item

relates

proclamation
of
emergency
by
the
mayor
I'm.

way
we're

process

is
that
I'm

read
it

feel
compelled
to
say
those
just
a
little
bit
right
in

kind

calm

nerves.

a
very
trying
time,
and
it's
certainly
unnerving.

I
don't
know
if
any
of
you
actually
specifically
have
looked
up
what
the
word
pandemic
means,
but
it's
defined
by
the
CDC
as
a
global
outbreak
of
a
new
virus
right,
much
like
the
flu
was
and
has
been
many
times,
and
so
by
no
means
I'd
be
little.

is
taking
place,
but
just
a
little
bit
of
levity,
as
it
relates
to
the
issue
that
we're
dealing
with,
but
in
and
I
will
say
that
here
on
Oldsmar
to
our
knowledge,
we've
had
no
reported
cases
confirmed
that
we're
aware
of
we
would
likely
be
aware
of
it
at
this
point.
You
know
there's
certainly
HEPA
laws
that
you
know.

don't
give
people's
names
or
anything
like
that,
and
while
all
of
us
would
have
heard
on
the
news,
the
strategy
of
containment,
which,
of
course,
is
to
prevent
the
spread
or
slow
the
spread
for
us,
I
would
say
that
you
know
there's
there's,
there's
no
hysteria
here
and
I.
Wouldn't
say
that
we're
even
containment,
I
would
say
we're
probably
focused
on
prevention
and
that
we
expect
to
be
aggressive
on
prevention.

there

lot

information
flowing

but

would

advise
everyone

stick
to
official

facts

really

we're

to

let
me
go
into
the
agenda
item.

agenda
is
discuss,
discussion
regarding
coronavirus
and
proclamation
of
emergency
issued
by
the
mayor,
and
so
what
I'm
going
to
do
at
this
time
is
I'm
going
to
read
the
proclamation,
and
then
we
can
have
a
discussion
what
actually
required
on
the
next
item
or
a
ratification
by
the
council.
But
let
me
go
ahead
and
read
the
proclamation
that
I
did
execute
a
proclamation
of
emergency.

And
whereas
chapter
252
state
statutes
provides
Authority
for
the
city
of
oldsmar
to
declare
a
state
of
emergency
following
the
city
to
waive
procedures
and
formalities,
otherwise
required
a
political
subdivisions.
Bylaw
pertaining
to
one
performance
of
public
work
in
taking
whatever
action
is
necessary
to
ensure
the
health,
safety
and
welfare
of
community
of
the
community,
two
entering
into
contracts,
three,
incurring
obligations
for
employment
of
permanent
and
temporary
workers,
five
utilization
of
volunteer
workers,
six
rental
of
equipment,
seven,
the
acquisition
distribution
with
or
without
compensation
of
supplies,
materials
and
facilities.

Eight
appropriations
and
expenditures
of
public
funds
now,
therefore
be
proclaimed
by
the
mayor
of
the
city
of
old
smarf.

section
one
commits

poses
a
serious
threat
to
the
lives
of

residents

Oldsmar

a
state
of
local
emergency
exists

of

affect

territories
within
the
legal
boundaries

The
procedures
and
formalities
required
by
law
are
hereby
waived,
as
provided
by
chapter
2
v

florida
statutes,
section
4.
As
mayor
of
the
city
of
oldsmar,
I'm
authorized
to
promulgate
such
reasonable
regulations
as
I
deem
necessary
to
protect
life
to
preserve
critical
resources.

