From YouTube: Golf Commission - May 6, 2020
Description
The regular meeting, via teleconference, of the Oklahoma City Golf Commission for May 6, 2020.
A
I'd
like
to
welcome
everyone,
who's
called
into
the
may
6
2012
City
golf
commission
meeting
before
we
get
to
the
agenda.
I
would
like
to
mention
the
following.
If,
at
any
time,
during
today's
meeting
the
teleconference
system
fails
and
we
are
disconnected,
we
will
attempt
to
reconnect
within
15
minutes.
If
we're
unable
to
reconnect
the
meet
to
the
meeting.
The
meeting
will
be
adjourn
and
reconvene
at
the
next
scheduled
meeting
at
11:00
a.m.
on
June
3rd
by
teleconference
citizens,
who
called
into
the
meeting.
We
ask
that
you
remain
muted
until
item.
A
I
have
item
11
items
from
citizens
to
request
to
speak,
please
dial,
405,
four,
three:
seven:
five:
nine
six,
seven!
Thank
you
to
the
commissioners,
the
directors
of
golf
city
staff
prior
to
any
discussion
during
today's
meeting.
Please
state
your
name
before
speaking.
We
will
need
this
to
assist
with
the
meeting
minutes.
Commissioners.
Only
during
any
vote,
you
must
state
your
name
and
then
state
your
vote.
C
D
A
E
Thank
you,
mr.
chairman,
this
is
Shaun
Simpson,
the
truss
specialist,
and
this
is
a
few
comments
on
the
budget
sheets,
and
these
are
probably
not
the
normal
budget
sheet.
You're
used
to
see
you
receive
them.
I
was
working
with
the
Budget
Office
to
get
these
done
prior
to
us
filing
this
agenda,
and
they
were
not
quite
ready
with
their
normal
files,
so
they
had
me
use
the
worksheets
that
each
director
Golf
submitted.
E
There
are
a
couple
of
things.
I
wanted
to
point
out
just
with
some
figures
that
when
I
transcribe
them
to
these
sheets,
Stewart's
got
quarters
had
a
line
item
in
revenues
as
a
negative
$10,000.
We
I
worked
with
Brandon
and
we've
corrected
that
on
here.
It's
not
going
to
be
reflective
on
your
sheets
but
shows
negative
10,000
s.
Revenue
is
now
at
0
and
in
the
expense
side
to
account
for
that
it
has
gone
into
need
equipment
by
item.
E
A
F
Yes,
I
just
I
just
want
to
make
sure
that
you
or
mr.
Cassidy
might
share
the
conversation
that
you
had
with
with
the
city
manager
and
the
finance
director
a
couple
weeks
ago
about
the
possibility
of
the
reduction
of
use
of
water
at
the
golf
courses
due
to
the
the
constraints
that
we
have
in
our
operating
budgets
of
the
general
fund
and
the
health
of
that
general
fund
and
the
need
to
reduce
the
amount
of
water
that
the
city
may
have
to
pay
for
out
of
the
general
fund
budget
at
the
golf
courses.
F
If
he
might,
you
were
mr.
Cassidy
want
to
share
that
that
budgeted
budget
item.
Just
as
a
reminder,
the
golf
commissioners,
the
Parks
and
Recreation
Department,
turned
in
a
budget
that
was
11
and
a
quarter
percent
less
for
the
budget.
21
2021
budget
as
it
was
for
the
2020
budget.
The
city
is
possibly
facing
a
thirty
five
million
dollar
deficit
overall.
So,
if
you
would
I'd
appreciate
it,
you
shared
that
conversation
Thank
You.
A
Mr.
Cassidy,
you
want
to
respond
mr.
pepper,
to
begin
with,
I've
already
sent
a
notice,
an
email
to
the
directors
about
that
conversation
and
in
the
request
to
reduce
the
water
expenses
in
particular,
possibly
reducing
watering
fairways
we've
got
to
maintain
the
tee
boxes
and
the
greens,
but
cutting
watering
of
the
fairways
so
that
I've
already
conveyed
that
to
the
directors.
Thank.
A
G
Chairman
Reed,
this
is
Brandon
over
at
transfer
and
Stuart,
and
a
couple
of
things
we
could
do
after
viewing.
The
state
of
Oklahoma
faith
to
reopening
guidelines
and
I've
spoke
with
the
other
directors
about
this.
We
could
offer
folks
to
be
able
to
ride
together
in
golf
carts
and
also
offer
the
single
rider
golf
cart
in
phase
two.
