reasons

have

to

today
is
because
our
past
leaders
had
the
vision
to
look
ahead

rainfall
patterns
would
be
that
after
each
nice
rainfall,

can

months
without
a
beneficial

conservation

supply,

than
starting
and
stopping
watering
restrictions

extremely

rainfall,
