One
thing
I
know
that
most

you
know
that
it's
a
great
pleasure
and
honor
for
us
to
have
such
a
wonderful
relationship
with
the
city.
Not
you

say
that,
for
a
lot
of
Chambers
was
a
relationship
that
we
have.
You
should
have
a
written
report
in
there
and
I'm.

just

highlights

kind
of
bullets,
but
in
a
major

first

chamber

That
was
a
very
easy

we

Donnelly

exceeded

stuff
we
got

whatever
we
needed

pulse

mirror

not

you've
been
here
for
a

Sometimes
the
mayor's
get
exposed

businesses,
they
didn't
even
know
exist,

that
was
pretty
good.
We
did
to
visit

visitors

have
real
estate,
people
and
bankers
and
other
kinds
of
people
that
share
stuff,
and
we
try
to
keep
our
pulse
on
on
what
to
look
out
for
there
and
we
take
action

needed
to
do

Miss
Donnelly
actually

Committee
on
a
couple
of
occasions
for
a
sounding
board,
as
we
were
developing
the
Economic
Development
Committee
before
we
took
that
out
to
any
more
public
stuff
and
I
think
that
that
that
worked
out
pretty
well
to
do
that
also.

The
third
element
is
basically
to
attend
to
quarterly
County
Economic
Development
Committee
meetings
and
miss
Donnelly
and
I,
go
to
those
and
the
same
purposes.
We're
taking
a
look
at
you
know
it's
a
broader
view
of
what's
happening
in
the
county.
The
other
thing
that
that
really
did
for
us
this
year
give
this
really
good
personal
access
to
do
some
of
the
research
and
stuff
that
we
needed
to
do
using
County
resources
to
do
that,
so
that
helped
us
out
both
ways
so
that
worked
out
pretty
well.

next
major
area
is
called
proactive
nurturing
and
we're
not
used
to
that.
Where
you
said
easily
reactive
were
used
to
doing
reactive
mulling
instead
of
proactive
nurturing.
So
that
was
a
little
different
approach
for
us.

good,
but
the
one
of
the
things
we
had
to
do
with
that
was
identified.

as
the
town
center
plan,
was
coming
into
fruition
here,
where
we
had
several
of
the
bidders
that
would
come
to
us
and
ask
us

know
you
guys
are
independent
and
so
I
pulled

data

demographics
for
them.
So
that
was
interesting
too.
We
also
recently
enough.
You

the
co-working
spaces
in

had

several
calls
for
co-working
spaces
in
coming
in
this
year,
or
a
couple
of
them.
I
referred
over
to
the

flea

we

agent

for

kind

economic
plan
development

we

this
year

interesting,

from
the
outsets
that
you

data-driven

we
kind

asked.

really
mean

Phylicia
about

month
ago
asked
me
for
some
additional
data
on
demographics
and
that
guy
had
it
back
within
25
minutes,
and
so
he
would
pull
really
good
solid
data
for
us
to
get
back
and
look
at
it
and
we
manipulated
it
and
change
it
and
go
ask
for
some
other
stuff
and
do
it,
and
so
what
we
did
with
that
was.
You
know
basically
assess
that
data,
draw
some
preliminary
conclusions
and
then
took
it
and
took
it
as
a
development
for
developing
the
agenda
for
what
grew
into.

were
initially
going
to
try
to
do
a
Business,
Survey
and
then
mr.
Donnelly
had
a
better
idea
of.
Let's
do
it
face
to
face.
So
we
wound
up
having
three
business
forms,
one
in
January
1
in
April
1
in
July
to
sort
to
help
us
the
businesses
work
that
out
a
little
bit
further
and
and
we're
I
think
miss
dolly,
is
pretty
ready
to.

got
all
the
conclusions
drawn
and
everything
else
I
think
we're
pretty
getting
pretty
close
to
putting
a
plan
in
your
put
a
plan
in
your
hands
if
I'm
not
mistaken,
so
that
went
very
well
and
that
was
very
interesting.
Another
one
that
we
had
was
identified.
Problems
common
to
the
business
community,
I'm
happy
to
report
that
I
I
didn't
have
any
I,
can't
think
of
one
serious
complaint
that
we've
had
all
year,
and
that
includes
we've
made
business
visit.
So
there's
pretty
much
a
happy
face
on
that.

