Oklahoma City MAPS 3 Citizens Advisory Board Special Meeting, via video conference, for
August 27, 2020.
A
C
Okay,
mark
it's
10
o'clock.
Are
you
ready.
A
D
D
First,
if
the
video
conference
is
disconnected
at
any
time
during
the
meeting,
the
meeting
shall
be
stopped
and
reconvened
once
the
audio
video
connection
is
restored.
If
communications
are
unable
to
be
restored
within
15
minutes,
items
remaining
for
consideration
will
be
continued
at
11
30
a.m
on
august
27
2020
via
video
conference.
D
D
Your
request
in
advance
of
the
meeting
to
405
205
4195
include
your
name,
the
agenda
item
number
and
the
reason
you
would
like
to
speak.
Please
submit
your
request
prior
to
the
beginning
of
the
meeting,
to
avoid
receiving
your
request.
After
your
item
has
been
considered,
city
staff
will
attempt
to
submit
requests
received
during
the
meeting
to
process
them
to
the
meeting
chair.
D
D
F
F
A
A
D
G
Thank
you,
mr
chairman.
The
june
and
july
revenue
and
expenditure
report
is
still
unavailable
at
this
time.
So
what
we
do
have
is
the
budget
and
obligations
report
and
I'll
try
to
answer
any
questions.
If
anybody
has
on
that,
I
I
can
tell
you
that
everything
is
is
moving
along
just
as
expected.
D
A
D
G
G
The
two
biggest
things
on
this
change
order
are
the
additional
power
for
the
distributed
antenna
system
or
the
daz.
So
at
the
time
when
we
did
the
daz,
which,
if
you
remember,
was
added
on,
we
didn't
know
the
power
requirements
of
each
of
the
the
vendors,
the
att,
the
sprint,
the
verizon,
those
guys
we
didn't
know
what
their
power
requirements
are.
Now
that
the
daz
is
in
and
the
vendors
are
starting
to
move
their
facilities
in,
we
have
identified
what
these
power
requirements
are.
G
So
this
is
to
to
provide
that
and
then
also
something
that
we've
talked
about
a
little
bit
here,
but
certainly
a
lot
at
the
subcommittee
level
was
the
public
safety
network
system.
So
this
is
kind
of
like
an
internal
radio
system
and
and
it's
mostly
for
the
firefighters,
so
the
firefighters
get
into
the
building.
There
are
some
spots
where
their
radios
will
not
work
because
of
the
structure
and
if
they're
in
there,
in
the
dark
and
the
smoke
and
in
trouble,
we
certainly
don't
want
them
to
not
be
in
communication.
G
There's
some
other
miscellaneous
things
in
here,
but
then
there's
two
large
credits
is
a
concrete
floor
credit
so
when
they
were
doing
some
of
the
the
concrete
work
on
the
floor,
a
small
piece
of
it
about
12
percent
of
the
floor
got
some
staining
on
it
and
it
was
from
the
con
concrete
curing
compound
that
was
put
on
it.
Just
shows
some
some
random
ribbon
type
staining
you.
G
Usually
they
bring
in
carpet
and
cover
those
up,
so
we
think
it's
a
minor
thing
that
the
solution,
the
first
solution-
was
to
pull
it
out
and
replace
it,
and
we
just
didn't
think
that
was
a
good
idea
because
of
the
disruption
that
the
dirt
the
dust,
the
damage
other
than
the
the
discoloration
the
floor
is
really
really
good
it.
G
It
couldn't
be
much
better.
So
what
we
decided
to
do
was
take
a
credit
back
from
the
contractor,
so
that's
the
175
000
and
then
the
perforated
metal
ceiling
kind
of
a
similar
issue.
The
ceiling
that
that
arrived
was
a
different
color
than
what
was
approved
with
the
submittals,
not
a
whole
lot
different.
It's
still
a
silver,
it's
just
a
different
shade
of
silver.
G
D
D
D
G
G
We
broke
this
change
order
out
from
the
other
change
orders,
because
this,
while
it
is
a
change
order
to
the
project
and
the
contractor,
will
be
doing
it,
it
is
going
to
come
from
the
art
money,
so
the
the
art
budget
will
be
paying
for
this
and
not
the
convention
center
or
maps
three
money.
