A
Our
first
item
is
the
citizens
open
forum.
We
only
have
a
couple
of
rules
that
you
state
your
name
and
record
for
the
your
name
and
address
for
the
record.
You
keep
it
to
no
more
than
five
minutes
and
we
have
no
public
hearing
items.
So
you
can
address
anything
on
tonight's
council
meeting.
Having
said
that,
anybody
any
takers.
A
C
All
tomorrow,
so
I
came
prepared
with
a
New
Year's
poem.
It's
called
again
son
resolutions
resolve
solve
resolve.
Where
do
we
find
these
again
solutions?
The
salutation
of
the
first
sunrise
or
the
horizons?
I
do
I,
do
not
recall,
but
I
can
resolve
and
resolve
myself
to
renew.
But
we
know
every
year
that
clutching
at
the
clock
only
means
that
time
watches
us
ever
close,
sir,
as
the
minute
hand
passes
over
the
four
and
the
second
hand
hovers
the
19.

there's
a
couple
of
upcoming
events.
City
Council
candidate
forum
is
coming
up.
This
Tuesday
January
8th
7:00
to
8:30
right
here
in
the
council
chambers.
It
is
hosted
by
the
League
of
Women
Voters
in
the
upper
Tampa
Bay
chamber
of
commerce.
It
is
free
and
open
for
all
to
attend.
Art
exhibit
and
reception,
Tuesday
January,
15th
5:00
to
7:00
at
City
Hall.
The
first
exhibit
of
2019
will
feature
uncommon,
art
on
uncommon
art,
free
reception
for
public
to
attend
and
meet
the
artists.
A
Personally,
a
couple
of
recaps
the
mayor's
breakfast
safety
harbor
Mayor,
Joe,
Joe,
Ayub
and
I
were
able
to
raise
funds
to
help
provide
holiday
meals
and
gifts
to
nearly
needy
children
and
families
in
both
communities.
Great
job
by
the
upper
Tampa
Bay
Chamber
of
Commerce
for
hosting
this
annual
event,
as
well
as
Nielsen
golf
cart
parade
the
inaugural
holiday
golf
cart.
Parade
rolled
down,
State
Street,
with
over
40
participants.
Looking
forward
to
seeing
next
year's
event
will,
like
will
be
like
it
was
I
was
in
it.
It
was
great,
so
yeah
State
Street
to
park.
A
So
that
was
awesome.
Christmas
wonderland
this
annual
event
was
packed,
so
many
families
and
residents
enjoy
two
cool
holiday
evening
with
lots
of
events
and
entertainment
through
the
night
Fire
Rescue
open
house
Toys
for
Tots
Drive.
Congratulations
to
the
oldsmar
Fire
Rescue
for
their
very
successful
annual
open
house
with
several
hundred
attendees
Toys
for
Tots
toy
drive,
included
fifty
three
boxes:
24
bikes
and
eight
large
garbage
bags
filled
with
toys.
Two
trucks
were
required
to
pick
up.
A
The
donations
oldsmar
has
been
named
one
of
the
largest
collection
sites
in
Pinellas
County,
so
hats
off
to
you
guys.
We
mean
business,
our
monthly
visit
by
uber
Tampa,
Bay,
Chamber
city
manager,
myself
in
December
we
visited
dolphin
ice
and
also
the
oldsmar
flea
market
and
auto
styles.
Just
the
facility
right
across
the
street,
as
always
all
were
unique
and
different,
and
if
you
haven't
been
to
the
old,
smart
flea
market
recently,
you
oughta
go
and
kind
of
check
it
out.
A
I
know:
Grady
has
said
that
every
week
they
want
to
do
something
so
I
know
this
either
told
me
that
he
wants
to
try
and
do
something
every
week.
So
the
vendors
come
back.
They
know
that
you
know
they
are
not
going
anywhere,
so
he's
really
cleaning
it
up.
So
annual
safety
harbour
Christmas
parade
thanks
to
our
sister
city
safety,
Harbor
for
once
again
inviting
us
to
participate
in
our
annual
Christmas
parade
and
I.
Believe
council
member
sakhi
was
there
for
that.
A
A
Docket
a
couple
items
approved
the
minutes
of
the
November

