start
welcome
to
the
April
16
2020
meeting
of
the
downtown
design
review
committee.
This
is
a
city
local
on
the
city's
first
teleconference
DD
RC
meeting.
My
name
is
Toni
Blatt
and
I.
Am
the
chair
of
the
committee
I
make
a
few
announcements
regarding
this
teleconference
if
the
tellus
conference
is
disconnected
at
any
time
during
the
meeting
the
meeting
should
we
stopped
and
reconvene
once
the
audio
connection
is
restored.

unable

be

30

I'm

Thursday
May

it

be
by
teleconference.
The
agenda
and
documents
are
located
on
OKC
gov.
Please
remember

only
one
person
can
be
heard
at
a
time
if
more
than
one
person
speaks.
We
won't
hear
you
both
for
anyone
speaking
today,
including
committee
members.

Thank

This
is
a
request
to
renovate
an
existing
building
that
is
on.
Excuse
me,
the
north
west
corner
of
Northwest
13th
and
North
Harvey
Avenue.
This
is
the
eastern
half
of
a
building
that
was
built
back
in
1946
as
an
automobile
dealership
and
the
western
half
has
already
been
renovated.

Several
years
ago
in
the
staff
report,
there
was
really
only
one
item
that
we
had
an
issue
with
on
the
proposal
and
that
dealt
with
removal
of
original
glass
block
from
one
part
of
the
building,
that
is,
on
the
South
facade,
which
is
the
13th
Street
facade,
and
the
concern
of
removal
of
that
item
is
that
its
original
to
the
building
and
we
have
design
guidelines.
These
are
not
regulations.

That
will
be
the
very
last
thing
for
this
agenda
item.
Typically,
that
would
be
the
PowerPoint
pictures
and
you
can
see
on
about
the
fourth
or
fifth
picture.
I
included
some
close-up
close-ups
of
that
portion
of
this
building,
where
the
glass
block
are
found.
This
originally
was
a
men
and
women's
restroom
and
the
area
that
currently
has
what
looks
like
louvers,
it's
citing
between
those
glass
box.
That's
where
there
what
the
doors
were
located.

The
original
floor
plan
that
is
the
first
large
drawing
that
was
in
your
packet
for
this
item
that
was
provided
by
the
applicant
and
I
apologize
it
so
light.
But
if
you
look
about
in
the
middle
of
the
drawing
toward
the
bottom
and
there's
actually
an
arrow,
so
if
you
go
straight
up
from
the
area,
you'll
see
that
small
curved.
So
you
can
see
the
floor
plan
how
it
was
kind
of
pie
shaped
bathrooms
at
that
location.

The
applicant
had
also
provided
some
pictures,
which
were
in
the
packet
in
color
that
show
both
the
front
of
the
building,
as
well
as
the
eastern
facade
and
the
northern
facade,
and
then
one
last
thing
before
I
circle
back
around
to
what
our
recommendation
is.
We
included
a
historic
photo
that
I
found
on
shippo's
website
that
is
attached
to
the
staff
report.
That's
from
1950,
which
the
car
is
in
the
way.

The
architect
/
applicant,
will
also
be
physically
located
and
we'll
be
using
this
space
and
they
they're
intending
their
intent
is
to
use
it
kind
of
like
a
showroom,
storefront
window
window
display
for
items
that
they
build,
but
Jeremy
Gardner
can
expand
on
that.
If
that
is
the
only
question
from
one
of
the
committee
committee
member.

Obviously,
it's
a
little
bit
more
challenging
because
we're
going
to
have
some
of
the
the
millwork
and
furniture
pieces
that
we
build.
We
were
planning
on
using
that
as
a
way
to
display
those
along
the
sidewalk.
So
as
the
pedestrians
kind
of
Traverse
13s,
they
would
be
able
to
the
way
we're
going
to
light
it.
The
way
we
were
going
to
use
it,
we
were
hoping
to
be
able
to
to
include
more
transparency
and
that
bump
out.

curious
if
there's
other
things
that
could
be
considered
here
so
I
agree
that
I
would
prefer
the
glass
block.
There's
a
lot
of
horizontal
lines
in
the
original
building.
I
might
even
expect
to
see
some
of
those
horizontal
lines
carried
through
the
meadow
paneling
that
you're
putting
us
in
his
decide
and
I'm
wondering
if
you
considered
in
this
area,
just
doing
curved
glass
with
a
really
minimal
profile.

