B
Good
morning
welcome
to
the
June
18th
2020
meeting
of
the
downtown
Design
Review
Committee.
This
meeting
is
being
held
by
videoconference.
My
name
is
Tony
Blatt
and
I
am
the
chair
of
the
committee.
No
physical
location
will
be
provided
for
the
DVR
C
meeting.
The
meeting
will
instead
be
live
streamed
from
remote
locations.
B
We
want
to
request
that
everyone
joining
us
today,
except
committee
members,
keep
your
microphone
muted
until
you
are
called
on
to
speak,
as
instructed
in
the
agenda
those
who
called
or
email
us
in
advance
to
let
us
know
your
name,
contact
number
and
agenda
item
you
wish
to
speak
about
will
be
recognized
first
before
the
D
DRC
votes,
not
8.
On
each
item.
I
will
ask
if
any
members
of
the
public
wish
to
speak.
Anyone
speaking
will
be
given
three
minutes
to
speak.
Since
you
are
muted.
B
When
I
call
on
you,
please
unmute
yourself
on
a
phone,
you
will
be,
you
will
press
star
six
and
then
state
your
name
and
address
for
the
record
before
you
speak
on
a
desktop
or
laptop.
You
will
hover
your
cursor
over
the
microphone
icon
and
remove
the
diagonal
red
line
for
anyone
speaking
today,
including
committee
members.
Please
identify
yourself
when
you
begin
to
speak.
If
we
would
lose
our
connection
for
this
meeting,
the
meaning
shall
be
stopped
and
reconvened
once
the
connection
is
restored.

B
B
Hey
that
motion
has
passed
so
the
next
item
on
the
agenda
is
cases
withdrawn
and
there
are
none
item
number
four
on
the
agenda
is
continuance
requests
and
there
are
no
items
item.
Five
is
the
consent
docket.
There
are
two
items
on
the
consent,
docket
and
they
are
open
for
any
discussion.
If
committee
member
wants
to
pull
them
and
in
the
event
that
there
is
no
discussion
on
the
consent,
docket
then
I
will
entertain
a
motion.
B
B
B
F
Yes,
this
is
Laura
Greg's
planning,
department,
Thank
You,
chair
this
case
is
located
on
the
northwest
corner
of
West
Reno
Avenue
and
south
Dewey.
Avenue
I
would
like
to
remind
the
committee,
as
stated
in
the
staff
report,
if
you've
been
by
the
side
or
as
you
can
tell
from
the
pictures
that
were
included,
some
of
the
signs
have
already
been
painted
on
the
building,
but
you
are
to
review
the
application
as
though
none
of
the
work
had
been
done.
Cameron.
F
F
There
were
several
proposed
improvements
on
this
building,
most
of
which
have
already
been
done
that
were
listed
in
the
staff
report.
The
only
thing
we're
actually
discussing
are
the
signs,
because
variances
are
needed
for
several
aspects
of
the
signs.
You
had
a
bunch
of
regulations
and
guidelines
in
your
staff
report
more
than
you
Norma
I'll,
summarize
in
that
the
zoning
that
this
building
is
n
DTD
to
only
allows
one
sign
per
tenant,
even
if
it's
a
corner
building
and
even
if
there's
only
one
tenant
in
the
building.
The
sign
calculations
are
based
on
one
square.
F
The
current
proposal
is
for
three
signs:
the
calculations
to
exceed
what
is
allowed:
the
1
/
2
and
they're,
proposing
700
a
total
of
settle
over
700
square
feet
and
the
maximum
for
building
is
150
square
foot,
as
stated
in
the
staff
report.
One
interesting
thing
is
that
the
zoning
line
between
DB
D,
which
is
allowed
a
lot
more
signage
and
DTD
2,
runs
down
the
center
line
of
Dewey,
which
is
the
street
to
the
east
of
this
building.
F
So
if
this
building
were
literally
across
the
street
they're
going
to
have
a
lot
more
signage
and
in
the
staff
report,
I
did
include
the
calculations
of
what
they
would
be
allowed
to
have
if
they
were
in
DB
D,
since
they
are
so
close
to
DVD,
and
they
would
actually
be
allowed
to
have
almost
every
every
square
foot
of
sign.
They're
proposing
the
only
exception
would
be.
F
A
F
I
feel
that
the
current
proposal
could
result
in
size
that
are
out
of
proportion
to
the
building,
allowing
one
sign
on
the
east.