2018
City
Council
meeting
approved
the

of
the
December
4th
2018
City

meeting
approved

6,
as
amended
and
finally
approved
the
tentative
agenda
for
January
15
to
2019.
If
nobody
wishes
to
pull
anything
I
need
a
motion.
A
B
As
you
know,
the
the
city
has
purchased
the
property
that
was
formerly
owned
by
mr.
Swayne,
the
property
101
Fairfield
Street
through
actually
109
Fairfield
Street.
The
property
consists
of
five
different
units
for
different
tenants
when
the
property
was
sold
to
the
city.
It
came
with
some
existing
leases.
Three
of
the
tenants
have
leases
that
expert
at
different
times.
There's
lash
and
brow
their
lease
expires
and
January
31st
of
this
year,
Tampa
shaved,
their
lease
expires,
August
31st
of
this
year,
famous
pizza,
there's
expires
November
30th
of
this
year.
B
The
fish
store
did
not
have
a
lease,
and
so
it
needs
a
lease.
So
the
purpose
of
this
agenda
item
is
is
to
obtain
your
approval
or
authority
to
enter
into
lease
amendments
for
the
three
units
that
currently
have
leases
to
extend
their
leases
through
December
31st
of
this
year
and
also
to
enter
into
a
lease
with
a
fish
store
which
are
units
105
and
107,
to
also
run
through
the
end
of
this
year.
2019,
the
amendments
are
attached
in
your
packet,
as
well
as
the
lease
I
was
the
one
that
prepared
them.
B
G
B
B
A
H
B
Their
leases
are
going
to
expire
on
those
days
that
I
mentioned
to
you.
So
what
vice
mayor
is
saying
to
you
is
that
they
don't
have
to
enter
if
they
don't
want
to.
If
they
go
month
to
month,
then
you
we
can
either
make
the
decision
whether
or
not
to
allow
them
to
go
month
to
month,
because
they
will
not
be
controlled
by
a
written
agreement
at
that
point.
So
it
because
my
suggestion
to
you
that
we
do
not
allow
that
one
when
they
expire
any.
G
H
B
H
Cuz
I
can
foresee
a
situation
where
somebody
who
is
looking
to
make
a
move
might
want
to
come
to
us
and
say
I
want
to
go
ahead
and
go
because
I'm
a
perfect
situation.
Cuz
I,
don't
want
to
continue
to
invest
money
and
promoting
this
location.
When
I
know
it's
not
permanent
cuz,
it's
probably
not
an
unreasonable
request.
Sure.
A
B
A
I
F
E
Here,
item
number
7
through
11
purchasing
items:
item
number:
seven
is
a
request
for
council
approval
to
waive
the
bid
requirements
and
award
the
contract
for
general
engineering
and
professional
services
to
Greenman
pettersen
Inc
for
environmental
monitoring
services
under
the
same
terms
and
conditions
as
the
Southwest
Florida
Water
Management
District
agreement
number
one
for
M:

Two

again

nineteen.
Seventeen
with
the
attachment
piggyback

number
sixteen

E
The
contract
provides
for
environmental
monitoring
services
related
to
the
reverse
osmosis
water
treatment
plant,
as
specified
in
the
city's
approved
environmental
monitoring
plan,
dated
all
the
way
back
to
November,
805
and
detailed
in
special
condition.
Thirteen