Well,
I
guess:
one
thing
that
we
could
do
is
just
we
can
move
forward
on
our
end
with
the
project
with
SAS
recommendation,
and
then,
if
we
can,
you
know
curved
glass
obviously
is
a
different
different
cost
than
what
we
originally
specified.
So
we
just
need
to
be
able
to
test
to
make
sure
it
still
fits
within
the
parameters
of
of
the
Performa.

does,
if,
if
there
aren't
any
further
questions
for
the
applicant
or
comments
from
the
committee,
and
if
what
the
applicant
is
proposing
in
following
staff
recommendations
for
the
time
being
and
going
forward
with
the
project,
there
aren't

entertain
motion

issue
staff
had
was
with

wanted

point
out
that

supported
what
they
wanted
to
do
for
the
doors
between
these
glass
block
windows,
because
the
doors
are
gone
and
they
were
proposing
to
remove
the
infill
and
install
the
aluminum
glass
storefront
in
those
openings
and
I
wanted
to
point
that
out.
Just
to
make
sure
you
guys
were
aware
that
if
you,
if
you
agree
with
staff
and
the
applicant,
is
saying
that
he
will
agree
with
staff,
it
would
just
keep
the
glass
block.

approach
of
bringing
back
some
transparency
in
those
spots
where
they
currently
have.

it
was

not
going
to
function

replicated
as
something
historically
in
appearance,
but
not
in
function
so
having
glass
in
that
area,

think
works
well.

This
item
is
the
sign
package
for
the
Omni
Hotel.
There
are
a
couple
of
items
that
are
going
to
need
a
variance
and
as
well
as
a
couple
of
signs
that
are
larger
than
100
square
feet.
So
that
is
why
this
item
had
to
come
before
the
committee
back.
When
the
committee
saw
the
original
application
for
construction
of
the
Omni.

There
was
already
discussion
that
they
were
going
to
have
a
sign
in
the
right-of-way
on
the
boulevard
and
in
fact
that
is
one
of
the
items
which
it's
a
sign
that
is
going
to
be
attached
on
a
wall
on
a
curved
wall
where
the
cars
are
coming
up
from
the
underground
parking
portion
of
the
structure.
I
was
lucky
enough
to
get
a
picture
because
they
rolled
the
gate
open
it's
kind
of
hard
to
get
pictures
on
the
first
floor
now
in
an
active
construction
zone.

So
if
you
can
see
in
the
very
last
part
of
the
Paquette,
which
were
the
pictures,
that
would
have
normally
been
the
PowerPoint
pictures
that
it's
a
third
picture
from
the
end,
I
was
able
to
get
the
guy
to
open
the
gate
again
and
I
stood
in
the
street
and
I
was
taking
a
picture
of
this
concrete
wall
that
comes
out
from
the
South
face
of
the
building
and
I
have
an
arrow
showing
where
that
sign
will
actually
go
on
that
curved
wall.
They
have
already
received
a
variance
for
setback
in
height.

They
just
needed
to
get
these
for
the
signs.
They
have
already
gotten
approval
for
all
the
work
they're
also
doing
in
the
right-of-way.
That's
a
huge
right-of-way
through
there
and
the
boulevard
isn't
taking
all
of
it
up,
and
so
you
can
see
the
covered
drop-off
area
and
then
that
curved
wall
where
cars
will
be
coming
up,
and
so
they
have
a
sign
there
directing
the
public.

And
then,
if
you
look
back
on
the
second,
the
second
picture
and
the
PowerPoint,
which
shows
the
North
Face
of
that
building,
there
is
going
to
be
a
large
sign
which
is
four
hundred
and
eighty
two
point.

in
the
upper
right
of
the
face
of
that
building.
The
building
is
to.

and
then
there's
multiple
signs
going
for
different
functions.
The
hotels,
the
coffee
shop,
the
different
the
different
activities
they're
going
to
have
on
the
lower
part
of
the
building
staff,
totally
supports.
What
they're
doing
I
feel
that
the
size
of
the
signs
are
definitely
proportional
to
the
building
and
proportional
to
the
audience
that
the
signs
are
serving
so
staff
is
recommending
approval
of
the
application
subject
to
a
condition
that
the
applicant
receives
variances
from
the
maximum.

need
a
second
motion
to
provide
a
recommendation
and
we
are
recommending
approval
to
the
Board
of
Adjustment

the
right-of-way
and
the
applicant
representing
the
Omni
Hotel
also
named
Jeremy

on
the

and
so
he
is

drawings
correctly
it
looks
like
it
is
up
in
the
landscaping
planter,
see
the
elevation
drawing
that
that
is
in
our
packet
shows
design
its
dimensioned
with
a
red
ink
mark
six
feet
tall,
but
it
looks
shorter
than
the
silhouette
of
the
person
in
the
elevation.
So
can
we
clarify
the
height
of
the
sign
and
what
that
height
is
relative
to
if
it's
relative
to
the
sidewalk
level
or
relative
to
the
top
of
the
planter
box
that
it's
in.
