old
smart
for
over
20
years.
First,
eight
years
in
the
legislature
and
then
now
over
12
years,
I
want
to
honor
two
very
special
people
tonight
and
that
first
we
went
honor.
My
very
good
friend
and
I
call
him.
Mr.
Oldsmar,
just
an
outstanding
individual
has
always
been
there.

we

Rudy
Guiliani
after
9/11
was
America's
mayor
well.
Jerry
has
always
been
our
mayor
and
I
believe
that
so
I

was
honored
to

give
these

floor

the
House
of
Representatives
extensional
remarks
and
I'd
like
to
present
these
now
before
the
city
of
always
more
madam
Speaker
I
rise
today
to
honor
a
local
leader
who
has
made
a
tremendous
impact
on
the
Tampa
Bay
area
through
a
lifetime
of
public
service.

As
both
mayor
and
city
council,
member
Jerry
has
been
a
lion
during
it
decades
of
city
council
meetings
and
never
backing
down
ain't
that
the
truth
understands
that
he
believed
was
in
the
best
interest
of
the
city
of
Oldsmar.
He
has
been
a
lead
voice
on
every
great
endeavor
for
the
city,
from
the
Sports
Complex
on
the
water
reclamation
facility
to
the
oldsmar
to
the
elk.

has
given
his
time,
talent
and
treasure
to
make
Oldsmar
a
wonderful
place
to
live
work
and
play
as
a
local
historian.
Mr.

Rowland
has
helped
to
preserve

rich
cultural
heritage

tradition
of
our
community,
publishing
four
books
on
the
history
of
the
city
of
always
more
and
I
may
add.
I
do
look
at
the
Facebook
posts
on
the
city
of
rolls
more
I
haven't
worn
any
any
of
the
competition,
and
so
I
ever
want
anything
yeah,
but
you
never
know
keep
it
up.

Jerry
proceeds
from
the
sale
of
his
books
have
benefited
the
oldsmar
library
on
approach.
The
personal
note
jerry
has
been
a
trusted
friend
and
advisor
the
bill.
Arrakis,
family
and,
of
course,
me
in
particular
for
decades
his
passion
for
life
and
for
the
city
of
Oldsmar
is
inextricably
intertwined.

beaver
lands
have
endured
life's
ups
and
downs
for
over
60
years
together
in
this
city
they
call
home
yet
through
their
tribulations.
No
one
has
consistently
done
so
much
for
so
long
for
this
city,
Jerry,
beaver,
Lynn's
integrity,
wide
breadth
of
knowledge
and
commitment
to
service
above
self
as
an
example
to
which
we
all
should
aspire.
What
a
role
model
I
look
forward
to
working
with
him
and
his
beautiful
wife

to
continue
making
the
city
of
oldsmar
a
great
place
to
live.

He
also
worked
with
the
National
Security
Agency
and
completed
his
30-year
career
in
public
service.
As
the
director
of
the
Office
of
electronic
intelligence
and
the
chairman
of
the
National
electronic
intelligence
group,
after
retirement
Gerry
continued
to
serve
our
community,
he
worked
as
an
outreach
counselor
for
economically
disadvantaged
youth
through
the
pinellas
Workforce
Development
Board.

He
then
became
the
business
assistant
specialists
for
the
Oldsmar
Chamber
of
Commerce,
where
he
helped
expand
its
footprint
and
to
the
hillsborough
in
Pasco
County's
reconstituting.
The
organization
is
the
upper
Pinellas
Chamber
of
Commerce
I,
always
said
it's
the
best
chamber
in
the
area.
I
know
I,
didn't
throw
people
by
saying
that,
but
I
really
it's
so
true.
He
later
served
as
the
president
CEO
of
the
chamber
and
developed
the
Florida
Suncoast
manufacturing
Association,
which
effectively
serves
Hernando
Hillsborough,
Pasco
and
Pinellas
counties.

Both
organizations
endeavor
to
enhance
the
regional
workforce
and
ensure
the
students
are
trained
for
post-secondary
success.
I
was
over
at
am
skills
in
New,
Port
Richey.
Today
and
I
know.
You
contributed
to
that
as
well.
Jerry
with
a
fervent
belief
that
the
robust
manufacturing
sector
in
the
community,
comprising
nearly
a
third
of
area,
jobs
and
tax
base
could
benefit
by
more
technically
oriented
services,
addressing
Manufacturing
practices
and
standards,
increasingly
skilled
workforce
requirements
and
a
more
comprehensive
understanding
of
the
availability
of
the
very
products
and
services
offered
across
our
local
manufacturing
base.