the
Swift

and
in
the
Army
Corps

Engineers
Florida
Department
of
Environmental
Protection
by
romona
reach.
Those
permits
staff
recommends
approval
if
an
an
could
handle
any
technical
questions
that
anybody
has.
This
is
very
straightforward.
E
A
You
know
the
piggyback
thing
is
a
very
common
practice
for
municipalities
to
piggyback
on
other
bids,
but
that's
that's
what's
happening
normally,
these
would
have
been
in
the
past
under
the
consent
docket,
but
when
you
do
it
under
the
consent
dock,
it's
a
lot
of
stuff
and
we
just
kind
of
rubber
stamp
it.
It
would
be
better
to
talk
about
that's
more
for
the
public,
not
for
anybody
here.
Does
anybody
have
any
questions
of
man.
E
A
E
Came
here,
item
number
eight
is
request
again
for
a
council
approval
away
bid
requirements,
an
award,
a
contract
with
red
zone,
robotics
Inc
for
waste
water
collection
system
condition.
Excuse
me
condition.
Assessment
services
under
the
same
terms
and
conditions
and
pricing
is
the
Palm
Bay
contract
number
six,
three
zero,
two:
two
zero
one:
seven
accompanied
by
piggyback
form,
nineteen
dead,
zero,
zero.
Six.
This
work
will
include
assessment
of
approximately
sixty
two
thousand
five
hundred
linear
feet
of
eight
to
twelve
inch
sanitary
sewer
lines
using
robotic
cameras
to
provide
a
condition
assessment
and
identify
needed
repairs.
E
There
are
special
cameras
and,
as
council
realizes,
we
do
have
the
capability
of
t
vieng
sewer
lines,
but
these
cameras
go
the
greater
depth
and
may
be
nan
wants
to
elaborate
on
that.
There's
a
long
tether
to
it
that
go
into
manholes,
and
if
we
were
to
perform
this
service
it
would
probably
over
well
my
personnel.
So
this
is
a
project
set
up
for
our
use
for
this
year
the
money
is
budgeted
in
fund
401
and
it'll,
be
certainly
you
all
of
it
will
be
used
I'm
sure
now.
K
This
is
a
essentially
Google
Earth
for
a
sanitary
sewer.
These
are,
it's
got
two
cameras
on
either
side
and
they're,
taking
360
degree
pictures
and
they
just
drive
them
straight
down
and
straight
back,
and
they
can
launch
in
every
direction
that
they
can
go
from
a
manhole
and
then
they
leapfrog
the
next
manhole
and
go
back.
K
The
other
way
take
all
of
that
information
back
and
evaluate,
instead
of
doing
it
in
a
truck
in
real
life
time
they
take
it
back
to
their
office
and
because
they've
got
two
sets
of
cameras
that
they
can
stop
and
pan
and
look
at
everything
they
go
through
and
they
categorize
every
assessment,
and
let
us
know
which
of
these
are
in
good
condition,
which
are
these
are
in
fair
condition,
poor
and
identify
the
damage.
And
then
we
can
focus
our
repair
money,
not
on
looking
for
these
efforts,
but
on
fixing
them.
K
So
it's
a
predictive
and
native
tool
to
find
failures
in
the
system
before
we
have
road
failures
and
other
problems
that
maybe
we
can
make
a
repair
either
line
it
in
place
or
do
a
point
repair
and
not
have
it
fail.
The
road
and
everything
else
and
we
can
get
done
approximately
1/5
of
the
city
with
the
61
thousand
feet.
So
it's
a
very
accelerated
way
to
get
this
done
and
the
whole
whole
contract
will
take
about
a
month.
K
The
way
they're
able
don't
launch
the
cameras
and
then
take
it
back
to
their
shop
and
process
that
we
should
have
the
finished
product
in
about
a
month.
And
then,
whenever
something
comes
up
in
a
sewer,
we
can
always
go
back.
We'll
have
the
video
and
everything
to
go
back
and
look
at
and
say
you
know,
what's
the
condition
or
if