That's
something
the
Commission
wanted
to
look
at.
We
could
offer
the
dine
in
service
in
our
restaurant.
G
Those
are
just
a
couple
of
thoughts
that
we
had
and
basically,
if
you
look
at
state
2
guidelines
for
the
state,
there's
not
a
lot
that
changes,
so
social
distancing
requirements
are
all
still
the
same.
It
doesn't
address
the
gatherings
of
folks
in
numbers
like
they
don't
throw
out
a
specific
number
that
they're
going
to
allow.
My
assumption
is
that
it's
going
to
be
still
going
to
be
10
or
less
in
the
facility
at
any
time,
including
employees
who
our
phase
1
guidelines
that
we
currently
have
in
place.
I,
don't
see
a
lot
of
it.
G
G
It
has
not
been
an
issue
to
date
and
I,
don't
foresee
it
being
an
issue
in
future
days
and
if
you're
curious,
the
Oklahoma
plan
for
Phase
two
implementation
is
May
15th.
So
we
still
have
a
few
days
almost
two
weeks
before
we're
going
to
know
if
the
state
is
going
to
move
on
to
Phase
two
prior
to
the
state
doing
that
they
have
to
meet
all
phase
one
requirement
and
that's
all
I
have
to
share.
H
B
H
Public
has
received
our
restrictions
quite
well,
the
16
times
an
hour,
the
making
sure
that
the
flagstick
stays
in
the
hole
with
a
couple
eye
in
there,
so
that
the
ball
doesn't
drop
to
the
bottom
and
single
rider.
Cars
have
not
been
an
issue
we
did
here
at
Lincoln
almost
run
out
of
cars.
On
a
couple
of
occasions.
This
weekend
we
were
had
people
waiting,
basically
on
the
tee
for
their
car
and
in
a
couple
of
cases
these
were
groups
that,
if
they
could
not
ride,
they
would
not
be
playing.
H
They
was
not
played
golf,
but
we
were
able
to
take
care
of
all
the
customers.
It's
very
busy
weekend's
looks
like
based
on
the
tee
sheet
we're
going
to
have
very
busy
weekend's
again
today,
for
instance,
I'm
totally
booked
on
both
golf
courses
till
about
4
o'clock
and
actually
five
o'clock
on
one
golf
course.
H
So
it's
been
a
it's
been
a
pleasant
experience.
It's
everybody's
accepted
the
changes
that
they
can't
congregate
in
the
clubhouse
haven't,
haven't
really
any
issues.
Their
food
is
all
takeout
and
we're
not
running
a
beverage
cart
just
cause.
It
is
difficult
to
maintain
social
distancing
running
a
beverage
cart
under
Phase.
Two
I
may
consider
running
a
beverage
cart
as
long
as
the
beverage
cart
operator
is
mask
and
gloves,
and.
H
That
that's
just
something
I'm
going
to
be
thinking
about
and
I'm,
not
sure.
If
all
the
other
golf
courses
probably
are
thinking
about
that
same
thing,
because
phase
two
of
the
state
plan
does
call
or
all
employees
to
be
wearing
protective
gear
when
they're
dealing
with
the
public.
So
we
can't
drop
our
our
use
of
masks
and
gloves,
and
the
use
of
Sanitation
of
the
golf
carts
between
usage
is
also
and,
of
course,
the
frequent
cleaning
inside
the
building
of
all
public
spaces.
That
can
be
touched.
H
We're
currently
propping
open
all
the
doors
beautiful
day
like
today.
We've
got
the
doors
open
so
that
people
can
freely
go
in
and
out
without
having
to
handle
the
door
knock
door
handles
and
about
the
only
thing
for
phase
2
would
be
to
think
about
the
startup
of
tournament
type
planning,
and
these
are
things
that
when
you
talk
about
tournaments
you're
talking
about
larger
groups
and
we'll
have
to
watch
the
guidance
on
group
sizing
and
those
types
of
things
that
be
ready
to
start
consider
considering
booking
those
types
of
events.
B
C
B
A
couple
of
suggestions-
one
is
I,
played
golf
away
from
the
city
state
golf
courses
recently
a
couple
of
times
and
they
allow
the
people
to
choose
whether
to
ride
together
or
not.
Family
members
who
are
living
together
bridge
don't
need
to
have
separate
carts
and
we
prefer
to
ride
together.
So
you
let
them
make
that
choice,
I'm,
not
sure
we,
whether
we
can
or
not,
but
it
seems
to
me
that
it's
silly.
