utility
privatization,

on
military
installations,
the
Utilities
Department
municipal
counselor's
office

our
consultant
have
been
ongoing
in

ongoing
negotiations

DLA
to
develop
a
plan
to
improve
the
operation
and
maintenance
efficiency
and
a
capital
improvement
plan
to
improve
the
reliability
and
the
resiliency
of
the
base
water
systems.

In
addition,
we
put
together
a
pricing
structure
that
would
comply
with
the
government's
what
they
call
should
cost
they
take
an
average
of
the
operations
throughout
the
country,
and
they
say
okay,
if
you're
going
to
do
this,
it
should
cost
this
this
amount.
So
we
came
up
with
a
plan
to
be
able
to
operate
the
facility
within
there
should
cost
budget
without
subsidy
from
any
of
our
other
customer
classes.

Dla
has
informed
us
to
anticipate
direction
to
submit
a
final
services
and
pricing
proposal
within
the
next
few
weeks.
Afterwards,
we'll
be
given
30
days
to
respond,
DLA
will
evaluate
the
proposal
and
make
recommendations
to
the
Air
Force.
Accordingly,
the
Air
Force
will
need
to
award
the
contract
to
aquata
by
September,
30
or
they'll
they'll
lose
the
allocated
funding
for
that
project
to
ensure
that
we
can
satisfy
the
LA's
timeline.

requested

City
Council
consider
approval
of
this
item
authorizing
staff
to
submit
that
final
proposal

the

our
proposed
penalty
program
at
the
request.
At
the
request
of
counsel
mr.
cyphre,
we
were
asked
to
look
at
our
look
at
the
Sacramento
California
MST
program
to
determine
if
we
could
use
a
program
in
Oklahoma
City,
Municipal
Court,
in
working
with
Judge
James
and
City
Richard.
We
drafted
a
program
model
that
was
presented
to
the
judiciary
committee.
Y
We
had
AI

to
look
at
the
number
of
warrants
that
we
have
for
class-a
offenses
trafficking
criminal
and
we
have
approximately
a
hundred
and
sixteen
thousand
cases
that
are
in
a
warrant
status
where
the
offense
occurred
before
July
the
1st
2017.
The
estimated
value
of
this
warrant
portfolio
is
a
twenty
nine
million
and
again
we
are
excluding
jury
division
cases
and
only
focusing
on
trafficking,
criminal
or
fish
offenses.

Here
is
a
proposed
example
of
a
speeding
one
to
ten,
which
is
one
of
our
most
common
offenses.
In
the
first
column,
you
will
see
where
the
case
is
currently
in
a
warrant
status.
Right
now
the
case
is
420
dollars.
If
a
failure
to
appear
charge
was
issued,
it's
193,
which
brings
the
total
to
six
hundred
and
thirteen
dollars.

So
the
goal
of
the
program
is
to
clear
any
outstanding
warrants
that
we
have
again.
Like
I
said,
we
have
about
a
hundred
and
sixteen
thousand
warrants
that
are
sitting
there.
Those
cases
have
been
sent
to
collection,
we've
been
doing
collection
activity
on
them.
We
still
haven't
received
any
compliance,
so
we're
trying
to
encourage
the
compliance,
also
with
the
case
of
being
a
worn
status,
because
you
have
not
paid
your
fines
and
fees
your
driver's
license
are
probably
suspended,
so
this
program
will
help
you
allow
you
to
help.

the
Sacramento
program,
a
couple
of
things
came
to
mind
or
come
to
mind.
Now
is
number
one:
it's
for
a
limited
period
of
time
number
two
its
to
get
some
revenue
in
the
door
number

books
and
it
reduces
administrative
time
and
so
a
that's.
What
kind
of
justified
it
in
our
minds
we're
moving
forward
with
this
brings
revenue
in
the
door
and
it
reduces
administrative
time

probable
dealing
with
a
hundred
and
sixteen
thousand
fines.

other
thing
is
the:
if
these
people
get
picked
up,
there's
a
warrant
and
they
end
up
in
jail,
and
so
it's
it's
more
of
an
administrative
expense
divorce,

so
that's
what
came
to
mind
it's
a
limited
time
period.

