citizens

forum.
We
only
have
a
couple
of
rules
that
you
state
your
name
and
address
clearly
for
the
record.
You
keep
it
to
no
more
than
five
minutes

there
are
no
public
hearing
items,
so
you
can
address
anything
on
tonight's
agenda
as
well.
Having
said
that,
we'll
start
on
this
side
of
the
room
anybody

am

attorney.
I've
been
a
lawyer
for
over
16
years,
I'm
from
the
Pinellas
County
area
actually
went
to
school
down
the
road
there
in
East
Lake
High
School
I
just
introduced
myself.
I
started
off
working
at
the
State
Attorney's
Office
for
bringing
the
cave.
I
am
a
board
certified
expert
in
criminal
trial
law.
I
am
a
litigator.
I
am
in
court.

Every
day,
I
have
been
recommended
by
the
local
Sixth
Circuit
Judicial
Nominating
Commission
I've
been
nominated
four
times
when
important
to
the
circuit
court
bench.
So
I'm
well
qualified
to
become
a
judge
in
this
circuit,
but,
more
importantly,
I,
think
I,
also
very
well
tied
to
this
community.
I
am
the
chairman
of
the
board
of
elders
for
Bethel
Lutheran
Church
down
the
road
in
Clearwater,
Florida
I
also
am
very
active,
and
my
son
who's
here
tonight
is
a
Boy
Scout
Troop
in
Tarpon
Springs
I
volunteer
a
lot
for
them.

volunteer
for
the
Suncoast
YMCA
Youth
Sports,
my
wife
of
16
years
Michele,
who
couldn't
make
it

she's

teacher
for
Pinellas
County
Schools,

I'm
very
active
volunteering

this

my
story.
You
know:
I
live
on
Park,
Boulevard
and
they're.
Building
that
those
two
massive
houses
by
me
with
shared
driveway
and
garages
in
the
back,
so
I
called
the
city
last
week
because
I
was
concerned,
I
mean
in
my
house.

We
have
three
drivers
and
three
cars
and
with
a
shared
driveway,
my
question
was:
where
are
they
gonna
park
because
they're
gonna
have
a
garage
apartment
over
the
garage
is
in
the
back,
so
that
could
mean
anywhere
from
four
cars
to
twelve
cars.
On
that
little
lot,
so
I
talked
to
the
guy.
The
guy
from
the
city
is
very
nice
and
he
said
well,
you
know
they'll
park
in
a
driveway
and
they
probably
won't
fit.

So
he
then
said
that
they'll
probably
be
able
to
park
on
Park,
Boulevard
and
I
said:
there's
no
parking
on
Park
Boulevard.
So
he
said
your
guys
are
changing
that.
So
that
was
news
to
me.
So
that's
one
of
the
reasons
I'm
here
is
to
ask
you:
are
we
going
to
allow
parking
on
Park
or
any
of
the
other
boulevards

lot

building
going
on

Oldsmar
and

like
John
views,
will
build
and
he'll
build

decent
product

it'll
add
value
to
the
community,
but
he'll
allow
room
for
parking.
So
this
this
thing
next
to
me
and
the
town
house
it
down
the
end,
don't
really
take
that
into
consideration
and
I'm
actually
shocked
that
you
guys
approved
it.
I
didn't.

Rudolph
named
Planning
redevelopment
director,
the
coach
encourages
parking
on
Street
and
Park
Boulevard
because
it's
in
the
CRA
they
do
encourage,
but
we
don't
require
it.
The
applicants
required
to
have
two
off
street
parking
spaces
per
lot,
so
they'll
be
required,
required
two
spaces
and
then,
if
people
park
in
the
street
you
know
there's
nothing
that
we
can
grab
it
there.

went

saw
the
plans
today
there
is
there's
gonna,
be
it's
gonna,
be
a
real
issue
with
parking
in
that
and
that
both
houses
are
2,800
square
feet
garage
in
the
back
10
feet
off
the
property
line,
with
an
apartment

top
that
would
be
up
to
12
cars.
On
that
little
lot,
we
need
to
take
more
care
than
to
allow
that
to
happen.

lived
along

Boulevard

days

there

parking
along

Boulevard

there

parking

Boulevard

name

wellness
well-being,
safety

say
that,
from
my
own
personal
experience
that
parking
along
Park
Boulevard
should
not
be
allowed,
and
one
of
the
reasons
is
there
are
so
many
kids
who
are
along
that
Street.
There
are
bikes
along
the
street.

of

it
should

a
main
vein

lane

seeing

bike
club
ride
up

down
throughout
the
months
safety
issue,
big
one
for
children
and
animals,
and
we,
the
homeowners
that
have
been
here

plus
years.

months

so
ago.
I
came
to
this
room
and

spoke

all

you

the
lack
of
affordable
housing,
a
crisis
we
were
having
in
this
city.
At
that
time,
I
brought
to
your
attention
the
fact
that
it
was
a
concern
of
mine,
the
people
in
the
restaurant
business
and
that
people
graduating
from
high
school
and
college
were
no
longer
gonna
be
at
afford
to
live
in
the
city.

