our
citizens

this
gives
anybody
the

opportunity

council

they

oldsmar
Historical
Society
I
wanted
to
mention
how
successful
the
historical
walks
were
that
we
did
in
October
we
had
20
people
attend
the
first
walk
and
then
15
the
second
walk,
which
was
primarily
the
glare
travel
club.
This
building
was
open.
We
invited
the
attendees
to
come
up
into
the
council
chambers
and
we
talked
a
little
bit
about
what
happens
in
the
city
council
meetings.
Jane
has
reminded
everyone
that
we're
drinking
our
own
water
and
the
Women's
Club
was
open.

My
house
was
open,
as
well
as
the
new
Davis
Bews
house,
the
new
construction
on
jefferson,
because
it's
a
bungalow
architecture
and
I
know
that
it's
for
sale,
so
I
was
trying
to
help
them
out
a
little
bit
to
help
and
everyone
liked
it.

lot
of
the
men
from
galere

me

of

my
wife
makes
me

the

purchase
the
goodrich
property
at
129,
fearful
street

since
Goodrich
moved
out
early
part

this
year,
property
was
listed
for
1.6
million
dollars
and
the
sale
price
in
the
contract
is
1
million
four
hundred
and
fifty
thousand
dollars,

arrived
at
after
some
negotiations
between
the
parties
but
I
think
it's
no
going
to
be
a
good
deal
for
the
CRA.
The
contracts
been
reviewed
by
the
city
attorney
and
tonight.
I
recommend
approval
of
the
contract
or
just
a
good
rich
property
for
1
million.
Four
hundred
fifty
thousand
dollars
have
any
questions
or
comments.

CRA
this
year
will
put

the

chamber

on

employers

happy
about

most

we're

the
feedbacks

them

happy
faces,

are
pretty
good
and
of
course,
one
of
them
that
the
wound
up
being
benefit
in
the
city
was
technical,

after
one
of
these
visits
initiate
negotiations,
while
I
panics
and
into
the
city,
so
you
get
a
variety
of
results
are
done
that
way
and
then
the
final
thing
that
we
get
involved
with,
that
is
the
business
a
month
award.

had
five
of
those
and

as
you
know,
we've
gone
to
a
business,

quarter
award
with
that.

we

we're

opening

Brooker

pharmaceutical
manufacturer

has
come
in

additional
funding

help
us
outreach
specifically

manufacturers

this
community,

that's
giving
me
a
couple
days
a
couple
additional
days
a
week
with
mr.
peruzzi
and
that
individual
is
going
to
take
advantage
of
the
Small
Business
Development
counseling
that's
available
through
the
county,
as
well
as
the
economic
development
services.

first
manufacturing

was
on
council

agreement.
Actually
tonight
I'm
asking
the
council
to
give
conceptual
approval
to
the
proposed
agreement.
This
will
not
be
the
final
agreement.
It
has
not
been
approved
with
the
county.
This
is
a
result
of
a
collaborative
effort
among
the
12
city
managers
of
the
cities
that
have
libraries,
and
we
have
agreed
that
this
is
the
proposal
we'd
like
to
present
to
the
county.
I
So
in
essence
that
we're
looking
for
a
unified
position
to
take
to
the
county
and
the
current
agreement
expires
next
September,
and
this
proposed
agreement
has
three
significant
changes:
I'd
like
to
specifically
mention
this
evening
compared
to
the
existing
agreement.
One
of
those
is
I
believe
it
would
eliminate
what
I
call
a
loophole
that
allows
the
County
Commission
to
levy
less
than
the
half
a
mil
of
property
taxes
in
the
unincorporated
area
to
support
library
services
and
the
support
the
cooperative,
and
that
would
be
one
change
also.
I
Secondly,
it
allows
the
East
Lake
Community
Library
to
become
a
full
member
of
the
co-operative
providing
they
meet.
The
requirements
for
admission
to
the
coop
and
those
have
been
established
for
a
number
of
years
currently
in
eastlake
is
considered
a
unit
of
the
palm
harbor
library.
So
if
they
were
to
join
as
a
full
member
they'd,
be
you
know
a
full
member
just
like
the
rest
of
us
and
then
the
third
thing
is
changing.
The
membership
of
the
ppl
see
board
of
directors
historically,
and
the
current
practice
is.
I
Membership
is
recruited
geographically
from
the
from
throughout
the
county,
but
people
are
selected
either
library,
directors,
elected
officials,
managers,
other
board,
members
kind
of
recruit
them
and
that's
how
the
board
members
turnover
they
do
have
specific
terms,
and
under
this
proposal
the
members
would
appoint
a
representative
are
someone
to
the
board
of
directors.
In
our
case,
the
way
this
is
drafted
we
would
share
a
member
with
safety.
Harbor
and
tarpon
springs
similar
to
what
we
do
on
the
NPO
and
the
PSTA.
I
So
those
are
the
three
major
changes
and
particularly
to
have
questions
about
the
board.
We're
fortunate
enough
to
have
a
former
board
member
with
us
tonight,
but
I
do
recommend
that
you
give
conceptual
approval
to
the
agreement
and
then
we'll
move
this
process
on
down
the
road.

