From YouTube: City of Oldsmar Council Meeting, 9/17/2019
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
C
Let's
call
this
meeting
to
order.
It's
Tuesday
September
17
2019
I
like
to
call
the
city
of
Oldsmar
Oldsmar,
City
Council
meeting
to
order
the
first
items
on
the
agenda.
Excuse
me
is
the
invocation
and
Pledge
of
Allegiance
Erica
a
Jala
is
going
to
be
leading
us.
She
is
standing
in
as
our
city
attorney
tonight.
Mr.
Trask
is
off
on
some
personal
business
and
shall
lead
us
in
the
invocation
and
Pledge
of
Allegiance.
Please.
D
E
Give
us
the
power
to
discern
right
from
wrong
and
allow
our
words
and
actions
to
be
governed.
Thereby
may
cooperation
be
permitted
and
be
the
mutual
aim
of
those
who,
under
the
concepts
of
our
Constitution,
hold
differing
political
faiths
so
that
all
may
work
for
the
good
of
our
beloved
city
country
and
thy
glory,
amen.
C
See
I
feel
like
we
just
did
this
last
week.
Oh,
we
do
alright.
The
next
item
on
the
agenda
is
the
citizen's
open
form,
with
the
exception
of
items
number
four
ten
and
eleven,
which
are
public
hearings.
If
you'd
like
to
speak
to
those
items,
you
can
do
so
at
that
time
we
will
give
you
the
opportunity
to
do
so,
speak
about
anything
you'd
like
on
tonight's
agenda
or
bring
anything
to
Council.
Now
you
have
five
minutes.
We
ask
that
you
state
your
name.
C
G
Thank
You
mayor
good
evening,
Council
Becky
afonso,
174,
B,
State,
Street,
East,
Oldsmar,
Florida,
three,
four,
six,
seven,
seven
on
behalf
of
the
Friends
of
the
oles
of
our
library,
I'd
like
to
invite
you
everyone
out
there
in
TV
land,
those
people
behind
me
to
our
author,
showcase
and
new
member
coffee.
This
will
be
a
week
from
Thursday.
That's
Thursday,
September
26
from
starting
at
6:30
p.m.
at
the
Oldsmar
Public
Library.
For
those
that
don't
know
that
address
is
400
State
or
st.
G
Petersburg
drive,
East
annals
mark
Florida,
three,
four,
six,
seven,
seven,
the
event
is
free,
we'll
have
local
authors
and
they
will
share
their
ideas
and
I
will
sign
their
latest
books,
we'll
have
other
books
for
sale
and
we
will
have
coffee
both
regular
and
decaf,
and
dessert
you'll
just
have
to
come
and
see
what
that's
all
about.
It's
free.
You.
C
D
H
H
There's
even
poem
from
councilmember
Linda
Norris
and
the
article,
which
was
a
very
lovely
read
so
I
want
to
start
with
that.
The
last
challenge
centered
around
peace
and
how
it
can
be
manifested
even
in
a
little
poem
and
I,
think
councilmember
Linda
Norris
is
the
only
poem
that
we
have
today,
which
is
okay,
there's,
never
any
pressure
to
write
a
poem
for
these.
H
H
D
H
Yes
or
for
sure,
according
to
the
American
Library
Association,
September
is
National
Library
card
signup
month
and
according
to
the
National
Book
Foundation
October
is
national
book
month.
So
in
the
literary
spirits
of
these
two
months,
here's
today's
poem
called
on
reading
with
the
gentle
screen.
Ebooks
transport
me
while
I
take
anywhere
my
other
worldly
library,
audiobooks,
carry
me
earbuds
in
world
out
wrapping
me
and
what
the
story
is
about.
Comics
reminds
me
of
our
art
and
word
collide
and
that
anyone
can
be
a
hero.
H
H
Thank
you
and
I
wanted
to
finish
by
saying
that,
as
the
poet
laureate
of
Oldsmar
I
do
host
project
poetry,
which
is
meeting
celebrating
poetry
on
the
first
and
third
Saturdays
of
the
month
at
the
olsommer
Public
Library
at
1:00
p.m.
and
anyone
is
welcome
to
attend.
I
would
love
to
see
some
familiar
faces
there
as
well,
so
if
you're
free
one
Saturday
afternoon
at
1:00
p.m.
feel
free
to
stop
by
the
library
and
we'll
talk,
poetry.
Thank
you.
Thank
you.
C
I
Drive
electric
Tampa
Bay
is
this
Saturday
in
the
21st,
from
9
to
1
from
Folsom
our
City
Hall
free
family-friendly
event?
There's
a
car
exhibit
a
green
market
and
more
so
come
on
out
and
check
it
out.
Also
starting
September
20th
through
the
27th
at
the
library
is
the
remembering
Florida's
fallen,
exhibit
it's
very
moving
and
definitely
worthwhile
to
go,
see
and
the
Pinellas
County
mobile
household,
electron,
electrics
and
electronic
and
chemical
collection,
the
stuff
that
you
shouldn't
just
throw
away
in
the
trash
you
can
take
to
this
place.
I
C
C
J
J
All
right,
congratulations,
who's,
your
black
Ellen.
Here's
the
check
how
that
goes
anyway,
I
I
was
writing.
This
and
I
realized
I
have
a
title
for
it,
which
sometimes
I
do
sometimes
I,
don't
I
titled
this
underrated
and
maybe
even
overlooked,
and
here's.
Why
I
think
the
rest
of
it
will
take
care
of
itself.
J
Good-Looking
guy
but
I'm,
sorry,
the
driver's
license
thing
looks
a
little
legal.
You
know
what
I'm
saying:
Timothy
Allen
Jacobson,
his
middle
name
is
Allen.
Great
middle
name
spelled
exactly
the
right
way.