Obviously
the
the
art
money
originally
came
from
maps
three,
but
it's
not
within
the
current
budget.
So
it's
really
kind
of
a
bookkeeping
issue.
I'll
try
to
answer
any
questions.
If
you
have
any.
G
So
obviously
this
has
to
do
with
the
robinson
reconstruction
towards
the
I-40
bridge.
There
was
a
panel
there
that
required,
saw
cut
to
be
cut
and
removed
for
some
work
and
rather
than
end
up
with
patchwork.
G
D
It's
been
moved
that
we
approve
it
by
bob
mayland
and
seconded
by
todd
stone
as
their
further
discussion.
This.
A
A
G
So
this
is
some
fountain
repairs
that
are
required
because
of
some
issues
that
we've
had
down
there.
There
was
a
sanitary
sewer
line
that
that
blocked
that
was
blocked
and
backed
up
water
into
some
places
that
had
electronics
so
that
that
has
been
fixed
and
and
remedied
and
then
there's
a
credit
here.
The
closeout
credit
is
in
the
original
contract.
There
was
what's
called
an
allowance,
so
there's
an
amount
put
into
the
contract
and
then
the
contractor
buys
in
this
case
it
was
f
and
e
at
the
end
of
the
contract.
G
D
A
G
Eight
is
recommend,
approval
final
plans
and
specifications
to
be
advertised
for
bids
maps,
3,
lower
scissortail
park
project,
m3-p016
very
happy
to
be
bringing
this
to
you.
I
might
point
out
that
you
were
sent
a
revised
agenda
item
memo
and
the
the
change
was
on
the
date
for
the
bids
to
be
received.
There
were
some
technical
issues,
so
we
we've
moved
that
so
that
the
vids
will
be
received
on
october,
7th
and
not
september
30th.
So
if
you
choose
to
to
move
this,
I
ask
that
you
move
the
revised
memo.
B
Thank
you
david
good
morning.
Everyone,
it's
a
great
pleasure
to
be
here.
Finally,
so
I'm
just
going
to
briefly
run
through
what
we
ran
through
with
the
park,
something
and
carrie's
going
to
move
the
slides
through
at
a
quick
pace.
So
a
long
time
ago
you
remember
2012,
we
started
the
master
plan
process
next
time
and
throughout
that
process
it
was
envisioned
the
lakota
shore
from
myriad
botanic
gardens
from
downtown
through
the
upper
park
to
the
lower
park
and
eventually
connecting
onto
the
river
park
at
the
river.
B
So
we're
we're
on
the
verge
of
making
this
vision
come
true.
Next
slide,
as
david
said,
we
finished
our
final
plans
and
specifications.
The
drawing
is
about
there's
a
350
drawings
about
a
thousand
pages
of
paper
and
they're
all
ready
to
go
next
page.
B
As
you
recall,
last
time
we
spoke
and
gave
you
an
update
about
two
months
ago.
We
have
a
base
beard,
a
similar
strategy,
as
we
did
in
the
upper
park
and
in
the
the
lower
park.
The
base
bed
includes
a
soccer
field,
sports
courts,
a
sports
pavilion
trees
and
grasses,
the
the
promenade
from
the
sky
dance
bridge.
B
All
the
way
down
to
14th
street
at
what
we're
calling
knuckle
plaza,
a
hill,
the
project
180
streetscape
around
the
perimeter
of
the
the
entire
site,
and
then
next
we
have
bid
at
ultimates
that
we
are
hoping
to
take
advantage
of
a
good
bidding
climate
and
maybe
get
a
little
more
out
of
the
process.
So
we
have
seven
items
that
we
have
alternates
for.
B
One
is
to
light
the
socket
fields
at
night.
Two
is
to
provide
more
shade
for
teams
playing
sucker
three
is
some
natural
elements
to
put
under
the
existing
trees
for
kids
to
play
on
not
really
a
formal
playground,
but
something
fun.
B
Number
five
is
the
woodland
trail,
which
is
that
pink
wiggly
line
from
12th
down
to
14th
street
that
winds
its
way
through
the
middle
of
the
park
and
number
six
is
the
second
building
in
the
park
on
robinson
and
the
corner
of
14th
and
finally,
the
promenade
extension
from
14th
street
all
the
way
down
to
15th
street.