physicians,

utilize
all
available
resources
of
the
city
government
as
reasonably
necessary
to
cope
with
a
disaster
or
emergency,
including
emergency
expenditures,
not
to
exceed
50,000
US
dollars
for
declare
certain
areas
of
the
city.
Off-Limits,
off-limits,
five,
make
provisions
for
availability
and
use
of
temporary
emergency
housing
and
emergency
warehousing
of
materials.
Six
establish
emergency
operation,
centers
and
shelters
in
addition,
or
in
place
of
those
provided
for
in
the
cities.
Emergencies

average
retail
price,
as
used
in
this
subsection,
is
defined
to
be
a
price

mayor
needs

making

more

some
real
guidance
from
our
county
and
our
state,
and
it
would

not
going
to
say
never

these
decisions

I've
said
this
to
a
couple
people
and
when
your
city,
manager
and
I've
had
this
conversation-
and
that
is
you
know,
cancelling
events
this
past
week,
and
it
is
going
to
be
my
intention
to

the
remainder
of
this
month,
postpone
any
events
that
we
have
on
the
calendar.
I
know
that
the
chamber
has
made
the
decision
on
Oldsmar
days
already
I,
you
know
quite
candidly,
Jerry
and
I
have
had
conversations
about
that
prior,
but
I.

are
some
sunshine
restrictions
that
we
have,
but
I
would
have
kind
of
our
our
city
manager
stay
in
communications
with
what
it's
happening.
There
is
some
discussion
about
them,
loosening
up
a
little
of
the
sunshine
requirements
that
does
not
exist
at
this
time,
but
there
is
discussion
of
that.

I
always
call
my
lawyer,
because
what
I
do
so

I
wanted
to
make
a
point
of
saying
that
coming
out
to

would
not
limit
making

decision

restaurants,

weekend

lot
of
people
have
been
asking
me
if
they
were
going
to
be
shut
down.
So
my
question
I
guess,
is
for
Tom

maybe

If
the
governor
does
say
that
we
have
to
shut
down
the
restaurants
too,
does
that
mean
our
city
will
still
have
to
or
how
would
that
work.

would

relying

an

a
great

event
kind
of
hard
to
postpone
right
in
that
type
of
venue
right.
But
so
the
goal
would
be
not
to
lose
any
events
and
be
able
to
postpone
them.

it
wouldn't

executive
order

precautions

emergency

proclamation

emergency
issued
by
the
mayor.
I'm

our
city
attorney
read
the
resolution.

just
just
coming
back
to
this
whole
thing
on
on
panic
mode,
look
it's
something
we
should
take
serious,
it's
something
we're
gonna,
take
very
serious.
We're
gonna,
follow
the
advice
of
the
experts
and
really
use
that
as
guidance
and
have
some
discussion.
I
do
want
to
comment
on
a
few
things.
Number
one
is
met,
groceries
of
Medicine
right
essentials.
Right
now,
today,
I
spoke
with
the
manager
at
Publix.
Our
local
Publix
I
spoke
with
the
manager
at
Aldi
had
multiple
conversations
with
Josh
Josh
over
at
Walmart
or
the
general
manager
over
there.

And
so
let
me
tell
you
the
consensus
that
I
want
you
to
share
this
with
our
citizens.
Not
one
of
them
have
been
told
or
have
any
reason
to
believe
there
is
going
to
be
any
disruption
in
the
supply
chain
that
they
have.
As
a
matter
of
fact,
Walmart
has
taken
the
additional
steps
because
they
drive
they
truck
their
own
supplies
for
their
own
stores.
They've
actually
taken
the
additional
steps
to
hire
a
third-party
trucking
company
to
assist
in
moving
supplies
out
faster
right.

So
if
there
was
any
kind
of
message
that
we
could
carry
back
to
our
citizens-
and
that
is
to
tell
them
if
you
want
to
come
and
buy
a
lot
of
stuff
you're
spending
a
lot
of
money,
you
don't
need
to
because
they're
gonna,
replace
the
shelves
and
and
you're
not
gonna-
have
the
money
to
come
by
next
time.
Okay,
I
mean
you're,
just
gonna
have
to
wait
longer
there.
This
is
not
a
natural
disaster.
There
are
no
disruptions
to
transportation
production
facilities,
those
types
of
things
they
don't
exist.