On
a
personal
note,
jerry
is
a
trusted
friend
and
advisor,
whether
in
the
florida
legislature
or
my
time
and
the
united
states
congress,
jerry
has
been
my
go-to
guy
on
issues
related
to
workforce
manufacturing
and
the
federal
budget
by
the
ways
of
fiscal
conservative.
In
case
you
didn't
know,
and
of
course,
he's
advised
me
on
other
subject
matters.
His
unrivaled
work,
ethic,
strength
of
character
and
commitment
to
service
is
why
he
is
a
is
held
in
such
a
high
esteem
and
his
beloved
owes
more
community
I'm
honored
to
have
him
as
a
constituent.

there's

names

stand
out,

only
a
few
and
his
is
at
the
top
of
that
list.
But
what
some
people
don't
remember
in

don't
know
don't
like
to
hear
you

our
founder
actually
left
our
town
after
a
big
storm.

really
never
left
this
town
and
I
say
that
with
respect,
I
mean
there's
something
about
kind
of
that
I,
don't
know
a
founding
type
figure.
That
Jerry
feels
for
a
lot
of
us
and
certainly
for
the
citizens
here,
and
so
thank

all

service

Gus
on
behalf

all

award
is
kind
of
for
ongoing
duties
above

beyond,
and
I'm
gonna
call
this.
My
leadership
and
training
council
manager
award
bills
worked
for
the
city
for
19
years,
hired
August
22nd
year
2000.
We
believe
in
hiring
smart
people
and
in
listening
to
them,
leadership
is
important
around
here
and
many
people
don't
understand
what
that
really
is.

The
State
Street
Center
does
way
more
than
just
that,
but
we
now
have
a
training
calendar
with
classes
every
month
and
total
control
over
any
topic
we
want
to
provide,
which
I
think
is
tremendously
valuable.
Well,
that
was
great
to
create
an
environment
where
we
can
collectively
train
on
any
topic
that
makes
us
better
at
our
jobs.

I
had
forgotten
one
thing
we
needed
trainers
entered
bill,
Dennis,
apparently
I
didn't
need
to
worry
about
the
trainers,
part
in
fact,
we've
discovered
additional
qualities
and
many
of
our
people,
but
in
this
particular
regard,
bill
has
led
the
way
I
kind
of
felt
like
he
would
be
good
at
this,
since
he
is
quite
adept
at
explaining
IT
concepts
that
are
way
over
most
people's
heads,
mostly
mine,
in
a
manner
that
is
usually
very
easy
to
digest
and
best
of
all.
In
my
book
he
is
thorough.
He
takes
his
job
very
seriously.

Another
great
sign
of
a
leader
bill
taught
the
first
topics
we
offered
in
computer
training,
email
and
Internet
security.
I
was
so
impressed
with
the
value
of
what
he
taught
that
I
made
it
mandatory
for
all
employees
that
work
on
a
PC
or
a
laptop
or
an
iPad,
perfect
subject
for
Bill
to
show
off
his
leadership
and
teaching
skills.
If
you
see
bill
deliver
the
material,
he
can
easily
convince
you
that
if
you
don't
do
what
he
says,
he
might
hurt
you
bad
now.
He
is
really
far
more
intellectual
than
you
might
think.

But
as
delivery
does
wonders
for
the
effective
delivery
of
the
material,
not
only
do
you
learn
security,
you're
kind
of
afraid
that
you
might
be
in
big
trouble.
If
you
don't
do
what
he
says.
Example,
bill
says:
never
open
up
a
link
inside
of
an
email
as
a
follow-up
to
his
training.
We
periodically
monitor
these
things.
That
practice
is
almost
completely
stopped.

Citywide
effective
teachers
know
how
to
motivate,
communicate,
get
you
to
do
stuff,
or
in
this
case,
to
not
do
stuff
bill
recently
prepared
a
summary
report
on
our
citywide
network
and
presented
it
to
senior
administration.
His
presentation
was
fantastic
and
represented
a
complete
technical
analysis
of
all
that
we
have
how
it
works,
what
it
means
and
how
it
functions
together.
He
did
this
on
his
own
because
he
is
a
natural
teacher.

There
are
two
presentations
he
completed
once
called
Network
security
and
the
basics
of
how
a
network
domain
works
with
the
Internet
and
I
know
he
is
already
updating.
One
of
them
I
will
be
glad
to
share
with
Council
as
soon
as
I
figure
out
what
they
mean.
One
more
thing:
confessional:
we
have
an
innovation
team
which
was
started
last
year.

Bill
was
one
of
the
original
founding
members
of
the
city's
innovation
team
and
truth
be
told
he
was
the
one
that
gave
me
the
idea
for
the
sandbag
attachment
based
on
some
research.
He
was
doing
that's
a
leader
always
trying
to
make
that
those
around
him
better
perfect
example.
He
wanted
no
credit
for
it,
but
he
just
keeps
looking
for
things
to
make
us
all
better
congratulations
bill
for
a
job.