25
years
service
award,
August
8th
was
his
start
date
and
we
were
a
little
late.
As
you
know,
he
just
turned
56,
not
sure
I'm,
mentioning
that
tim
is
a
senior
engineering.
Technician
has
been
since
October
1st
of
Oh
4
and
to
me
I'm
gonna
screw
this
up.
J
K
J
Through
the
file
and
his
files
that
thick
so
I
got
confused
and
just
a
little
side
note,
he
will
be
promoted
on
October
1st
to
project
supervisor.
Assuming
hoping
Council
approves
the
budget
tonight.
No
pressure
I
think
you
written
and
we're
giving
him
an
employee
to
supervise
so
he'll
have
somebody
to
beat
up
other
than
the
contractors
in
the
field
which
he's
been
doing
for
a
long
time.
I've
said
this
before
tim
has
the
toughest
job
in
the
city.
J
You
don't
generally
see
him
unless
you're
looking
at
a
contractor's
job,
but
he
has
to
deal
with.
Contractors
live
the
job
each
and
every
day
he's
a
field
supervisor
for
all
of
our
city
projects.
Whether
the
city
has
hired
the
contractor
or
not.
Tim
is
the
field
contact
for
all
things,
construction.
He
manages
city
internal
projects
as
well
like
the
DNC
building
remodeling
recently
a
couple
years
back.
J
For
example,
he
has
to
deal
with
contractors
as
they
said
before,
owners
can
be
worse,
construction,
companies,
installers
and,
as
the
more
I
got
into
this,
the
more
this
kind
of
blew
me
away
if
you'd
think
about
what
he
has
to
know
to
do.
His
job
I
wrote
down
a
few
things.
He
must
understand
the
city
codes,
construction
law
in
Tim's
particular
case,
and
this
won't
mean
anything
to
anybody
other
than
the
stormwater
people,
the
NPDES
MS
for
stormwater
permit
requirements.
Right-Of-Way
utilization
permits
all
of
our
permitting
processes.
J
He
deals
with
pool
additions,
parking
lots,
hockey,
rinks
trails,
utility
power
issues,
reclaim
water
projects
like
the
ASR
corporate
construction,
easements
holes
in
the
ground
caused
by
contractors.
You
name
it.
He
needs
to
know
about
it.
He
is
thorough,
consistent,
conscientious
and
maintains
excellent
records
about
everything
he
does
he's
meticulous
in
his
record-keeping.
He
can
probably
tell
you
more
about
what
he's
done
on
the
projects
I'm
going
to
mention
than
I
can
even
those
that
are
20
years
old.
Never
complains
about
having
more
added
to
his
workload.
J
I
saw
that
on
his
evaluation,
ten
times,
at
least
for
example,
he
actually
functioned
as
the
interim
streets
and
drainage
supervisor
at
one
time
for
two
months,
in
addition
to
all
of
what
he
was
required
to
do
on
a
daily
basis
and
he
was
outstanding
at
it.
He
represents
the
city
in
the
field
and
you
got
to
think
about
that
for
a
minute,
and
he
also
represents
the
city
at
regional
meetings
for
things
like
FDOT
projects,
pc
transportation,
Pinellas,
County,
Transportation,
related
and
other
construction
projects.
J
He
actually
is
responsible
for
creating
our
right
away
utilization,
permitting
he
reviews
all
development
permits
and
usually
determines
when
a
CEO
who's
to
be
authorized.
He
possesses
an
erosion,
sedimentation
inspectors,
certification,
I'll,
have
you
know
he
has
lap
training
experience.
He
understands
MOT
requirements.
What
is
MOT
me.
D
J
Possesses
an
awwa
wastewater
and
stormwater
licenses
and
every
other
Public
Works
related
training
known
to
humankind,
he's
self-reliant,
but
he
knows
what
his
limitations
are.
He's
one
of
the
three
best
connected
employees
to
city
history,
left
I,
would
say
the
first
two
are
the
other
two
being
Murray
and
Charlie.
That
knowledge
is
vital
and
proves
itself
every
day
he's.
Also
our
safety
officer
and
an
Emergency
Operations
org
chart
now
dig
this.
He
was
nominated
four
times
for
the
city
managers
impact
award.
He
didn't
win
it,
but
four
times,
that's
amazing.
J
One
time
he
got
nominated
for
participating
in
the
installation
of
over
2,000
feet
of
conduit
and
15
boxes
for
our
fiber
network
connecting
the
fire
department
to
the
Cypress
forest
rec
center.
The
reason
I
mentioned
that
one
is
that
one
tangibly
saved
the
city
about
twenty
thousand
dollars.
Thank
you
nominated
twice
for
the
Brunson
striking
gust
award
and
won
it
in
April,
oh
six,
and
he
also
won
the
council-manager
award
in
December.
Oh
six
he's
got
25
years
worth
of
evaluations,
amazing.
J
How
glowing
they've
been
and
I
counted
every
one
of
them
he's
got
43
commendations
in
his
personnel
file?
Amazing.
So
if
you
needed
a
reminder,
I
wanted
to
give
you
a
list
of
some
of
the
projects
that
Tim
has
been
responsible
for
making
sure
that
the
city's
rules
are
followed.
Interests
are
protected
and
the
quality
assured
to
name
a
few:
the
RO
plants,
the
projection,
Wells,
the
injection
wells,
oldsmar
Public
Library,
the
Hays
Road
extension
Cypress
forest
rec
center,
the
woodland
Square
Shopping
Center
construction.
J
J
Petersburg
to
Pinellas
County,
which
many
people
don't
even
know
we
did,
and
the
Pinellas
County
Water
interconnect
and,
like
I
said,
that's
only
a
few
we'd
be
here
all
night
if
I
went
through
the
rest
of
it.
