and

who
should
be
paying
for
it,
and
with
that
we

you
fill
us
in
a
little
bit
about
the
mysterious
use
tax.

this
morning.

he's
one
of
our
assistant
city,
treasurer's,
video
you
just
saw
is
one
that's
that
was
created
by
the
Oklahoma
Tax
Commission,
and
what
the
what
the
main
character
in
the
video
was
saying,
of
course,
is
that
use
tax
is
an
elephant
in
a
room
and
which
is
true,
I
mean
because
what
that
would
mean
is
that
it's
something
as
misunderstood,
not
fully
understood
by
most
folks,
and
it's
also
something
that
folks
just
are
really
interested
in
talking
about.

Basically,
use
tax
as
a
companion
to
sales
tax.
All
of
us
know
that
if
we
go
into
a
store
here
in
Oklahoma
City
we're
going
to
be
required
to
pay
sales
tax
on
our
purchases,
but
use
tax
is
very
much
the
same.
It's
a
it's
again,
a
companion
to
sales
tax,
but
it
applies
to
any
purchases
that
are
made
from
out
of
state.
If
you
make
a
purchase
from
out
of
state,
bring
those
perton
into
Oklahoma
and
you
use
those
goods
here,
then
a
use
tax
will
will
apply
to
that
purchase.

A
lot
of
things
are
a
lot
of
times.
What
what
most
folks
relate
to
use
tax,
of
course,
is
on
purchases
and
the
thing
that
those
folks
don't
understand
is
when
you
make
a
purchase
online,
it's
not
a
tax-free
purchase.
There
are
statutes
in
place
that
require
that
you
pay
a
tax
on
that
purchase
of
basically
use
tax
is
again
required
for
any
purchases
that
were
made
outside
of
Oklahoma.

There
are
certain
exceptions
to
that
rule,
meaning
if
a
company
has
a
brick-and-mortar
location,
often
referred
to
as
a
nexus
within
Oklahoma,
they're
actually
required
to
collect
our
taxes.
On
that
purchase
we
have
a
sample
invoice
here.
They
purchase
that
was
made
online.
This
particular
purchases
participants
made
from
best
buy.
Is
you
you
and
I
are
aware?
We
do
have
several
best
buy
locations
in
Oklahoma
City.

We
also
have
a
table
here
that
shows
that
the
rate
in
Oklahoma
City
is
eight
point
three
seven
five,
because
the
county
oklahoma
county
does
not
charge
a
use
tax.
However,
some
of
the
surrounding
counties
into
which
oklahoma
city
extends
do
charge
a
use
tax.
So
if
you
live
in
one
of
those
outside
counties,
then
your
your
use,
tax
rate
may
differ
just
slightly.

As
we
mentioned
earlier,
if
you
make
a
purchase
from
out
of
state
and
sales
tax
is
not
charged
on
that
purchase,
then
use
tax
is
going
to
be
still
do
by
the
consumer.
So
if
you
make
a
purchase
online
and
again,
the
retailer
does
not
collect
sales
tax
on
it,
then
that
ultimate
responsibility
for
paying
at
use
tax
would
be
falls
on
you
as
a
consumer.

we

Again,
we
talked
about
you
know
in
regard
to
you
used
to
have
the
majority
of
this
relating
to
online
and
catalog
purchases.
I
also
want
to
point
out
that
businesses
are
also
subject
to
use
tax
any
event
that
they
make
a
purchase
from
out
of
state,
bring
it
into
Oklahoma
and
use
those
kids
here
in
Oklahoma
City.
They
actually
also
have
to
pay
use
tax.
A
a
good
example
of
that
would
be
hospitals.

So
we've
talked
about
it
when
it
applies.
What
is
use
tax,
I
guess?
The
next
question
would
be
well
how's
use
tax
paid
again.
We've
talked
about
businesses
remitting
directly
to
the
tax
commission
in
a
case
of
individuals.
Most
of
us
are
aware
that
you
can
pay
your
use
taxes
through
your
oklahoma
state
income
tax
return.
We
have
a

you
can
see
on

you're,
given
the
opportunity
to
report
your
use
tax
on
your
purchases.
Tax
commission
has
a
couple
of
options
for
this.