It's
just
to
try
to
get
some
revenue

the
door

help
some
people
out
where
they

their
license
again

the

you're
not
trying
to

you

get
into
compliance

program

earn

get
you
somewhere
safe,
stable.
Let's
get
you
in
compliance
with
our
municipal
courts
and
then
from
there
I
know.
Our
municipal
courts
do
a
great
job
of
connecting
people
with
services
connecting
people
with
the
community
resources.

need
to
maybe
get
back
into
work,
so
even
I
think
offers
an
opportunity,
especially
with
getting
folks
a
license,
the
opportunity
to
not
have
that
hanging
over
their
heads
and
possibly
further
burden
them
as
well
as
our
as
our
system.
So
I
would
disagree
that
we're
enabling
people,
because
the
I
think
the
psychological
burden
of
going
into
a
government
institution
when
you
have
already
this
fear
about
that
is.
This
helps
I
think
allow
for
some
of
that
harm
reduction.

uncollectible

that
the
person
unfortunately

deceased

due
diligence

budget
for

next
operational
year.
We
continue
to
work
very
very
carefully.
With
these
monies,
please
recognize
that
these
are
not
additional
monies
to
the
EMSA
budget
or
the
fire
department
budget.

are
simply
monies
that
are
specifically
allocated
within
those
already
existing
budgets,
so
you
would
not
be
approving
additional
monies.
Simply
it's
an
approval
specific
for
those
monies
to
be
used
for
medical
oversight.
One
of
the
things
that
is
unique
in
a
very,
very
advantageous
to
the
citizens
way
of
our
EMS
system
is
that
the
medical
oversight
component
is
a
specifically
independent
arm
of
our
EMS
system.

In
many
many
other
cities
in
the
vast
majority
of
other
cities,
physicians,
serving
as
the
medical
director
typically
report
to
a
fire
chief
or
an
ambulance
administrator,
and
while
that
works
well,
when
relationships
are
good,
it
works
disastrously
when
they
are
not.
And
unfortunately
many
of
my
colleagues
have
ultimately
had
to
face
an
ethical
decision,
whether
to
firmly
advocate
for
what
is
best
for
patients
or
what
is
best
to
placate
a
fire
chief
or
an
ambulance
administrator.
And
that
really
is
just
an
untenable
situation.

physicians
are
ultimately
just
trying
to
serve
the
citizens
and
make
sure
that
we
have
the
best
clinical
care,
the
streets,
I'm
very
proud
of
the
working
relationship
that
I
have
with
chief
Kelly
and
Jim
Wynnum.
Ten
years
into
this
job.
Now,
I
can
absolutely
say
that
I
have
never
seen
our
EMS
system
operating
with
the
efficiency
and
the
dedication
and
the
clinical
capabilities
that
we
have
today.

I've
seen
over
the
last
decade
and
councilman
McAtee
has
seen
that
progression
serving
on
the
MC
board
of
trustees
and
Abele,
representing
the
the
interest
of
the
city.
That's
certainly
not
to
say
that
things
have
been
improper
in
times
past,
but
they
are
particularly
functioning
well
now.
There
are
some
specific
unusual
that
I'd
like
to
point
out
unusual
in
a
good
way:
I'm
very
proud
of
the
medical
Control
Board.
These
eleven
volunteer
physicians
that
represent
the
major
hospitals
in
Oklahoma,
City
and
Tulsa.

What
is
unusual
this
year
is
we
have
more
gender
diversity
on
the
medical
control
board
than
we've
ever
had.
We
have
three
female
physicians
now,
one
of
which
is
the
head
of
trauma,
surgery
and
surgical,
critical
care
at
öyou,
Medical
Center,
dr.
Roxie,
Albrecht,
a
fantastic
champion
of
emergency
services
for
for
Oklahoma.

What
is
also
unusual
is
for
a
system
this
size,
particularly
two
major
cities,
I'm
the
only
AMS
physician
in
the
United
States
when
I
compare
to
other
large
systems
that
we
combine
the
two
cities
and
we
have
a
lot
of
efficiency
that
way
not
just
financial
efficiency
but
operational
efficiency
as
well.
So
I'm
a
little
bit
of
an
enigma
to
my
peers.

When
I
go
to
conferences,
they
often
wonder
how
we
do
it
and
somewhat
opine
that
they
didn't
think
Oklahoma,
City
and
Tulsa
were
right
next
to
each
other,
and
I
I
tell
them
that
their
geography
is
in
fact
correct.
But
this
is
just
part
of
the
commitment
that
we
make
to
these
communities
to
do
the
absolute
best,
with
the
absolute
least
that
we
need
financially.
I'd,
also
like
to
point
out
that
it
is
certainly
nice
to
have
an
assistant
medical
director.
Dr.
Curtis
Knowles
is
a
pediatrician
by
training.

I'm
very
happy
to
report
that
for
calendar
year
2017
our
cardiac
arrest
survival
rate
is
38%
that
compares
very
favorably
with
the
national
average
of
13%.
Now
that
does
not
necessarily
mean
that
if
a
hundred
people
experience
sudden
cardiac
arrest
in
Oklahoma
City
that
38
will
survive,
but
by
international
consensus,
that
number
reflects
38%
of
those
that
have
a
witness
collapse,
bystander
CPR
and
that
paramedics
find
them
in
a
certain
heart
rhythm,
called
ventricular
fibrillation
on
their
arrival.
This
is
a
decision
that
was
made
far
beyond
our
boundaries.