Tj.
Congratulations
on
a
great
25
years
and
we
gratefully
thank
you
for
how
you've
represented
the
city
and
made
this
a
better
community
one
project.
At
a
time.
Your
skills,
knowledge
and
dedication
are
vital
and
continue
to
be
desperately
needed.
Here's
to
25
more.
Thank
you.
J
B
C
Congratulations,
sir,
you
know
it's
funny
when
you're,
when
you're
driving
around
and
and
I
notice
it
more
and
more
probably
since
I'm
back
on
council
mayor
necklace,
I
notice,
when
I
see
there's
a
group
out
there,
working
and
I
don't
recognize
them.
The
first
thing
he's
do
I'm
looking
around
for
Tim.
There
is
every
time
normally
leaning
over
like
this
going.
B
C
L
M
A
A
So,
thank
you.
I'm
gonna
try
to
address
most
of
this,
not
to
this
side
of
the
room,
but
to
this
side
of
the
room.
Cuz
you
all
most
of
you
know
what
happened
that
day
when
I
say
hometown,
hero
or
first
responder
I
bet
a
certain
image
comes
to
your
mind
and
nothing
about
what
I'm
gonna
say
tonight
diminishes
that
in
any
way,
I
just
want
to
broaden,
perhaps
your
perception
of
what
it
means
to
be
a
first
responder
and
what
constitutes
dangerous
work
before
I
begin.
I.
A
Do
want
to
point
out
that
this
by
no
means
is
a
list
of
everyone
who
was
involved
in
this
particular
event
that
we're
going
to
talk
about.
These
are
just
the
folks
that
went
above
and
beyond
that
day.
So
the
morning
of
July,
11th
2019
as
Tim
is
aware,
a
permitted
private
contractor
inadvertently
hit
12-inch
drinking
water
main
at
the
intersection
of
Burbank
and
Tampa
Road.
Now
this
is
not
a
small
event,
the
moment
it
happens
and
every
second
that
passes
until
it
can
be
isolated
and
stopped.
A
Water
is
flowing
at
80
psi
out
of
a
12-inch
pipe
seven
feet
down
under
the
busiest
Road
in
the
city.
Probably
one
of
the
busiest
in
the
county
dirt
is
boiling
out
from
under
the
sidewalk
and
Tampa
Road,
posing
a
threat
to
too
many
people
to
count.
But
Sammy
crews
already
knows
what's
happening
because
from
the
plant
he
saw
a
pressure
loss,
an
alarming
high
water
flow
and
so
began
a
treacherous
and
exhausting
few
days
instantly.
A
Oh
geez
and
the
water
plant
computer
is
trying
to
restore
pressure
and
flow
to
the
rest
of
the
city,
which
we
have
to
still
maintain
Russell,
Davis
and
Patrick.
We
are
out
there
doing
Thursday
meter
reads
and
carrying
on
the
regular
operation
as
if
everyone
is
not
completely
enveloped
in
an
emergency.
A
John
Derry,
with
his
magical
Tico
number,
gets
a
Tico
truck
out
there
within
an
hour
to
brace
the
insanely
heavy
pole,
concrete
pole,
holding
up
wires,
transmitting
14,400
volts
like
a
giant
vertical
battering
ram
that
could
also
electrocute
you
and
collapse
into
the
hole
Joe
Kernighan
was
there
operating
the
vac
truck
with
Cody
Peters.
They
have
the
precision
of
a
moon
landing,
sucking
out
all
the
muddy
debris.
If
you
use
any
heavy
equipment
to
dig
it
out,
you
risk
breaking
something
else.
Don't
forget.
A
You've
got
cars
flying
by
on
Tampa
Road
at
65
miles
an
hour.
Lord
knows
if
any
of
them
are
actually
paying
attention
or
texting
while
driving
they
could
plow
into
the
scene
at
any.
Second,
we
had
no
attenuator
at
this
point.
We
do
now,
but
we
didn't
then
Daniel
Simpson
on
his
vacation
day.
No
less
comes
in
anyway,
so
let
FDOT
know
oh
we're
about
to
start
shutting
down
part
of
your
8
lane
superhighway
and
hopefully
stop
part
of
it
from
sinking
into
oblivion.
A
Tim
Jacobson
is
out
there,
of
course,
calming
contractor
nerves
and
coordinating
things
in
the
meantime,
Sammy
Tonia
wonderly
Charlie,
Lee,
Chucky
Mullins
from
businesses
and
residents
explaining
the
situation.
We're
required
to
do
a
citywide
precautionary,
boil
water
notice
by
Florida
DEP
somewhere
in
there.
A
The
staff
at
the
RO
plant
found
the
time
to
make
door
hangers
to
notify
businesses
of
what
happened
out
there,
and
then
our
small
army
went
door
knocking
in
their
spare
time
that
day,
people
all
over
the
city
are
now
hurling
questions
and
anger
via
phone
at
Deb,
Petrelli,
Tonia
and
Charley
Deb
is
doing
an
incredible
job.
Keeping
up
with
the
social
media.
Facebook
was
not
our
friend
that
day
and
all
kinds
of
questions
and
complaints
like
can
use
my
ice
and
can
my
pet
drink
water
can
I
water.
A
My
plants
can
I,
take
a
shower
and
all
those
patient,
calm
answers
a
word
here
about
nan
Bennett,
our
public
works
director
and
Johnna
Jan.
Our
assistant
public
works
director.
These
two
lead
with
their
actions
they're
coordinating
the
effort
at
the
scene,
they're
on
the
phone
with
state
agencies
and
citizens.
A
Coordinating
this
massive
effort
they're
there.