B
So,
let's
just
go
and
and
walk
through
the
park
from
the
upper
left-hand
corner
all
the
way
down.
So
it's
a
very
efficient
park
layout,
but
it
does
have
sporting
elements
which
is
different
than
the
upper
park,
so
we
have
one
sucker
field.
We
have
room
for
a
second
soccer
field
in
the
future
if
that
ever
comes
into
being,
there's
room
to
do
that.
B
So
a
lot
of
interest
was
expressed
in
this,
so
we
have
one
field.
Next,
the
sports
pavilion
I'll
talk
a
little
bit
about
that
later,
but
it's
the
our
main
building
in
the
lower
park
on
10th
street.
You
can
see
the
soccer
field
behind
it.
The
adult
shaped
canopies
through
the
trees
and
unlike
the
upper
park,
we
have
about
200
existing
trees
in
the
lower
park.
So
we're
taking
advantage
of
that
to.
B
Shape
next,
the
nature
play
area
is
in
the
existing
trees.
So
it's
just
the
natural
materials
logs
tunnels,
hedges
sand
and
boulders,
just
underneath
the
existing
trees
for
kids
to
play
on
in
the
kind
of
informal
way.
B
Here
you
can
see
the
promenade
coming
across
gang
and
dance
bridge,
the
main
promenade
going
to
the
south,
and
then
this
pathway
that
peels
off
and
winds
its
way
down
to
the
sports
pavilion
and
the
fields.
Next.
B
B
The
area
between
sky
dance
and
robinson,
we
are
filling
full
of
conifers,
which
will
make
a
fantastic
sound
in
the
wind
as
it
comes
up
for
a
different
experience
in
the
upper
park.
Next.
B
B
And
the
hollow
area
in
the
middle
of
the
park
is
the
lowest
point:
some
big
trees
existing
there,
but
very
passive
and
not
too
much
activity
going
on
there.
Next.
B
B
Next
and
here
we
are
hovering
on
top
of
the
hill,
which
will
be
as
high
as
the
the
base
of
the
bridge
at
skydance.
B
So
when
you're
standing
up
here,
you'll
be
able
to
see
both
the
river
and
back
to
the
upper
park
in
downtown,
and
here
you
can
see
the
the
hill
pavilion
tucked
in
under
the
trees
up
against
robinson,
what
we
call
knuckle
plaza,
which
has
space
for
the
second
public
out
element
in
scissortail
park.
Next.
B
B
Looking
back
the
other
way
across
the
park
from
robinson
to
hudson
all
the
way
through,
so
it's
a
visual
connection
and
like
the
upper
park,
the
panhandle
of
the
lower
park
is
only
one
block
wide,
so
it's
much
narrower
than
the
upper
park,
so
you
will
be
able
to
see
straight
through
from
one
side
to
the
other.
Next.
B
And
looking
down
the
promenade
to
the
the
public
art
piece
at
the
end
there,
the
river
behind
and
the
hill
to
the
right
next.
B
And
we
we
aware
that
parks
department
is
looking
at
upgrades
to
wiley
post
park
and
a
long
time
ago
in
the
master
plan
subcommittee,
asked
us
to
look
at
how
potentially
the
riverfront
park
could
be
improved
and
we've
updated
that
old,
drawing
just
to
see
how
it
would
connect
in
the
future
if
that
project
goes
ahead
in
terms
of
upgrading
the
riverfront
park,
and
if
the
potential
bridge
connection
across
the
river
to
wiley
post
park
happens.
B
So,
yes,
it
all
can
fit
together
in
the
future,
if
need
be
next
repeating
much
of
the
materials
from
the
upper
park,
but
probably
a
simpler
amount
of
the
materials
so
the
same,
paving
units
in
the
promenade
and
around
the
buildings,
the
half
the
furniture
again
we're
repeating
the
signage,
obviously
the
lights.
Obviously
so,
there's
continuity
and
of
operation
maintenance,
the
foundation.
E
B
And
I'll
just
briefly
run
through
the
two
buildings.
This
is
the
sports
pavilion.
It's
about
the
size
of
the
cafe
in
the
upper
park
next,
but
it
has
a
different
function,
has
a
much
larger
storage
area
for
the
foundation,
operation
and
maintenance,
storage
and
trash
enclosures,
and
also
equipment
rental
for
the
fields
and
a
small
concession
area
to
the
left
of
the
building.