If
you
keep
your
records
throughout
the
year,
you
know
exactly
how
many
non
tax
purchases
you
made
there's
a
schedule
you
enter
this
into
and
it
calculates
the
amount
of
use
taxes.

you
enter
it
into

The
other
option
is:
if,
if
you
don't
retain
your
records,
you're,
not
sure
exactly
the
dollar
amount
of
the
purchase
you
made
throughout
the
year,
you're
provided
an
opportunity
on
another
schedule
to
estimate
your
use,
taxes
and
again
calculate
the
use
tax
amount
here.

option-
that's
fairly.
Recent,
is
one
that
the
tax
commission
is
made
available
on
our
website.
There's
a
web
page,
it's
available
now
that
where
you
can
pay
your
use
taxes
pretty
much
like
businesses
do
on
and
as
their
incurred
basis.
You
can
log
into
this
website.
Here
you
enter
your
contact
information
as
the
consumer
enter
the
amount
of
the
purchase
that
you
may
have
just
made
online.
That
tax
was
not
charged
and
what
happens
is
the
website
will
actually
calculate
the
the
use
tax?

We've
had
a
number
of
education
incentives,
initiatives
I'm
sorry
over
the
past
few
months.
One
of
the
things
that
we've
done
is
we've
included
information
in
our
employee
and
newsletter.
We
felt
that
if
we
can
make
our
employees
more
aware
of
those
sales
and
use
tax,
you
know
that
gives
us.
You
know
several
thousand
boots
on
the
ground
to
be
on
the
lookout
for
purchases
that
they're
making.
We've
also
included
a
brief
article
with
the
help
of
our
public
information
office
in
the
utility
newsletter.

Many
of
you
have
probably
seen
the
video
on
channel
20
stars
our
finance
director,
Craig
Freeman.
He
talks
about
sales
tax.
How
important
it
is
to
the
city,
you
know
be
sure
to
shop
Oklahoma
City
that
that
sort
of
thing
give
some
good
basic
information.
The
video
you
saw
at
the
first
of
this
presentation
again
was
from
the
Oklahoma
Tax
Commission,
it's
their
public
service
announcement
and
that's
been
running
on
channel
24
quite
some
time,
as
has
the
sales
tax.

Video
they'll
also
usually
start
running
around
this
time
of
year
on
regular
TV,
just
again
to
bring
that
awareness
to
citizens
at
you
know
be
aware
that
you
are
subject
to
use
tax.
One
thing
I
did
skip
over
is
that
we've
also
included
some
articles
in
our
internal
city
webpage,
which
our
employees
see
almost
every
day
just
again,
keeping
that
awareness
out
there
for
them.

Some
of
the
upcoming
initiatives
again
will
continue
with
the
videos
with
the
newsletter
articles
that
sort
of
thing
we
particularly
want
to
focus
in
around
this
time
of
year,
so
that
employees,
citizens
are
aware
that
you
know
the
use
tax
issues.
You
know
during
the
income
tax
season
you
may
have
noticed
this
morning.
Our
Public
Information
Office
worked
with
us
to
get
that
again
the
elephant
in
the
room,
video
posted
to
the
city's
website.

Now
the
requirement
that
we
talked
about
earlier,
a
company
having
a
nexus
a
place
of
business
in
Oklahoma
that
comes
about
as
a
result
of
a
Supreme
Court
decision
way
back
in
nineteen.
Ninety
two,
of
course
the
the
issue
is
that
in
order
for
that
to
be
overturned,
requires
that
literally
requires
an
act
of
Congress.
Congress
would
have
to
implement
a
new
law
in
order
to
require
those
retailers
online
retailers
to
collect
taxes.

That's
been
pushed
pretty
regularly
over
the
years
by
both
states
and
cities.
In
recent
years
we've
a
number
of
the
large
retailers
have
come
on
board
with
it
again
for
them.
It's
a
fairness
issue
they're
collecting
these
sales
taxes
on
our
behalf,
and
they
they
feel
that
the
online
retailer
should
should
do
the
same.
There
wasn't
legislation
introduced
last
year.
I
think
is
around
july
in
Congress
again,
there's
been
some
pretty
significant
discussion
since
in
that
there
was
a
thought
about
putting
adding
this
legislation
into
some
of
the
early
legislation
right
after
the
lame-duck
session.

But
again
that's
when
the
fiscal
cliff
discussions
came
up
and
it
was
kind
of
pushed
pushed
back
on
the
backburner
one
more
time.
We
will
continue
monitoring
a
situation,
hopefully
in
a
near
future.
We'll
we'll
see
some
legislation
that
it
allow
will
allow
that
those
online
collections
and
again
well
we'll
keep
you
aware
if
there's
any
changes,
that's
all
I
have
to
do
certainly
would
be
happy
to
take
any