All
night
by
midnight,
Thursday,
our
team
and
Keystone
excavators,
which
also
came
to
our
rescue,
had
used
steel
sheeting
to
hold
up
the
sides
of
this
giant
trench
seven
feet
down
next
to
the
road
they've
managed
to
get
this
broken
section
of
12
inch
pipe
cut
out
and
a
replacement
coupled
in
between
all
the
other
junk
down
there.
There's
communication
wiring,
as
you
can
see
on
some
of
these
slides,
there's
the
huge
storm
water
pipe
and,
of
course,
the
dangling
power
pole.
A
That's
held
up
by
the
Tico
pincer
on
the
truck
and
everybody
is
begging
them
to
hurry
and
they're
working
down
in
this
metal
sandwich
that
can
collapse.
The
hole
was
temporarily
filled
in
overnight
to
make
the
road
traffic
bearing
the
next
morning
it
was
reax.
Cavae
'td
had
to
be
paved
new,
sidewalk
new
ramps.
By
the
time
it's
repaired
that
night,
everybody
is
holding
a
shovel
scraping
away
at
the
dirt
that
blew
up
like
a
geyser
all
over
the
McDonald's
parking
lot
and
Tampa
Road.
A
The
boil
water
notice
was
lifted
after
48
hours
because
of
our
team
Sammy
still
at
the
plant.
Supervising
and
Pelham
golden
and
Chucky
Manette
are
pulling
water
samples
at
midnight
and
again
at
6:00
a.m.
on
Friday
and
I'm,
not
talking
about
samples
from
a
spigot
inside
the
water
plant.
No,
no.
These
folks
are
out
there
in
the
dark
in
the
middle
of
the
night
flashlights
getting
samples
from
dozens
of
representative
locations
throughout
the
city
at
midnight,
and
then
they
do
it
again
at
6:00
a.m.
and
these
samples
have
to
be
so
precise.
A
Otherwise,
you
risk
getting
a
false
positive.
Then
you
have
to
start
all
over
again
mixed
end
about
the
boil
water
noticed
by
that
many
hours
again.
These
folks
are
the
best
of
the
best
in
our
team.
They
have
families,
they
have
newborn
babies,
wives,
husband
at
home.
They
don't
all
live
here
in
the
city.
They
were
also
repairing
a
break
at
Forest
Lakes
Road,
replacing
the
downtown
water
main
coordinating
a
total
makeover
over
at
Harbor
Palms.
These
folks
are
hometown
heroes.
These
folks
are
first
responders
to
every
emergency.
They
do
the
dangerous
stuff.
C
Well,
congratulations
very
well-deserved
and
I
think
that
was
an
excellent
choice.
Councilmember
gamble!
You
know,
we
don't
think
about
those
things
all
the
time
and
normally
because
were
pretty
fortunate
and
we
never
have
to
that
day
was
not
one
of
those
days
and
I.
Think
probably
all
of
us
got
calls
and
you
know
looked
we
had
the
best
working
on
it
and
it's
not
to
go
under
appreciated
and
know
that
we
we're
grateful
for
how
hard
you
guys
kick
in
and
your
professionalism.
So
once
again,
congratulations
round
of
applause.
C
N
O
Oh
there
we
go
good
evening.
Everyone
I
am
honored
very
excited
to
give
the
Chamber
of
Commerce
in
the
city
of
olds
Mars.
Third
quarter
of
recognition
for
the
business
of
the
quarter
and
I
am
honored
to
give
this
to
Tampa
Bay
newspapers,
most
affectionately
known
to
us
as
the
Oldsmar
Palm
Harbor
beacon.
O
The
Tampa
Bay
newspaper
focuses
on
individual
communities
both
to
report
the
real
local
news
that
all
too
often
falls
below
the
radar
of
major
media
to
all
the
stories
of
the
individual
citizens
and
the
businesses
that
make
up
the
fabric
of
the
community
and
do
that
with
integrity
and
a
positive
outlook.
The
beacon
has
been
in
operation
for
over
43
years.
O
They
started
their
old,
smart
Palm
Harbor
operation
10
years
ago,
distributing
22,000
papers,
monthly
in
all
Tampa
Bay
newspapers
reports
and
distributes
more
than
nine
hundred
and
forty
thousand
newspapers
monthly
in
all
their
editions
covering
three
counties.
The
TBN
and
the
beacon
also
have
a
corporate
ethic
of
being
due
goers
and
their
work
includes
supporting
a
host
of
school
activities
and
other
community
needs,
including
children's
activities.
O
Schools
camps,
churches,
the
arts,
sports,
the
oldsmar
and
East
Lake,
Fire,
Department's,
Kiwanis,
Rotary
clubs
and
chapters
and
many
more
but
as
usual,
this
award
is
more
about
the
people
than
it
is
the
business.
It's
the
people
that
make
the
business
go
and
they
often
too
often
remain
in
the
background.
So,
while
this
presentation
is
given
to
Tampa
Bay
newspapers
and
the
Oldsmar
Palm
Harbor
beacon,
it's
really
rewarding
on
the
backs
of
two
individuals
that
are
here
tonight
and
I'm
excited
to
give
this
award
to
Jeff,
Rosenfield
and
Steve
grant
come
on
up
here.
O
These
guys
are
amazing.
They
I
got
a
little
more
to
read
felicia.
These
guys
do
so
much
not
only
for
me,
but
I
can
speak
for
everybody
on
the
council.
They
do
a
great
job
in
reporting
what
goes
in
our
city
and
they
do
a
fantastic
job,
but
I
want
to
see
one
more
thing
here.
Jeff
has
been
our
trusted
reporter
for
most.
If
not
all,
of
ten
years
of
this
newspaper
Jeff
is
a
versatile
and
talented
reporter.
O
He
listens,
observes
asks
questions,
takes
lots
of
photos,
sometimes
crazy
photos
and
always
produces
relevant
and
accurate
copy.