The
city
is
happy
about
that
and
we're
happy
about
that
also,
because
that
will
help
us
in
the
activities
some
other
things
I'll
throw
in.
There
are
other
activities,
one
which
is
very
major
to
us
and
turns
out
that
it'll
be
very
useful
for
the
city,
and
that
is
an
organization
called
the
Tampa.
Bay
partnership
did
some
Economic
Development
Studies
of
our
region,
the
Tampa
Bay
region
against
19
other
regions
nationwide
that
were
competitive
with
and
looked
at
that
on
various
things.
How
do
we
stand?
E
Transportation,
infrastructure,
talent,
development,
governance,
all
those
other
kinds
of
things,
and
they
found
out
that
our
region
is
in
the
last
quartile
of
talent,
development
and
management.
The
last
quartile
of
those
12,
those
19,
and
they
wound
up
asking
me
to
get
involved
with
the
manufacturing
sector.
They
chose
two
sectors
to
do
that
in
manufacturing
as
well
as
healthcare,
and
they
got
I
think
a
$300,000
grant
from
JPMorgan
Chase.

It
was,
and
so
we're
meeting
with
17
manufacturers
monthly
to
drill
down
and
get
an
employer
led
a
plural
in
definition
of
what
their
needs
are
in
the
future,
as
well
as
what
their
issues
are
in
the
present
to
do
that,
and
what
that
the
way,
what
that
is
to
do
is
develop
an
employer
led
community
voice
to
get
out
to
the
supply
chain,
which
is
the
education,
workforce,
development,
community
and
other
kinds
of
things.
So
that's
required.

That's
required
a
lot
of
time
and
within
the
chamber
we
formed
a
manufacturing
Council
again
and
drawn
them
in
because
of
sustained
us
we're
getting
some
really
good
input
out
in
terms
of
definition,
but
to
sustain
it.
You
know
that's
only
17
manufacturers
out
of
about
3,500
in
the
region,
which
is
Hernando,
Pasco,
Pinellas
and
Hillsboro.
So
we've
got
to
get
more
of
those
guys
on
board.

If
we're
going
to
sustain
us,
I
think
we're
gonna
get
out
with
a
grid
definition,
but
we
got
to
grow
that
and
one
of
the
ways
that
we're
going
to
try
to
grow.
That
is,
we
have
our
seventh
seventh
annual
annual
manufacturers
awards
dinner
coming
up,
October
3rd
and
that's
going
to
be.
The
theme
is
talent,
pipeline
management
and
who
I
have
coming
for
a
speaker,
for
that
is
the
is
dr.
Eric
Hall
he's
the
Chancellor
of
innovation
for
the
Florida
Department
of
Education.

That's
a
from
what
I
know
of
that's
a
new
position
that
was
initiated
by
Governor
DeSantis
and
I
love
the
word
innovation,
because
that's
what
we
need
to
do.
The
other
things
that
we
do
is
will
be
for
thing
at
the
old,
smart
citizen
Academy
next
week
as
well
as
we
we
do
business
seminars
within
there
and
I
want
to
bring
that
up,
because
that's
another
bullet
that
we
want
to
get
with
miss
Donnelly.
To
do
some
substantial
things
on
a
quarterly
basis.

one

Chamber
members
who's,
doing
weekly
business
seminars.

Wednesday

June

we
get

attendance

ten
or
twelve
to
that.

we

some
it's
a
bit
of
busy
we're
and
I
think
pretty
well
focused
and
of
joint
chamber
city,
business
assistance
and
economic
development
planning.
So
that's
in
a

we've
done

so

effort

our
assistant
city

a
nerd

going
to
talk

it's

I
mean
the
detail,
stuff,
I,
think
two
or
three
times
at
least
two
times
and
the
short
time
that
this
council
has
been
up
here.

we

kept

Economic
development
forms
always

was
privileged
enough

able
to
attend

all

them

like
the
most
about
those,
was
hearing
the
feedback
from
the
companies
instead
of
it
coming
from
the
chamber
or
the
council.
We
got
to
hear
from
the
individual
companies
and
get
their
ideas
and
I
thought
that
really
brought
into
the
discussion.

consideration

the
renewal
of
the
business
assistance
partnership
agreement
with
the
aforementioned
upper
Tampa
Bay
Chamber
of
Commerce.
The
background
is
that
the
current
business
assisted
partnership
agreement
with
the
UT

are

of
C
or
Chamber,
as
we
know
and
love
them
that
commenced
in
October,
1st
2018
will
expire
on
September
30
2019.
This
agreement
historically
supported
the
Chamber's
implementation
of
a
business
assistance
program
to
enhance
the
business,
recruitment
and
retention
efforts
of
the
city
of
Oldsmar.