Could
we
run
into
a
situation
where
one
particular
vendor
has
some
kind
of
breakout
outbreak,
rather
in
their
manufacturing
facility,
and
therefore
they're
kind
of
off
the
grid
yeah?
That
could
happen,
of
course,
as
you
might
guess,
all
of
their
suppliers
are
taking
extra
measures
to
make
sure
that
doesn't
happen
all
right.
So
let
me
just
kind
of
settle
nerves.
If
I
can
and
say,
there's
no
shortage
of
food
I,
don't
know
what
everyone's
doing
with
all
the
toilet
paper.

know
what
everyone's
doing
with
all
the

but
I'll
assure
you
it's
not
a
risk
that
it
won't
be
there.

just
just
know
that
right
up
front,
and
so
that's
an
important
thing
and
I
I'm
not
guessing

I've.
Today,
I
spoke
with
them
all.

made
a
point
of
it
one
on
one
and
asked
the
question
that
they're,
like
it's
rich.
The
only
reason
why,
Walmart
by
the
way,
change
their
hours,
they
change
their
hours
because
they
were
trying
to
restock
during
the
crazy.

11:00
to
6:00
11:00
p.m.
to
6:00
a.m.
hours,
but
people
were
taking
stuff
off
the
pallets
and
it
became
a
safety
issue.
That's
why
they
closed
those
hours,
not
for
any
other
reason,
so
that
it
would
be
safely
restocked,
sanitized,
cleaned
and
ready
to
go.
I
did
understand
that
there
were
about
60
people
waiting
this
morning
to
come
in
60
people
I,
don't
Walmart
that
big
I
don't
know
that.
That's
all
that
crazy
right,
so
take
a
breath
hold
on
to
your
money
right.
You
know.

I
had
a
conversation
today
with
Holly
Moore,
who
was
our
representing
most
many
of
you
know
Holly
at
Tico,
and
she
shared
with
the
city
and
maybe
we'll
put
it
out
to
help
promote
that
that
Kiko
has
made
the
decision
that
they
are
not
going
to
turn
off
anyone's
power.
Any
customers
power
for
non-payment
through
the
remainder
of
this
month,
they're
gonna
re-evaluate
it
right
at
the
end
of
the
month.
That's
that
goes
for
all
customers,
because
I
asked
her
specifically.

Does
that
include
commercial,
and
she
said
yes,
it
does
and
then
she
sent
the
the
backup
paperwork
to
all
of
us
to
make
sure
we
had
it
so
know
that
and
then,
as
it
relates
to
the
water
right,
we
provide
water
and
some
other
essentials.
What
I'm
gonna
do
is
get
with
staff
and
ask
them
to
consider
what
whether
or
not
there's
some
proactive
steps
we
can
plan,
not
not
pull
the
trigger
on
but
plan
in
the
event
that
we
find
that
people,
especially
those
may
be
impacted
in
the
hospitality
fuel.

know,
can't
pay
their
water
bill
right,
and
so
maybe
we
look
for
some
kind
of
program
that
has
a
deferment
to
it
and
and
so
forth.
So
if
you
think
about
that
know
this,
your
city's
got
the
poles,
the
essentials,
your
food,
your
medicine,
your
electric
and
your
water,
all
right
so
we're
on
it.
We're
planning
this
if
we
need
it
and
so
rest
assure
that
that's
kind
of
the
work
I
want
to
talk
a
little
bit
about
our
at-risk
citizens
and
just
understand
if
you're
over
65
doesn't
necessarily
mean
you're
at
rest.

