budget
work

really
well

a
lot

pride
in
putting
together
an
award-winning
budget.

County
Administrator
candidates
attended
a
luncheon
hosted
by
Pinellas
County,
attended
with
Felicia
and
now
for
local
businesses
and
governments
to
meet
the
final
four
candidates
stated
for
the
county
administrator
position.
For
those
that
don't
know,
mark
Woodard
the
current
county
administrator
will
be
retiring
later
this
year.
Congratulations
to
the
county's
final
final
candidate,
Barry
Burton,
who
currently
serves
as
the
county
administrator
for
Lake,
County,
Illinois
and
I.
Don't
remember
exactly,
but
we
are
a
county
of
24
cities
and
he
runs
a
county
of
do
two
cities.

one
thing
that
I
did
find
is
we've
all
talked
about
home
rule
is
that,
as
we
were,
posting
from
the
conference
pictures
and
what-have-you,
a
couple
of
comments
said:
what
is
home
rule
so
I
think,
maybe
that
some
of
the
education
needs
to
really
be
on.

all
know
what
it
means,
but
to
the
common
person
it
doesn't,
but
basically
it
means
it's.

government
governance
closest
to
the
people
is
the
most
powerful
for
the
people
or
whatever.
That
saying
is-
and
you

Tallahassee's
trying
to
strip
us
from
that.

we
went
to
the

vacation.
Rentals
and
I
can't
remember
what
the
county
was
or
City
Municipality,
but
some
of
their
vacation
rentals
they're
advertised
as
being
able
to
accommodate
up
to
ninety
nine
people
in
a
three-bedroom
two-bath
house,
and
they
they're
struggling
some
Orla
is
forty
and
fifty
they
they're
taking
dining
rooms
and
converting
them
into
bunk
rooms.

know
with
bunk
beds,
all
over
being
bought
by.

people
outside
the
area,
so
they're
working
on
some
local
legislation
that
will
hopefully
address
that
but
Tallahassee
to
some
where
people
are
really
trying
to
take
it
away,

we
can
get
it

only

problem

a
few
counties
in
the
state
really
when
that
guy
showed

percent
of
the
vacation
rentals

County

Forest
Lakes
Boulevard
widening

we'll
be
completed
and
paid

city
owns
utilities
that
are

in
the
county
right-of-way,

conflict
with

roadway
project
and
must

moved
at
the
city's
expense.

the
time

JPA

originally

came
very
close
within
our

a
portion.
In
fact,
one
one
bidder
was
below
what
the
engineers
estimate
was
and
two
others
were
within
10%,
which
is
usually
where
you
expect
to
be.
But
what
we
have
is
a
roadway
job
with
a
small
amount
of
utilities,
so
the
contractor
that
had
the
lowest
bid
for
the
roadway
work
and
then
the
combination
of
roadway
and
JP
and
the
utility
work
was
more
of
a
roadway
contractor
and
so
you're
not
always
going
to
get
the
best
prices.
When
that's
not
the
contractors
specialty.

The
forest
lakes
roadway
project
is
a
road
widening
project
from
Pine
Avenue
to
just
west
of
racetrack
Road,
and
the
county
is
going
to
go
through
and
add
another
lane.
Essentially,
that's
the
part
of
Forest
Lakes
that
narrows
down
to
one
lane
in
each
direction
and
they'll
be
adding
another
lane
in
each
direction.

But
in
order
to
do
that,
there
they
have
some
unsuitable
soils
and
so
they're
having
to
remove
most
of
the
soils
and
bring
in
better
soils
because
part
of
the
reason
the
road
isn't
holding
up
as
well
as
because
of
the
unsuitable
soils.
So
what
that
does
is
they're
not
just
working
on
the
top
they're
working
several
feet,
three
four
feet
under
and
and
that's
where
our
utilities
are
so
that
increases
the
amount
of
conflicts
we
have
between
the
roadway
project
and
our
buried
utilities.

I've
been
here
so
at
least
they
can
watch
this

I
guess
for
those
that
have
lived
here
a
long
time.
The
unsuitable
materials
and
the
probably
miss
engineered
groundwater
levels
probably
were
to
contribute
to
the
deterioration
of
the
road

know
if
you
drove
it
before,
but
if
you
had
300
potholes
on
Forest
Lakes
Boulevard,
you
had
one.
So
it
was
that
combination
of
unsuitable
material
and
because
didn't
we
have
to
draw
the
groundwater
down.

city

Oldsmar

CBRE,
incorporated
for
real
estate
marketing
services
in
June

2017.
The
city
entered
into
an
agreement
for
transactional
real
estate
services,
with

idea
being
that
perhaps
a
marketing
firm
would
increase
the
likelihood
of
us
finding
a
development
partner
for
the
property
next
to
City
Hall
after
publishing
an
RFQ
for
development
of
the
property
in
2018,
the
city
received
no
proposals
after
reviewing
the
process
with
CBRE
and
potentially
interested
parties.

chose
not
to
submit
several
reasons
we
mentioned
for
their
decision
not
to
submit
a
proposal
among
them
was
a
hesitation
to
pay
CBR
ease
fee
as
structured
in
the
agreement
in
order
to
try
and
regain
an
opportunity
to
seek
development
partners.
However,
we
see
fit
I
asked
the
city
attorney
to
contact
CBRE
to
see
if
they
would
be
amenable
to
a
termination
agreement
with
a
what's
called
a
look-back
provision,
so
that
we
wouldn't
be
able
to
approach
someone
that
they
may
have
brought
to
the
project.