Here
it
has.
B
Shade
for
about
60
people
as
well,
next
repeating
much
of
the
same
finishes
as
the
upper
park.
So
it's
a
it's
a
family
of
buildings,
if
you
like,
with
the
wood.
B
B
This
is
the
second
building
the
hill
pavilion,
which
isn't
the
ad
alternate.
It's
a
smaller
building
about
the
size
of
the
boathouse
in
the
upper
park.
It
as
well
has
storage
for
operation
maintenance
and
trash
restrooms,
but
also
an
office
for
the
operator
to
use
and
again
undercover
seating
for
about
60
people.
B
B
Our
budget,
we
are
right
on
budget
on
20.5
million
and
some
change
for
the
base
bid
to
give
you
an
idea.
That's
on
a
square
foot
basis,
it's
about
half
the
cost
of
the
upper
park,
so
we've
been
very
effective
and
economical
in
our
approach
to
cover
such
a
large
area,
and
you
can
also
see
there
listed
out
the
at
alternates
for
for
the
bid
which
totaled
about
4.4
million
dollars
worth
of
extra
and
they're
broken
up
into
small
and
large
projects.
B
So
we'll
have
some
choices
when
the
bids
come
back
next
and
lastly,
the
schedule.
B
It's
been
a
long
road
since
the
master
plan
started
to
make
the
connection
from
the
court
ashore,
but
I
think
we
are
all
very
fortunate
with
the
success
of
the
scissortail
park
or
the
upper
park
and
the
gap
that
we've
had
between
implementing
that
and
learning
from
the
operator
and
how
people
have
used
it
and
incorporating
all
that
knowledge
with
the
input
of
the
maps
office
and
the
subcommittee
and
the
operator
to
make
the
lower
packet
as
best
as
we
can.
B
So,
as
david
mentioned,
we
hope
to
get
your
approval
today
and
then
seek
council
approval
early
next
month,
going
out
to
bid
in
september
and
coming
back
early
october
and
hopefully
the
end
of
october,
beginning
of
november
construction
will
start
about
a
16
month
process
for
an
opening
in
spring
2022.
B
So
it's
fantastic
to
be
here
at
this
stage
it's
been
a
long
road,
as
I
said,
but
it's
been
extremely
rewarding
and
I
think
you
all
can
be
proud
how
this
is
gonna
work
out.
So
I.
I
I
just
wanted
to
thank
gavin
for
his
presentation.
I
was
unable
to
attend
the
park's
subcommittee
meeting
yesterday,
but
I
I
too
am
thrilled
to
see
this
project
at
this
point
and
can't
wait
to
keep
moving
forward.
E
Yeah
I've
got
a
couple
of
questions
for
gavin.
If
we're
able
to
do
the
hill
pavilion,
was
there
any
provision
for
food
service
at
that
location,
like
the
sports
pavilion.
B
B
B
Yes,
you
are
correct,
that
is
the
lowest
point
of.
C
D
B
Park
but
of
the
entire
area,
so
yes,
that
is
the
focus
for
for
drainage,
and
the
reason
why
the
hillbill
building
is
where
it
is
on
robinson
avenue
is
to
not
be
impacted
by
potential
flooding.
That
would
happen
in
the
park,
which
is
caused
not
only
in
the.
E
One
final
question:
the
the
seven
potential
add-ons
or
were
those
in
order
of
priority,
or
were
they
just
listed
sort
of
randomly
and
we'll
be
able
to
pick
and
choose,
depending
on
how
the
how
the
bed
comes
down
compared
to
the
budget.
B
You're
correct
they're
in
no
particular
order
and
we've
we've
made
sure
we
have
a
a
good
mix
of
small
and
large
projects
in
there
to
mix
and
match
when
the
prices
do
come
back.
C
Gavin
you,
you
used
the
term,
I
think
oil
canning.
Could
you
elaborate.
B
Yes,
the
metal
cladding,
the
standing,
seam
metal
clamping,
they
were
used
in
the
upper
park,
both
on
the
the
roof
and
the
the
vertical
sides.
It
moves
in
the
heat
and
sometimes
when
it
moves
it
buckles,
it's
not
a
defect
in
the
material.
It's
just
the
nature
of
that
that
particular
material
and
no
matter
how
you
the
best
you
can
do
and
trying
to
control
it.