There
is
a
time
in
memory
where
just
reporting
has
been
called
into
question,
even
when
the
news
is
not
totally
positive.
He
is
a
great
asset
to
TBN
in
our
city.
Behind
the
scenes
is
Steve
grant.
Steve
has
been
in
the
publication
business
for
over
18
years,
with,
at
least
in
the
last
five
years
at
TBN.
O
He's
the
sales
guy
tirelessly
promoting
our
businesses
getting
them
involved
in
feeding
Jeff's
stories
along
among
other
things,
Steve
is
very
active
in
the
Chamber
of
Commerce
and
uses
that
as
source
material
in
his
other
life.
Steve
leads
the
shaykhs
society
band
as
a
keyboard
and
saxophone
player
as
well
as
vocals.
He
has
entertained
us
at
Oldsmar
days.
It
is
my
great
pleasure
to
present
the
business
of
the
quarter.
Third
quarter,
2019
Jeff
Rossen
field
and
Steve
grant
representing
the
Oldsmar
palm
harbor
beacon.
Congratulations.
O
F
That
wants
a
paper
you
just
give
me
your
address.
I'll
see
you
get
it
one
way
or
the
other.
Most
people
see
me
and
they
go.
Oh
here
he
comes
he's.
Gonna
want
money,
you
know
so
cuz
I
do
I.
Do
try
my
level
best
in
my
advertising
to
do
what's
right
for
the
client.
What's
your
needs?
How
can
I
help
you
and
I
think
that's
what
we're
all
about
is
helping
each
other,
the
more
we
can
make
you
successful.
The
more
you
make
us
successful
and
Jeff
I'm.
K
It's
a
team
effort
with
our
with
our
papers
for
sure
our
editors,
the
sales
I
mean
we
really
are
working
well
together
to
overcome
some
of
the
obstacles
that
have
been
in
journalism
and
newspaper
industry.
Specifically,
you
know
this
decade
we're
growing
expanding,
getting
rave
reviews,
and
you
know
it's
a
collaborative
effort
for
sure,
and
it's
refreshing
to
you
know
be
recognized
like
this
by
the
city,
the
chamber
and
the
residents
and
Oldsmar,
because
the
newspaper
industry,
it
doesn't
always
get
the
respect
and
the
attention
these
days,
and
you
know
we're
kind
of
bucking.
K
C
C
Friends
with
the
newspaper
reporters
and
newspapers
sometimes,
but
you
guys
do
an
excellent
job
of
getting
the
story
right
and
we
greatly
appreciate
that
all
right.
The
next
item
on
the
agenda
is
Community
Redevelopment
Agency
we're
now
sitting
as
the
Community
Redevelopment
Agency
members
and
board
item
four
is
a
public
hearing
and
anybody
who
wish
to
speak
on
this
tonight
since
it's
a
Snider
hearing,
our
acting
legal
counsel
will
have
to
swear
you
in.
E
C
M
M
M
The
applicant
proposed
to
construct
to
5,000
square
foot
buildings.
There
will
be
two-story,
mixed-use,
probably
retail,
on
the
first
floor,
an
office
on
the
second
floor,
there's
36
parking
spaces
will
more
than
accommodate
the
to
five
thousand-square-foot
buildings.
The
applicant
proposes
to
construct
them
in
phases.
The
first
building
will
be
the
cantor
building
known
as
a
cantor
building
and
half
the
parking
required
parking
will
be
constructed
for
that
building.
M
So
this
is
the
proposed
elevation,
its
Colonial
Revival,
as
you
can
see,
there's
an
entranceway
with
it's
accented
with
classical
columns,
there's
portion
windows
barrel
tile
roof
so
that
meets
all
the
requirements,
as
we
had
discussed
at
a
work
session
of
the
Colonial
Revival
and
there's
some
other
drawings.
Oh.
M
You
can
see
the
color
palette,
the
grades
and
the
okay,
so
staff
is
recommending
approval
of
the
cantered
conceptual
site
plan
and
our
potential
renderings
subject
to
mean
the
TRC
comments
once
they
submit
their
final
site
plan.
So
we
still
have
to
go
through
the
site
plan
review.
So
are
there
any
questions
of
staff
and
I'd
like
to
enter
the
staff
report
into
the
record
questions.
C
A
M
One
closer
to
State,
Street
now
I
will
be
known
as
the
Cantor
building.
It
was
okay
on
that.
Thank
you
and
if
there's
any
changes
to
the
plan
like
significant
changes,
you
know
one
becomes
like
three
storey
or
whatever
then,
and
we
will
bring
it
back
to
show
the
council.
But
if
there
was
like
minor
changes
from
the
architectural
renderings,
then
we
will
not
bring
it
back.
It's
gonna
primary
look
like
that.
Is
that
how
it's
gonna?
Look?
Yes,
all.
C
A
L
Really
appreciate
that
you
guys
thought
of
things
little
things
like
you
know.
The
bike,
racks
and
I
see
that
you've
got
17
trees
scheduled
to
be
planted,
but
I
heard
that
that
could
change
based
on
how
many
you
have
to
take
down
in
the
back
of
the
Lots
I
guess,
because
you
have
to
plant
so
many
trees.
So
I
appreciate
that
I
appreciate
the
color
and
I
know:
you're,
not
gonna,
believe
that,
but
I
am
so
I
know
Marie.
L
That
is
very,
isn't
that
strange
I
appreciate
that
it's
gonna
be
white
and
it's
not
gonna
be
cream
and
it's
not
gonna,
be
it's
white,
so
I
really
like
that.
I
do
have
one
question,
though
I
don't
know
who.
L
C
L
E
L
Question
I
see
that
you
have
fallen
within
the
proper
pervious
and
impervious
surface
percentages,
so
my
only
question
was
which
would
you
ever?