I

figured
that
out
at
one
time:

don't
recall
what
they've
done
since
believe:
2008,
instead
of
living,
half
a
mil
or
point

they'd
levied
point

it's
buried

terms

dollars.
It's
actually
declined
over
that
period
of
time,
because
the
taxable
values
have
declined,
but
I
can't.

availability
charge
for
reclaimed
water
over
this
year.
Actually,
we've
had
several
discussions
about
this
and
when
our
last
rate
study
was
conducted
by
prng,
we
asked
them
to
look
at
developing
service
availability
charge
or
also,
I
think
we
looked
at
the
option
of
mandatory
connections.
I
don't
think
that
was
the
best
way
to
go,
but
the
service
availability
charge
basically
would
apply
to
about
700
customers
and
they
would
be
oh,
I'm
going
to
say,
probably
97
98
99
percent
of
them
are
residential.
I
But
the
other
thing
going
forward
is
there
is
a
need
to
increase
the
supply
of
reclaimed
water,
as,
of
course,
the
council's
aware
of
this
that
the
greatest
demand
for
reclaimed
water
is
in
the
spring
when
we
have
the
least
rain,
the
months
of
March,
April
and
May,
and
also
that's
when
we
have
the
least
amount
of
waste
water
that
can
be
treated
to
supply
or
turn
into
reclaimed
water.
So
we
do
have
a
project,
it's
actually
in
its,
at
least.

now,
third
phase
for
our
aquifer
storage
and
recover
aquifer
storage
and
recovery
of
reclaimed
water
under
the
council's
familiar
with
it
where,
during
the
wet
season,
we
can
pump
reclaimed
water
underground
and
then
during
the
dry
season
that
can
be
removed
and
that
would
increase
our
supply,
particularly
during
the
spring.
So
some
some
are
another
reason
that
this
charge
would
be
implemented
is
that
additional
revenue
would
be
applied
to
continued
development
of
the
aquifer,
storage
and
recovery
project,
increasing
our
supply
so
subject
to
the
council's
direction.

Beyond
that,
there's
a
one
one
other
thing,
though,
in
terms
of

and

didn't
talk
about
that.
But
really
if
this
fee
is
established,
I
think,
of
course,
will
encourage

people

connect,

primary
objective,

going
forward.
If
we
are,
when
we
expand
into
other
neighborhoods,
it
will
make
it.
It
will
increase
the
financial
feasibility
of
doing
those
expansions,
because
even
if
they
don't
connect
they'll
be
making
some.

if
to
for
the
700
people
that
are
affected
by

if
you
were
to
stretch
it

month,
so
basically
you're
paying
six
dollars
and
seven
dollars,
six
dollars
and
seven
cents
a
month
for
reclaimed
water.
So
if
you
look
at
it
like
that,
it's
much
more
feasible
for
everybody
to
do
it.
You
would
think
well.

during
the
dry
season
well
during
the
dry
season,
we
would
end
up
having
to
go
to
depending
on
how
long
it
lasts,
because
we've
had
to
do
it
already.
You've
probably
run
into
episodes
in
the
dry
season,
where
there's
no
water,
yes,
but
what
the
ASR
will
us
to
do
right
now
about
sixty
percent
of
our
effluent
from
the
plant
goes
into
the
reclaim
system
about
forty
percent
of
it
is
discharged
to
the
bay
during
the
rainy
season.

if
you
take
about
a
million
gallons
a
day,
that
means
400,000
gallons
a
day
which
we're
right
at
about
1.5,
1.6
million
gallons
per
day
so,
but
just
to
use
these
numbers,
but
400,000
gallons
a
day
were
basically
throwing
away.
The
ASR
well
is
going
to
allow
us
to
capture
that
so,
potentially
we
would
be
able
to
pump
out
3
million
gallons
a
day
of
reclaimed
water
during
the
dry
season
right
now
during
the
dry
season,
we're
producing
about
1.4
million
gallons
of
water.

know
we
can't
predict
exactly
how
often
will
have
to
go
to
any
kind
of
limitation
or
restrictions
on
reclaimed
water
use,
because
it
really
depends
on
the
weather,
but
I
would
think
you
know
it's
only
going
to
be
during
that
extremely
dry
period
of
the
year.
Anyway,
it's
not
in
the
summer
and
most
of
the
year.
They
won't
even
have
any
problems
when
all
this
happens.

it's
anticipating
the

aren't
doing
as
much
watering
and
such
on
Fridays.
So
that's
how
we
currently
have
it
set
up
if
we
needed
to
go

adjust
as
we
move
forward.

this
point
we've
only
had
to
implement
that
phase.

weeks

spring
