the
Oklahoma,
City
Water
Utilities
trust
budget
for
FY
21
slide
to
the
core
business
initiatives
for
the
Utilities
Department.
You've
seen
these
before
is
to
commit
to
a
safe
work
environment
for
employees
and
the
public,
providing
a
quality
customer
service
and
meeting
expectations
for
effective
service
delivery,
securing
additional
water
supplies
and
reliably
delivering
water
to
Central
Oklahoma
system,
reliability,
resiliency
continued
efforts
to
maintain
and
upgrade
our
systems
to
enhance
the
reliability
and
resiliency
of
our
utility
systems
to
minimize
the
likelihood
of
service
disruption.

Financial
management
consistently
follow
strong
financial
management
principles
to
obtain
the
highest
available
credit
ratings
and
maintain
those
ardent
issuances
to
lower
cost
to
our
customers.
Regulatory
compliance,
we're
committed
to
full
compliance
with
regulations
and
directives
of
all
regulatory
agencies.

The
uses
of
these
funds
are
proposed
to
be
for
349
million
dollars
of
capital
improvements,
so
some
of
those
will
be
funded
by
Pago
from
net
revenues.
City
operations,
transfers
of
93
million
dollars
to
the
city
for
the
water
wastewater
utilities,
lending
that
service
of
58
million
trust
operations
of
34
trust
operations
includes
things
like
franchise
fee
system,
lease
fees,
pavement
maintenance,
trustee
bank
fees,
the
line,
maintenance,
supplemental
repair
services,
city
parks,
mowing
natural
gas,
liquid
fuels,
infra
mark
water,
lime,
hauling,
landscape,
driveway
repairs
and
billing.

We
proposed
in
FY
21
to
focus
on
quality
and
lean
processes,
pursue
continuous
quality
improvement
in
March
of
2019.
The
trust
authorized
us
to
participate
in
the
Oklahoma
quality
foundation
to
establish
a
quality
program
and
be
committed
as
an
organization
to
pursuing
continuous
quality
improvement
initiatives.
We
have
a
Greenbelt
program
for
certifying
our
management
employees
and
we've
already
saved
1.6
million
dollars.
Today,
next
slide
customer
service
we're
going
to
promote
conservation
or
reclass.

We're
proposing
to
upgrade
a
vacant
position
to
a
business
intelligence
specialist
to
be
able
to
promote
the
ability
for
our
management,
employees
and
our
other
employees
to
more
quickly
obtain
higher
quality
real
time
information.
So
they
can
make
better
decisions
in
the
field.
Water
supply
next
slide.

We're
proposing
to
establish
a
Southeast
Oklahoma
water
supply
division.
Last
year
you
authorized
the
addition
of
a
southeastern
Oklahoma
water
supply
superintendent.
Now
we're
merging
a
number
of
other
positions
with
that
position,
and
then
he
is
now
located
down
in
Atoka
and
overseeing
McGee
Creek
and
South
Atoka
pipeline
area
facilities.
We're
also
proposing
moving
some
funds
for
those
folks
into
that
budget
of
$379,000
to
establish
that
group
next
slide.
H
System,
reliability
and
resiliency
were
proposing
to
upgrade
our
computer
systems
to
more
readily,
provide
more
detailed
system
pressure,
information
throughout
the
city
and
better
manage
that
more
evenly.
So
we
can
reduce
the
potential
that
changes
in
pressure
can
cause
main
breaks
and
disrupt
our
customer
satisfaction,
we're
proposing
to
add
an
additional
position
in
the
warehouse
to
improve
our
ability
to
manage
supplies
and
get
those
timely
delivered
to
crews.

So
we
can
improve
productivity,
we're
also
proposing
to
decommission
the
Overholser
water
plant,
which
has
only
seasonally
been
run
and
hasn't
been
run
for
the
last
two
years.
Next
slide
on
regulatory
compliance,
the
federal
government
approved
a
new
America
infrastructure
act
for
water.
That
requires
a
significant
amount
of
additional
ongoing
activities
and
reporting
by
the
utilities
and
we're
proposing
adding
a
regulatory
compliance
person
to
that
theme
and
provide
that
oversight
on
an
ongoing
basis
and
perform
those
functions.