One
sign
on
the
south
and
one
sign
on
the
west
would
provide
for
building
identification
for
the
vehicles
traveling
to
the
location
for
vehicles.
Traveling
south,
which
is
dewey,
is
not
a
very
long
street
because
it
only
goes
up
to
Main
Street
and
then
there's
a
parking
lot,
but
you
can't
see
the
alley
facade
of
the
building
because
of
the
adjacent
building
on
the
north.
So
the
issue
is
traveling
from
the
other.
F
Staff
was
also
supportive
of
increasing
the
sign
from
150
square
feet
to
300
square
feet,
which
would
allow
a
hundred
square
foot
on
each
of
the
three
sides,
and
so
for
comparison.
The
logo,
which
is
on
the
lower
picture
on
the
East
facade
just
the
logo,
is
100
square
feet
just
for
purpose
of
comparison.
F
This
increase
in
number
in
size
could
provide
for
the
necessary
building
identification
for
a
business
at
this
location.
One
thing
I
will
point
out
cameryn.
If
you'll
keep
going
through
the
pictures,
there
is
a
picture
that
I
took
looking
West
can
next
slide.
Please
Cameron
stop
right
there.
If
you're
looking
to
lower
right
I
walked
down
Reno
a
little
bit,
because
I
wanted
to
show
you
that
traffic
going
west
there's
a.
C
F
F
Be
blocked
also,
vehicles
are
allowed
to
park
on
the
street
and
that
could
also
block
them
and
I
just
wanted
to
allow
that
and
a
camera.
Can
you
go
back
to
where
you
were
before
and
the
next
one
that
one
right
there?
Okay,
so
staffs
recommendation
is
to
approve
the
application,
with
a
condition
that
the
applicant
revised
the
signage
and
littered
what
I
was
saying.
D
F
A
D
D
If
the
applicant
does
update
the
signage
designed
to
meet
the
those
conditions
of
a
hundred
square
feet
max
per
elevation,
would
the
new
design
still
come
before
this
committee,
considering
that
they,
those
numbers,
would
still
be
beyond
the
guidelines
limitations
or
if
we
are
already,
including
a
condition
that
they
obtain
a
variance
in
a
recommendation
to
the
Board
of
Adjustment?
Does
that
preclude
the
revised
design?
Coming
back
to
us.
F
This
is
Laura
explaining
Department.
What
I
would
say
is
that
if
you
couldn't
add
that,
if
you
wanted
to
add
a
condition
requiring
them
to
come
back
or
you
could
actually
include
in
there
that
the
applicant
could
work
with
staff
on
the
new
design,
we
we've
done
that
in
the
past.
In
some
cases,
if
you
feel
comfortable
with
that.
F
D
G
H
Be
in
holding,
but
we
also
have
there
all
right
Rosie.
It
looks
like
you
have
the
full
picture
of
everything
that
we're
aiming
for
here
and
as
far
as
we
were
speaking
about
to
proportionate
for
this
building,
one
of
the
other
photographs
was
of
this
West
facade
is,
although
that
we're
not
on
the
street,
we
only
have
parking
lots
to
the
west
of
us,
so
we
still
have
a
full
shot
from
anybody.
H
Heading
east
on
Reno,
seeing
the
side
of
this
building
now
the
one
thing
not
on
here
are:
we
have
a
few
exterior
windows
that
we're
trying
to
avoid
for
the
aesthetic
so
that
we
have
the
vco
Casey
emblem
on
our
west
wall
that
allows
for
anybody,
traveling
eastbound,
to
be
able
to
identify
the
area
as
well
the
west
side.
Yes,
we
do
have
that
part
billboard
that
we've
been
we're
getting
ready
to
discuss
with
them
about
getting
that
scooted.
H
You
know
one
way
or
another,
but
for
you
know
what
we
would
appreciate
would
be
being
able
to
just
approve
this
with
the
committee.
So
we're
not
having
to
come
back
to
you
or,
if
there's
anything
that,
because
many
members,
you
know
think
or
have
to
to
what
this
you
know
current
proposal,
what
our
intended
artwork
would
be.
H
B
E
E
H
The
photo
that
you're
holding
up
Rosie,
you
can
clearly
see
okay
here.
This
is
perfect
because
it
shows
where
the
sun's
hitting
and
where
the
sun's
not
hitting
with
our
Morning
Sun
so
with
Gray's
throughout
the
entire
part
of
the
day.