I
mean
I'm
almost
60,
so
you
know
so.
I
can
appreciate
that
so
I
I
do
want
to
point
out
something
today
at
risk
and
and
I'm
going
to
do
this,
because
it's
my
mission
to
stay
very
right
online
with
the
information
provided
by
the
CDC.
Not
mayor
saddles
information.
Okay,
so
let
me
just
highlight
at
risk
who's
at
a
higher
risk.
Early
information
out
of
China,
where
Kovac
19:4
started,
shows
that
some
people
are
at
higher
risk
of
getting
sick
from
this
illness.
This
includes
older
adults.
A
You
can
decide
what's
old
ride.
You
know
people
who
have
serious
chronic
medical
conditions
like
heart
disease,
diabetes,
lung
disease,
that's
the
extent
of
their
definition
that
they
have
out
and
that's
the
definition.
So
what?
What
does
that
mean?
Right?
I
will
tell
you
that
you
know
when
we
have
the
flu
epidemic
going
on
or
pandemic
that
words
kind
of
used
interchangeably
by
the
way
people
who
are
who
have
those
kind
of
health
conditions.
They
tell
you
stay
away,
stay
away
from
sick
people
right
because
it
could
complicate
your
condition.
This
is
no
different
right.

Having
said
that,
let's
think
about
their
essentials
right
all
three
of
the
grocery
chains
that
I
mentioned
earlier
two
deliveries,
all
right.
They
also
do
call
ahead
or
whatever
you
want
to
call
the
service
where
you
could
come
pick
it
up
and
they'll
bring
it
out
to
the
car.
Now
I
should
say
this
that
two
of
them
use
a
third-party
provider
for
this
service.
Walmart
does
their
own
internal
shopping.

This
is
not
a
commercial
for
Walmart,
but
what
I
will
tell
you
is
in
talking
with
Josh
that
the
GM
over
there
for
those
who
probably
want
to
avoid
going
out
into
large
groups
of
people
right,
they
can
go
online
to
Walmart's
website
they
can
order
and
their
first
order.
Delivery
is
absolutely
free
with
the
password
fast
free
okay.
So,
if
you're,
if
we
have
seniors
who
who
are
concerned
about
or
those
who
are
at
risk,
have
concerns
about
getting
their
their
groceries,
we've
discussed
this.

could
go
online,
they
could
have
them
delivered
and
I
think
it
costs
about
$13
a
month
to
have
as
many
deliveries
as
you
want.
Okay,
so
there's
a
there's,
a
way
that
you
don't
have
to
nothing
has
to
change,
and
you
don't
have
to
expose
yourself
for
our
citizens
who
are
at
risk
and
who
who
rely
on
services
like
oldsmar
cares,
for
example,
who
have
to
supplement
some
of
their
food
supply
with
some
help.
I've
had
discussions
with
and
met
with
Dave
Wallace
for
most
mark
hares.

know
the
essentials
I
would
say
are:
are
pretty
well
covered.
One
other
area
and
I'm
gonna.
Ask
the
city
manager,
I.
Think
Felicia
can
talk
about
this
a
little
bit.
It's
an
important
area,
and
that
is
many
of
our
kids
who
rely
on
meals
through
the
schools
and,
of
course
the
schools
are
closed,
and
so
we
are,
your
city
is
working
on
something
and
I'd
ask.
Would
the
city
managers
indulgence
to
ask
our
assistant
city
manager
to
come
up
and
talk
a
little
bit
about
what
the
city
is
working
on
I.

Made
inquiries
today
to
juvenile
Welfare
Board
in
Pinellas,
County
Schools
and
they
are,
and
they
are
planning
to
feed
at-risk
youth
for
people
who
already
qualified
for
for
breakfast
or
lunch
to
do
drop-off
points
throughout
the
the
closest
ones
that
we
have.
The
old,
Tamar's,
Dunedin
and
tarpon
springs
we're
having
a
countywide
phone
call
on
Wednesday
and
at
that
time,
I'm
going
to
volunteer
one
of
our
facilities
to
help
facilitate
a
drop-off
point
where
the
food
will
be
packaged
down
at
Walter,
Pownall
service
center
and
then
it'll
be
I'm
distributed
throughout
the
county.