Would
you
consider
the
asphalt
paving
parking
lot
to
be
whatever
it's
called,
where
you
do,
the
brick,
the
bricks
and
the
the
grass
in
between,
so
that
the
pervious
surface
ratio
goes
up?
You
know
the
kind
of
parking
that
has
some
grass
and
some
would
that,
be
something
that
you
would
ever
consider
or
I'm.
N
C
I
Member
Gannon,
yes
Mary,
said:
oh,
yes,
concepts;
a
plan,
19
Oh,
three
and
architectural
renderings
for
new
development,
located
on
Lots
11
to
14
block
to
st.
Petersburg
Drive,
subject
to
meeting
all
TRC
site
plan
comments
upon
submission
of
the
final
site
plan
is
approved
with
four
votes,
4
and
0
against.
Thank.
I
C
I
C
O
O
C
Opposed
motion
passes
back
to
item
7.
I
just
want
to
make
a
comment
and
thank
Quinn
for
all
of
her
hard
work
in
the
time
that
she
served.
The
city
certainly
understand
her
decision
not
to
continue
to
stay
on
and
but
she's
worked
hard
and
she
does
a
good
job
for
the
city
and
she's
still
going
to
continue
to
do
a
good
job
with
the
city.
C
So,
with
that
being
said,
I'll
entertain
a
motion
to
approve
item
number
7,
so
move
do
I
have
a
second
any
discussion,
seeing
none
all
in
favor
signify
by
saying
aye.
All
opposed
motion
passes
next
item
on
the
agenda.
Is
the
city
of
Oldsmar
item
number
8
update
on
our
local
mitigation
strategy,
which
I
will
defer
to
our
city
manager?
For
this
part,.
M
Or
my
paycheck,
so
this
is
an
annual
update
at
the
local
mitigation
strategy.
I
think
many
of
you
are
very
familiar
with
it.
What
it
is
is
Pinellas
County
and
the
24
municipalities
meet
on
a
regular
basis
and
they
talk
about
different
mitigation
initiatives
that
they
could
start
to.
You
know
I
guess
protect
the
city
from
you
know,
storms,
you
know
flood
damage,
etc
so
their
projects
that
each
all
the
cities
include
in
this
local
mitigation
strategy.
M
They
could
be
hardening
a
building's
drainage
improvements,
community
outrage,
etc,
so
they're
evaluated
over
a
five-year
span,
so
it
was
adopted
in
2015
the
local
mitigation
strategy
that
and
we're
now
working
off
of
next
year.
We
will
have
a
new
local
mitigation
strategy
and
that's
now
is
we're
widening
the
circles,
so
there's
Hillsboro
County
as
well
as
Pinellas
County,
and
we
have
stakeholders
and
staff
that
are
attending
these
meetings
and
so
you'll
see
a
new
local
communication
strategy
next
year.
So
why
do
we
do
this?
When
we
do
it
for
two
reasons?
M
We
need
to
have
this
local
mitigation
strategy
in
place.
So,
in
the
event
that
there
is
like
a
disaster,
we
have
these
projects
will
receive
federal
funding.
You
know
to
help
us
pay
for
these
projects,
so
that's
one
reason
we
do
it
and
another
is
that
we're
part
of
the
community
rating
system
and
we
need
to
have
a
local
mitigation
strategy
or
a
floodplain
plan,
and
we
get
points
for
that,
and
so
this
also
serves
as
the
floodplain
management
plan
for
the
city.
So
we
have
the
projects
that
are
included
in
the
staff
report.
M
Some
of
them
have
been
completed.
Some
are
initiatives
that
are
process
and
I
didn't
know
if
there
was
anything
specific
that
you
want
to
discuss
as
far
as
the
attachments
you've
seen
these
projects
before
we
keep
kind
of
updating
them
and
next
year
we
hope
to
have
a
bigger
addition
of
projects
or
initiatives
in
the
LMS.
So
it's
all
about
flood
this
year
with
the
flood
maps
and
I'm
sure
you're
a
little
tired
of
it.
Well,.
C
C
A
L
C
C
C
P
Felicia
Donnelly
assistant
city
manager,
staff
was
asked
to
look
at
some
methods
of
providing
a
question
accommodation
near
the
houses
that
would
allow
a
question
years
and
south
of
racetrack
that
the
racetrack
roads
south
so
near
Mobley
Bayou,
we
evaluated
two
possible
alignments.
That's
all
the
maps
turn
your
packet.
One
was
a
north
trail
alignment
that
would
run
immediately
south.
There
are
68
homes
right
now
that
are
currently
e1
zoning
that
would
allow
a
horse
with
a
conditional
use
permit.
P
The
we
found
that
there
would
be
a
number
of
permissions
required,
including
DEP
permits,
possibly
a
core
permit
permissions
from
Southwest
Florida
water,
Management
District,
and
then
we
also
own
the
land
we
co-own
some
way
in
with
Pinellas
County.
All
the
land
that
we
got
in.
That
area
was
through
a
grant
source,
so
all
of
that
would
have
to
be
vetted
by
the
funding
sources.
P
The
north
Alaimo
would
also
require
maybe
some
board
walking
and
some
coal
burning
of
some
existing
ditches
and
waterways
on
the
north
side
so
because
the
north
side
looked
to
be
very
challenging.
From
that
perspective,
we
started
to
look
at
other
alternatives,
and
so
we
we
found
an
alignment
on
the
South
Trail
which
would
be
accessible
from
Mobley
Beach.
So
we
would
add
a
clear
out
of
parking
lot
and
then
we
would
use
the
Duke
energy
right
away
and
head
north
and
then
come
loop
around.
