A
C
C
20
years
I
mean
in
the
things
that
have
been
accomplished
in
that
time
period
and
I
recognize
it's
a
team
effort,
but
carl
has
been
a
leader
in
all
of
these
areas
and,
as
I
often
like
to
point
out,
there's
very
few
of
our
trusts
that
actually
provide
something
that
is
required
for
human
sustenance
and,
and
certainly
we
wouldn't
get
very
far
as
a
community
without
water
and
carl
has
continued
this.
C
This
community's
long
time,
proactiveness
in
in
establishing
a
water
supply
for
this
city's
continued
growth
that
you
know
because
of
carl's
work
and
everybody
else
that
he's
that
he's
partnered.
With
on
these
efforts,
the
last
two
decades
we're
set
up
for
another
half
century
and
he
proved
very
worthy
of
of
our
ancestors
who
set
us
up
for
today.
C
So
I
just
can't
thank
you
enough
carl,
and
maybe
the
most
amazing
thing
about
it
is
this
alone
would
be
a
great
record
of
contribution
and
achievement
in
a
community,
and
yet
I
mean
this
is
like
the
third
or
fourth
most
important
thing:
you've
done
for
oklahoma
city.
You
know
chamber,
chair
your
role
with
maps
for
kids.
C
Your
role
is
just
to
come
as
just
a
business
leader
and
countless
other
boards
that
you've
been
on
and
continue
to
serve
on.
So
it's
it's
kind
of
funny
to
think
that
something
so
critically
important
to
our
city
that
you
put
so
much
work
into
again
is
probably
barely
would
make
the
first
paragraph
of
your
bio.
So
I
mean
it's
it's
a
real
testament
to
your
service.
C
A
community
simply
cannot
survive
and
progress
without
people
like
you,
you're
one
of
our
city's
leading
lights,
leading
citizens,
and
I'm
so
glad
we
get
this
opportunity
to.
Thank
you
for
your
20
years
of
surface
specifically
to
this
oklahoma
city,
water,
trust.
Thank
you.
So
much
carl
on
behalf
of
the
people
of
oklahoma
city,
very,
very
grateful.
Thank
you.
D
Yeah
tim,
if
I
could
larry
mcatee
carl
your
replacement,
it's
been
great,
knowing
you
and
watching
you,
we
really
appreciate
your
character,
your
skill
and
your
commitment
to
oklahoma
city.
May
god
bless
you
as
you
go
forward
in
your
career
and
in
your
life.
Thank
you
for
watching
oklahoma
city.
E
Yeah
chairman,
I
I
would
appreciate
the
opportunity
here
just
to
thank
carl
for
his
leadership
in
our
city
with
awkward
and
and
just
the
way
that
he
as
the
mayor,
described
the
way
that
he
has
personified
what
it
means
to
be
a
community
leader
he's
given
so
much
back
to
our
community
and
he's
going
to
say.
Thank
you
so
much
and
thank
you
for
your
kindness
to
me.
F
You
other
comments
scouts
mark
stonecipher
here
carl.
I
have
learned
so
much
from
you.
You
always
come
to
a
meeting
prepared,
you're,
always
spot
on.
You
explain
things
where
I
can
understand
them
and
I've
really
appreciated
watching
you
run
a
meeting
because
it's
helped
me
to
learn
how
to
run
a
better
meeting,
and
so
I
wish
we
could
talk
you
into
another
20
years,
but
I
really
want
to
thank
you
for
the
20.
F
You
gave
us
there's
not
enough
people
that
know
all
the
great
things
that
you
did
for
oklahoma
city.
I'm
most
appreciative
appreciative
of
that.
My
family's
most
appreciative
of
that,
and
we
just
thank
you
from
the
bottom
of
our
heart.
God
bless
you.
A
You
know
one
of
the
things
I
think
it's
really
unique
about.
This
is
during
his
20-year
term
with
the
oklahoma
city.
Water
utilities
trust
he
also
chaired
during
that
time,
15
or
16
years
of
the
maps
for
kids,
trust,
which
was
a
750
million
million
dollar
program
that
went
off
really
flawlessly
during
that
time.
You
know,
and
during
that
time
it
was
also
with
with
price
edwards.
He
was
the
president
of
presbyterian
health
foundation.
During
that
time
he
was
the
chairman
of
the
board
of
united
way
during
that
time.