B
The
second
thing
is
your
listen
to
the
experts
about
whether
we're
in
gloves
it's
just
essential
something
we
think
it's
worse
than
not
wearing
gloves
where
people
think
they're.
Somehow
we
mean
it
doesn't
really
help
you
to
do
anything.
You
have
clamped
eyes
your
hands,
it's
just
as
well
off
as
not
as
having
gloves,
but
it
doesn't
protect
anything
once
you
touch
some
of
that
stuff.
B
It's
on
the
gloves
and
it
doesn't
help
you
any
not
to
not
to
have
it
because
people
don't
watch
the
gloves,
they
go
ahead
and
use
the
glove
to
touch
your
nose
and
their
head
with
the
glove
thinking.
That's
okay
and
it's
even
work.
So
some
of
the
people
or
areas
are
talking
about
the
idea
that
you
really
don't
the
gloves
are
counterproductive.
So
you
think
about
that.
B
But
aside,
whether
you
want
to
or
not,
but
it
did
seem
to
me
that
the
idea
of
studying
people
choose
husbands
and
wives
who
live
together
all
day
does
cyngor.
All
night
doesn't
seem
to
me
to
make
any
sense
to
require
them
to
take
separate
carts.
So
you
all
can
kind
of
run
that
around
decide
what
you
want
to
do
with
it.
B
Cassadee,
mr.
chairman,
the
main
complaint
I
have
heard
is
the
single
rider
cart,
a
lot
of
people
think
when
they
ride
their
to
the
golf
course
they
ought
to
be
able
to
ride
together,
whether
they're
family
members
or
not.
It
should
be
their
option
as
opposed
to
being
it
dictated.
So
that's
all
I
have
mr.
F
Chairman
Doug
Cooper
Steve,
you
might
and
others.
If
you
do
start
up
a
beverage
cart,
you
might
try
to
figure
out
how
to
attach
one
of
those
hand
sanitizer
dispensers
onto
onto
the
cart,
so
that
not
only
the
attendant
glove
Derron
glove
can
sanitize
their
hands
from
hole
to
hole
and
the
golfers
can
then
sanitize
their
hands
as
they
receive
products.
Just
just
the
thought.
H
A
Anything
else
what
I
would
this
is
James.
What
I
was
proposed
right
now?
We
need
a
motion
to
ratify
what
was
done
for
the
a1
opening
and
I
would
like
to
keep
that
in
place
and
work
on
a
Phase
two
that
we
can
put
together
in
short
order
and
a
timeline
for
that.
It
got
somewhat
dependent
upon
the
governor's
Phase
two
as
well.
B
A
B
I
A
G
B
This
is
Dan
Langford
of
wine
had
and
also
had
no
complaints
or
concerns
from
employees.
A
lot
of
it
has
to
do
with
the
contactless
situation.
If
that's
such
a
word
that
were
under
in
that
the
customer
credit
card
never
leaves
his
hand,
we
don't
touch
the
credit
card.
We're
not
giving
out
taupe
not
doing
cash
and
I
was
very
impressed
with
the
customers.
Reactions.
I
B
The
credit
card
only
and
it's
all
been
very
positive,
so
short
shortly.
No,
we
have
had
no
negative
response
from
employees.
This
is
this
is
also
yet
Heffner.
I
would
agree
with
that.
It's
it's
amazing!
It's
as
if
someone
has
already
trained
all
of
these
customers
that
come
into
the
door,
but
they're
they're,
extremely
cooperative
and
we've
had
absolutely
no
problem.
B
Mr.
chairman
Mike
Cassidy,
all
I
have
heard
from
everybody.
I've
talked
to
they're,
so
glad
the
courses
are
open,
that
they're
willing
to
do
most
anything
just
to
keep
them
that
way
and
just
a
side
note
I
had
with
people
from
Surry
Hills
claim
that
prosper
yesterday
and
all
they
did
was
rave
on
how
we
handled
everything
out
here
and
the
condition
of
the
course.
Thank
you.
B
C
A
B
Mike
Cassidy,
my
Finance
Committee,
is
recommendable
unanimously,
recommending
this
and
the
$3
for
domestic
and
350
for
imported
beer.
That
is
before
taxes
and
actually,
if
they
have
a
special
price
on
beer
that
they
can
start
a
little
cheaper.
They
can't
run
specials
so
I
make
the
motion
that
we
approve
this
like
I,
said:
Finance
Committee
unanimously
supports
this.