B
B
A
G
J
J
Excuse
me
in
specifications
this
fall.
The
first
slide
shows
sorry.
The
second
slide
shows
the
the
existing
development
of
the
wellness
center,
as
well
as
the
property
boundary
associated
with
the
original
project.
As
you
recall,
due
to
the
the
funds
available,
we
we
only
acquired
the
minimum
site
necessary
to
build
that
project,
so
we're
going
to
have
to
add
a
little
bit
of
pri
of
land
to
the
to
the
site
to
accommodate
the
expansion.
J
J
You
can
see
in
the
lower
portion
of
the
slide,
we'll
be
expanding
the
parking
capacity
by
approximately
100
vehicles
if
you're
a
member
there,
you
know
on
certain
days
you've
got
a
parking
walk
from
the
church
parking
lot
because
of
the
because
of
all
the
occupants
taking
up
the
existing
lot.
So
this
will
add
a
great
deal
of
parking
capacity,
of
course,
as
before,
we'll
be
providing
excess
handicap
parking
spaces
close
to
the
building
beyond
what
the
code
requires,
we'll
also
be
implementing
the
largely
curveless
parking
lot
design
that
that
was
implemented
there.
J
You
can
see
in
gray
the
roughly
l-shaped
addition
to
the
building
that
we'll
be
adding.
This
will
require
us
to
relocate
the
fire
lane
that
wraps
around
the
west
side
of
the
building,
so
that
will
be
reconfigured,
thankfully,
the
existing
detention
area
for
this
building
and
for
the
church
property
or
designed
sufficient
to
accommodate
this
additional
impervious
area,
so
we're
not
having
to
build
or
expand
in
any
meaningful
way.
J
The
existing
detention
structures
on
on
the
two
properties,
the
following
slide
shows
just
general
diagram
of
the
edition,
and
it's
it's
configuration.
You
can
see
the
existing
building
on
the
right
and
on
the
left,
as
I
mentioned,
the
l-shaped
edition,
the
larger
portion
of
that
is
a
pre-engineered
metal
building
structure,
similar
to
what
the
way
the
gym
was
built
on
the
original
building
and
then
the
lower
roofed
element
is
conventionally
framed.
These
are
on
the
west
side
of
the
building.
J
These
these
two
components-
this
is
on
the
west
side
of
the
building,
so
the
construction
project
will
certainly
be
visible
for
those
for
those
utilizing
the
facility,
but
from
rockwell
it
will
be
well
back
from
the
road
and
may
not
be
terribly
apparent,
but
there's
a
construction
project
going
on
from
the
street.
J
The
following
slide
shows
an
overall
floor
plan
of
the
the
scope
of
the
project.
I
mentioned
the
l-shaped
edition
on
the
left.
You
can
see
in
blue
the
dance
and
pickleball
area
it's
effectively
a
doubling
of
the
gymnasium
space.
The
facility
has
so
we'll
be
moving
from
three
indoor
pickleball
courts
to
a
total
of
six
and,
if
you're
familiar
with
the
really
enthusiastic
pickleball
community
at
the
center.
This
is
a
change
that
they
have
been
excited
about
for
some
time.
J
Excuse
me
with
rank
with
accessible
ramp
access
and
steps,
so
they
can
use
it
for
performances
and
speeches
and
other
activities
in
which
a
in
which
a
platform
stage
would
be
helpful.
You
can
also
see
in
scale
that
green
area
relative
to
the
large
multi-purpose
exist
multi-purpose
room,
the
existing
building
on
the
far
right,
so
we
are
adding
a
room
that
is
as
slightly
larger
than
the
largest
function
space
in
the
in
the
existing
building.
So
lots
of
opportunities
to
add
new
programming
and
new
activities
on
a
scale
here.
J
There's
some
storage
and
support
space
associated
with
that,
and
you
can
also
see
yeah
that's
fine
to
advance
to
the
next
slide.
You
can
also
see
in
orange
there
some
additional
dry
locker
room
space.
That's
going
to
be
added
here.
This
is
these.
These
are
dry
in
the
sense
that
they
don't
have
showers,
but
they've
got
toilets
and
lavatories
dry
vanities
and
lots
of
locker
and
bench
space
to
expand
the
changing
compact,
the
changing
room
capacity
and
then
there's
some
support
spaces
office
and
work
rooms,
they're
flexible.