somebody's
building
a
new
house-
and
we
want
to
find
exactly
where
the,
where
the
lateral
is
located.
They'll
have
like
it'll,
be
29
feet
south
of
some
manhole
or
something
like
that.
K
K
Plant
city
has
done
almost
their
entire
system.
St.
Petersburg
is
doing
a
bunch
of
it.
We've
been
talking
to
them
for
a
couple
of
years.
We
don't
own
a
TV
truck,
it's
very
expensive
to
own
and
run
a
TV
truck.
It's
something
that
a
lot
of
the
bigger
cities
run
every
single
day,
but
this
is
a
very
cost
effective
way
to
get
to
that
same
end,
pretty
pretty
easily
do.
F
E
This
will
be
the
start
to
that
because,
as
nan
said,
it
covers
a
it'll
cover
about
one-fifth
of
the
entire
system
with
the
success
we
anticipate
here.
We'll
continue
to
do
it
to
go
through
the
whole
system.
Kind
of
section
by
section
like
in
five
year
into
yeah
I
mean
that's,
that's
the
plan.
Okay,.
E
K
A
I
guess,
from
a
budgeting
standpoint,
you
know
you're
not
really
sure
exactly
what
you're
gonna
find
I
guess
and
nor
the
timeframe
to
make
those
repairs.
I,
guess
I
mean
I
get
my
the
thought
would
be,
or
we
can
repair
everything
that
we
find
in
this
run
through
my
reason,
I
ask.
That
is
because
you
know
next
year.
We
do
it
again
and
we
have
so
many
repairs
that
we
haven't
fixed
it.
You
don't
wanna,
get
the
cart
out
in
front
of
the
horse.
If
we
start
keeping
stuff
that
we
haven't
even
been
able
adequately.
F
K
K
K
K
They
have
no
tools
that
they
can
run
in
there
and
they
can
go
out
things
in
place
without
digging
it
up,
and
sometimes
you
have
to
dig
it
up,
but
that's
all
in
the
rating
system
that
comes
out
you
can
see
it
yourself
on
the
video
and
then
they
do
a
rating
system,
and
so
from
that
we
can
develop.
Like
you
know,
what
is
it
going
to
take
to
bring
the
sewer
up
to
a
good
operational
level
100%
of
what
we
know
about?
It's.
A
E
Here,
I,
don't
remember:
9
is
another
request
for
council
approval,
away
bid
requirements
in
award
a
contract
for
the
repair,
replacement
or
supply
utility
plant
equipment
to
major
electric
motors
under
the
same
pricing
terms
and
conditions.
As
the
Lea
County
Board
of
County
Commissioners
contract
number
B,
one
six
zero
one,
four
four
kc
accompanied
by
piggyback
forms,
17-0
one
one.
The
work
covered
by
this
contract
will
include
repair
services
for
pumps,
located
in
lift
stations
or
the
water
reclamation
facility
and
the
reverse
osmosis
water
treatment.
E
Plant
work
will
be
completed
based
on
bench
rates,
as
provided
in
the
county
bid.
Contract
also
covers
the
purchase
of
replacement
pumps
for
projects,
routine
maintenance
and
other
emergency
repairs.
The
reason
this
came
before
you
is
that
the
individual
jobs,
if
we
do
them
one
at
a
time,
would
be
well
under
$25,000,
but
for
as
long
as
I
can
remember,
we've
always
spent
more
than
twenty
five
thousand
dollars
on
pump
repair
because
it's
been
needed.
E
So
we
don't
know
where
we'll
need
it
exactly,
but
we
decided
to
do
this
to
ask
for
to
have
a
contract
in
place,
so
we
can
respond
more
quickly
because
unprepared
tends
to
involve
health
and
safety
and
we
want
to
be
able
to
be
responsive,
so
we've
done
business
with
Mader
for
a
number
of
years,
but
so
in
that
sense
it's
boiler
plate.
But
that's
why
it's
come
before
you
without
a
specific
dollar
amount.
It's
because
we
anticipate
spending
more
than
$25,000
for
the
fiscal
year
and
that's
the
threshold.
Okay,
any.
A
E
Number
10
is
another
requester
council