Sue
is
our
library
director
she's
been
so
since
January
of
2016.
She
started
as
a
library
assistant
in
2004,
quiet,
capable
leader
with
mad
technical
skills.
A
library
in
case
nobody's
noticed,
is
cooler
than
ever
creative
thinker
that
doesn't
limit
ideas
to
the
sole
functioning
of
the
library.

She
was
a
creative
thinker.
She
came
up
with
ideas
like
storing
frisbee,
disc
sets
and
pickleball
equipment
for
rental
or
library,
which
was
I,
thought
brilliant.
The
comment
cards
in
her
file,
as
most
of
you,
know,
I,
go
through
the
employee
files
to
try
and
come
up
with
some
stuff.
The
comment
cards
are
extreme.

They
ranged
from
assistants
he's
provided
with
ancestry.com,
which
is
one
of
the
programs
we
offer
at
the
library
to
helping
high
school
students
with
smartphone
and
pc
interfaces
and
about
everything
else
in
between
she
came
from
the
ranks
and
has
seamlessly
transitioned
to
the
director's
position.
With
total
staff
support.
She
was
also
instrumental
in
the
planning
of
the
city's
centennial
celebration.
She
consistently
comes
up
with
new
programs
to
serve
the
community,
the
ukulele
program,
which
many
of
you
may
not
know
we
have
summer
reading
books
in
bruges.

That's
would
be
popular
and
I
think
it
is
to
name
a
few.
She
quickly
responds
to
whatever
the
community
needs
and
does
so
quickly.
Department
of
redundancy
department,
I'm,
sorry,
strong
relationships
with
all
community-based
organizations
and
the
school
district
on
several
occasions.
She's
instantly
added
programming
when
needed
from
observing
an
existing
programming
need
she
has
displayed
a
great
sense
of
evaluating
needs
and
quickly
adjusting
them
and
her
specialty
databases,
I,
don't
know
whether
she
gets
up
from
but
educational
games
as
well.
She's
also
made
contributions
to
the
press
over
the
years.

Writing
multiple
articles
for
the
community
news
about
the
library
she
supervised
the
teen
program
successfully,
which
should
be
good
enough
for
an
award
all
by
itself.
As
far
as
I'm
concerned,
she
serves
on
the
city's
grievance
board,
which
is
another
sign
of
the
respect
that
she
commands
and
that
her
subordinates
have
for
her
she's
great
at
presentations.

She
participates
in
the
elementary
school
great
American
teach
in
the
Nielsen
media
information,
fair,
all
friends
of
the
library
events
and
the
older
elementary
lunch
pals
program,
so
as
excellent
poise,
regardless
of
the
situation
as
I
said
before
she
excels
in
technology
and
especially
in
his
training
of
her
staff,
she
was
hired
in
April
of
four
back
when
the
library
was
in
this
building.
I
consider
sue
to
be
a
trivia
expert
and,
as
such,
I
would
never
play
her
in
Trivial
Pursuit.
Her
personnel
file,
however,
also
suggests
that
she
may
be
a
Legos
expert.

15
years
of
service
to
the
library
in
this
community,
you
have
consistently
built
a
library
up
in
the
eyes
of
anyone
and
everyone
who
interacts
with
you
and
your
staff.
The
collection
is
impressive,
the
program
is
perfectly
suited
to
who
they
serve
and
the
library
just
keeps
getting
better
every
single
day.
There's
a
quiet
dignity
to
what
you
do
and
how
you
do
it
and
you
are
a
valuable
member
of
the
city's
management
team.

change

made
in

the

we're

felt
over

years
that
the
city
manager
would
be
the
appropriate
one
to
present
it
versus
this
versus

mayor.
So
I've
asked

made

The
home
Ward's
Retton,
ghost
award
was
instituted
in
1990-1991
and
when
it
was
for
it
was
for
a
one
of
our
one
of
our
workers
here
in
the
city
that
was
chosen
by
their
peers
to
win
the
ward,
sweat
and
gust
on
the
Brunson
award
and
what
the
award
is.
It
serves
two
purposes
one
to
to
recognize
an
outstanding
worker
here
that
works
for
the
city
of
Baltimore
and
the
other.
What
it
serves
is
that
more
threatened,
Goss
and
Homer
Brunson
were
were
both
council
members
here
in
the
city
of
Baltimore
Ward's,
ret
Gossard.

As
mayor
for
16
years.
His
last
year
on
the
council,
servant
was
1970,
I
had
the
privilege
of
serving
with
him
on
his
last
year
and
Homer
Brunson
served
11
years
as
a
council
member
and
one
year
as
a
as
a
mayor
and
this.
So
this
serves
two
purposes
to
honor,
Ward's,
Randolph's
and
Homer
Brunson,
and
to
honor
one
of
the
incredible
workers.
We
haven't
the
city
of
Baltimore.