This
is
truly
an
international
standard
and
we
certainly
apply
that
to
our
system,
and
so
we
have
a
three-fold
average
over
the
the
national
average.
It
really
reflects
the
the
dedication
and
the
training
and
education
and
commitment
that
each
of
our
EMTs
and
paramedics
have
be
they
an
MCL,
coma,
City,
Fire,
Department
or
the
other
affiliated
fire
departments
in
our
agency.

lawyer
walked

a
beer
bar
and
he
greeted
his
three
friends
by
hugging
him
and
kissing
them
on
the
cheek,
but
he
did
not
know
was
sitting
next
to
him
was
an
undercover
police
officer.

At
the
time
it
was
illegal
to
go
on
a
date
to
be
in
a
relationship
with
someone
of
the
same
sex
in
every
state
in
every
state,
when
paul
thompson
walked
out
of
that
bar.
There
were
flashing
police
lights
waiting
for
him
and
he
was
arrested,
and
this
was
common
and
he
spent
the
night
in
jail
and
what
was
also
common
was
that
when
an
individual
faced
arrest,
their
name
would
be
published
in
our
state
newspaper,
their
place
of
employment
would
be
published
as
well
so
to
their
home
address.

is
what
we
mean
when
we
say
the
closet.
This
is
what
forced
people
to
not
say
who
they
were
for
fear
of
losing
their
jobs
for
fear
of
violence
done
to
their
homes
and
their
bodies.
But
on
this
day
an
Oklahoman
named
Paul
Thompson
said
I'm
gonna
fight
back
and
he
did
something
at
the
time
unthinkable
he
sued
and
the
judge
looked
at
the
arrest
and
the
arrest
said
that
he
been
arrested
for
quote
lewd
and
lascivious
behavior
again
kissing
his
friends
on
the
cheek.

The
judge
said
for
a
law
to
be
constitutional.
One
must
fail
to
look
at
yeah.
Neither
one
must
be
able
to
look
at
that
law.
It
must
be
very
clear.
This
was
too
subjective,
however
lewd
and
lascivious.
The
judge
threw
out
this
case
that
very
same
year
that
Paul
Thompson
did
something
that
no
other
lesbian,
gay
person,
bisexual
or
transgender
person
in
Oklahoma
had
ever
done
was
the
year
of
the
Stonewall
Riots
in
New
York
City,
and
that
was
here's
a
police-brutality.

particular
night
in
New,
York
City.
However,
the
good
people
of
the
Stonewall
Inn
bought
back
first
time
in
our
history,
but
literally
fought
back.
Stonewall
was
a
riot.
It
was
a
protest
and
went
on
for
days
and
for
the
first
time
in
our
country's
history,
lesbian,
gay,
bisexual
and
transgender
people
and
their
allies,
and
there
are
many
out
there
who
are
straight
many.

They
said
we
want
to
commemorate
what
we
have
just
accomplished
today,
that
we
stood
up
for
ourselves
and
said
we
are
proud
of
who
we
are,
that
we
have
different
interpretations
of
our
religious
texts
and
we
can
agree
to
disagree
to
commemorate
that.
They
held
a
parade.
It
was
the
first
Pride
Parade
Oklahoma
City
was
just
a
little
bit
behind
the
curb
in
terms
of
our
parade.
It
wouldn't
come
until
the
80s,
but
when
it
came
there
waiting
for
them
at
39th
and
Penn
marchers
was
a
group
known
as
the
KKK
turns
out.

They
won
their
lawsuit,
but
they
didn't
want
money.
What
they
wanted
was
that
the
police
should
only
come
through
39th
and
Penn
should
they
be
called
to
serve
and
protect,
and
so
this
is
what
we
do
now.
This
is
what
our
police
do
today.
They
marched
with
us
beside
us,
protect
us
in
our
parade.
That
is
what
growth
looks
like
I
would
encourage.

auditor
performs

reviews

terms

efficiency

operations
within
the
the
city
through
management
performance
audits,
not
just
strictly
internal
audits.
So
we've
been
pursuing
that
effort
and
I
know.

overall
they
improve
the
efficiencies

operations

the
city
and

citizens

the
ones
who
truly
benefit
from
improved
operations,

I
appreciate
our
whole

city
manager
and
the
staff
pursuing

citizens

the
ultimate

out

run

I'm
excited

hartline

serve

executive
board

it

motto
is
to
help
Oklahomans
receive

hours

day

Heartline
is
a
gym
because
they
serve
seventy
six
of
our
seventy
seven
counties
within
Oklahoma
and
they
are
located
in
Oklahoma
City
and
they
answer
our
suicide
prevention
line
and
they
have
now.
They
now
answer
the
call
for
our
youth
suicide
prevention.