away
bid

bid.

but
also
probably

quite
a
bit
yeah
the.
A
E
The
state
of
Florida
Division
of
Emergency
Management,
along
with
FEMA,
requires
a
agreement.
In
this
case
it's
called
the
sub
grant
agreement
in
order
for
us
to
approve
the
request,
once
they've
reviewed
certain
categories
where
we
submit
project
worksheets
to
be
reimbursed
for
money
and
funds
that
we've
expended
to
recover
from
the
storm.
In
summary,
in
all
those
50
pages,
this
is
an
original
agreement
which
starts
the
of
us
asking
officially
to
be
reimbursed.
E
It
contains,
what's
called
modifications
which
are
simple,
maybe
more
simply
thought
of
as
amendments
and
they
are.
There
are
seven
categories
of
reimbursement.
We've
submitted
in
three
categories:
category,
a
one
of
the
most
popular
debris,
removal
category
be
protective
measures,
and
we
have
once
a
middle
and
category
F,
which
was
public
utilities
for
some
pump
damage
we
had
so
what
happens
is
this
is
actually
something
that
goes
all
the
way
back
to
money,
we've
spent
in
September
of
2017
and
all
the
way
through
the
beginning
of
fiscal
year
1718.
E
So,
by
approving
this
agreement
we
are
acknowledging
that
the
state
has
reviewed
two
categories
so
far,
so
there's
the
original
agreement,
and
then
there
are
two
modifications
in
it:
they're
completed
their
review
for
category
F,
which
is
75%
federal
government,
twelve
and
a
half
percent
state.
Twelve
and
half
percent
us
they've
also
finished
the
review
of
category
B
protective
measures.
The
federal
government
absorbed
100%
of
those.
The
grand
total
of
what
we
spent
for
the
storm
recovery
was
two
hundred
and
sixty
thousand
dollars.
E
The
total
of
what
we're
asking
for
reimbursement
here
for
is
approximately
ninety
eight
thousand
dollars.
By
approving
this,
the
warning
or
the
next
step,
if
you
will,
is
we
have
three
project
worksheets
in
category
A
which
have
not
been
reviewed
yet.
So,
if
this
is
approved,
we
will
be
officially
asking
to
be
reimbursed
for
ninety
eight
thousand.
We
have
another
one
hundred
and
fifty
seven
thousand
dollars
to
go.
That'll
come
to
you
in
three
modifications,
hopefully
soon
and.
E
We
could
have
held
onto
them
and
done
them
at
all
once
we
would
have,
but
they
actually
have
deadlines
on
the
backside
of
this.
For
you
to
be
able
to
act
to
it,
whether
it's
the
first,
a
and
B
are
very
common
to
everybody.
The
permanent
work,
which
is
where
F
falls
in
you
have
a
deadline
of
one
you
couldn't
what
you
have
to
do
the
work
right.
So
it's
a
convoluted
mess
like
many
FEMA
gets
involved
in,
but
all
we're
really
asking
to
do
is
approve
the
agreement.
E
H
Just
a
point
to
bring
up
so
this
money
right
now,
Allen
I
spoke
about
this
earlier
today.
It
doesn't
currently
show
as
an
AR
and
our
correct
numbers.
So
it's
I
won't
say
it's
found
money,
but
it's
not
accounted
for
in
the
sense
other
than
it
being
an
expense.
It's
been
expensed
right
and
so
I
I
would
love
for
us
to
take
this,
maybe
as
an
opportunity
to
create.
H
We've
talked
about
this
in
the
past
kind
of
a
emergency
reserve,
and
perhaps
is
that
money
comes
in
the
first
hundred
thousand
gets
your
market
atom
from
as
it
comes
through.
I
realized,
each
council
or
I
guess
as
it
comes
in,
would
have
to
I
would
assume
make
that
decision,
but
maybe
it
becomes
a
precedent
where
we
start
to
take
money
like
that,
assuming
we
can
afford
to
and
put
it
into
that
reserve,
because
this
alone
could
put
a
quarter
of
a
million
dollars.
There
had.
F
A
E
The
way
this
would
work
if
council
agrees
with
that
we'd,
essentially
we're
reimbursing
ourselves.
We
would
book
a
reserve,
I'd,
probably
wait
till
year-end,
so
we'd
have
all
the
funds
in
place.
We
take
that
$260,000
we'd
record
it
in
Gatsby
terms.
It's
a
commitment
from
the
government
body
we'd
set
aside
the
money,
so
we'd
have
a
pot
of
money
there
that
you
could
add
to
or
take
from
for
the
purposes
that
you
said
free
here.
E
What
the
vice
mayor
I
think
is
referring
to
is
that
since
we've
already
spent
the
money
right,
here's
an
opportunity
to
take
the
money
in
a
summary
embarrassment
to
get
that
fun
started
for
future
efforts
and
we
could
dedicate
money
to
it
every
year.
We
could
reimburse
ourselves
for
other
things.
If
we
needed
it,
we
could
use
it.
It
would
just
be
it's
kind
of
an
opportunity
to
I
say.
Would.
E
Not
put
it
in
the
budget,
what
we
would
do
is
in
the
closing
process
for
the
year.
We
would
just
do
a
journal
entry
to
move
some
of
the
funds
that
we
have
from
the
one
account
to
a
reserve
account.
We
have
a
few
reserve
accounts
in
the
balance
sheet.
Right
now
would
just
be
like
establishing
another
one.
E
H
F

E
A
A
E
Guess
I'd
like
the
time
for
that,
but
I
would
say
if
the
council
just
directed
me
to
create
the
reserve
consent
for
the
reimbursement
funds.
We
just
take
whatever
the
funds
that
we
finally
get
when
we
get
fully
reimbursed
and
at
year-end
we'll
make
sure
that
that
reserve
is
set
up
with
that
amount
of
money
in
it
and.

