the

greater
financial
transparency,
which
demonstrates
the
city's
commitment

willingness

disclose
financial
information.
Second,
the
preparing
the

demonstrates
a
high
level
of
technical
competence
of
the
government's
finance
staff,
because
preparing
an
award-winning

is
no
easy
task.
Therefore,
issuing
the

instill
greater
public
trust
and

take
the

and
do

special

and

just
so
honored

to
give

award

I

this

tell

little
short
story
about
Cindy
Bruce
was
the
city
manager
and
he
told
me
to
go
work
with
Cindy
on
the
Centennial
and
I
went
into
her
office.
One
day
and
I
sat
down
with
her
for
the
first
time
that
I
really
got
to
to
meet
you.
That
was
2014
and
I
sat
down
and
she
was
very
calm.
She
was
very
cool
and
collect
and
I
was
kind
of
nervous,
because
I
wanted
to
get
things.

Organized
and
I
wanted
to
get
things
done
and
she
was
like.
Don't
worry
about
anything
we'll
take
care
of
it
and
I
went
back
and
I
did
all
this
accounting
work
for
her.
She
kind
of
instructed
me
on
what
to
do
and
I
put
everything
in
a
software
program
called
quicken
and
I
added
all
our
Centennial
data
in
there
and
then
I
took
it
over
to
her
and
I.

Had
it
on
the
laptop
and
I
put
it
in
our
office
and
she
talked
it
over
underneath
her
desk
over
there
and
I
said
okay
and
she
says,
don't
worry
about
it,
we'll
take
care
of
all
your
nonprofit
stuff
and
don't
worry
about
it.
So,
a
couple
weeks
later,
I
came
back
to
her
office.
I
said
how
are
we
doing
it
yet,
but
I'll
get
there
and
it
worked
out
where
Cindy
in
a
long,
long
story
short
story.

always
got
things
done,
no
matter
what
we
were
working
on.
Well,
there
was
a
centennial
or
the
Historical
Society
I
really
do
appreciate
you
going
the
extra
mile
to
make
sure
that
we
got
stuff
done
and
that's
why
I'm
giving
you
this
award
today
now
I
want
to
read
your
little
bio
that
he
wrote.
For
me,
Cindy
is
a
life
long
resident
of
the
Tampa
Bay
area.
Cindy
grew
up
in
Tarpon
Springs.
She
graduated
from
USF
with
a
degree
degree
in
accounting,
worked
in
the
private
practice.

Cpa
firm
for
over
six
years
when
her
son
was
born
cindy
quickly
realized
that
she
could
no
longer
work
the
long
tax
season
hours
with
a
baby
at
home.
20
years
ago,
in
July
of
1999,
she
accepted
a
position
with
the
city
as
a
Senior
Accountant
seeking
an
easy
job.
She
says
here
she
had
planned
to
only
stay
for
a
few
years
at
the
city
returning
to
the
private
sector.
Once
her
son
started
school
little
did
she
know
there
was
much
to
be
done.

This
created
a
unique
opportunity
for
Cindy
to
dig
and
learn
as
much
as
she
could
about
the
new
system,
fixing
coding
conversion
errors
and
implementing
new
system
features
whenever
she's
seen
an
opportunity
process.
Improvement
had
always
been
one
of
Cindy's
favorite
things
to
do
as
soon
as
and
soon
became
an
in-house
expert,
mostly
by
default.
Her
supervisor
al
always
allowed
Cindy
to
take
on
any
challenges
or
processes,
improvement
that
she
thought
would
be
worthy.
Perhaps
al
was
giving
her
enough
rope
to
hang
herself.

city
was
growing
rapidly
and
challenging
challenges
never
seemed
to
end
allowing
City
to
work
her
way
up
through
the
ranks.
Overtime.
Three
years
flew
by
the
years
flew
by
her
baby
boy
is
now
a
senior
in
college
and
Cindy
is
approaching
her
20th
year
with
the
city.
She
is
honored
to
be
a
part
of
olds
Mars
family
and
to
have
had
these
opportunities
during
her
career.