The
nomination
for
him
and
Katy
was
nominated
for
the
Homer
Bronson
Ward's
trekking
ghosts,
governmental
award,
public
works
department
and
other
departments
have
had
several
large
capital
improvement
projects
progressing
simultaneously:
Harbor
Palms,
the
Douglass
trail
bearbank
road,
the
pipe
repair
under
the
old
smart
trail,
the
RO
plant
build-out
and
the
hockey
rink
at
the
Oldsmar
Sports
Complex.
These
projects
require
an
immense
amount
of
work
on
Katie's
part
to
keep
the
process
moving.
Moreover,
these
projects
are
constantly
changing
timelines
and
requirements.

Since
four
of
the
six
listed
have
outside
funding
involved,
they
are
complex
bids
with
many
special
requirements.
Katie
is
critical
to
the
reviewer
creation
of
agenda
items,
contract
documents,
rfqs
for
engineering
services,
several
bids
and
addenda.
She
has
shown
outstanding
leadership
skills
and
pushing
our
team's
forward
while
maintaining
a
high
level
of
oversight
and
control.
Typically,
purchasing
slows
down
during
the
process
instead
of
accelerating,
but
she
has
consistently
been
on
time
or
early
and
is
always
available
to
assist
when
needed.

She
tries
she
really
tries
to
achieve
the
goals
of
the
project
manager
instead
of
dictating
her
rules
when
she
does
have
special
requirements,
she
takes
the
time
to
explain
the
rules,
which
typically,
is
about
keeping
me
as
the
person
out
of
who
out
of
jail.
All
of
this
work
is
in
addition
to
the
normal
purchasing
functions.
That's
the
overseas
vehicles,
equipment
and
etc.

I
just
want
to
add
that
purchasing
is
kind
of
a
job
that
very
few
people
go
to
school
for
and
Kate's
intelligence
has
made
her
an
exceptionally
good
choice
to
go
from
where
she
started
as
an
admin,
assistant
and
I.
Think
the
tone
or
the
theme
here
is
very
accurate
in
that.
Not
only
is
she
capable
of
handling
everything
we
throw
at
her,
but
she's
a
great
teammate,
as
I
said
willing
to
do
whatever
anybody
needs
to
help
to
keep
it
moving
forward.

crews
providing
maintenance
are
typically
trailed
by
a
standard,
pickup
truck,
utilizing,
flashers
and
work
lights,
which
does
not
provide
directional
information
or
a
safety
buffer
to
staff.
The
purchase
of
a
tow
behind
attenuator
will
provide
greater
visibility
to
work,
crews,
alert
drivers
to
changes
in
traffic
patterns
and
will
actually
provide
a
crash
buffer
to
work
crews,
if
required.
Funding
for
the
tow
behind
attenuator
is
included
in
the
fiscal
2018-19
capital
budget,
the
parks,
division
and
general
fund
and
staff
recommends.

When
this
was
discovered,
the
trail
was
closed
upon
further
investigation
by
city
staff,
it
was
determined
that
the
cause
of
the
depression
was
a
failure
of
at
least
one
of
the
corrugated
metal
pipes.
Under
the
trail,
this
maintenance
project
will
rehabilitate
the
three
failing
corrugated
metal
pipes
that
are
run
to
the
trail
by
a
process
of
cured
in-place
pipe
replacement.
In
order
to
do
this
work,
the
pipes
need
to
be
cleaned
which
will
require,
what's
known
as
a
coffer
dam
after
the
pipe
work
is
completed.

concern

there

man

there's
a
man
who
lives

a
sailboat
off
the
edge

Shore
Drive,
specifically
around

east,

south

Veterans
Park,
and
apparently
he
swims
to
shore
and
has
a
bike
that
is
locked
up
at
the
park.

know
it
goes
about
his
business
and
goes
back.

of
the
residents
are
concerned
that
the
boat
is
in
too
close
proximity
to
their
rear
frontage
on
Tampa
Bay
at

upper
team.

boat

nobody
has
ever
had

problem
with
him
being
here,
he's
well
within
his
rights
to
be
there.
There

no
law

governs

prevents

from
being
out

water

permitted

what
I've
heard
he's

nice

lives

rowboat

They
have

they

hurricane
hole

boats

watched

carefully
by
FWC.
There
were
nine
derelict
vessels
off
of
Dunedin
that
Dunedin
worked
on
last
year.
The
FWC
in
the
Sheriff's
Department
works
together
on
that
to
make
sure
they're
not
derelict
derelict,
meaning
that
they
have
the
ability
at
72
hours
notice,
to
be
able
to
be
moved
from
location
to
location.

have
them
properly
registered
and
they
have
to
be.
You
know
when
I
sit
there
like
they,
they
have
to
be
in
such
a
way
that
they
don't
allow
themselves
to
take
on
water.

other
words,
if
they
have
windows,

they're