I
can
speak
to
most
of
your
questions,
but
I'd
ask
chip
to
come
up
and
field.
I
Good
evening
in
the
development
of
the
annual
contract
for
Little
League,
there
was
some
discussion
about
how
to
help
them
increase
their
registration
numbers.
Unfortunately,
across
the
nation,
participation
in
new
sports
is
down
and
a
lot
of
that
has
to
takes
place
in
Little
League.
So
one
of
the
topics
that
we
discussed
with
Little
League
was
the
cost
to
participate
not
only
from
there
in
but
from
the
errand
with
the
city
of
required
recreation
cards.
I
So,
as
the
three
of
us
talked,
we
thought
it
would
probably
be
a
good
idea
to
try
to
stimulate
that
participation
by
waiving
the
fees
for
residents
taking
that
from
$5
to
0
and
then
for
non-residents,
taking
it
from
65
to
$40,
to
hopefully
again
stimulate
some
participation.
If
that
cost
was
a
barrier
to
participation.
E
E
Specifically,
we
were
comparing
to
the
community
where
chip
came
from,
so
we
decided
okay,
two
things,
one:
let's
try
for
a
season
to
see
if
these
right
will
reduce
the
fee
to
see
if
it
encourages
more
non-residents
to
participate,
but
we
don't
want
to
lose
fact
of
our
priority,
which
is
our
own
residents,
so
we
lowered
the
fee
fee
for
the
residents
is
so
low
that
we
reduced
the
fee
from
$5
to
zero
for
residents.
Just
to
maintain
that
we
were
no
matter
what
else
we
were
doing,
we
were
still
saying
our
residents
come.