D
I
have
some
discussion.
Mr.
chairman,
this
is
Elliott
I,
just
like
to
thank
mr.
Cassidy
for
his
work
on
this
issue.
He
was
a
staunch
advocate
for
the
golfers
in
the
system.
He
should
be
commended
for
his
effort,
along
with
with
you,
mr.
chairman,
for
showing
leadership
in
this
area.
We
we
appreciate
it.
I
know
the
golfers
do
as
well.
H
B
B
B
B
J
B
Are
you
talking
about
like
Modelo
Tecate,
that
type
of
beer,
or
what
are
you
talking
about?
Well,
if
you
look
at
the
fries
of
see,
that's
why
this
is
kind
of
the
landscape
changes
price-wise
wholesale
price
wise.
At
this
point,
it
would
be
my
view
that
if
we
called
it
a
standard
beer,
then
Tecate,
if
you
would
would
be,
would
be
a
standard
beer
price.
B
B
F
B
Well,
if
we
can
get
it
into
effect
before
June
1st
I'd
like
to
see
it,
and
if
this
is
my
Cassidy
up
and
if
the
rest
of
my
committee
is
in
favor,
we
can't
change
the
motion
from
standard
to
premium.
I
mean
from
for
the
standard-bearer
support
as
far
as
domestic
to
standard
and
imported
to
premium.
If
that
is
okay
with
the
rest
of
my
Finance
Committee.
A
H
B
B
C
J
H
A
E
E
So
you
know
if
we
have
three
more
weekend's,
like
we
did
this
last
week
in
May,
you
know
I,
don't
think
we'll
have
to
transfer
any
of
it.
We
wanted
to
put
this
item
on
here
up
to
a
hundred
thousand
dollars
as
a
worst
case
scenario.
If
you
know
on
Monday,
the
mayor
came
out
shutdown
off
again
and
we
didn't
have
anything,
so
this
is
kind
of
just
as
a
backup
item
in
case
we
need
to
move
any
money
over
prior
to
the
next
meeting.
E
A
I
C
B
C
I
I
C
I
J
A
B
It's
antico's,
mr.
chairman,
is
there
some
way
to
add
some
additional
green
fees
or
something
to
help
us
offset
the
fact
we're
going
to
lose
this
water
so
that
we
could
even
buy
a
little
more
water
from
the
city?
I
I
hate
thinking
run
and
go
through
the
summer
to
pull
off
less
water
on
our
fairways.
That's
going
to
cut
into
our
revenue
stream
as
well
as
look
like
they'll
I.
B
Don't
know
that
some
kind
of
temporary
increase
in
green
fees
to
cover
this
period
of
time
caught
on
by
the
pandemic
might
be
the
way
to
offset
that
significant
loss
of
the
water
Mike
Cassidy.
Mr.
chairman,
if
I
might
comment
just
briefly
on
a
little
history
on
this,
when
Jim
Koch
was
our
city
manager.
At
one
time,
we
were
paying
that
we
weren't
paying
for
water
at
all.
We
were
paying
for
admin
fees
and
couch,
and
don't
I
forget
how.
B
Many
years
ago
we
made
the
agreement
that
we
put
50
cents
on
a
regular
fee
and
25
cents
on
a
senior
fee
to
help
pay
for
water
and
admin
charges,
and
we
were
assured
at
that
time
that
that
would
take
care
of
it
and
I
believe
mr.
Bremen
or
someone
with
more
expertise
can
explain
further
but
I
believe
according
to
the
bonds
that
we
are
paying
for
to
have
built
these
new
courses
that
the
city
was
definitely
supposed
to
supply
us
water
and
I
can
be.
B
Somebody
means
that
would
check
me
on
that,
but
I
believe
that
was
the
dab.
That
was
the
deal
Thank
You
mr.
sandy
coast.
It
doesn't
sound
like
they
intend
to
do
that.
I
just
would
like
to
find
some
way
to
try
to
protect
ourselves
over
the
summer
from
loss
of
water
and
if
we
had
to
complete
double
that
amount
bank,
$1
or
something
else
on
temporary
basis.
I
think
we'd
be
well
advised
to
do
that
and
then
somehow,
just
with
the
city
on
how
much
water,
if
you
mr.
Cutler,
may
comment
on
that.
B
I
believe
are
equally
as
important
as
tea
boxes
and,
like
I
said
I
would
like
if
Dan
could
double-check
on
on
what
I
said
about
the
city.
Providing
water
I
would
appreciate
it
and
I
agree
with
you
Andy.
