Description
Oklahoma City Ward 3 Councilman Larry McAtee discusses the Oklahoma Turnpike Authority's plan to expand the Kilpatrick Turnpike in southwest Oklahoma City with Assistant City Manager Dennis Clowers.
A
Hi
I'm
Larry,
mcatee,
Ward,
3,
City
Councilman,
and
what
a
delight
it
is
today
and
a
privilege
to
have
assistant
city
manager,
Dennis
clowers
on
our
show
Dennis.
Thank
you
for
taking
time
out
of
your
busy
schedule
to
come
down
and
visit
with
our
folks
led
to
do
it.
Thank
you
for
asking.
We've
got
a
project
going
in
southwest
Oklahoma
City.
That's
going
to
cause
quite
a
bit
of
excitement
as
we
move
forward
the
extension
and
the
Kilpatrick
Turnpike.
How
about
giving
our
viewers
an
oversight
of
overview
of
what
that's
going
to
be
involved
with?
A
B
Well
late
last
year
is
several
citizens
may
have
heard
the
governor
and
the
Secretary
of
Transportation
announced
a
fairly
aggressive
plan
to
do
some
expansion
work
on
I
believe
six
Turnpike
statewide
in
one
of
those,
as
you
mentioned,
is
the
extension
of
the
Kilpatrick.
It
currently
terminates
at
its
southwest
end
right
now,
at
about
I-40
a
little
bit
west
of
Sarah
road.
The
plan
is
to
tie
onto
it
at
that
point
and
extend
it
south
and
east
over
to
the
vicinity
of
state
highway
152
and
around
59th,
Street
and
council
road,
okay,.
A
B
Too,
yes,
it's
about
a
six
to
seven
mile
stretch
several
years
ago
about
eight
to
ten
years
ago,
the
turnpike
authority
did
a
feasibility
study
to
extend
the
Kilpatrick
from
its
terminus
at
I-40
all
the
way
around
the
southwest
side
of
the
airport
over
to
I-35
terminating
it
in
the
vicinity
of
Indian
Hills
Road.
But
at
that
time
they
determined
it
was
not
even
a
lot
economically
feasible
to
do
so,
and
so
they
did
nothing
at
that
time.
So
now,
they've
decided
to
at
least
do
a
part
of
that
and
get
it
over
to
highway.
A
B
It
is
with
all
of
the
Turnpike
projects
that
the
Turnpike
Authority
does
it's
funded
with
tolls
with
revenues,
so
this
has
nothing
to
do
with
the
state's
general
fund
budget
or
the
city's
general
fund
budget.
It's
strictly
user
fees,
the
fees
that
are
paid
by
the
drivers
on
the
kill
on
the
comp,
a
trick
as
well
as
all
of
the
Turnpike
statewide.
It's
operated
as
an
enterprise,
and
so
that's
where
the
funding
you
come
from.
They
sell
bonds
revenue
bonds
to
fund
the
construction.
B
However,
the
Turnpike
Authority
has
requested
information
from
the
city,
whether
or
not
we
would
be
willing
to
at
some
point
in
the
future
construct
frontage
roads
alongside
the
the
Turnpike
extension.
So
if
you
had
the
frontage
roads
in
we're,
probably
looking
at
a
four
to
five
hundred
foot
wide,
a
strip
of
land
now.
A
B
Correct
they
they
have,
they
have
committed
if
the
city
would
commit
to
the
finding
funding
to
do
the
frontage
roads
at
some
point,
they
would
be
willing
to
go
ahead
and
acquire
the
right
away
at
no
cost
to
the
city
and
the
the
City
Council
has
executed
a
resolution
I
believe
two
weeks
ago.
To
that
effect,
we've.
A
Already
asked
for
that,
for
that
option
to
be
implemented
at
some
time
those
little
words
in
there.
There
are
no
immediate
plans
and
no
immediate
funds
to
build
that
frontage
road.
At
this
time
that's
correct,
and
so
our
citizens
should
not
expect
that
when
the
turnpike
opens
in
a
couple
of
years
in
the
future
that
there
will
be
a
frontage
road,
that's
probably
not
going
to
happen.
No
that.
B
Probably
will
not
happen.
Their
timeline
is
very
aggressive
when
the
governor
and
the
Secretary
of
Transportation
announced
the
plan
about
two
months
ago.
They
committed
to
a
three
and
a
half
year
timeframe
for
getting
all
of
these
projects
done
so
I
think
we
could
expect
to
see
that
extension
of
the
Kilpatrick
Turnpike
completed
and
open
to
traffic
sometime
in
what
late,
maybe
2018,
but
it
will
not
have
frontage
roads
at
the
time
at
that
when
it
does
open.
So.
A
B
A
So
that
would
be
a
way
to
get
direct
information
about
just
what's
going
on
that's
correct
now
they
can
also
call
I,
guess
us
at
the
city,
but
we
will
be
passing
on
information
that
we've
gotten
from
that
same
number.
That's
right
now,
there's
a
consultant
at
work
right
now.
What
is
what
is
he
or
she
doing
right
now,
Turnpike.
B
Authority
has
engaged
a
consulting
engineering
firm
to
do
a
route
analysis
to
determine
the
route
that
this
will
take.
It
won't
just
be
a
straight
line
from
point
A
to
point
B,
there's.