We're
also
responding
to
Oh
DEQ
regulations
requiring
pharmaceutical
and
marijuana
oversight
for
discharge
and
we're
adding
positions
for
that.
We're
also
upgrading
the
remaining
field
positions
in
the
mechanics
facility,
plant,
mechanics
and
fuel
mechanic
positions
so
that
they
can
have
skill
based
earned
progression
opportunities
and
the
facility
plant
mechanics
will
be
required
to
have
DEQ
operator
licenses
similar
to
the
operators
so
that
they
can
comply
with
state
regulations
for
the
licensing
next
slide.

So
our
our
new
mission
statement
that
we
are
introducing
today
shows
that
we're
committed
to
providing
water
and
wastewater
and
trash
collection
services
throughout
Central
Oklahoma,
to
safeguard
public
health
and
the
environment,
support
public
safety
and
enable
economic
prosperity.
With
that
presentation,
I'll
open
it
up
to
any
questions
or
comments.

going
to
be
spending
940
million
on
the
water
supply
side.
That's
mostly
the
existing
pipe
like
upgrades
pipeline
upgrades
to
the
existing
into
the
pipeline,
and
please
start-
and
there
are
some
pictures
showing
the
last
of
the
piece
of
pipe
for
the
total
pipeline
in
the
upper
right
hand.
Corner
is
the
river
crossing,
which
is
our
first
project
for
the
second
edge
of
the
pipe.

On
the
waste
water
capital
improvements
sign
that
features
a
nice
Canadian
plant,
it's
Joe-
it
is
also
broken
in
three
categories,
but
their
regulatory
agency
general
we're
doing
a
little
bit
more
taken
from
each
on
the
waste
water
side.
Fish
expect
leaders
who've
already
been
in
the
water
for
greens
at
the
left,
are
also
showing
deferment
and
deferred
projects
on
the
super
side
are
building
upgrades.

would
like
to
say,
though,
even
though
we're
deferring
these
projects
we're
continuing
with
the
engineering
getting
them
ready
to
go
so
when
economy
turns
around,
we
can
bring
those
or
as
possible
so
230
million.

that
is
in
reliability
of
resiliency,
which
is
paper
midline,
replacements
and
asset
management.

we
told
you
last
year
that
we
were
going
to
be
for
the
next
year

we
are
going
to
be
looking
at
all
the
sewer
lines
within
Oklahoma
City.

mr.
chairman,
just
want
to
give
you
a
little
bitty
update
on
the
state
of
our
revenues
relative
to
the
service
disconnect
moratorium,
so
we
haven't
really
gained
any
more
accounts
that
are
delinquent,
were
they're
hovering
around
4,000,
I'm,
sorry,
they're,
hovering
around
11,000,
okay
and
then.

Because
they're
still
delinquent,
that
dollar
amount
is
increasing
every
month
and
we're
up
around
four
million
dollars.
Now,
as
you
noticed
in
this
year's
budget,
compared
to
last
year's
budget,
we've
really
deferred
a
lot
of
the
capital
projects
until
we
get
a
better
understanding
of
where
we're
going
to
be
revenue
wise,
typically
we're
about
one
percent,
bad
debt,
which
is
about
about
three
million
dollars,
we're
anticipating
somewhere
around
3%,
which
will
be
about
nine
million
dollars,
but
in
deferring
the
capital
projects.

We're
also
deferring
debt
service
coverage
and
we've
also
moved
our
our
capital
equipment
replacements
out
a
year
so
that
and
the
deletion
of
20
positions
within
our
organization,
we're
very,
very
conservative
on
the
amount
of
money
we've
set
aside
to
manage
through
this
coronavirus
endemic,
we
have
a
delta
beyond
what
we
anticipate.
Our
loss
is
this
year
of
about
seven
million
dollars
so
as
the
year
progresses,
and
we
get
a
better
understanding
of
what
our
revenue
losses
are
really
going
to
be.

We
can
adjust
the
budget
accordingly
and
then
come
back
to
you
all
and
ask
for
consideration.
So
if
it
gets
worse
and
we'll
we'll
push
a
few
more
projects
out,
if
it
gets
better,
then
we'll
bring
some
more
projects
back
into
the
mix,
so
will
will
have
a
better
understanding
towards
the
middle
of
this
fiscal
year
and
we
come
back
to
you
all
for
consideration
accordingly.