Since
then,
the
problem
has
gotten
substantially
worse,
I'm
told
by
some
Realtors
I
know:
I,
know
Doug.
You
know
about
this.
The
minimum
price
for
a
house
in
Oldsmar
is
now
$200,000
and
I
think
that's
generous
and
then
the
average
rental.
Since
the
time
I
spoke
to
last,
went
from
around
650
now
I'm
told
the
minimum
rental
for
anything
in
the
city
of
olds,
where's,
$1000
somewhere.

So
now
we're
at
a
place
where
not
only
can
our
can
our
bartenders
and
our
new
college
and
high
school
graduates
afford
to
live
here,
but
the
fact
that
that
matter
is
our
law
enforcement
people,
our
firefighters
and
our
teachers
can't
afford
to
live
here
Thursday
morning
either
downstairs
are
in
this
room.
The
Economic
Development
Committee
of
the
Chamber
of
Commerce,
of
which
I'm
an
active
attendee,
is
having
someone
from
the
affordable
housing
coalition
come
in
I
believe
she's
coming
in
from
Tallahassee
to
speak.

meeting
starts
at
8:00
runs
to
about
9:15
I,
know
in
my
heart
that
every
morning,
because
I
know
all
of
you
personally
care
about
making
sure
this
town
stays
affordable
for
the
middle-class
people
that
built
it.

urge

you,
even
though,
at
this
late
date
to
try
to
put
it
in
your
schedule
to
attend
this
meeting.

town

I've

a
resident

Pinellas
County
for
since
1974
I
currently
live

579
Lakewood
Drive

Oldsmar,
my
wife
and
I
moved
to
old
Tamar
in
2001,
and
it
has
been
a
wonderful
place
to
raise
our
three
kids.
So,
thanks
to
all
of
you

nature
trail
behind
the
Cypress
forest
rec
center
is
awesome.

run
on
her
bike
on
it
at
least
once
or
twice
all
of
our
neighbors
love
it.

that
was
a
great
thing

been
a
courtroom
attorney
for
25
years
I'm,
a
sole
practitioner
that
means
for
the
last
20
years,
I've
run
my
own
law
firm
good
times
through
bad
times
pay
my
staff
I
pay
my
bills
being
a
small
business
owner
is
the
American
dream.
I've
really
enjoyed
it,
I
practice
in
the
areas
of
family
law,
litigation,
civil
litigation,
probate
litigation,
state
planning
and
elder
law.

president
of
the
clear
what
a
bar
Foundation,
which
is
the
charitable
arm
with
the
Clearwater
Bar
Association,
that
does
all
sorts
of
great
charitable
work
in
our
County,
including
a
law
office
at
finance,
Park
and
Enterprise
village
I
have
a
long
history
of
serving
our
community
one
of
the
things
that
I've
done
since
the
year
2000
is
the
Clearwater
bars
lottery.
Poster
contest,
which
takes
me
to
schools
all
over
the
county,
including
altamar
elementary
school,
to
teach
kids
about
our
legal
system
in
our
government.

of
recap
items.
One
of

things
we
love
doing
is
we

business.
We
visited
with
the
upper
Tampa
Bay,
a
Chamber
of
Commerce,
the
city
manager
and
myself
in
February
we
visited
micro
lumen,
which
is
a
great
high,
paying
company.
That's
right
here
in
the
city
of
Oldsmar,
and
we
say
this:
when
we
do
we
mean
business.

can't
believe
some
of
these
companies
are
right
here
doing
their
their
work
here.
So
we
also
visited
Oldsmar,
cares
and
boomed
I'll,
explain,
goats
boom,
Wally,
sponaugle
sponaugle
wellness,
and
we
had
lunch
at
the
new
Hennessey's
and
by
the
way
the
Wellness
Center
is
the
old
Galleria.
It
was
interesting
that
was
a
very
interesting
meeting
and
what
was
interesting
about
it
was
he
thought
we
were
avoiding
him
and
we
thought
he
was
avoiding
us
and
it
turned
out.