We're
gonna
have
a
different
spectrum
of
what
it
shows,
so
it
will
appear
lighter
after
you
know,
twelve
o'clock,
you
know
if
you
came
out
here
today,
looked
at
it
versus
you
know.
Two
months
ago
you
know,
Dre
is
just
a
difficult
one
to
show
on
a
screen.
A
D
D
This
is,
this
is
Corey
Bates
I
I
do
have
concerns
with
the
the
current
proposal
for
the
signage.
All
three
signs,
in
my
opinion,
are
out
of
scale.
I
think
they
are
all
larger
than
they
need
to
be.
I've
I
have
not
heard,
or
seen
any
a
significant
reason
why
the
signage
needs
to
be
larger
than
what
is
documented
in
the
guidelines.
D
B
This
is
Tony
black
I
agree
with
committing
that
work.
Mates,
approve
comments,
I
think
that
the
size
of
the
sign
not
only
is
larger
than
what
I
feel
is
proportionally
appropriate,
but
I
also
feel
like
it's
that's
a
really
dangerous
precedent
in
this
area.
I
definitely
feel
like
two
signs
is
warranted
on
this
site
and
I
hope
that
that
can
get
amended
at
some
point
in
the
future.
That
would
allow
that,
without
a
variance
and
I
think
under
square
feet
per
sign,
this
is
appropriate
as
well
for
face,
but
the
size
that
is
currently
there.
B
It
even
seems
larger
on
the
actual
image
than
what
it
does
on
the
renderings,
so
I
feel
like
going
to
the
size
of
these
signs
is
going
to
set
us
up
for
something
that
we're
going
to
have
to
deal
with
in
the
future
and
just
from
a
scale
standpoint.
It
seems
out
of
the
context
with
this
so
I'm
I'm
in
agreement
on
that
side.
B
F
B
F
F
D
So
my
personal
opinion
is
that
the
signs
I
believe
the
signs
this
the
scale
of
the
signs
should
be
modified
and
I
would
like
to
see
the
proposed
solution
because
to
reach
those
100
square,
foot
per
facade
levels
will
take
a
complete
redesign
of
the
signage
and,
from
that
standpoint
to
me
it's
a
new
proposal.
It's
it's
something.
We
should
look
at.
F
B
F
D
Move
that
we
approve
items
1
and
3
of
the
application
on
the
basis
that
the
project
complies
with
the
regulation,
regulations
and
guidelines
of
the
Downtown
Design
District.
Zoning
ordinance
as
referenced
in
Section,
C
and
D
of
the
staff
report
and
deny
item
number
2
in
relation
to
the
signage,
with
the
condition
that
the
applicant
revise
the
proposed
signage
to
be
a
hundred
square
feet
per
facade
on
the
west,
south
and
east,
and
that
the
revised
designs
come
back
before
this
committee
for
review
and
approval
and.
G
Did
you
say
deny
on
the
sign
or
to
continue
that
part
of
it?
Thank
you.
D
F
D
B
B
D
B
F
G
D
E
B
Thank
you
that
motion
passes.
Thank
you
all
very
much.
Thank
you.
So
the
next
item
on
the
agenda
is
item
number
seven,
and
that
is
the
business.
There
are
no
items.
Item
number
eight
is
communications
a
there
are
several
items
they're
there
for
your
reference
and
unless
there
are
any
specific
questions.
F
Thank
you
large
planning
department,
so
we
do
have
a
meeting
next
month.
So
please
check
your
calendars.
You'll
be
hearing
from
me
on
that.
Thank
you.
So
much
I
think
the
voting
went
great.
We're
going
to
get
this
process
down,
pat
just
about
the
time
we
end
up
back
in
the
remodeled
chambers,
which
is
underway
right
now
and
just
as
a
reminder
that
this
hard
packet
was
the
last
paper
packet
you
guys
will
get
starting
in
July.
F
No,
that
digital
packet
is,
you
know,
we've
always
sent
you
the
email
with
the
attachment
to
the
digital
packet.
So
we
will
continue
it.
We've
just
been
having
some
glitches
here,
so
the
live
links
and
the
agendas
haven't
worked,
which
is
why
you've
had
to
get
them
at
under
the
view
instead
of
on
the
agenda,
but
it
we've
always
done
this,
so
the
zoom
hasn't
really
affected
it.
It's
it's
a
budget
and
a
saving
trees
going
forward.
At
this
point,
yeah.