In
any
of
them
will
probably
use
State
Street
Center
as
the
location,
so
we
you
know
kind
of
covering
those
bases
to
make
sure
we've
got
everything.
One
other
thing
that
I
didn't
mention,
and
that
is
as
it
relates
to
meds.
There
are
delivery
services
for
meds.
For
those
who
are
at
risk
1-800
to
refill,
you
could
call
them
they'll
make
free
deliveries.
It
is
a
Walmart
product,
but
they'll
make
free
deliveries
and
once
again,
people
who
are
at
risk,
they
don't
have
to
worry
right.

I
don't
have
that
the
bottom
line
is
we
don't
want
people
to
worry
in
this,
and
so
there's
other
guidance.
That's
been
put
out
and
I'm
just
gonna,
because
I
know
someone's
going
to
ask
about
it.
If
some
of
you
may
have
seen
that
the
CDC
put
out
guidance
for
an
eight
week,
post
pump,
postponement,
postponement
of
events
of
50
or
more
people
at
this
point,
I
would
say
that
we
will
look
at
that
when
the
time
nears
the
end
of
the
month
for
should
the
County
recommended.
We
would
then
implement
that
much
sooner.

this
point,
it's
not
our
intention.
We
are
going
to
postpone
every
event
that
scheduled
and
requires
a
permit,
regardless
of
the
size,
quite
frankly,
for
the
remainder
of
this
month,
we're
going
to
issue
an
executive
order
to
that
effect
and
I
think
that's
a
probably
prudent,
we'll
wait
till
we
get
to
the
end
of
the
month,
see
we're
at
you
know
and
and
kind
of
continue
along.
That
path
already
talked
about
some
of
the
discussions
surrounding
restaurants
and
drinking
establishments
and
the
sale
of
liquor
and
I.
Don't
plan
to
do
anything
about
that.

lot

sense.

let's
not
kid
ourselves.

is
a
real
threat.
You

and
I
remind
everybody
that
we
always
talk
about
how
we're
kind
of
that
district
city.

think
of

the

them

same
question.
All
of
them
are
doing
extra
things,
but
they're
not
promoting
that
they're
doing
extra
things
right
there
in
Cobb,
so
listen
of
half
the
community
feels
that
they're
not
comfortable
going
out.
So
be
it
respect
that.

your

choice,
the
other
half
that's
going
out!
You
know
what
you're
now
in
competition
for
a
smaller
market,
you
know
do
all
those
things
what
you
know
have
somebody
designated
who's
who,
after
everybody
opens
the
door.
They
come
right
behind
it
and
spray
it
with
disinfectant.
After
someone's
looked
at
a
menu
they
disinfect
each
menu
after
every
time.
Anything
anytime
someone's
touched
the
salt
shaker
the
table.
Anything
like
that
they
are
taking
these
extra
steps,

sure
you
put
that
out.

I'd
be
promoting
the
heck
out
of
that

of
those
people
who
are
feel

healthy

you

feel
pretty
confident
where

help
yourselves.

people

through
that

a

role
for

people

area
has

it

hurricanes
storms
that
have

wiped
out,
buildings

homes,

of

our
region?
Do
we
rebound?
We
get
better.
We
move
on
this
event
that
we're
dealing

it's
gonna,
be
a
setback,
I
think
if
anybody
doesn't
believe
that
it
doesn't
acknowledge
that
they're
kidding
themselves
because
ask
our
restaurants
right
now
ask
our
hotels.
You
know
they're
feeling
it
and
that
has
a
ripple
effect
and
so
we're
not
losing
our
buildings,
we're
not
losing
all
these.

assets
that
we
have,
and
so
we'll
be
smart,
we'll
do
as
much
prevention
will
go
to
containment.
Your
city
is
prepared
and
to
share
that
information
and
plugged
in,
and
there
long
calls
all
the
time
now
and
we'll
recover.

bottom
line,
we're
gonna
recover,
then,
who
knows
maybe
some
of
the
on
the
national
basis.
Some
of
these
things
that
we

other
countries
that

look
