Advisory
Board,
are

their

we're
going

wait

recently

bright

for

and
me
it
really
kind
of
accentuates
our
presence

friend
and
colleague,
Mike
Dover,
suffered
a
heartbreaking
loss
in
his
family.
This
week
he
had
a
son
that
passed
away
and
just
want
to
note
that
our
thoughts
are
with
him
and
he's
been

faithful
member
of
the
citizens,
Advisory
board
for
almost
13
years
now
and
is
a
close
colleague
for
all
of
us
and
our

very
sorry
that
he
couldn't

they

unable

our

partner.

Now
things
have
changed
since
their
original
proposal,
specifically
the
the
acquisition
of
the
channel
line
studio,
is,
is
putting
a
drain
on
on
their
finances
and
and
taking
a
lot
of
time
and
staff
time.
So
they've
notified
us
that
they
do
not
feel
they
can
any
longer
be
the
primary
operator
of
Wellness
Center,
three
I
believe
they'd
still
be
open
to
being
a
partner
with
with
someone
on
Wellness
Center
three.

So
what
we've
prepared
is
a
another
request
for
proposals
in
the
same
manner
that
we
have
done
four
times
before
and
it's
the
same
document
with
the
exception
that
I
took
out
the
pieces
about
working
with
the
architect
to
select
a
site,
because
obviously
we
have
a
site
and
working
with
the
architect
to
design
the
building,
because
the
building's
already
been
designed.
Fortunately,
the
building
is
such
that
it,
it
is
very
flexible
and
very
functional
for
anybody
that
wants
to
operate
pretty
much
anything
in
there.

So,
as
I
said,
this
will
go
through
the
same
process
that
we
have
for
all
of
the
operator
proposals,
there'll,
be
interviews
and
then
recommendations.
It
will
still
come
through
the
subcommittee
and
through
this
board
and
then
on
to
council
for
approvals.
It's
a
little
more
accelerated
than
we
did
before.
Just
because
we
we
need
to
to
get
somebody
in
that
building.

The
building
will
be
finished
in
July
and
we'd
like
to
have
somebody
in
there
very
shortly
after
that,
and
of
course,
even
after
they're
identified,
it's
going
to
take
them
about
I'd
estimate,
30
days
to
just
hire
staff
and
train
staff
and
and
get
things
up
and
rolling.
So
I
think
the
timing
is
still
good.
There
may
be
a
month
that
the
building
will
will
be
ready
and
we
won't
have
the
operator
but
I
think
that's
minimal.

we
did
not
have
a
quorum
at
the
senior
health
and
wellness
subcommittee,
but
those
that
were
in
attendance
did
agree
to
to
that.
This
was
the
best
way
to
approach
this
and
to
send
it
onto
this
body
and
then,
hopefully,
ultimately,
to
city
council.

unfortunately

able

meeting
yesterday,

I
did
want
to
speak
a
little
bit
to
Langston's
departure
from
the
project.

I
know
we
passed
along
the

understanding
when
Langston
entered
into
the
partnership.

HBCU
having
a
presence
on
the
east
side
is
still
going
to
be
possible
at
the
channel

building,
which
is
really
one
of
the
things
that
we
wanted
to
make
sure
happened.
Having
said
that,
one
of
the
concerns
that
I
have
about
selecting
a
new
partner
and
going
through
this
process
again
is
one
timing
which
I
know
we're
all
going
to
be
concerned
about,
but
there's
a
big
difference
between
selecting
a
partner
that
has
time
to
develop
over
three
or
so
years.

Staffing
funding,
Capital
versus
somebody
who's
going
to
take
over
a
building
almost
tomorrow,
and
so
I
don't
know
in
regards
to
budget
or
in
regards
to
resources
that
are
available
is
how
willing
we
would

support
operating
expenses
for
a
certain
amount
of
time.

so
that
we
can
get
this
going.

think
the
project
is
important
enough
to
the
community.

who
potentially
could
apply

want

people

Community

rate

codes

higher

we
know
certain
Health
outcomes
generally
that
are
negative
or
higher,
and
so
it
just
makes
me
wonder
what
is
the
vision
for
addressing
the
health
needs
of
a
part
of
the
community
which,
for
decades,
we've
not
addressed
those
needs
which
is
partially?

it
just
kind
of
strikes
me
hearing
you
talk
about
Langston
mentioned
nursing
and
these
sorts
of
services,
that
that
was
an
opportunity
to
kind
of
help,
address
very
specific
Community
needs
and
help
us
get
to
better
Public
Health
outcomes.
And
so
that's
my
concern
about
the
loss
here
now.

that
is
how
we've
addressed
all
of
the
wellness
centers
there's
a
a
core
group
of
things
that
we
look
for
the
aquatics
and
the
exercise
components,
but
but
each
of
the
operators
have
brought
forth
specific
things
that
they
feel
like
responds
to
the
wellness
center.
That's
in
their
immediate
area.
So
that
is
part
of
the
RFP
requirements
and
that
will
be
part
of
the
of
the
interview
process
and
and
the
scoring.

we're
asking
to
move
a
hundred
thousand
of
that
into
this,
so
that
we
don't
have
to
go
to
excess

and
interest
like

we
have
in
the
past.

think
that
it's
looking
like
here
soon
that
it'll
level
off,

some
of
the
things
that
they
bid
early
on

it

this

risk
of
construction,

we're
in
exceptional

paint

concrete,
that
you
can't
order
and
store
for
long
periods

time
and

even
labor.
These
costs
have
gone
up
considerably

contractor
came
to
us
and
said

got
this

problem

he
showed
us

the
correspondence

receipts.

this
background
information
and
originally
wanted
about
a
hundred

twelve
thousand
dollars
and
we're
we're
about
partnering
and

helping
with
making
the

project
the
best
it
can

keeping
it
moving,
but
we're
also
not

just
paying

everything.

what
we
did
is
we
negotiated
with
the
contractor
for
those
costs,
the
bulk
of
the
items
we
decided
to
pay
a
third
of
the
cost,
with
the
assumption
that
we
would
pay
a
third.

understand,
there's
labor
issues
that
tremendous
things
that
I've
never
seen
in
in
my
career
people
just
leaving
the
industry,
but
so
the
negotiation
included
paying
roughly
a
third
of
these
costs
to
keep
them
whole

keep
this
moving
and
then
moving
the
the
Finish
date
to
July
understanding
that
after
July
liquidated
damages
of
a
thousand
dollars
a
day
will
be
enforced.

something
I
like
to

I
felt
like
it

best
approach
rather

them
possibly
declare
bankruptcy
