Great
welcome
everyone
to
the
June
4th
2020
meeting
of
the
Oklahoma
City
Board
of
Adjustment.
My
name
is
Sam
merchant
and
I'm,
the
chair
of
the
board.
As
you're
aware
during
the
state
of
emergency
in
place
during
the
Cova
19
pandemic,
and
in
compliance
with
state
and
local
stay-at-home
orders,
no
physical
location
will
be
provided
for
the
BOE
meeting.
The
meeting
will
instead
be
live
streamed
through
remote
means.
C
We
want
to
remind
everyone
that,
as
you
have
arrived
in
this
virtual
meeting,
we
have
muted
your
microphone
except
for
board
members
so
be
sure
to
unmute
your
microphone
whenever
you're
called
upon,
as
instructed
in
the
agenda
those
who
called
or
emailed
in
advanced-
and
let
us
know
your
name,
contact
number
and
agenda
item
you
wish
to
speak
about
will
be
recognized
first
before
the
board
votes
on
an
item.
I
will
ask
any
other
members
to
speak
if
they
live.
Anyone
speaking
will
be.
C
We
ask
that
you
limit
your
comments
to
three
minutes
since
you're,
a
muted
when
I
call
on
you,
please
unmute
yourself
on
your
phone
you'll
press,
star,
six
and
state
your
name
and
address
for
the
record.
As
you
speak
on
your
desktop
or
laptop,
you
will
hover
your
cursor
over
the
microphone
icon
and
remove
the
crossed
out
red
line.
If
we
lose
our
connection
to
the
meeting,
the
meeting
will
be
stopped
and
reconvened
once
a
connection
can
be
restored.
C
C
C
A
Okay,
he
was
the
mayor
in
the
second.
C
A
B
I
C
G
C
C
C
H
H
Sure,
first
off
thanks
for
agreeing
to
hear
from
me
and
voting
on
this,
it's
a
something
we've
been
looking
forward
to
for
quite
some
time.
So
it's
really!
The
variance
is
just
for
us
to
build
on
a
home
that
aligns,
along
with
the
rest
of
the
neighborhood
and
adjoining
neighbors,
we're
just
trying
to
build
a
home
that
would
blend
in
as
much
as
possible
and
I'll
be
here
for
questions,
but
I.
Don't
really
have
any
other
too
prepared
remarks.
H
Of
course,
so
the
variance
is
a
the
maximum
setback
of
more
than
10
feet.
The
neighborhood
was
established
in
the
early
1900s
of
Lee
was
1902
and
all
of
the
neighbors
next
door
to
us
and
across
the
street
have
a
variance
of
about
25
feet
is
where
their
house
starts
along
with
the
front
porches,
and
that
is
what
we
are
requesting
to
be
able
to
have
as
well.
The
variance
as
written
now
only
allow
us
for
a
10-foot
maximum.
So
we
are
just
asking
for
the
ability
to
move
back
to
a
line
with
other
houses.
H

I

G
I
Item
to
case
number,
14
749
is
a
request
of
Johnson
and
associates
on
behalf
of
OKC
maps,
for
a
variance
to
the
maximum
six
hundred
and
fifty
foot
block
lengths
in
the
scenic
river
overlay,
Design
District,
located
at
10:23
South
Robinson
Avenue.
This
one
as
well
went
to
the
rivers
front
design
committee
this
morning
and
was
recommended
from
approval
and
Tim
Johnson
is
on
the
line
representing
the
application.
F
Hi
this
is
Mark
Zaid
sail
with
Johnson
&
Associates
Oh
correct
address
is
when
he
Sheridan
Avenue.
This
morning,
as
JJ
said,
we
were
approved
by
the
scenic
riverfront
recommended
for
approval,
for
this
variance.
What
we're
requesting
is
a
variance
to
the
maximum
block
length.
That's
permitted
in
the
scenic
river
overlay,
there's
actually
a
regulation,
not
a
guideline
in
this
design
district
compared
to
other
design
districts
where
this
is
just
a
guideline
and
the
the
regulation
is
to
prevent
owners
from
blocking
access
to
the
river
and
providing
adequate
circulation
throughout
this
area.
F
This
park
is
very
different
than
a
private
development,
in
that
the
goal
of
this
park
is
to
provide
access
and
public
space
both
to
the
river
and
internally.
So
there
are
significant
connections
for
pedestrians
and
for
cyclists,
and
there
is
still
vehicular
access
on
15th,
Street,
Cindy
I,
don't
know
if
you
have
the
the
other
exhibit
that
we
submitted.
That
shows
the
park
layout,
but
the
thank
you.
F
The
scenic
river,
the
riverfront
design,
Commission
and
the
Planning
Commission
have
voted
to
recommend
approval
to
City
Council
that
all
these
streets
be
closed
and
that
applications
been
heard.