Couldn't
be
more
pleased
with
the
outcome
of
this
agreement
and
the
objectives
the
chamber
really
exceeded
expectations
with,
with
their
assistance
we
were
able
to
really
draft
our
own
economic
development
plan
and
house,
and
we've
established
a
you
know,
a
really
a
model
of
collaboration
between
a
chamber
and
a
municipal
government
and
increases
our
reach
and
capacity
into
our
community,
which
you
know
is
important.
So
this
agreement
is,
is
its
proposed
to
you
it.
It
is
it's
not
a
mirror
of
last
year's
agreement.

approved
payments
of
Keystone
excavators
for
emergency
water,
main
repair
on
July
11th
2019,
a
contractor
and
stolen
cable
on
Tampa
Road
inadvertently
hit
a
twelve-inch
city,
water
main
city
staff
immediately
responded
to
the
incident,
however.
Assistant
from
Keystone
excavators
incorporated
was
requested
due
to
the
depth
and
location
of
the
break.
The
contractor
was
better
equipped
for
this
event,
with
the
necessary
trenching
and
safety
equipment.
Additionally,
Keystone
excavators
was
working
on
the
downtown
water
main
replacement
project,
which
was
a
project
for
the
city
and
allowed
for
a
quick
response.

Since
the
break
resulted
in
extensive
water
and
pressure
loss,
expedience
was
essential.
The
break
was
reported
at
approximately
10:30
a.m.
and
crews
worked
until
approximately
midnight
to
complete
the
initial
repair,
which
included
approximately
20
city
employees.
The
effort
took
several
days.
The
space
eroded
by
the
water
under
the
roadway
was
crowded
the
following
day
and
prayer.
Fdot
requirements
and
Keystone
crews
came
back
on
the
17th
and
18th
to
replace
the
sidewalk
and
ramp
removed
for
the
repair
and
conduct
of
the
restoration
work.

item
is
being
presented
to
Council
after
the
fact
simply
because
the
dollar
mat
exceeded
the
purchase
threshold
of
$25,000,
which
applies
in
normal
procurement
circumstances,
so
obviously
staff
recommends
approval.
The
emergency
repair
will
be
paid
out
of
the
water
and
sewer
fund
and
then
for
a
total
of
$30,000,
thirty
thousand
four
hundred
and
thirty
six
dollars
the
chair.

contract
with
the
sheriff
of
Pinellas
County
to
provide
the
city
with
police
protection,
community
policing
services

crossing
guards.

contract
represents

prior
year
to
the
cost
of
law
enforcement
services.
The
level
of
service
remains
the
same
for
the
next
fiscal
year.

enforcement
services
and
were
asking
council
to
approve

contract,

for

city
staff

expedient

organized
response

Hurricane
Dorian
and
activating

Emergency
Operations
process.

saw
countless
complements
to

city
staff,

social
media,
for
everything
from
the
the
sandbag
operations
and
our
really
cool
sandbag
filler.
I
You
know,
and
our
responsiveness
on
the
telephone
I
just
I'm
really
proud
to
call
myself
councilmember
for
this
city
and
I
wanted
to
be
sure
to
encourage
folks
to
stop
by
the
fire
station
too,
because
that
343
that
memorial
is
pretty
amazing
and
you
get
a
new
appreciation,
especially
this
year.
After
going
to
fire,
ops
was
eye-opening

don't
know
how
they
climbed

floors,

in

them
lost
their

get

staff

worked

diligently

storm
prep,

opportunity

attend
one
of
the
meetings
that
was
on
Labor
Day
weekend,
and
it
was
you
know,
an
8
a.m.
know.
It
was
Labor
Day.

will
always
approach
it
that
way,

so,
in
any
event,
I
just
wanted
to
make
a
point
of
thanking
them
and
and
for
their
professionalism

how
hard
they
work
they
take
it
serious
people
were,

they're

overnight
stuff
because
they
had
a
stay
at
the
Public
Works
Department.
For
a
few
days
that
staff
level
and
then
directors
and
telling
you
man,
it's
the
real

least,

hearts

prayers
go
out
to
all
those
who
were
victimized
in
the
events
on
9/11
councilmember
Norris
said
it
right
with.
We
all
remember
where
we're
at
I've
shared
the
story
before
how
I
was
running
a
public
company
at
that
time,
and
we
were
in
the
process
of
a
secondary
offering
and
a
week
earlier,
I
held
a
ticket
to
be
in
the
World
Trade
Center
at
that
time,
and
it
got
cancelled
or
rescheduled
for
a
week
later,
I
still
had
that
airline
ticket.

You
know
we
all
remember
where
we're
at
I
was
fortunate,
and
you
know
the
that
never
forget
is
more
than
just
words.
A
lot
of
people
lost
their
lives,
innocent
victims
and
the
heroes
who
went
in
there
to
to
save
those
who
they
could,
and
so
our
hearts
and
prayers
go
out
to
them
and
know
that
we're
thinking
about
it
all
right.
