needed
someone
to

the

was
always
the
intention

council

chair
through
the
process.

works

is

that

running
the
meeting
right

decide

intention

Ordinance
code
book
with
the
ordinance
review
committee
that
took
a
significant
amount
of
time.
Your
process
is
going
to
be
much
quicker,
you're
going
to
be
reviewing
the
charter.
Obviously
there
are
eight
articles
in
the
charter,
one
of
which
is
just
on
the
jurisdictional
limits
of
the
city,
which
is
article
two.

think
we
need
to
address
that,
so
we'll
be
doing
one
three
through
eight
once
we
review
each
one
of
these
and
a
recommendation
is
made
for
any
changes
for
any
of
those
items
as
we
go
through
the
next
couple
of
months,
we're

notes
of
those
suggested
changes
at
the
end
of
our
work.
After
the
eighth
article
has
been
reviewed,
we're
going
to
prepare
a
report
ann-
and
I
will
do
that
mostly
anne.

all

hard
lifting

once
you're
satisfied
with
the
way
that
it

we'll
have
it
presented
to

city

The
city
council
will
review
that
normally
at
a
work
session,
they'll
give
direction

ones
of
the
recommendations
they
want
to
move
forward
with
the
way
that
works
is
then
I
would
prepare
an
ordinance
there
would
be
two
public
hearings
and
then,
if
the
ordinance
was
approved,
it
would
stand
subject
to

effective

referendum
is
held.

referendum
is
normally
held
when
we
do
our
general
election,
so
it
may
not
be
immediately.
It
may
be
a
year
or
so
after
we
finish
our
work
here,
but
I
will
prepare

language

the
ballot
for
the
public

decide

they
want

put
those
recommendations
that
you're
making
that
the
city
council
has
also
wanted
to
move
forward
on

the
ballot
once
the
referendum
takes

kind

process

envision
it-

suggestion
as
to
how
we
actually
do
this,
and
it
was
a
suggestion
that
ann

had
for
the
ordinance
review
committee
and
that
is-

you
to
take
one
article
or
one
chapter.
Since
there
are
eight
of
them
minus
the
jurisdictional,
one
there's
actually
seven,
so
each
one
of
you
can
just
have
one
article
that
you
will
be
the
lead
on
and
that
you
will
lead
the
discussion
on
that
one
article.

have
the
obligation
to
read
it.
Everyone

have
the
obligation
to
comment
on
it,
and
so
you
would
just
be
the
person
that
would
lead
the
discussion
on
that
particular
article.
As
it
comes
up,

assignments

know
a
month
in
advance
as
to
what
article
that
you
would
be
presenting
on
or
discussing
or
leading
the
discussion
on,
and
today
you
know
we
can
go
through
and
assign

those
articles.

the
way
that

want

gives
everybody
kind
of

the

obligated

requires

one

2013,

been
more
than
five
years,
but
ultimately
the
city
council
creates
this
committee,

so
if
it
they
don't
get
right

it

bring
it
to
them
or
you
know
they
kind
of
get
sidetracked
or
whatever
we
don't
do
it
every
five
years.
The
charter
suggests
it
be
done
every
five
years.

tonight
I
handed

two
things
for
you.
The
paper
version
is
a
copy
of
this
state
statute.
It's
called
the
sunshine
law
and
I
wanted
to
talk
to
you
about
it.
For
a
few
minutes,
you,
as
a
committee
of
the
city
of
oldsmore,
you're
governed
by
the
sunshine
law,
the
sunshine
law
requires
that
certain
things
happen,
and
that
is
is
that
for
all
public
meetings
they
have
to
be
open
to
the
public.

Minutes
have
to
be
taken
and
notice
has
to
be
given.
So
what
does
that
really
mean
in
the
real
world?
That
means
in
the
real
world
that
you
cannot
be
having
conversations
amongst
yourselves
about
issues
that
will
ultimately
come
before
this
committee
for
discussion
and
consideration,
you
can't
email
each
other,
you
can't
phone
call,
you
can't
do
a
face
to
face.

You
can't
ask
somebody
else
to
send
a
message
to
another
board.
Member
committee
member.
You
have
to
be
very,
very
careful
to
make
sure
that
you
don't
violate
that
sunshine
law.
So
if
you're,
sending
an
email
from
brian
to
sandy
and
sandy
responds
back,
that's
a
sunshine
law
violation
and
the
reason
being
is
is
because
nobody
else
knew
about
it.
The
public
wasn't
invited
into
that
conversation.
They
didn't
receive
notice
and
minutes
weren't
taken
of
that
little
meeting
that
took
place
between
the
two
of
them
and
that
little
correspondence
back
and
forth.

So
we
thought
it
was
important
enough
for
you
to
for
those
members
that
are
not
on
a
board
or
have
never
been
here
before.
On
a
committee
like
this,
that
you
understand
that
you
have
these
obligations
under
the
sunshine
law.
We
don't
want
you
to
be
in
violation
of
sunshine
law.
What
happens
is
ultimately
state
attorney
can
get
involved.

You
can
be
fined
up
to
500
per
incident.
You
can
be
removed
from
this
committee,
and
so
we
don't
want
any
of
that
to
happen,
and
we
don't
want
the
black
eye
on
you
or
we
don't
want
a
black
eye
in
the
city.
So
we're
asking
you
to
be
very,
very
careful
about
correspondence
that
doesn't
mean
that
you
can't
talk
to
one
another
about
the
weather,
the
family,
the
bucks
game,
the
raise
whatever
you
want
to
do.

That's
not
something
that
would
come
here
for
discussion
or
action,
and
so
you
have
the
ability
to
do
that
feel
free
to
do
that.
Just
be
very,
very
careful
that
you
don't
talk
to
one
another
and
it's
easy
enough
done,
even
in
publix
or
walmart
or
whatever
you
see
each
other,
and
you
start
talking
about
something
that
happened
at
the
last
meeting.
That's
absolutely
a
no-no,
so
so
the
other
thing
that
I
handed
out
was
the
little
sunshine
law
emanuel.

this
out
to
everybody.
It
has
a
little
bit
more
information
about
a
couple
of
other
things
that
may
come
into
light
with
you
relative
to
ethics,
law
and
prohibited
actions,
and
so
forth.
I'm
not
going
to
go

those
because
I
don't
frankly
think
that
you're
going
to
need
all
that,
but
I
wanted
you
to
have
it.
It's
just
a
little
flip
through
brochure.
If
you
have
questions
about
certain
things,
there's

lot
of
answers
in
this
little
booklet
and
it's
free
by
the
way.

anybody

any

employee,
you
can
talk

resident
and
sometimes
residents
will
appear
here
and
they'll
have

recommendation
that
they
would
like
you

can't

yourselves,
but
anybody

is
fair