The
variance
request
actually
popped
up
a
few
weeks
later,
when
we,
when
staff
realized
that
the
maximum
block
link
was,
was
a
regulation
in
this
district.
So
we're
here
asking
your
approval
and
we're
happy
to
answer
any
questions.
C
I
B
E
D
A
D
C
C
So
it
looked
to
me
like
some
of
these
adjoining
properties.
I'll
tell
you
one
of
my
concerns
with
this
was
if
this
didn't
really
fit
in
with
a
character
and
folks
aren't
usually
backing
in
to
to
exit
there
on
Eubanks,
but
it
looks
like
all
those
other
properties
are
doing
that.
So,
given
that
I
mean
I,
think
I
could
support
it,
just
because
the
other
property
is
also
back
into
Eubanks
and
I.
Think
that's
what
you're
trying
to
do
here
is
that
correct.
D
C
C
I
C
E
C
E
Good,
thank
you
so
much
and
thank
you
for
your
bearing.
We
get
a
few
technical
issues.
No
problem
I
want
to
be
just
a
little
bit
of
history
on
this
when
they
first
bought
the
former
Liberty
Tower
taste
our
Takata
power
building
in
July
of
18
to
make
it
property
viable.
They
need
to
have
parking
to
goes
along
with
it,
so
they
were
able
to
bottom
tunnel
resources
by
the
Senate,
a
parking
garage,
but
at
full
capacity.
That's
not
enough
parking
for
Continental
Resources
and
the
new
Bank
versus
Tower.
E
So
the
city's
sold
Park
first,
which
is
a
joint
venture
between
Bank,
first
and
Rickon
parking
investors.
The
parking
lot
on
the
east
side
of
of
gay
learning,
south
of
2nd
Street
north
of
of
Maine
Strader
for
the
purpose
of
building
a
parking
garage
in
there.
The
city
reserved
a
railroad
easement
through
the
midline
for
a
future
time
to
the
Burlington
Northern
Line
that
goes
through
there,
and
so
it
has
a
huge
impact
on
the
piece
of
property.
E
And
so
what
we're
asking
for
today
is
a
very
institute
chapter
59,
section
7
1
5,
Oh
tables
7
1
by
though
that
requires
a
60
percent
minimum
live
coverage
and
we
are
over
60%
of
lockers
on
the
piece
to
the
west.
We
are
not
where
the
garage
is.
We
are
not
to
the
piece
to
these.
We
could
do
a
large
split,
but
if
we
did
a
lot
of
split
there's
no
public
access,
then
to
the
lot
to
the
east.
E
So
it's
a
very,
very
unique
piece
of
property
until
we're
proposing
again
to
build
a
parking
garage
on
the
west
side
of
that,
because
that's
closest
to
downtown
at
most
I
will
party
and
that
will
be
percent,
but
it
doesn't
for
the
entire
track
because
of
the
rail-
or
these
goes
through
the
middle
of
it,
and
this
was
approved
by
the
yeah
brick
down
urban
design
committee
would
be
happening.
Any
questions
you
may
have.
C
Yeah
this
was
certainly
an
interesting
one
and
I'm
very
familiar
with
the
area
and
have
lived
and
those
deep
disappointments
and
mildly
kind
of
concerned.
There
would
be
that
it
would
block
off
the
view,
potentially
for
all
everyone
in
deep
dues
for
of
their
view
of
downtown
and
brick
town,
but
this
isn't
a
variance
request
for
the
height
there.
Anything
like
that.
So
I,
don't
think
that
concern
is
particularly
defeating
of
your
application
board
members.
Any
questions
or
comments,
I.
E
That's
a
great
question
of
designers
are
working
on
that
very
close
to
make
sure
that
it
doesn't
serve
that
the
needs
of
the
garage
to
limit
access.
So
we
are
working
very
closely
to
make
sure
that
we
do
have
full
access
up
to
second
Street
and
for
both
the
garage
and
for
the
garage
and
the
parking
lot
in
the
in
the
roadway
down
to
Main
Street.
E
We
will
be
able
to
go
underneath
the
railroad
easily,
but
you
know
right
now
and
until
the
railroads
built
we'll
be
able
to
just
use
it
at
the
site
at
the
surface
lot.
But
once
the
railroad
spurs
go
through
there,
we
do
have
access
under
the
spur.
It
will
allow
us
access
down
the
Main
Street
good
question.
Thank.
B
C
C
C
Yes,
this
is
a
good
time
for
me
to
reiterate
my
appreciation
for
the
board
for
taking
your
time
out
to
make
sure
that
the
business
of
the
city
can
continue,
and
these
folks
can
continue
their
projects.
I
know
they're,
very
thankful,
and
so
I
just
want
to
express
my
thanks
to
the
board
as
well
for
doing
this
somewhat
unusual
times,
seeing
no
other
business.
We
are
adjourned.