It
means
something
and
with
this
young
man
from
Douglas,
there
was
also
an
article
in
this
past
Sunday's
paper,
which
made
me
very
proud
to
see
and
I'm
sure.
Maybe
you
saw
it
or
maybe
you
didn't,
but
it's
a
father-daughter
duo
that
are
teaching
at
Douglass
and
it's
near
and
dear
to
me.

Mari
and
coach
Hubbard
and
as
Laurie's
mom

Patton

favorite
teachers

Northeast
high

she

her
upbringing
from
her
parents
who

both

Juneteenth,
so
I
know
I
have
mentioned
it
before,
but
I
do
want
to
give
you
the
history
of
it
today
why
it
should
stay
on
our
minds
and
why
it
should
be
important
and
significant
for
us,
especially
here
in
Oklahoma
City
during
the
American
Civil
War
President
Abraham
Lincoln.
He
issued
the
Emancipation
Proclamation
on
September
22nd
of
1862.

The
effective
date
was
January
1st
of
1863
and
they
declared
that
all
enslaved
persons
in
the
Confederate
States
of
America
in
rebellion
and
not
in
Union
hands,
were
to
be
freed.
Texas
was
not
a
battleground,
and
thus
the
people
held
there
were
slaves
were
not
affected
by
the
Emancipation
Proclamation
unless
they
escaped
by
1865.
There
are
an
estimated
250,000
and
slave
people
in
Texas,
but
on
June
18th
of
that
year,
Union
Army
General
Gordon
Granger.
He
arrived
at
Galveston
Island,
with
2,000
federal
troops
to
occupy
Texas
on
behalf
of
the
federal
government.

In
the
following
day,
standing
on
the
balcony
of
Galveston
Ashton,
Villa
Granger
read
aloud
the
contents
of
general
order
number
three
announcing
the
total
emancipation
of
those
held
as
slaves
and
I
quote.
The
people
of
Texas
are
informed
that,
in
accordance
with
the
proclamation
from
the
executive
of
the
United
States,
all
slaves
are
free.

But
I
am
happy
to
say
that
Oklahoma
is
one
of
those
states
strikes
honor
it,
but
why
it's
so
important,
I
read
a
quote,
but
what
a
feeling
can
come
over
a
man
just
from
seeing
the
things
he
believes

and
hopes

symbolized
in
the
concrete
form
of
a
man
in
something
that
gives
a
focus
to
all
the
other
things.
He
knows
to
be
real,
something
that
makes
unseen
things
manifest
and
allows
him
to
come
to
his
hopes
and
dreams

his
outer
eye
and
through
the
touch
fill
his
natural

tax
collections.

growth

we

decline

in
the

but
going
forward

we've

projection

economists

suggesting

economy's
flowing

streets

turned
to
gravel.
They
were

way

bought

place

areas,
but

neighbor

street

been
there
since
they

new
in
1982,
and
he
said
that
what
happened
when
that
they
put
concrete
on
those
streets.
It
was
not
in
very
good.

know
in
1982
the
concrete
just
wasn't
holding
very
well
so
if
the
street
started
disintegrating
in
Edgewater
in
late
one
back
in
late
points
where
I
live
and
from
seventieth
I
live
on
spinnaker
it
does
into
seventieth,

that
goes
into
add
morality
and
when
you
turn
the
corners
there's
so
much
gravel.
If
you're
walking
your
little
dog
and
it's
a
very
good
walking
area,
you
have
to
move
your
dog
up
to
the
curb,
because
the
gravel
is
so
bad.

city
many
times
they've
come
out
and
they
swept
it

the
side
and
they
repair
the
big
potholes,
but
I
took

my

beside
it.

understand
where
I'm
coming

when

grinder
came
to

meetings.

told
us

there

going

be
a
bond
issue
that
you
know
we
would

likely

able

get
our
streets
resurfaced.

bond

voted
on

and

free
service,

last
week

the
Public
Works
Department
and
talked

them,
and
the
gentleman

courteous

let

back
with
you
and
he
called
me
back
and
he
said
you're
not
in
the
works
to
have
any
repairs
made
to
your
street.
So
then,
I
call
mr.

taxes
have
double
since
I
moved
there,
and
then
our
taxes
go
to
support
a
total
vote,
tic
and
I'm
very
proud
of
that.
But
we
need
decent
streets
and
the
last
thing
I

is
we
pass
maps

spit
bicycle
trails,
all
along
Northwest,
Highway
and
I
turned
that
direction
almost
every
day.

never
seen
a
bike
list
riding
on
those
sidewalks
I
know
they're
a

because
I
don't
watch
it
every
day,
but
we
have
new
fences.

to
drive
on

surface

street

metro
area

think

any
streets
as
bad
or
worse
than
our
streets