P
So
it
still
has
some
approvals
that
would
be
required,
but
it's
not
going
through
jurisdictional
wetlands,
that's
the
key
once
you
cross
into
jurisdictional
wetlands,
it
requires
extra
permitting,
so
the
South
section
wouldn't
require
that
it's
not
directly
accessible
from
the
e1
zoning
houses
so
trying
to
look
at
connectivity.
We're
we're
still
looking
at
that.
So
we
just
wanted
to
give
you
an
update
at
this
point,
and
we've
stopped
at
this
point
until
some
direction
for
us
to
further
explore
the
south
south
would
recommend
the
further
exploration
of
the
South
trail
very.
C
No,
the
only
the
only
comment
that
I
would
make
is
that
I'd
like
to
see
you
continue
and
look
for
those
connections
as
it
relates
to
the
South
trail.
I
know
we
had
some
discussion
about.
Are
there
some
opportunities
were
potentially
those
citizens,
homes
that
are
zone
or
they
have
the
opportunity
to
get
the
special
permit
where
they
could
go
through
the
park,
potentially
utilizing
off
State
Street
going
down
the
right
away
of?
C
Right
away
where
they're
off
the
road,
but
there
is
a
potential
path,
it
does
require
us
to
take
a
look
at
whether
or
not
certain
sections
that
the
existing
trail
could
be
used.
Short
sections
and
so
I
would
ask
that
you
would
continue
to
to
go.
You
know
explore
that.
Let's
see
if
that's
a
possibility,
because
it
certainly
isn't
an
area
that
I'm
an
expense
standpoint
I
think
it's
pretty
clear.
C
L
I
think
that
it
goes
right,
along
with
the
ecotourism
that
we
want
to
promote
within
the
city
and
everything
else
that
we're
doing,
and
that
would
be
wonderful
to
be
able
to
do
that.
So,
are
you
saying
mayor
that
it's
possible
that
there
would
be
some
that
they're
gonna
you're
going
to
explore
going
from
these
a1
homes
to
the
South
trip
correct.
C
We're
not
there
yet,
but
we're
trying
to
see
if
there
is
a
possibility
right-
and
you
know
it
may
prove
that
there's
not
but
I
yeah,
but
it
looks
like
there
might
be
a
path
there.
It's
just
a
question
of
permissions
and
where
do
we
have
to
what
are
the
short
spans
where
we
would
have
to
double
up
a
using
part
of
the
trail
for
a
very
short
section,
but
so
in
any
event,
but
I
do
appreciate
all
his
tabs
hard
work
on
this
I
know
it
was
something
that
I
brought
up
originally
to
go.
C
A
Just
had
one
comment
that
I
just
have
that
continuing
concern
of
overlapping,
where
especially
research
has
shown
bikes
shouldn't
be
meeting
horses
but
I
know,
staff
already
knows
that
and
then
just
I'm
slightly
concerned
about
people
potentially
walking
horses
around
Moberly
beach.
There
I
know
we'd
have
signs
saying
you
know,
don't
do
this,
but
you
know
a
sign
and
five
dollars
will
get
you
coffee,
but
in
general
I'm,
oh
I'm,
okay,
with
some
additional
Reese
as
to
the
South
trail
alignment,
all.
O
Right
mayor,
a
couple
things
in
the
documentation
that
says
that
we
have
not
received
any
applications
for
the
last
15
years.
I
was
thinking.
Maybe
we
should
do
a
marketing
campaign
to
the
neighbors
to
make
sure
that
someone
is
even
interested
in
doing
this
in
the
city
of
Altamont.
That's
my
main
concern.
C
C
There
are
a
homeowner
rights
and
you
buy
a
piece
of
property
that
has
that
kind
of
right
and
then
in
essence,
it's
taken
away
in
a
very
indirect
way.
Yeah
you
could
have
a
horse
can't
leave
your
property
with
it,
but
you
could
have,
or
you
know
what
I
mean
and
I
think
that's
where
some
of
this
originally
comes
from,
at
least
in
my
mind,
this
is
less
to
do
with
the
entity
horse
power
that
was
out
there
very
active
at
the
time.
C
Even
though
I
I
recognize
the
value
that
they
bring
to
the
city
of
Oldsmar,
because
there
are
a
lot
of
our
citizens
who
went
there
and
so
whether
they
owned
a
horse
or
didn't
own
it
directly,
they
still
went
there
all
the
time,
it's
kind
of
like
in
my
mind,
you
know
paddle
boarding,
they
may
not
all
own
paddle
boarding,
but
we're
creating
an
opportunity
and
a
vehicle
for
them
to
to
be
able
to
go.
Enjoy
that.
So,
let's
see
okay,
we're!
Okay
with
that
yeah.
H
O
I
have
one
more
comment
mayor
and
the
only
other
thing
I'm
concerned
about
is
that
we
have
so
much
on
our
plate
right
now,
with
the
BMX
track.
The
hockey
rink
with
these
opportunities
to
create
a
downtown
I'm
kind
of
I
kind
of
feel
that
this
is
an
added
project
that
sometimes
I
don't
feel
that
we
should
be
spending
our
city
hard-earned
tax
dollars
on
it.
At
this
time,
I
will
kind
of
like
the
idea,
but
I
think
we
have
some
more
higher
priorities
right
now.
That's.
C
C
That's
what
we're
doing
this
is
an
update,
we're
not
voting
on
it
and
you
know
I
mean
it
may
prove
to
be
that
they
find
something
that
is
not
really
too
intense,
because
most
of
that
already
has
some
passed
trail
there
or
something
along
that
line.
So
I
mean
you
know,
look
we'll,
go
look
at
it
and
see
and
we'll
make
the
decision
at
that
time.
Thank
You,
councilmember,
Norman.
L
O
C
C
Yes,
the
question
would
be
okay.
Is
that
what
we
want?