was
a
breakdown
in
his
side
communication
with
his
old
office
manager
that
we
thought
that
they
were
kind
of
avoiding
us,
but
there's
some
interesting
work
in
there
was
some
pretty
well-known
clients.
So
and
then
we
went
to
the
new
Hennessey's
that
used
to
be
the
beef
of
Brady's
right
there
by
Wells
Fargo
and
the
Holiday
Inn
Express.
So
also
we
had
the
USA
BMX
Gatornationals,
which
I
think
was
a
huge
success.
Thank

our
city,
employees
that
volunteered
and
helped
out
there.

Charlie
Belcher
came
out

from
Fox

compliments

we
had
1,200
registered
riders

countries,

had

Olympians
that
were
there,
including
the
silver
medalist
from
Rio
de
Janeiro
and
Connor
fields.

was
there.

as

So
it's
a
great
event.

young

we

riders

elite

riders

week

weekend

and

out

great
family

ceremony

unopposed

great

There's
a
common
thread
is
there's
some
themes
that
seem
to
apply
to
the
people
that
we
have
around
here
that
lasts
that
long
and
these
people,
all
three
of
them,
are
great
examples
of
what
we
love
employees
to
be.
So
with
that
in
mind,
I
wrote
up
a
little
something
kind
of
for
the
whole
thing
and
I
said
obviously
I'm
very
excited.
None
of
these
people
that
you,
the
public,
would
likely
see
frequently
in
the
course
of
their
duties,
because
they
work
in
public
works
and
as
I
was
preparing.

These
words
I
noticed
a
common
theme
amongst
the
accomplishments
of
these
three,
which
makes
it
even
more
exciting
to
be
giving
them
their
service
Awards.
On
the
same
night.
Common
themes
for
me
as
I
noticed
mood.
One
would
be
leadership
by
example.
There
are
all
three
great
leaders
in
very
different
ways
to
dedication
to
the
citizens
and
therefore,
to
the
mission
statement.

Three
successful
accomplishments
all
have
been
recipients
of
one
or
both
of
our
employee
awards
and
have
each
been
promoted
multiple
times
in
their
careers
with
the
city
for
management
skills,
and
what
I
like
to
call
these
three
get
it.
What
each
of
these
great
employees
do
every
day
make
citizens
lives
better
and
easier.
Their
determination
sacrifice
and
drive
make
them
vital
to
our
mission
and
the
thing
that
I'm
most
grateful
for
their
understanding
of
what
kind
of
attitude
that
requires
every
single
day
is
especially
with
these
three
exemplary
and
should
be
required.

Reading
at
the
academy,
and
we
do
have
an
academy,
it
is
appropriate
that
we
recognize
milestones
and
careers
and
spending
twenty
years
of
one
organization
is
a
significant
accomplishment
anywhere.
That
is
why
we'd
like
to
recognize
it
when
it
occurs
financially
and
by
paying
tribute
to
their
service.
We
want
you
to
know
who
they
are
now
all
three
cases.
These
were
people
that
actually
arrived
at
their
milestones
a
month
or
so
ago.
So
I
you
have
to
take
my
word
for
it.

They've
received
the
checks
already
we'll
have
a
chance
to
hopefully
confirm
that
I've
got
three
of
them
and
before
I
get
to
the
first
one
part
of
my
digging
I
did
want
you
to
see
how
I
had
more
exciting.

did
a
little

I
just
want

collection
supervisor.
He
replaced
the
legend
of
Charlie

He
is
our
lead.
He
was
our
lead
utilities-
maintenance
mechanic
prior
to
that
prior
to
that
he
was
a
crew
leader
prior
to
that
he
was
utilities
maintenance
operator
and
prior
to
that
he
was
a
utilities,
maintenance
worker
not
sure
what
we
did
there.
He
was.

Maintenance
work,
one
did
I,
get
that
close
alright.
So
what
that
tryna
logically
means
is
he's
been
promoted
five
times
since
he's
been
here,
go
back
to
the
theme.
The
theme
is
these
people
get
it.
These
people
show
that
kind
of
dedication.
Hopefully
we
recognize
it.
That's.
Why
he's
a
leader
in
this
organization
forget
about
transfers,
because
in
that
also
sometimes
we
move
them
to
different
places
to
work
and
then
also
has
lots
of
experience
there.