If
something
has
to
be
done
and
we
need
to
increase
for
a
while
or
when
we
have
increased
for
a
while,
we
never
cut
green
peas,
so
I
think
we
may
need
more
direction
on
this.
Thank
you
except
mr.,
can't
see.
I
J
Do
you
know
that
United
States
top
Association
and
I
know
all
the
pros
all
know
this
firm
and
fast
is
what
we're
trying
to
get
to.
We
don't
overwater
our
golf
courses
as
it
is.
We
don't
want
yellow
fairways
no,
but
you
know
a
little
bit
firmer
a
little
bit
faster.
You
know,
someone
like
me
makes
my
ball
go
a
lot
farther
so
I
kind
of
like
term
of
death,
so
hopefully
there's
something
we
can
kind
of
find
some
common
ground
here
too
I
don't
believe
we
ever
overwater
cuz.
J
If
you
overwater,
you
can
get
all
kinds
of
problems
under
watering,
doesn't
always
look
good
and
we
don't
want
to
stress
out
there
the
Bermuda,
but
hopefully
we
can
come
to
some
kind
of
middle
ground
here
on
this
and
see
if
the
bonds
say
they're
required
to
do
you
know
or
not,
but
I
think
I
think
that
Herman
past
is
still
a
good
rule
of
thumb.
Time.
F
Mr.
chairman
Doug
Cooper,
just
a
just
a
clarify
what
my
comments
were
earlier.
They
were
not
we're
not
saying
that
we
are
not
going
to
cover
the
water
bill,
but
it
would
be
helpful
if
the
water
bill
isn't
quite
as
high
as
you
know.
If
we
can
trim
back,
we
need
to
trim
back
that.
That's
the
bottom
line.
We
you
know
every
year
the
water
utilities
puts
out
a
huge
press.
F
You
know
public
relations
thing
about
conserving
our
potable
water
and
things
along
those
lines
and-
and
you
know,
I'm
just
as
guilty
as
the
golf
courses
about
using
more
water
on
my
athletic
fields
and
things
along
those
lines.
As
the
golf
courses,
the
the
what
we
heard
and
and
the
Chairman
heard
it
and
mr.
Cassidy
heard
it
try
to
trim
back
because
we
just
you
know
thirty,
five
million
dollars
to
the
cities
in
a
deficit
to
the
city,
that's
a
big
number
and
any
any
dollar
that
we
can
say
by.
F
Maybe
not
watering
the
fairway
seven
days
a
week,
not
that
we
do
that,
but
I'm.
Just
saying
that
we
need
to
do
our
part
to
try
to
reduce
the
impact
on
the
general
fund
budget
going
forward
that
that's
the
I
just
wanted
to
clarify
that
there
I'm
not
saying
they're,
not
gonna
pay
your
water
bill,
but
if
the
water
bill
could
be
less
that
would
make
all
of
us
look
better.
So
I
appreciate
a
thank
you,
Doug,
Cooper
Oh.
Mr.
B
A
J
I
J
B
H
A
B
B
That's
what
I
was
saying
that
so
I
I
knew
we
had
done
a
few
years
back.
We
I
met
with
marshes
marshes
slaughter
and
we,
although
we
did
get
to
modify
to
where
we
could
water
late
in
the
evening
and
early
in
the
morning
at
continually,
so
they
weren't,
but
it
we
did
go
out
even
and
I
believe.
What
are
your
courses
is
water
is
one
day
and
the
other
the
next.
Don't
they
steam
on
the.
B
Yes,
Mike
answer.
Yes,
sir
I
believe
we
should
continue
it
and
I
totally
agree
with
Doug
mr.
Cooper,
sometimes
I
overwater,
my
yard
too,
and
I'm
actually
had
to
point
out
to
my
neighbors
that
it
is
uneven
and
they're
not
supposed
to
be
watering.
Well,
I
think
we
all
need
to
try
to
conserve
as
much
as
possible.
Thank
you
very.
B
Mike
Cassidy
I
want
to
thank
all
the
directors
of
golf
and
John
Simpson,
especially
for
the
great
work
they've
done
this
last
six,
seven
weeks
after
we
were
shut
down,
they
gave
me
all
the
information
I
required
and
were
gave
me
a
date.
They
educated
me
and
I
just
want
to
thank
them
all
for
their
for
their
diligence
and
for
their
hard
work.
Thank
you
so
much
all
of
you,
Thank
You,
mr.
chairman
and
I.