and

one

two
directors

our
innovation

unflappable,
determined,
persistent,
cooperative,
helpful,
trustworthy,
consistent,
hard-working
and
most
of
all
nice,
although
she
is
tough
when
she
needs
to
be.

see
her
leave
before
seven
and
oh
yeah
in
her
spare
time.
She
runs
her
family's
business
on
the
side
professionally.
It's
as
if
she's
my
smarter
little
sister,
always
telling
me
how
I'm
wrong
and
usually
being
right
when
she
does,
and
just
like
my
older
sister
used
to
do
I
trust
her
more
than
anyone
and
can't
imagine
my
life
here
without
her.
As
my
most
valued
teammate,
we've
been
together
for
more
than
19
years

she

stood

with
the
backing

the
city
manager,

he
made
the
statement

council

hasn't

town

campaigned

the
last
50
years.

dirt
streets
lie

campaign

was
considering

to
pave

streets

Baltimore

plan,

visited

2002
and

develop
the
100-year
floodplain.
So
the
watershed
management
plan
is
how
the
city
manages
the
water

basically
falls
as
rain,
how
it
flows
over
the
land
and
then
how
it
goes
through
the
pipes.

watershed
management
plan
is
not
doing.
It's
not
looking
at
any
coastal
flooding.
So
it's
not
changing
hurricane
evacuation
zones.
It's
not
changing
flood
insurance
rates
and
the
other
thing
the
watershed
management
plan

not
doing
is
eliminating
all
flooding,
it's
looking
at,
where
the
biggest
problems
are
and
we're
and
recommending
things
called
best
management
practices
so
that
we're
optimizing
where
you're
spending
your
money
and
what
projects
you're
doing
to
get
the
best
benefit.

how

land
and
hydraulics
is

super
fancy
engineering

how
the
water
flows
through
the
pipes.
So
that's
all
that's
what
we're
looking
at
here.

model
to
develop
the
hundred

plain
the
hundred

Flood
plain
is
where
the
worst,
the
the
most
depth
of
water,
is
modeling
a
24
hour
12
inch,
rainfall,

falls
in
24
hours
and,
and
you
run
the
model
till
you
determine
where
the
deepest
water
is
and
how
long
it
stays
there
how
long
it
takes
to
dissipate.

we
take
that
and
we
use
that
with
your
level
of
service
criteria
which
are
in
your
ordinances.
These
are
these
are
your
requirements
and
we
take
those
against
not
just
a
hundred
year
storm
but
other
storm
events
as
defined
by

we
determine
where
the
model
says.
The
level
of
service
will
not
be
met
so,
for
example,
for
an
evacuation
in
interior
road
like
584
that
100-year
storm
we
talked
about.
There
cannot
be
any
flooding
on
it.

look
at
that

think

doing

these
are
just
a
different
level
of
service
for
the
different
storms.

of
them,
wherever
you
see

that
is
not

tolerated.

happens,
then
it
is
not
within
the
level

service
that
your
ordinance
dictates,

these

all
the
different
storms.

flood
mitigation
and
how
that

looked
at
the
other
piece
of
the
model
is
for
surface
water,
resource
assessment
and
that's
looked
at
for
three
parameters:
total
nitrogen
total
phosphorus
and
total
suspended
solids.
What
the
water
picks
up
as
it
goes,
and
it's
done
for
direct
runoff,
which
is
water
that
runs
across
the
land,
to
surface
water
for
infiltration,
which
is
water
that
goes
into
the
ground,
but
still
goes
to
surface
water
and
for
percolation,
which
is
water
that
not
just
infiltrates.
It
gets
all
the
way
to
the
groundwater.

you
look
at
how
these
parameters
affect
both
groundwater
and
surface
water
from
the
water,
that's
running
off
or
percolating
through
your
watershed,
so
these
three
figures
represent
starting
left
going
right.
The
total
nitrogen
total
phosphorus
and
total
suspended
solids.

concentrations
and
where
the
most
likely
places
for
water
quality
problems
might
be
or
darker
represents
more
of
an
issue
and
the
zoom
places
you
would
look
at

try
to
mitigate
water
quality
issues.

contract

janitorial
services

5th
of
2018

tomorrow,

the

with

study