J
J
The
following
slide
shows
the
scope
of
the
renovation
of
the
existing
locker
rooms,
as,
as
everyone
knows,
the
the
pool
is
incredibly
popular
and
the
pool
fitness
classes
in
particular
are
very
popular
and
so
we're
going
to
be
expanding
the
women's
locker
room
by
taking
an
existing
meeting
room,
which
is
on
the
far
right
side
of
that
image.
J
That
meeting
room
extends
all
the
way
top
to
bottom
up
to
where
you
see
that
shower
on
the
pool
deck,
that
meeting
room
is
going
to
be
cut
roughly
in
half
and
we'll
be
taking
the
rear.
Half
of
that
and
adding
to
the
women's
locker
room
to
provide
additional
bench.
Space
locker
space,
vanity
space,
we'll
be
going
from
two
private.
Changing
private
changing
areas
to
five
and
we'll
also
be
adding
two
additional
showers
to
expand
our
shower
capacity
from
three
to
five
in
the
women's
restroom.
J
On
the
men's
side,
we
will
not
be
enlarging
the
space,
but
we
will
be
doing
some
improvements
to
the
shower
areas
in
there
as
well,
just
because
of
the
overwhelming
use
of
those
showers
driven
by
the
pool
demand
that
the
facility
has
seen
following
slide
also
identifies
another
alternate
alternate
four,
which
is
to
provide
some
paddle
operated,
ada
door
openers
on
those
restrooms
just
to
further
enhance
the
accessibility,
they're
ada
compliant
right
now,
but
these
these
would
motorize
those
doors
in
those
locations.
J
I
wanted
to
add
the
the
dry
locker
rooms
that
we're
adding
are
doorless
similar
to
the
main
restrooms
on
the
existing
building.
J
So
you
go
through
a
baffled
entrance
where
you
cannot
see
in
there,
but
you
walk
around
the
end
of
a
wall
again
it
it
minimizes
the
doors
that
have
to
be
opened
and,
of
course,
in
today's
day
and
age,
it's
a
it's
one.
Less
door
handle
that
people
have
to
grab
a
hold
of
the
following
slide
is
just
a
summary
of
the
project
budget.
J
J
Our
cost
estimate
is
on
the
following
slide,
and
this
is
just
a
brief
summary
of
the
main
components
you
can
see:
we're
getting
about
three
thousand
square
feet
of
multi-purpose
space
over
seven
thousand
square
feet
of
gym
and
pickleball
space,
locker
rooms
and
support
areas,
as
I
mentioned,
over
100
additional
parking
spaces.
J
All
of
this
fits
within
the
budget
in
both
base
bid
and
with
the
alternates
we
are
in
the
preliminary
report
phase.
So
we'll
be
looking
at
other
opportunities
to
to
take
advantage
of
the
current
the
current
construction
cost
world
to
maximize
the
project
that
we
can
build
within
the
funds
available
and,
finally,
our
schedule
as
we
complete
this
stage.
J
We
have
the
fall
to
complete
final
plans
and
specifications
so
that
all
this
can
wrap
up
at
the
end
of
the
year
in
order
for
construction
to
begin
at
the
beginning
of
2021,
and
there
should
be
plenty
of
time
within
20
and
21
to
complete
this
work
and
bring
it
online,
obviously
we're
working
in
an
existing
facility.
So
there
will
be
some
a
big
coordination
between
the
the
contractor
and
the
operator
healthy
living
as
as
the
renovation
work,
particularly
in
the
locker
rooms,
goes
on.
J
Thankfully,
the
addition
in
the
parking
area
we'll
have
a
separate
construction
entrance.
Those
those
should
have
a
much
less
significant
impact
on
daily
operations,
but
obviously
work
inside
those
existing
locker
rooms
will
be
coordinated,
as
that
will
that
will
impact
the
users
of
the
facility.
I
D
I
Are
there
any
type
of
environmental
issues
or
extra
stations
that
are
being
considered
for
this
project
because
of
possible
ongoing
effects
of
covid.
J
There
there
are,
there
are
no
specific
elements
that
have
been
included
in
the
in
the
design
at
this
time,
but
we
do
have
the
opportunity.