A
He
ran
the
oklahoma
business
roundtable
during
that
time,
and
he
was
also
the
chairman
of
a
chance
to
change
at
some
point
in
there
too,
a
remarkable
career,
a
remarkable
give
back
to
the
community,
and
so
thank
you,
carl
for
all
that
you've
done.
You
have
anything
you
want
to
share
with
us.
Troopers.
G
Well,
I
think
those
were
awfully
kind
things
for
people
to
say,
and
I'm
glad
that
I
was
able
to
provide
whatever
help.
I
could.
This
is
a
great
city
with
what's
been
going
on
now
for
an
awful
lot
of
years
and
obviously
the
water
trust
was
a
key
part
of
it.
Going
back
to
the
19
teens
when
we
had
to
have
three
votes
or
whatever
it
was
to
get
the
lake
out.
G
There
finished,
and
I
will
never
forget
the
opportunity
that
this
has
provided
me
and
the
enjoyment,
as
well
as
the
learning
experience
that
I've
had
and
the
people
that
I've
met
have
just
been
fabulous.
We
have
so
many
good
leaders
in
oklahoma
city
and
I'm
just
glad
I've
been
able
to
be
involved
with
all
of
you.
H
I
did
carl,
you
know
I
first,
I
think
I
met
you
doing
leadership,
oklahoma
city
work
with
some
different
groups,
and
you
were
kind
of
like
a
godfather
to
this
city
and
all
the
things
that
you
were
doing.
You
know
that
chairman
couch
mentioned
earlier
and
mayor
holt
mentioned,
but
I
appreciate
you
know
20
years
of
doing
work
on
the
water
trust
you
know
coming
every
other
week
to
make
carving
time
out
of
your
day
is
such
an
important.
H
A
C
Thank
you.
Thank
you,
carl
I'm
gonna
scoot
out
we're
gonna
reconvene.
Our
council
meeting
in
a
four
in
a
few
minutes.
Larry
and
mark
can
probably
stay
here.
I
think
we'll
have
just
barely
enough
in
the
other
room,
but
they're
also
welcome
to
join
us
back
over
there,
but
we.
C
A
C
D
A
A
A
A
And
it
passes
moving
next
to
item
five
is
a
concurrent
stock
under
concurrent
stock.
It
is
one
item
and
it
has
to
do
with
some
change
in
plans
for
drainage
improvement,
project
on
brock,
creek
and
twin
twin
creek,
drainage
basins,
questions
or
comments.
A
Is
there
a
motion
laura
made?
The
motion
jessica
martinez
brooks
made
the
seconds
hall
in
favor.
I
guess
he
will
vote
and
it
passed
four
to
nothing.
The
next
item
is
item
six,
which
was
an
emergency
contract.
It
had
to
do
with
some
water
meter,
relocations,
redoing,
the
work
in
front
of
the
conventions.
A
Is
it
no?
It's
northwest
6th
street.
Excuse
me
northwest
6th
street
any
questions
or
comments
about
that.
I
This
is
our
normal
sewer
replacement
program
that
we
execute
every
year.
So
unless
there
are
specific
questions
that
I
can
answer,
we
would
appreciate
support.
I
A
A
A
Or
comments
for
for
the
general
manager
on
this.
I
Thank
you,
mr
chairman.
Just
an
update
on
item
c
that
you
all
just
approved
city
council,
approved
our
authorization
for
indebtedness.
So
we
will
move
forward
with
this
item
and
the
the
total
savings
with
our
refunding
for
the
year
is
approximately
42
million
dollars
of
our
of
our
ratepayer
money.
So
this
is
a
pretty
significant
refunding
opportunity.
So
thank
you
so
much
for
your
support
in
this
regard.
I
The
arrears
are
currently
about
14
000
customers
are
not
able
to
pay
their
water
bills
totaling
about
6.7
million
dollars,
so
we're
not
increasing
at
a
rapid
rate,
but
we
are
gradually
increasing
and
hopefully
we
will
see
some
relief
in
that
regard
we
have
had
over
a
hundred
people
approve
for
cares,
funding
through
our
cons
through
the
city's
consultant,
and
they
have
made
provisions
to
to
pay
their
bills,
but
we're
still
creeping
upward
so
I'll
keep
you
informed
on
a
bi-weekly
basis,
so
mr
edwards
you'll
always
be.