was
successful
in
negotiating
that
agreement,
which
we
were
asking
you
to
prove
tonight.
The
look-back
provision
only
contained
one
name,
and
it
is
listed
in
the
agreement.
Cbre
was
totally
professional
about
the
entire
process
and
I
firmly
believe
that
they
were
as
disappointed
as
we
were
that
they
were
unable
to
generate
any
proposals
for
the
property
from
the
RFQ
staff
recommends
approval
I'm
available
to
answer
any
questions
about
the
agreement.

health
insurance
renewals
for
fiscal
year.
2018
2019
question
motion
is
to
request
council
approval
for
the
renewal
of
contract
at
the
florida,
municipal,
insurance
trust
or
the
FM.
I
t's,
you
may
have
heard
it
for
employee
medical
insurance,
the
standard
which
is
a
brand
name
for
the
dental
and
life
and
AD&D
coverage
for
fiscal
year,
2018
2019
note
a
life
insurance
quote
is
a
two-year
renewal
which
is
odd
and
that
the
other
two
are
both
for
one
year.

As
you
know,
the
city
provides
medical,
dental
and
life
insurance
coverages
for
all
full-time
employees,
as
well
as
offering
access
to
a
wellness
center,
where
office
visits
and
prescriptions
on
a
restricted
basis
are
free.
We
also
provide
a
health
reimbursement
account
where
employees
are
given
another
thousand
dollars
to
use
for
additionally
available
supplemental
coverages
as
they
see
fit.
The
renewal
on
the
medical
insurance
will
increase
by
five
percent,
which
is
exactly
what
we
budgeted
and
the
dental
by
approximately
4.1.
There
will
be
no
increase
to
the
life
or
AD&D
premium.

are
no
plan
benefit
changes
for
the
upcoming
year.
We
partner
currently
with
the
city
of
Tarpon
Springs
for
use
of
the
Wellness
Center
and
there's
one
more
year
left
in
the
agreement,
which
will
expire
on
nine
thirty
of
2019.
Once
again,
staff
recommends
approval
and
I
am
available
to
answer
any
questions.

for

describe
it
as
best
I
can
I
would
say,
the
results
are
not
as
positive
financially
as
we
had
hoped,
and
part
of
that
is
I
would
say
attributed
mostly
to
the
fact
that
the
center
has
had
difficulty
in
retaining
a
doctor.
The
the
bedside
manner
for
lack
of
a
better
term
of
the
doctor
means
everything.
My
wife
uses
the
clinic
she
likes
the
doctor.

That's
there
now
she's
like
them
all,
but
because
of
the
nature
of
the
clinic
not
being
opened
40
hours
a
week,
they
either
have
doctors
that
are
spread
too
thin
between
clinics
or
they
have
part-time
doctors.
The
doctors
love
the
idea
that
they're
practicing
medicine
and
not
practicing
pressure
from
insurance
companies,
but
they're
not
working
enough,
so
financially
the
League
of
Cities
that
gave
us
the
startup
money
to
initiate
the
clinic
and
then
got
it
back
through
premiums
in
the
next
couple
of
years.

municipalities
as

comment

what
happened
was
on
November
5th
in
1968
the
Florida
passed
this
resolution
to
give
the
power
to
the
local
cities
before
that

in
the
city
council,
not
saying
I
was
there
in
1968,
but
I'm
just
saying
the
city
manager
would
have
to
go
to
Tallahassee
to
something
done.
This
was
before
1968.
So
what
we're
doing
right
now
is
we're
just
celebrating
50
years
of
home
rule
which
allows
the
local
government
to
make
decisions
for
the
people.

Tallahassee
was
taking
if,
if
the
city
of
Baltimore
went
to
Tallahassee
before
1968,
it
was
taking
weeks
months,
maybe
a
year
to
get
something
to
accomplish.
Now
we
can
make
decisions

things
that
Doug
brought
up
was
the
short-term
rentals
thank
God
that
we
don't
have
that
issue
here
in
our
city,
the
beaches
they
have
like
Doug
mentioned
it's
a
nightmare
for
them.
Those
poor
people
are
having
parties
on
weekends,
there's
trash
all
over
the
place,
and
we
heard
all
the
horror
stories
all
all
week
during
the
conference.

this
is
a
resolution
from
this
from
the
Florida
League
of
Cities
and
I'm
in
a
subchapter,
the
Suncoast
League
of
Cities,
which
is
Pinellas
County
and
a
part
of
Hillsborough
County
and
all
of
us

cities
Largo
Dunn
eat
in
Clearwater.

all
passing
this
resolution
this
week
or
within
the
next
two
weeks,
so
that
we
can
educate
the
citizens
of
the
city
of
Oldsmar
on
what
Home
Rule
is
and
how
important
your
voice
is
to
them
to
make
our
city
grow
and
that's
what
it
is.

at
the

problem

is

of
the
problem
is
a
lot
of
the
people
that
are
the

Tallahassee

never
done

they

come
back
and
run
local
government

they've
never
sat
in
here
and
had
to
talk

who

to
be

better
legislators
to
work

with

who
haven't

deal

people

they
call

they

explaining

have

authority

is

trying
to

city
to

could
be

legislated

conference
call
on
the
phone.

how
that
his
sales

vacation

Council
with

bunch

bigger
problem
than

collect
tax

disclose

they're
collecting
tax

don't
really
know
if
they're
truly

transparent

getting

the