J
We
do
have
the
opportunity
to
consider
elements
that
might
be
incorporated
into
the
hvnc
system,
for
example,
uv
lights
or
other
advanced
filters.
I
mentioned
going
goalless
on
the
restrooms
that
that
is
that
that's
certainly
a
a
benefit,
so
we'll
be
we'll
be
having
conversations
with
healthy
living
as
we
proceed
and,
of
course,
visiting
with
our
engineers
about
any
specific
improvements.
That
would
be
particularly
valuable
as
as
we
advance
the
project.
D
A
G
So
as
it
says,
this
is
the
the
second
floor
build
out
we're
just
taking
the
the
base
bid
right
now.
This
will
not
include
the
zip
line
the
zip
line
took
us
over
budget
and
beyond,
where
we
felt
comfortable,
because
we
still
have
another
project
coming
up
and
that's
the
micro
filtration
for
the
facility.
G
If
that
project
comes
in
at
a
reasonable
price
and
and
we're
able
to
to
go
back
out,
we
could
re-bid
the
zip
line
as
an
independent
project
at
a
later
time.
But
right
now
we
feel
it's
prudent
to
exclude
that
and
just
award
the
base
bid.
So
this
does
come
with
the
approval
from
the
river
subcommittee.
D
D
D
G
The
final
plans
for
number
two
will
be
here
very
shortly
for
the
the
locker
room,
expansion
centers,
three
and
four
are
progressing
well
in
in
plan
stages.
Right
now,
so
those
are
all
underway
convention
center
is
is
proceeding
well,
if
you've
been
by
there
or
had
the
chance
to
look
over
in
that
direction
from
the
park.
They're
actually
doing
some
landscaping
right
now
and
some
of
the
areas
within
the
convention
center
look
finished,
they've
got
carpet
down
and
paint's
complete,
so
convention
center
project
is
going
exceptionally
well.
G
Nothing
really
to
report
on
trails
and
sidewalks.
We
do
have
the
additional
sidewalks
out
for
consultant
selection,
so
we've
started
on
that
and,
of
course
we
heard
about
the
park
today,
so
everything's
going
well
any.
I
I
wanted
to
make
sure
that
everyone
realized
back
in
july.
Scissortail
park
won
another
award,
the
engineering
news
record
awarded
scissortail
park,
the
best
project
in
landscape
and
urban
development,
category
for
arkansas,
louisiana,
oklahoma,
mississippi
and
texas
region,
so
obviously
quite
a
huge
area.
There
was
a
lot
of
great
competition,
but
I'm
very
proud
to
say
that
we
rose
to
the
top
of
that
list.
D
D
D
I
know
that
it
is
less
convenient
than
it
has
in
the
past
and
I
also
want
to
say
thank
you
to
david
and
everyone
involved
with
the
staff
who
are
making
it
possible
for
us
to
continue
our
work,
and
I
just
like
for
that
to
be
noted
that
we
continue
to
meet
each
month
and
it's
these
are
unprecedented
circumstances,
but
we
continue
to
do
the
work
that
we
set
out
to
do,
and
I
congratulate
everyone
for
that.
G
I
do
have
something,
mr
mr
chairman.
Yes
david
has
something
I
I
just
want
to
recognize.
Lance
musgrave
he's
announced
his
retirement.
This
will
be
his
last
meeting
atlanta's
put
in
33
years
with
the
city,
spanning
from
his
time
in
the
budget
office
through
public
works
through
the
city
manager's
office
and
the
fire
department.
Now
with
maps
he's
been
an
invaluable
part
of
our
program
and,
as
I
said
after
33
years,
he
is
retiring
from
the
city.
He
will
be
greatly
missed,
but
we
wish
him
the
best.
D
C
C
I
did
have
another
question
or
comment:
every
is
the
plans
or
what
objectives
do
we
have
toward
being
able
to
get
back
to
meeting
under
what
condition?
What's
our
guidelines.
G
D
Well
then
that
brings
us
to
the
to
the
time
when
we
offer
citizens
the
opportunity
to
ask
questions
and
make
comments
if
we
had
any
mark
no,
sir,
okay,
no
questions
or
comments
by
citizens
any
other
business
to
come
before
the
citizens
advisory
board.
Today,
if
not,
we
are
adjourned.
Thank
you.