Obviously,
lots
of
development
that
has
occurred
in
that
general
area
over
the
last
several
years
and
I
am
sure
that
the
turnpike
authority
is
not
interested
in
taking
this
through
a
already
developed
tract
of
land
and
buying
out
a
lot
of
homeowners.
B
A
B
Yes,
the
all
of
the
property
that
the
alignment
will
take
will
go
through
private
property.
It's
just
a
question
of
how
much
developed
property
they
choose
to
take
on
looking
at
an
aerial
photograph.
It
does
appear
that
there
are
some
ways
that
you
could
meander
the
alignment
and
maybe
miss
most
of
the
developed
land.
So
I
I
would
think
that
they
take
that
into
consideration.
They
might
maybe
go
a
little
further
in
their
route.
Maybe
extend
a
little
bit
of
length
so
as
not
to
you
know,
go
through
an
existing
neighborhood.
Now.
B
Yes,
I
believe
that
the
turnpike
authority,
if
they
do
what
they've
done
on
other
project
turnpike
extensions,
they
will
hold
a
series
of
public
meetings
and
again,
citizens
can
find
out
about
those
at
425
3600,
but
I
believe
that
they
will
be
notified.
The
citizens
will
be
notified.
The
property
owns
will
be
notified
as
soon
as
the
Turnpike
Authority
is
ready
to
present
the
study
that's
being
prepared
right
now
now.
B
That's
correct:
they're,
not
using
federal
funds,
to
do
this
they're,
really,
not
even
using
state
funds
to
do
it,
they're
using
funds
from
revenue
bonds
that
will
be
repaid
by
the
tolls
of
the
users
that
use
the
Turnpike.
So
they're
not
required
to
go
through
the
same
sort
of
federal
process
that
one
might
experience
on
a
federally
funded
project.
So.
A
B
A
If
I'm,
looking
at
developing
some
property
out
there
and
right
now,
I
don't
have
anything
on
the
ground
right
now
and
I've
got
some
questions
about.
Is
it
going
to
come
through
my
land
or
not,
and
how
long
do
I
have
before
I
get
an
answer
on
this?
What
would
you
recommend
I
do
for
that
kind
of
questions?
I.
B
Think
that
the
city
has
made
a
commitment
to
the
turnpike
authority
that
we
would
consider
putting
a
hold
on
development
in
that
general
area
for
a
period
of
up
to
a
year
to
allow
them
to
establish
that
route
for
citizens
to
keep
up
to
date
on
what's
going
on
there.
If
they
don't
get
an
answer
from
the
turnpike
authority
at
the
phone
number
we
gave
before
they
might
contact
our
own
planning
department,
the
planning
directors
name
is
aubrey
hammontree.
The
planning
departments
number
is
297
2576,
so.
A
A
B
The
ultimate
goal
is
to
try
to
alleviate
congestion
on
the
existing
interstate
system.
The
interchange
of
I-40
and
I-44
is
very
heavily
trafficked
or
traveled.
You
get
a
lot
of
congestion
around
there.
This
is
the
the
goal
of
this
just
try
to
take
some
of
that
maybe
eastbound
to
southbound
traffic
off
of
I-40
back
west
of
I-44
and
get
it
down
toward
the
south
west
without
having
to
go
through
that
interchange.
B
A
Moto
still
confused
as
a
citizen
out
there,
the
road
conditions,
the
arterial
streets
and
the
like
out
in
that
area
need
repair,
need
expansion,
real
real
bad
and
here
you're
coming
along
and
doing
this.
That
really
doesn't
help
me
getting
from
point
A
to
point
B,
because
I'm
not
going
to
use
the
new
Turnpike.
Why?
Why
can't
I
get
some
work
done?
Well.
B
B
That's
the
responsibility
of
the
city
of
Oklahoma
City
and
we
maintain
improve
those
in
widen
those
streets
as
needed
through
our
general
obligation
bond
program.
The
current
bond
program
that
we
are
operating
under
right
now
is
approved
by
the
voters
in
2007,
and
it
did
include
several
widening
projects
in
that
part
of
town,
specifically
on
Morgan
road,
on
fifteenth
Street
believe
on
twenty
ninth
Street.
It
included
some
resurfacing
and
rebuilding
on
forty-fourth,
Street
and
I
believe
someone
59th
Street.
B
A
Just
like
the
Turnpike
Authority
is
is
aware
of
their
needs
and
looking
at
into
the
future
city.
Staff
has
also
been
working
and
aware
of
the
needs
for
the
streets
that
we're
responsible
for,
and
these
the
needs
will
be
probably
addressed
when
we
come
out
with
our
next
general
obligation
bond
program,
because
the
projects
in
the
current
bond
program
have
already
been
identified
and
they
can't
be
moved
around
no.
B
A
The
key
word
there
is
patience,
but
you
know
about
it
and
we're
going
to
get
there
just
be
patient.
Correct
same
thing
like
on
the
Turnpike,
where
you
said
that
this
master
plan
was
developed
a
number
of
years
ago.
Here
it
is
now
what
2016
and
we're
on
a
short
time
frame,
but
at
least
we're
acting,
correct
Dennis.
Thank
you
for
taking
the
time
to
come
down
and
share
this
with
our
viewers
and
viewers
better
days
for
the
roads
of
Oklahoma.
City
are
ahead,
but
it
takes
money
and
time.