that

it.
The
most
significant
difference
this
year,
as
opposed
to
last
year,
is
we
are
bringing
food
trucks
in
for
the
food.
Last
year.
E
Our
track
contractor
was
responsible
for
the
food
and
kept
the
proceeds
for
the
food.
As
you
know,
we
no
longer
do
business
with
him,
so
we're
bringing
in
the
food
trucks
that'll
probably
make
a
little
money,
but
we
certainly
do
this
for
what
it
does
for
the
community
and
for
what
it
does
to
shows.
More
often,
we
certainly
don't
do
it
for
the
financial.
G
A
F
H
I
love
these
events
that
bring
people
from
20
different
countries.
Thousands
of
people
coming
to
embed-
and
you
know
this
to
me-
is
a
great
contrast
to
what
we
looked
at
with
hosting
the
world.
Competition
eg
I
had
much
money.
We
were
gonna,
lay
out
this
this
week,
either
break
even
or
make
a
little
bit
of
money,
and
yet
we
still
good
and.
A
I
still
remember,
it
still
gives
me
chills
when
John
David
came
and
spoke
before
us
before
we
built
a
big
supercross
track
and
I.
You
know
made
the
comment:
how
cool
it
would
be
to
know
that
our
city
of
Oldsmar
is
you
know
in
Brazil,
and
you
know
Australia
and
on
all
these
guys
and
goes
it's
not
that
they
will
be.
It
will
be.
They
already
are.
You
know.
Old
tomorrow
is
already
on
everybody's
calendar
all
around
the
world
to
come.
E
A
E
E
H
Well,
listen,
you
know
what
I
mean
this
this
to
me
is
a
testament
to
our
staff,
who
has
really
done
a
great
job
of
getting
our
local
kids
involved
in
using
the
track
and
the
program,
and
so
you
know
when
I
look
at
it,
I
go
I,
love
having
the
national
abet
and
exposure.
We
probably
knew
we're.
Gonna
have
competition
at
one
point
yeah,
but
it's
the
track
is
not
going
then
are
utilized
no
and.
A
I
I
F
I
A
Think
I'll
find
out
and
I
don't
mean
to
get
off
topic,
but
I
know
like
some
of
the
runs
I
think
that
water
run.
They
were
gonna,
move
it
around
to
different
cities,
and
people
get
really
confused
when
you
start
and
I
would
make
the
same
argument
with
this
is
that
you
know
you
start
moving
this
Gatornationals
all
over
the
place,
and
you
know.
I
I
A
E
As
you
know,
the
forth
penny
was
approved
by
referendum
in
November,
and
one
of
the
features
to
the
penny
agreement
is
the
creation
of
a
joint
capital
review
committee,
which
has
representatives
on
it
from
the
24
municipalities,
largely
based
on
population,
and
the
design
of
the
committee
is
one
member
for
the
cities.
The
three
cities
I
mentioned
to
be
decided,
is
to
be
a
professional
staff.
Member
Tom
navigated,
the
agreement
with
the
other
two
cities
attorneys.
So
the
agreement
you
have
in
front
of
you
was
vetted
by
all
the
attorneys.
E
We've
agreed
in
principle
that
safety
harbor
will
be
the
first
representative
of
the
how
the
first
representative,
it
will
be
mats
for
the
city
manager.
They'll
have
two
years
then
we'll
get
it
for
two
years.
Then
tarpon
will
get
it
for
two
years.
Then
we'll
go
back
to
safety.
Harbor
then
it'll
go
back
to
us.
It's
a
feature.
That's
supposed
to
make
8.3
percent
of
the
expected
or
estimated
proceeds
will
be
set
aside
for
capital
projects
relating
to
economic
development,
which
is
a
different
feature
from
what
the
prior
pennies
had.
The
county
always
gets.
E
The
first
take
off
the
top
of
the
jail,
and
now
this
adds
another
feature.
That's
supposed
to
help
countywide
economic
development
related
projects,
so
we're
asking
the
inner
local
this
represents
is
that
we
agree
between
the
three
cities
on
how
we
will
address
the
membership
rotation
for
participation
on
that
committee.
E
The
actual
fourth
penny
agreement
makes
reference
to
how
that
person
gets
a
sign,
and
it
says
that
the
manager,
it
is
to
be
a
professional
staff
member,
the
manager
or
the
council
will
designate
who
that
is
in
I,
would
put
my
name
in
the
Hat
since
I've
been
very
involved
in
all
the
penny
for
Pinellas
since
its
inception.
That
I
would
probably
follow
through
to
recommend
with
council
approval
that,
when
it's
our
turn
that
it
be
me,
what
are
they
gonna?
E
E
E
We
we
were
it's
conjecture,
but
we
were
thinking
a
forward
Pinellas
or
a
transportation.
Countywide
project
might
fall
into
good
favor
that
they
think
would
be
worth
doing
with
this
pot
of
money,
because
it
would
help
economic
development.
If
the
votes
approve
that,
then
that
money
would
get
used
for
a
project.
You
know
that
would
benefit
I,
assume
all
municipalities.
Unfortunately,
we
have
one
vote
for
three
cities,
so
we're
not
going
to
move
the
needle.
Much
put
it
that
way,
but.
H
E
E
E
F
H
A
E
H
F
J
F
E
This
does
is
we
appoint
in
this
case
max
board
to
represent
us
on
the
committee.
Mr.
B's
point
I
believe
is
that
representation
is
gonna,
be
so
minut
in
the
grand
scheme.
Things
of
the
committee
that
okay,
we're
not
gonna,
move
the
needle
on
the
committee
much
and
there's
no
guarantee
that
the
County
Commission
is
going
to
do
what
they
want
and
I
know
what
the
committee
advises
them
to
do.
E
A
A
As
it
progresses
over
ten
years,
you
know
at
some
point,
you're
gonna
be
able
to
say
you
haven't
done
anything
for