And
you'll
see
been
in
the
field
during
the
day
on
occasion,
but
that's
only
half
of
the
story.
What
you
won't
see
is
the
number
of
times
that
he's
here
at
2:00
in
the
morning
digging
a
trench
fixing
a
leak
getting
after
some
major
problem
or
just
completing
a
project.
His
crews
are
well-trained,
energetic
and
dedicated.
Most
impressive
from
my
observation
and
the
things
I've
seen
in
his
file
is
his
willingness
to
go
the
extra
mile
so
important
in
a
small
community
and
always
does
more
than
the
situation
requires.
He
sets
a
great
example.

I
also
steal
some
quotes
from
his
evaluation
as
I
read
them
all
back
and
here's
a
few
quotes
about
Ben
from
his
prior
supervisors
has
done
a
great
job
with
his
workload.
His
crews
are
very
productive
and
perform
at
a
high
level.
His
leadership
and
dedication
set
the
standard
for
the
other
team
members
in
his
group.
Ben's
knowledge
of
the
city
and
its
infrastructure
helped
make
him
the
ideal
person
to
lead
the
dnc
field.

covering

his
supervisors,

part

managerial

field

simultaneously,

our

dedication
of
leadership
and
I
need
to
focus
on
that
a
little
bit
more.

technical,
dimension

too
voluminous

in

it
to
say
that
he's
always
had
multiple
projects
that
require
his
technical
expertise,
plenty
of
staff
to
supervise
in
different
places,
citywide
all
at
the
same
time,
if
that
weren't
enough,
he
has
all
the
administrative
duties
required
to
run
the
distribution
and
collection
division.

found
twenty

commendations
in
his
file.

to

for
the
great
customer
service
they
received
in
correcting
their
problems.

the

He

has
grown
up

Career-Wise
promoted

dedication
and
achievement.
He
worked

he

to

job,
if
he
is
doing
it
correctly,
is
invisible
to
the
public.
He
makes
sure
that
a
waste
water
treatment
process
works,
and
that
is
important,
that
we
don't
discharge
illegally
into
the
bay
and
that
all
of
our
regulatory
requirements
are
met
because
he
does
his
job
so
well.

I
doubt
many
of
you
have
ever
seen
him
in
action,
one
of
the
biggest
most
difficult
assignments
he
has
ever
had
involved
the
investigation
in
management
of
plant
operations
after
we
suffered
an
illegal
discharge
from
an
industrial
customer
a
few
years
ago.
The
scenario
could
have
been
disastrous
for
the
plant
and
therefore
for
the
community,
but
Todd's
initiative
and
thoroughness
got
us
to
an
eventual
solution
which
likely
saved
the
plant.

Specifically,
he
tried
several
things
that
are
too
technical
to
really
for
me
to
go
into
him
because
I
don't
get
him
thanks
to
Todd's
persistence
and
his
creativity
and
his
resourcefulness.
The
plant
survived
and
trust
me.
If
that
had
not
been
true,
everybody
in
this
room
would
very
much
know
it.
So
please
thank
them
if
you
get
a
chance,
because
that
saved
a
lot
of
our
Bacon's
now,
these
other
accomplishments
are
going
to
sound
boring

comparison,

they

important

Todd
has
done
or
does

a
regular

hiring

responsibilities
over
that
position,
rightly

believe

there
are
times
when
we
have
trouble
finding
people
for
certain
positions.
So,
while
I
have
expressed
my
concerns
about
the
practice
many
times
the
Human
Resources,
it
still
does
happen.
On
occasion,
I
require
HR.

anytime,
we
were
about
to
hire
someone
if
they
are
in
any
way
related
to
another
employee.

couple
of
years
ago,
I
was
notified
that
we
were
ready
to
hire
one
of
Sue's
nephews.
I
approved
it
because
he
wouldn't

working
for
her,
but,
as
I
said
before,
I
generally
don't
like
when
it
occurs
a
few
months
later,
I
needed
some
help
with
a
water
problem
and
I
called
the
water
department
and
her
nephew
got
the
assignment.

talked
to
him
about
his
job
and
his
hopes
for
the
future.
His
biggest
fear.

afraid
of
embarrassing

aunt

than
anything
else.
Absolutely

about
motivation

the
way
his
energy
was

knowledge

was

old

former
rental
house,

mold
poisoning
from

home

mycotoxins,

they've
been
going
to
very
small
in

centers,

they've

about

sister
tells
me
that

expensive
treatments

people
come