Do
we
not
want
that?
You
know
it
comes
back
to
the
whole
concept
of
being.
In
my
mind,
you
know,
in
my
mind,
Oldsmar
is
a
hub
right.
I
mean
we
always
take
care
of
our
own
citizens,
but
we
would
never
be
able
to
support
what
we
have
here,
relying
purely
on
our
citizens
and
that's
why
people
come
here
and
they
do
things
and
they
spend
money,
and
we
have
businesses
that
employ
people
and
that
kind
of
stuff.
So
you
know
to
answer
your
question.

mark.
The
budgetary
impact
is,
the
cost
of
the
agreement
will
be
$5,000
a
month
or
$60,000
for
consulting
and
lobbying
services
plus
annual
expenses
not
to
exceed
three
thousand
dollars,
which
is
two
hundred
and
fifty
dollars
a
month
which
are
itemized
before
we
pay
them.
Funding
for
this
service
has
been
included
in
the
fiscal
year.
J
N
L
L
These
people
have
done
wonderful
for
us,
but
I
just
want
to
point
these
things
out,
because
there's
one
request
that
I
do
have.
It
says
that
it
won't
exceed
250
a
month.
Yet
it
does
say
that
the
lot,
the
lobbyist
registration
fees
and
travel
expenses
are
not
included.
So
I
would
like
to
see
it
automatic
renewal.
That's
fine,
but
I
would
like
to
see
a
report.
L
Well,
maybe
once
a
year
to
see
you
know
it's
like
what
to
use
a
sports
metaphor,
you
know
you're
only
as
good
as
your
next
win,
so
I
get
that
they
got
us
a
lot
of
money,
but
because
there's
ways
that
the
bill
can
go
up,
I
think
it
would
just
be
nice
and
even
if
it's
not
presented
to
council,
maybe
if
we
can
just
go
over
it
with
Allen
R
in
our
meeting
every
once
a
year
or
something
like
that.
So
that's
the
only
point
that
I
would
make
I
think
it's
a
great
idea.
L
J
This
relationship
tends
to
be
really
really
obvious:
they
get
us
money,
they
earn
their
keep.
Mr.
cesky
and
his
associate
do
a
great
job
of
also
giving
us
a
little
juice
in
dealing
with
state
agencies.
When
we
have
obstacles
and
they've
already
proven
valuable,
there
I'm
sure
they
would
be
happy
to
attend,
depending
on
when
we
asked
them
for
the
report
because
of
their
legislative
responsibilities
to
be
in
tally,
but
I'm
sure
they'd
have
no
problem
with
presenting
some
kind
of
report.

O
You
mayor
I
just
wanted
to
mention
a
couple
things.
I
went
for
my
bike
ride
to
the
hockey
rink.
It
was
the
first
time
I
was
there
a
couple
of
weeks
and
the
nets
were
there
and
there
were
the
original
size
of
a
hockey.
Rink
and
I
walked
the
whole
thing.
I
looked
at
the
penalty
box,
I
checked
out
the
team,
the
team
box
and
it's
a
big
rink
and
now
wants
to
run
that
rink
al.
It's
gonna
be
not
easy
to
run.
O
C
O
O
The
other
thing
I
wanted
to
say
is
Katie
I
thought
you
did
you
you've
done.
Ii
did
a
great
job.
Today
you
really
did
I
love.
The
PowerPoint
presentation.
Also
I
really
really
feel
that
you
have
stepped
up
since
you've
got
on
City
Council
I
just
want
c-congratulations,
and
the
last
thing
I
have
is
Friday
I'm,
going
all
day
and
all
day
Saturday
to
the
Florida
League
of
Cities
Board
of
Directors
meeting
and
I
am
cite.
L
O
C
You
thank
you.
Thank
you.
I
do
have
a
couple
of
items.
Katie
I,
think
that
was
one
of
the
best
presentations
I've
seen
seriously
very
good
and
spot-on.
Thank
you.
Let's
see
what
else
do
I've
got
citizens
Academy
started
this
past
Thursday
and
I
had
an
all
of
you
will
be
making
your
appearance
they're.
A
great
group
I
would
be
remiss
if
I
did
not
make
take
this
opportunity
to
thank
the
clerk's
office,
Kathy
and
Ann
for
all
the
work
that
they
put
into
this
program.
It
is
a
very,
very
important
program,
it's
11
weeks.
C
C
Well,
maybe
when
I'm,
when
I'm
off
Council
I'll
go
back
and
do
it,
but
it's
a
great
program
and
we
had
admin
services
up
to
bat
first
and
they
were
going
hard
at
it.
And
so
I
just
want
to
thank
our
staff
for
how
much
work
they
put
into
this
and
all
the
departments
because
they
participate
at
some
point
during
the
11
weeks.
So.
D
C
Two
times
two
times
why
it's
all
right,
oh,
very
good,
yeah!
Well,
then,
thank
you
twice,
yeah
about
that.
Beyond
that,
the
only
other
thing
that
I
have
is
I
want
to
highlight
it
once
again,
because
if
you
have
never
been
to
remembering
Florida's
fallen,
exhibit
September
20th,
it's
at
the
library
is
a
very
moving.
C
Exhibit
it's
an
opportunity
to
really
slowly
go
through
there
and
learn
a
little
about
some
of
the
folks
who
have
made
the
ultimate
sacrifice
for
us
and
it's
just
it's
a
really.
If
you've
never
been
go
bring
your
kids
I
mean
you
know
it.
It
is
absolutely
something
that
shouldn't
be
missed,
and
so
I
want
to
make
a
point
of
bringing
that
up
again.
I
know
the
clerk
reported
on
that
and
that's
all
I
got
with
that.
The
chair
will
entertain
a
motion
to
adjourn.