North
County.
You
know
everything
has
been
and
that's
always
you
know.
The
argument
is
us
against
them,
whether
it's
at
EDC
or
whatever.
It
is
it's.
You
know,
North
County.
You
know
Gulf
to
Bay
Boulevard
against
the
south.
You
know
so
you
might
as
well
just
take
the
County
and
fold
it
in
half
right.
There,
I
kind
of.
A
E
So
we're
asking
council
permission
to
essentially
remove
the
fences
from
field
number.
Eight
chip
is
available
to
comment.
This
has
been
discussed
for
those
whether
the
league,
you
have
also
been
contacted
by
a
gentleman
who
represents
a
for-profit
entity.
Felicia
has
been
in
touch
with
him
at
great
length.
Also,
my
league,
you
did
not
use
this
field
at
all
last
year
and
the
gentleman
who
has
the
for-profit
entity
not
annals.
My
residents
believe
he
understands
what
we're
doing,
but
if
either
of
you
wanted
to
add
anything
to
that
yeah.
E
Tournament's,
the
for
the
baseball
for
profit
people
you
triple
si
I
got
that
they
use
that
field.
No,
they
don't
use
it
a
whole
lot.
Little
League
does
not
use
the
field
at
all.
So
with
upcoming,
if
you
remember
the
an
aerial
photograph
of
the
BMX
track,
when
the
February
event
comes,
that
grass
parking
lot,
that's
going
to
be
the
rink
right
is
packed
full
of
trailers
and
tents
and
everything
right.
So
we
need
the
space,
no
matter.
E
What
and
if
the
rink
isn't
started
by
then
we're
still
going
to
need
as
much
space
as
we
can,
but
once
that
space
gets
cornered
to
being
it
for
the
rink
to
start
we're
going
to
lose
those
parking
spots.
So
we
need
to
have
some
other
spot
to
get
at
least
at
many
spots.
So
we
got
together
as
a
staff
and
looked
at
that
corner
spot
there,
that
field
by
the
back
entrance
or
the
exit,
that's
so
rarely
used,
and
our
recommendation
is
to
pull
the
fence
down.
E
There
move
the
cement
markers
from
the
front
to
the
back,
we'll
pick
up
about
eight
spots.
It'll
that
space
will
be
113
spots
will
be
removing
105
spots,
so
we'll
gain
eight
spots,
but
we've
got
we
have
to
offset
it
once
the
rent
goes,
because
we
need
that
for
parking.
Now
you
see
on
a
weekend
just
for
football
and
soccer.
It's
pretty
much
packed.
E
Guy
was
complaining
because
he
does
use
field
date.
It
doesn't
make
a
break
his
tournament,
but
it's
one
more
field
he
profits
from
and
he
makes
the
money.
In
other
words,
we
make
the
rental
you
know,
but
if
he
has
a
great
tournament
he
makes
the
money.
That's
why
my
point
is:
are
if
the
Little
League
was
using
the
field
I'd
be
more
concerned
about
it,
because
those
are
our
people.
Somebody
comes
in
and
makes
money
on
a
baseball
tournament
that
doesn't
live
in
alls
mark.
Where
are
we
even
talking
about
him?.
F
H
G
A
A
F
J
Shreck
Thank
You
mayor
I
only
have
two
items:
Jerry's
for
books,
there's
raffle
tickets
for
sale.
You
can
get
the
raffle
tickets
from
the
Women's
Club,
the
Historical,
Society,
jury
and
tozi
has
them
the
ice-cream
social,
which
is
the
100-year
anniversary
of
our
library,
is
on
January
26th
at
ecole
Hall.
Please
buy
these
raffle
tickets.
We
want
to
get
rid
of
these
books.
You.
H
Mayor
Thank
You,
mr.
mayor
great
events,
hey
I,
will
add
to
this.
You
know:
I'm,
always
appreciative
to
see
how
hard
the
staff
works
when
they
come
out.
We
do
the
winter
wonderland
and
pulls
that
together.
I
really
believe
the
golf
cart
that,
let
me
tell
you
here's
my
assessment
of
it
beyond
it,
of
course,
being
fun
and
entertaining
that
was
the
grown-ups,
a
winter
wonderland
yeah,
and
then
it
moved
right
into
the
kids
yeah.
So
I
thought
it
was
a
really
really
nice
touch
and
that
it
did
it
was
fun.
It
was
fun
so.
A
H
A
H
A
K
H
A
F
A
A
F
H
A
I
think
I,
don't
know
we'll
see,
hopefully
not
but
I.
Think
they're
still
gonna
continue
to
compete
on
homeroom
in
one
way,
shape
or
form.
I
think
Leslie
borders
is
having
something
in
in
seminole
coming
up,
I
sent
it
to
hand,
but
some
kind
of
a
thing
to
really
rally
around
Home
Rule,
but
I
mean
we
were
all
not
to
agree
but
the
floor.
League
of
cities
I
mean
that
was
the
topic
of
discussion
in
it.
I
don't
think
they're
gonna
let
up.
J
I
have
one
more
item:
I
forgot
me
real,
quick
right
before
the
holiday
I
went
to
the
Pasco
legislative
delegation
meeting
and
talked
to
the
board
at
Hooper's.
There
and
I
spoke
for
the
Sun
Coast
League
of
Cities
and
talked
about
the
priorities
of
the
league
in
floor.
League
of
Cities
and
I
spoke
to
the
board
members
and
it
was
kind
of
unique,
seeing
the
different
facial
expressions
from
each
board.
Member
as
I
spoke
the
home
rule
priorities.
A
It's
gonna
be
a
battle
and
I
mean
had
clearly
said
today
at
the
mayor's
Council
that
you
know
he
is
of
the
people,
and
you
know,
of
the
government
closest
to
the
people
is
the
most
powerful
form
of
government
and
basically
he
said,
keep
their
noses
out
from
underneath
our
tent
or
something
to
that
effect.
So
I
think
he's
gonna
do
that.
He
mentioned
something
about
senator
Rubio
and
he
was
somewhere
and
he
they
were
trying
to
get
Edie
to
go
a
particular
direction
and
he
goes
nobody
in
this
building
votes.
